Uttarakhand NEET UG 2026 Special Stray Round: Admission Steps, Fees & Documents

MedAdmit News Desk 8 Nov 2026 8 min read

Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has released the admission procedure for the NEET UG 2026 Special Stray Round for state and all-India open quota candidates. This notice outlines the 10-step process candidates must follow after receiving their allotment letter, including online document upload, advance fee payment, and in-person reporting to the allotted college. The allotment is provisional until all documents are verified and the final admission letter is issued by the college. This is a critical document for every candidate who has been allotted a seat in this round — missing any step or deadline can result in forfeiture of your seat.

After receiving your allotment letter, you must complete 10 steps within the specified deadline: upload documents online, pay advance tuition fee centrally, report to your college with originals, and pay remaining fees — failure to complete any step by the deadline will result in cancellation of your allotted seat.

What is the Special Stray Round and who is it for?

The Special Stray Round is an additional counselling round conducted by Uttarakhand's NEET UG centralised counselling board for state and all-India open quota candidates. This round is held after the main counselling rounds to fill any remaining vacant seats in MBBS and BDS colleges across Uttarakhand.

Candidates who have been allotted a seat in this round will receive an allotment letter through the university website. The allotment is provisional — it becomes final only after you complete all 10 admission steps, your documents are verified by the college, and you receive the final admission letter from the institution.

The 10-Step Admission Process Explained

The admission process is strictly sequential. You must complete each step in order and within the specified deadline. Skipping a step or missing a deadline will result in automatic cancellation of your seat. Below is what you must do:

Steps 1–3 are online: log in to the counselling portal with your ID, download your allotment letter, and accept the offer. Steps 4–7 involve uploading mandatory documents, waiting for college verification, paying the advance tuition fee online, and downloading your fee receipt and freeze confirmation slip. Steps 8–10 are in-person: report to your allotted college with all original documents and the fee receipt, pay any remaining fees directly to the college, and collect your final admission letter.

  • Step 1: Log in to the counselling website with your login ID
  • Step 2: Download your allotment letter using your login ID
  • Step 3: Accept the offer
  • Step 4: Upload all mandatory documents online
  • Step 5: The college will verify your uploaded documents online
  • Step 6: If documents are verified, pay the advance tuition fee
  • Step 7: Download your advance tuition fee receipt and freeze confirmation slip online
  • Step 8: Report in person to your allotted college with the fee receipt and all required original documents
  • Step 9: Pay the balance tuition fee and other applicable fees directly to the college
  • Step 10: Collect your final admission letter from the college

Important: Your Allotment is Provisional

The allotment letter you receive is marked as 'Provisional' — this is not your final admission. Your seat is confirmed only after the college verifies all your documents and issues you a final admission letter. If at any point the college finds that your documents do not meet the required standards, or that you do not meet the eligibility criteria for the course, your seat will be cancelled immediately.

The university and the college will verify your eligibility based on the information you provided during counselling registration and the documents you upload. All verification is done according to the rules published in the Information Bulletin. If you are found ineligible, your seat will be forfeited and you will not be refunded the advance fee.

Advance Tuition Fee: Amount, Payment Method & College-Wise Details

The advance tuition fee is a partial payment of your total tuition fee. It must be paid online only — through net banking, debit card, credit card, or an online-generated bank transfer challan. The amount varies by college and whether the college has a bond requirement. Below is the college-wise breakdown:

All colleges listed accept payment through net banking, debit card, credit card, or online-generated bank transfer challan only. No cash, cheque, or demand draft is accepted. You must pay this fee online before you can proceed to Step 8 (in-person reporting). After you pay, download your fee receipt immediately — you will need to show this receipt when you report to the college.

Mandatory Documents You Must Upload Online (Step 4)

Before you can pay the advance fee, you must upload all mandatory documents online through the counselling portal. The college will verify these documents. If any document is missing, incorrect, or does not meet the required standard, your application will be rejected and your seat will be cancelled. Read this section carefully — missing even one document is grounds for rejection.

All documents must be in original form (not undertakings, affidavits, or acknowledgements). Certificates must be issued by the competent authority of Uttarakhand only (except for NEET admit card and result, which are issued by NTA). OBC certificates must be of NCL (Non-Creamy Layer) category and must be valid on the start date of counselling. DPW (Dependent of Paramilitary/Ex-serviceman) benefit is applicable only to ex-servicemen from armed forces — serving personnel and paramilitary forces are not eligible.

  • Copy of allotment letter
  • High School (10th) Certificate for age proof
  • Intermediate (10+2) Certificate
  • Intermediate (10+2) Mark sheet
  • NEET UG 2026 Admit Card (issued by NTA)
  • NEET UG 2026 Result/Rank letter (issued by NTA)
  • NRI-related documents (if applicable)
  • Certificate of Reserve category (SC/ST/OBC/EWS), if applicable — issued by competent authority of Uttarakhand only. OBC certificate must be NCL category and valid on start of counselling
  • Certificate of Sub Category (FF/Orphan/DPW), if applicable — issued by competent authority of Uttarakhand only. DPW benefit applies only to ex-servicemen from armed forces
  • Certificates for Ward of Kashmiri Migrants, if applicable (refer to Information Bulletin)
  • Domicile Certificate (for Uttarakhand candidates only, if applicable — issued by competent authority of Uttarakhand only)
  • Valid ID proof (Aadhaar Card, Passport, PAN card, driving licence, etc.)
  • Any other document required by your specific allotted college (check the college website or contact the college directly)

Critical Trap: Certificate Issuance Date and Validity

This is a common reason for rejection. For the Special Stray Round, all certificates (caste, sub-category, domicile, etc.) must have been issued on or after 06-11-2026 (the registration deadline for this round). Any certificate issued before this date will NOT be accepted. If your certificate was issued before 06-11-2026, you must obtain a new one from the competent authority before uploading it.

Additionally, OBC certificates must be of NCL (Non-Creamy Layer) category and must be valid on the start date of counselling. If your OBC certificate has expired or is of the Creamy Layer category, it will be rejected. Do not attempt to submit an undertaking, affidavit, or acknowledgement in place of a certificate — these are explicitly not accepted.

In-Person Reporting to Your College (Step 8): What to Bring

After your documents are verified and you have paid the advance fee, you must report in person to your allotted college within the deadline specified in your allotment letter. You must bring all documents in original form — photocopies alone are not sufficient. The college will cross-check your originals against the documents you uploaded online.

Do not deposit your original certificates with any other college, university, or institute. If you come to your allotted college with a certificate stating that 'your originals are deposited elsewhere', you will NOT be allowed to take admission. The college needs to verify your originals in person.

  • Copy of allotment letter
  • Proof of advance tuition fee payment (receipt from Step 7)
  • High School (10th) Certificate (original)
  • Intermediate (10+2) Certificate (original)
  • Intermediate (10+2) Mark sheet (original)
  • NEET UG 2026 Admit Card (original, issued by NTA)
  • NEET UG 2026 Result/Rank letter (original, issued by NTA)
  • NRI-related documents (original, if applicable)
  • Reserve category certificate (original, if applicable)
  • Sub-category certificate (original, if applicable)
  • Domicile certificate (original, if applicable)
  • Valid ID proof (original)
  • Any other document required by your college
  • Payment for remaining fees (tuition, hostel, mess, etc.) — to be paid directly to the college

The advance tuition fee you pay centrally is only a partial payment. After you report to the college, you must pay the remaining tuition fee and any other applicable fees (hostel charges, mess fees, sports fee, etc.) directly to the college. The exact amount and payment method will be provided by the college.

Your admission is complete only after you receive the final admission letter from the college. This letter will be issued after all formalities are completed and all fees are paid. The college will issue this letter within the deadline specified in your allotment letter. If you do not complete all steps within the deadline, your seat will be cancelled and your advance fee will be forfeited.

Eligibility and Certificate Verification Rules

Your eligibility for the course is verified by the college based on the rules and standards set by the regulatory authority (the competent authority of Uttarakhand). The college will check your caste, sub-category, domicile, educational qualifications, and any other eligibility criterion specified in the Information Bulletin. If you do not meet the eligibility criteria, your seat will be cancelled.

All certificates (caste, sub-category, domicile, educational) must be issued by the competent authority of Uttarakhand only — except for NEET admit card and result, which are issued by NTA. Certificates from other states or authorities will not be accepted. The college is responsible for verifying your eligibility; if the college finds you ineligible, it will cancel your seat immediately.

Stray Vacancy Round: Debarment Rule

If you are allotted a seat in the Stray Vacancy Round but do not take admission (i.e., you do not complete all 10 steps and do not report to the college), you will be debarred from the NEET UG exam for one year. Additionally, any security deposit (hostel deposit) you may have paid will be forfeited. This is a serious consequence — if you are allotted a seat, you must complete the admission process or formally withdraw before the deadline.

Important Dates and Deadlines

The notice does not explicitly state the deadline for completing all 10 steps, but it emphasizes that you must complete the entire process within the 'specified period' mentioned in your allotment letter. You must check your allotment letter carefully for the exact deadline. Missing this deadline will result in automatic cancellation of your seat.

The notice also states that if you do not provide the required documents to your college principal by 16-11-2026, or if the college finds you ineligible after checking your documents, your seat will be cancelled immediately. All certificates must have been issued on or after 06-11-2026 to be valid.

  • Certificate issuance date: must be on or after 06-11-2026
  • Document submission deadline to college: 16-11-2026
  • Check your allotment letter for the exact deadline to complete all 10 steps

Where to Find More Information

The notice refers to the 'Information Bulletin' for detailed rules on eligibility, certificates, and the admission procedure. You must read the Information Bulletin carefully — it contains the complete rules for caste, sub-category, domicile, educational qualifications, and other eligibility criteria. The Information Bulletin is available on the university website.

All future updates, notices, and information about admission and counselling will be posted on the university website www.hnbumu.ac.in. You will not receive a separate call letter or email — you must check the website regularly. For college-specific information (fees, documents, contact details), visit the college website or contact the college directly.

Frequently asked questions

What does 'provisional allotment' mean? Is my seat confirmed?

No, your seat is not confirmed yet. 'Provisional allotment' means you have been tentatively allotted a seat, but it becomes final only after you complete all 10 steps, your documents are verified by the college, and you receive the final admission letter from the college. If the college finds any document missing or ineligible, your seat will be cancelled immediately.

What happens if I miss the deadline to complete the 10 steps?

If you do not complete all 10 steps within the deadline specified in your allotment letter, your seat will be cancelled automatically. You will also be debarred from the NEET UG exam for one year, and any security deposit you paid will be forfeited. Check your allotment letter immediately for the exact deadline.

Can I pay the advance tuition fee by cheque or cash?

No. The advance tuition fee must be paid online only — through net banking, debit card, credit card, or an online-generated bank transfer challan. No cash, cheque, or demand draft is accepted. After you pay, download your fee receipt immediately.

My caste certificate was issued before 06-11-2026. Can I still use it?

No. For the Special Stray Round, all certificates (caste, sub-category, domicile, etc.) must have been issued on or after 06-11-2026. If your certificate was issued before this date, you must obtain a new one from the competent authority of Uttarakhand before uploading it. Certificates issued before this date will be rejected.

I have deposited my original certificates with another college. Can I still take admission here?

No. If you come to your allotted college with a certificate stating that your originals are deposited elsewhere, you will NOT be allowed to take admission. You must have your original certificates available to show to the college during in-person reporting.

What is the difference between the advance tuition fee and the remaining fee?

The advance tuition fee is a partial payment of your total tuition fee, paid centrally through the counselling portal. The remaining tuition fee, along with hostel charges, mess fees, and other applicable fees, must be paid directly to the college after you report in person. The exact amount will be provided by the college.

Can I submit an undertaking or affidavit instead of a certificate?

No. The notice explicitly states that undertakings, affidavits, and acknowledgements are NOT accepted. All documents must be original certificates issued by the competent authority. If you do not have a required certificate, you must obtain it before uploading.

My OBC certificate is of the Creamy Layer category. Will it be accepted?

No. OBC certificates must be of the NCL (Non-Creamy Layer) category and must be valid on the start date of counselling. If your certificate is of the Creamy Layer category or has expired, it will be rejected. You must obtain a valid NCL OBC certificate from the competent authority.

I am an ex-serviceman. Am I eligible for DPW (Dependent of Paramilitary) benefit?

DPW benefit is applicable only to ex-servicemen from armed forces. Serving personnel and paramilitary forces are not eligible. If you are eligible, you must submit the DPW certificate issued by the competent authority of Uttarakhand.

When will I receive my final admission letter?

Your final admission letter will be issued by the college after you complete all 10 steps, your documents are verified, and all fees are paid. The college will issue this letter within the deadline specified in your allotment letter. You must collect it in person from the college.

What if the college finds me ineligible after I have paid the advance fee?

If the college finds you ineligible after verifying your documents, your seat will be cancelled immediately. The advance fee you paid will be forfeited — it will not be refunded. This is why it is critical to ensure all your documents are correct and meet the required standards before uploading them.

Where can I find college-specific information like exact fees and contact details?

College-specific information (exact fees, documents required, contact details) is available on the college website or by contacting the college directly. The notice also mentions that this information is available on the university website under 'Documents related to college wise fee details' and 'contact details'. Check both the university and college websites.

Read your allotment letter immediately and note the exact deadline for completing all 10 steps — this is your most critical deadline. Ensure all your certificates (caste, sub-category, domicile, educational) are issued on or after 06-11-2026 and are in original form; if not, obtain new ones now. Upload all mandatory documents online, pay the advance tuition fee through the specified online methods, and report in person to your college with all originals and the fee receipt within the deadline. Do not miss any step or deadline — your seat will be cancelled automatically, and you will be debarred from NEET UG for one year.
