Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has announced the Special Stray Round of NEET UG 2026 counselling for Uttarakhand state-quota MBBS and BDS seats. This round is open to candidates who did not receive a seat in the first, second, third, or stray rounds of the state's centralised counselling, or who did not register in earlier rounds but now wish to participate. The Special Stray Round is your last opportunity to secure a medical seat in Uttarakhand for the 2026-27 academic year. All applications must be submitted online only; no offline registration is accepted.
The Special Stray Round is open only to candidates who received no seat in any of the four earlier counselling rounds, or who did not register earlier but are now eligible—you must apply online, pay ₹4,500 (registration + caution deposit), and submit your choice form by the deadline or lose your chance.

Unlock My College ListWho Is Eligible for the Special Stray Round?
The Special Stray Round is NOT open to everyone. You are eligible only if you fall into one of these two categories:
First, you are eligible if you registered in the first, second, third, or stray round of Uttarakhand's state-centralised counselling but did NOT receive any seat in any of those rounds. This includes candidates who participated in the MCC (Medical Counselling Committee) India-wide counselling or the NEET UG 2026 Uttarakhand state counselling's third or stray round and still have no allotted seat.
Second, you are eligible if you did NOT register in any of the first, second, third, or stray rounds but now wish to participate in the Special Stray Round. If you fall into this category, you will need to register and pay the full fees (registration + caution deposit) to apply.
- Registered in first/second/third/stray round but got NO seat in any round
- Did not register in earlier rounds but wish to participate now
- Must have a valid NEET UG 2026 score
Who Is NOT Eligible?
You are NOT eligible for the Special Stray Round if you have already secured admission to a medical college through any of the earlier counselling rounds. This includes:
Candidates who completed the admission process (joined the college) after receiving a seat in the first, second, third, or stray round of Uttarakhand state counselling.
Candidates who completed the admission process after receiving a seat through MCC India-wide counselling.
Candidates who did not complete the admission process after receiving a seat in the third or stray round of Uttarakhand state counselling—these candidates are permanently barred from the Special Stray Round.
- Already joined a college after allotment in earlier rounds
- Completed admission formalities in earlier rounds
- Did not join but were allotted a seat in third/stray round (permanently ineligible)
Application Fee and Payment Method
To participate in the Special Stray Round, you must pay a total of ₹4,500. This comprises the registration fee and the caution deposit (security amount). Both amounts must be paid together in a single online transaction.
Payment is ONLY through online methods: Credit Card, Debit Card, or Net Banking. No cash, cheque, or offline payment is accepted. You must pay through the university website www.hnbumu.ac.in using your registered ID.
If you already paid the registration fee and caution deposit in an earlier round (first, second, third, or stray), you do NOT need to pay the caution deposit again. However, you MUST pay the registration fee again (₹4,500) and file a new choice form. This is mandatory—failure to do so will result in your application being rejected.
If you did NOT pay the registration fee and caution deposit in any earlier round, you must pay BOTH amounts (₹4,500 total) now to register and participate in the Special Stray Round.
- Total fee: ₹4,500 (registration + caution deposit)

Important Rules About Choice Filling and Submission
Your choice form is the most critical part of your application. Once you submit it, you cannot change it under any circumstances. Read these rules carefully:
You can modify your choices at any time BEFORE the deadline set by the counselling board. After the deadline passes, no changes are allowed.
If you fill in your choices but do NOT click the 'Choice Submit' button, the system will automatically submit your choices after the deadline. This automatic submission will be treated as your final choice, and you cannot dispute it later.
If you do not fill in any choices and do not submit, you will NOT be considered for seat allotment. Your application will be rejected.
Once the application process is complete, NO changes to your choices, college selection, or any other information are permitted at any level. You are fully responsible for your choice of college and course.
Previous choices you filled in earlier rounds (first, second, third, or stray) are automatically cancelled. You must fill a completely new choice form for the Special Stray Round.
- You can change choices until the deadline only
- After deadline: no changes allowed
- If you don't submit manually, system auto-submits after deadline
- If you don't fill choices at all: application rejected
- After submission: no changes permitted at any level
- Earlier round choices are cancelled; fill new choices now
Documents Required for Admission
If you receive a seat allotment in the Special Stray Round, you must report in person to the allotted college to complete the admission process. You will need to bring original copies of all required documents. The counselling board will provide a detailed list of documents after the seat allotment list is published on the university website.
Do NOT assume you know which documents are needed. Wait for the official list from the counselling board and the allotted college. Different colleges may have slightly different requirements, so contact your allotted college directly to confirm.
Common documents typically include: NEET UG 2026 admit card and score card, 10th and 12th mark sheets and certificates, caste/category certificate (if applicable), domicile certificate, medical fitness certificate, and passport-size photographs. However, the exact list will be provided by the counselling board.
- Wait for official document list after seat allotment
- Bring original documents to the allotted college
- Contact your college for specific requirements
- Typical documents: NEET admit card, score card, 10th/12th certificates, caste certificate, domicile, medical fitness, photos
Reservation (Quota) and Category Rules
Uttarakhand state counselling follows the state's reservation policy for SC, ST, OBC, and other categories. Reservations are applied both vertically (across all categories) and horizontally (within each category). The exact reservation rules are based on Uttarakhand state government policies and orders in effect on the date of counselling.
Only Uttarakhand state residents are eligible for category-based reservations. To claim any category benefit (SC, ST, OBC, EWS, or any sub-category), you MUST provide a valid certificate issued by a competent authority of the Uttarakhand government. The certificate must be issued on or before the counselling date and must be valid on the date of admission.
OBC (Other Backward Class) certificates are valid for only 3 years from the date of issue. If your OBC certificate was issued more than 3 years ago, it is invalid and will not be accepted. Check your certificate's validity carefully.
Dependent Widow (DPW) category benefits are available only to dependents of ex-servicemen, war widows, and their children. Active military personnel (Army, Navy, Air Force) and their dependents are NOT eligible for this category. Paramilitary forces dependents are also NOT eligible.
EWS (Economically Weaker Section) category benefits are governed by Uttarakhand government orders. Only the most recent certificate issued by a competent authority of the Uttarakhand government will be accepted.
If you claim any category benefit, your residence certificate, category certificate, and all supporting documents must be issued BEFORE the online application deadline for the Special Stray Round. Certificates issued after the deadline will NOT be accepted.
- Only Uttarakhand residents eligible for category reservations
- Must provide valid category certificate from Uttarakhand government
- OBC certificates valid for 3 years only from issue date
- DPW category: ex-servicemen dependents only, not active military
- EWS category: latest government certificate only
- All certificates must be issued before application deadline

If you are a person with disability and wish to claim disability-based benefits or seats, you MUST obtain a medical certificate from a medical board nominated by the National Medical Commission (NMC). No other medical certificate will be accepted.
The NMC-nominated medical board certificate is mandatory for all disability-related claims. If you need any clarification about your disability status or the certification process, you can contact the NMC-nominated medical board directly.
- Medical certificate from NMC-nominated board only
- No other medical certificate accepted
- Contact NMC board for clarifications
Seat Matrix and Institutional Information
The seat matrix for the Special Stray Round—showing the number of seats available at each college, broken down by state quota and all-India open quota—is available on the university website www.hnbumu.ac.in on a separate link.
Detailed fee information for each college participating in the counselling has been uploaded by the colleges on the university website. Before you select a college in your choice form, you MUST review the fee structure, bond rules, seat validity status, and other details of that college. Contact the college directly if you have questions.
You are fully responsible for your choice of college and course. The university and counselling board are NOT responsible for any issues arising from your choice. If you select a college without checking its fees, rules, or other details, you cannot later claim that you were unaware or dissatisfied.
- Seat matrix available on www.hnbumu.ac.in
- College fee details uploaded by each college
- Review fees, bonds, and seat validity before choosing
- Contact college directly for clarifications
- You are responsible for your choice
Seat Allotment and Admission Process
After the choice submission deadline, the counselling board will process all applications and publish a seat allotment list on the university website. The allotment will be based on your merit (NEET score), eligibility, category, and the choices you submitted.
If you receive a seat allotment, you MUST report in person to the allotted college with all original documents to complete the admission process within the time limit set by the counselling board. Failure to report on time will result in forfeiture of your seat.
Detailed instructions for the admission process will be provided on the university website after the seat allotment list is published. Read these instructions carefully and follow them exactly.
- Allotment based on merit, eligibility, category, and choices
- Report in person to college with original documents
- Complete admission within the time limit
- Detailed instructions will be provided after allotment
Consequences of Not Joining After Allotment
If you receive a seat allotment in the Special Stray Round but do NOT join the college within the prescribed time, you will be debarred from the NEET UG exam for one year as per the directions of the Supreme Court of India, the Government of India, MCC, and NEET regulations. Additionally, your caution deposit (security amount) will be forfeited.
This is a serious consequence. If you are allotted a seat, you MUST join the college unless you have a genuine reason to decline. Do not apply if you are not certain about joining.
- Non-joining: debarred from NEET UG for 1 year
- Caution deposit forfeited
- Applies per Supreme Court and MCC directions
Important Traps and Common Mistakes to Avoid
⚠️ TRAP 1: Not submitting your choice form. If you fill in your choices but forget to click 'Choice Submit', the system will auto-submit after the deadline. You cannot change it later. Always click 'Choice Submit' deliberately.
⚠️ TRAP 2: Paying the fee but not filling the application form. Payment alone does NOT register you. You MUST fill the online form, select your choices, and submit them.
⚠️ TRAP 3: Using an invalid or expired category certificate. OBC certificates expire after 3 years. Caste certificates must be issued by the Uttarakhand government. If your certificate is invalid, your category claim will be rejected and you will lose your reserved seat.
⚠️ TRAP 4: Applying without checking college fees and rules. Before selecting a college, review its fee structure, bond conditions, and seat validity. You cannot later claim you were unaware.
⚠️ TRAP 5: Not reporting to the college after allotment. If you get a seat but don't join, you will be debarred from NEET UG for one year and lose your caution deposit.
⚠️ TRAP 6: Submitting documents after the deadline. All certificates (residence, category, medical fitness) must be issued BEFORE the application deadline. Documents issued after the deadline will NOT be accepted.
⚠️ TRAP 7: Assuming your earlier round choices still apply. Your previous choices are automatically cancelled. You MUST fill a completely new choice form for the Special Stray Round.
- Always click 'Choice Submit' to finalize your choices
- Payment + form filling + choice submission all required
- Check category certificate validity (OBC: 3 years max)
- Review college fees and rules before selecting
- Join the college after allotment or face 1-year debarment
- All certificates must be issued before deadline
- Earlier choices are cancelled; fill new choices
