The Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has released the admission procedure for Round 3 (Freeze) of NEET UG 2026 counselling for MBBS and BDS seats in Uttarakhand. If you have been allotted a seat in this round and chosen to freeze it, you must now complete a mandatory 10-step online and offline process. The most critical action is uploading all required documents online by 15 October 2026 at 5:00 PM, followed by paying the advance tuition fee and reporting to your allotted college by 16 October 2026. Missing these deadlines will result in automatic cancellation of your seat.

Freeze candidates must upload documents by 15-10-2026 (5:00 PM), pay advance fee online, and report to college by 16-10-2026 with originals—failure to meet any deadline cancels your seat automatically.

What is a Freeze Seat and Why Does It Matter?

A freeze seat is a confirmed allotment in Round 3 of Uttarakhand's centralised NEET UG counselling. When you freeze a seat, you are locking in your admission to that college and course—you cannot change it in future rounds. This is different from a float seat (which is not available in Round 3) where you could move to a different college.

The allotment you received is provisional (temporary) until you complete all admission formalities. The university has made it clear: if you do not complete the process by the final deadline, your seat will be automatically cancelled with no refund or compensation. There is no option to float or change your choice in Round 3—freeze is mandatory.

The 10-Step Admission Process Explained

The admission process is divided into 10 mandatory steps, each with a specific purpose. Steps 1–7 are completed online through the university portal; steps 8–10 are completed in person at your allotted college. You must follow them in order and meet all deadlines. Skipping or delaying any step will jeopardise your admission.

Here is what happens at each stage: you log in and download your allotment letter, accept the offer, upload mandatory documents for online verification by the college, pay the advance tuition fee once documents are verified, download your fee receipt and freeze confirmation slip, report to the college in person with originals, pay the remaining fees, and finally collect your admission letter from the college.

  • Step 1: Log in to the counselling portal with your login ID
  • Step 2: Download your allotment letter using your login ID
  • Step 3: Accept the offer of your allotted seat
  • Step 4: Upload all mandatory documents online
  • Step 5: College verifies your uploaded documents online
  • Step 6: Once documents are verified, pay the advance tuition fee
  • Step 7: Download your advance fee receipt and freeze confirmation slip
  • Step 8: Report to your allotted college in person with originals and required documents
  • Step 9: Pay the balance tuition fee and other applicable fees directly to the college
  • Step 10: Collect your admission letter from the college

Critical Deadline: Document Upload by 15 October 2026, 5:00 PM

This is the most important deadline you must not miss. You must upload all mandatory documents online through the university portal by 15 October 2026 at 5:00 PM. The university has stated explicitly that this deadline is non-negotiable and is set to ensure that document verification can be completed on time so that the admission process does not face delays.

If you do not upload your documents by this date and time, your documents will not be verified, you will not be able to pay the advance fee, and your seat will be automatically cancelled. There is no extension, no exception, and no alternative. Upload your documents well before the deadline—do not wait until the last moment.

  • Upload deadline: 15 October 2026 by 5:00 PM (online only)
  • Documents must be uploaded through the university portal using your login ID
  • Late uploads will NOT be accepted
  • Failure to upload results in automatic seat cancellation

Advance Tuition Fee: Amount, Payment Method & College-Wise Details

Once your documents are verified by the college, you must pay an advance tuition fee online. This is a partial payment towards your total tuition fee; you will pay the remaining balance directly to the college after you report in person. The advance fee amount varies by college and whether the college has a bond requirement. Payment must be made online only—no cash, cheque, or offline payment is accepted.

The payment methods accepted are: Net Banking, Debit Card, Credit Card, or Online Generated Bank Transfer Challan. Do not attempt to pay by any other method. The university will provide a receipt once payment is successful; download and keep this receipt—you must bring it when you report to the college.

  • Payment method: Online only (Net Banking, Debit Card, Credit Card, or Online Generated Bank Transfer Challan)
  • No cash, cheque, or offline payment accepted
  • Download and save your fee receipt immediately after payment
  • Bring the receipt when you report to the college

Documents Required for Online Upload (by 15 October 2026)

You must upload all mandatory documents online by the deadline. These are the documents the college will verify to confirm your eligibility. If any document is missing, invalid, or does not meet the specified criteria, your verification will fail and your seat will be cancelled. Read the requirements carefully—many candidates make mistakes here.

The documents must be in the format and from the authority specified. For example, if a certificate must be issued by the Competent Authority of Uttarakhand, a certificate from any other state will not be accepted. Similarly, if a certificate must be issued on or after a certain date, an older certificate will be rejected. Upload clear, legible scans or photographs of all originals.

  • High School (10th) Certificate (for age proof)
  • Intermediate (10+2) Certificate
  • Intermediate (10+2) Mark sheet
  • NEET UG 2026 Admit Card (issued by NTA)
  • NEET UG 2026 Result/Rank Letter (issued by NTA)
  • Category Certificate (SC/ST/OBC/EWS), if applicable—must be issued by Competent Authority of Uttarakhand only; OBC certificate must be NCL category and valid on date of admission
  • Sub-Category Certificate (FF/Orphan/DPW/PwBD), if applicable—must be issued by Competent Authority of Uttarakhand only; DPW benefit applies only to ex-servicemen from armed forces (serving personnel and paramilitary forces are NOT eligible)
  • PwBD Category Certificate, if applicable—must be issued by NMC-Designated Medical Board only
  • Certificates for Ward of Kashmiri Migrants, if applicable (refer to Information Bulletin)
  • Domicile Certificate (for Uttarakhand candidates only, if applicable)—must be issued by Competent Authority of Uttarakhand only
  • Valid ID proof (Aadhaar Card, Passport, PAN Card, or Driving License preferred)
  • Notarised affidavit on non-judicial stamp paper of ₹100 (format provided by university—see Affidavit section below)

Critical Trap: Certificate Issue Date and Authority

Many candidates lose their seats because they upload certificates that do not meet the university's strict requirements. Pay close attention to these rules:

For admission to Round 3, only certificates issued on or before 5 October 2026 are valid. Any certificate issued after 5 October 2026 will NOT be accepted. This means you must have obtained your certificates well in advance—do not wait until the last moment to apply for them.

Category certificates (SC/ST/OBC/EWS) and sub-category certificates (FF/Orphan/DPW/PwBD) must be issued by the Competent Authority of Uttarakhand ONLY. If you obtained your category certificate from another state, it will be rejected. OBC certificates must specifically be of NCL (Non-Creamy Layer) category and must be valid on the date of your admission. If your OBC certificate has expired, you must renew it before uploading.

PwBD (Person with Benchmark Disability) certificates must be issued by an NMC-Designated Medical Board only. A certificate from any other medical board will not be accepted. DPW (Dependent of Ex-Serviceman) benefit is available only to ex-servicemen from the armed forces; serving personnel and paramilitary forces are NOT eligible.

  • ⚠️ Only certificates issued on or before 5 October 2026 are valid
  • ⚠️ Category and sub-category certificates must be from Competent Authority of Uttarakhand ONLY
  • ⚠️ OBC certificate must be NCL category and valid on admission date
  • ⚠️ PwBD certificate must be from NMC-Designated Medical Board only
  • ⚠️ DPW benefit is for ex-servicemen from armed forces only—not serving personnel or paramilitary

Reporting to College: 16 October 2026 with Original Documents

After you have uploaded your documents online and paid the advance fee, you must report to your allotted college in person by 16 October 2026. This is the final deadline for physical reporting. Bring all original documents with you—the college will verify them against the scans you uploaded. If any original document does not match the uploaded version, or if you cannot produce an original, your admission will be rejected.

You must bring the following in original: your allotment letter, proof of advance fee payment (receipt), High School and Intermediate certificates, NEET admit card and result letter, category/sub-category certificates (if applicable), domicile certificate (if applicable), valid ID proof, and the notarised affidavit. Do not bring photocopies or certificates from other institutions—the university has explicitly stated that candidates who have deposited their original documents with another college or university will NOT be allowed to take admission.

  • Reporting deadline: 16 October 2026
  • Bring ALL documents in original (not photocopies)
  • Bring your allotment letter and advance fee receipt
  • Bring NEET admit card and result letter (originals from NTA)
  • Bring all category/sub-category certificates in original
  • Bring valid ID proof
  • Bring the notarised affidavit
  • ⚠️ Do NOT bring certificates deposited with another college—you will be rejected

The Notarised Affidavit: What It Is and How to Prepare It

You must submit a notarised affidavit on non-judicial stamp paper of ₹100. This is a legal document in which you declare under oath that all information and documents you have submitted are true, genuine, and authentic. If any document is later found to be fake, forged, or false, your admission will be cancelled immediately and legal action may be taken against you.

The affidavit format is provided by the university (see the template at the end of this notice). You must fill it in completely with your name, father's name, NEET roll number, application number, date of birth, mobile number, and email. You must then take it to a notary public in Uttarakhand, have it notarised (the notary will verify your identity and stamp and sign the document), and bring the notarised original with you when you report to the college. Do not submit a photocopy or an un-notarised version—it will be rejected.

  • Affidavit must be on non-judicial stamp paper of ₹100
  • Must be notarised by a Notary Public in Uttarakhand
  • Must be submitted in original (not photocopy)
  • Fill in all fields: name, father's name, NEET roll number, application number, DOB, mobile, email
  • Bring the notarised affidavit when you report to the college

Remaining Fees: Pay Directly to the College

The advance tuition fee you pay online is only a partial payment. After you report to the college and your documents are verified, you must pay the remaining balance of the tuition fee plus any other applicable fees (hostel charges, mess fees, sports fee, etc.) directly to the college. The amount and payment method will vary by college. Contact your allotted college directly or visit their website to find out the exact amount and payment procedure.

The university has made it clear that all other fees are the responsibility of the college and must be paid at the college level. Do not assume the advance fee covers everything—it does not. Plan your finances accordingly and be ready to pay the balance when you report.

  • Advance fee is partial payment only
  • Balance tuition fee must be paid directly to the college
  • Other fees (hostel, mess, sports, etc.) are college-specific and must be paid to the college
  • Contact your allotted college for exact fee details and payment method
  • Payment must be completed before your admission is finalised

Important Rules: Freeze is Mandatory, Float is Not Available

In Round 3, there is no float option. You must choose to freeze your seat. If you do not freeze, your allotment will be automatically cancelled. This means you cannot keep your options open or wait to see if a better college becomes available—you must commit to your allotted college now.

If you freeze your seat but do not complete the admission process (upload documents, pay fee, report to college) by the deadlines, your seat will be automatically cancelled. There is no grace period, no extension, and no appeal. The university has stated this clearly: if you freeze and then fail to complete the process, your seat is forfeited with no refund.

  • Freeze is mandatory in Round 3—float option is NOT available
  • If you do not freeze, your allotment is automatically cancelled
  • If you freeze but do not complete the process, your seat is automatically cancelled
  • No extensions, no exceptions, no refunds

What Happens After You Report to College?

Once you report to the college with all original documents and the college verifies them, your admission process is complete. The college will issue you an admission letter, which is your final proof of admission. Until you receive this letter, your admission is not final. The college has the authority to reject your admission if any document is found to be invalid or if you do not meet the eligibility criteria set by the college or the regulatory body.

After admission, you will be subject to all rules and regulations of the college and the university. If at any point it is discovered that you submitted false or forged documents, your admission will be cancelled unconditionally, and legal action may be taken against you. The responsibility for the authenticity of all documents lies entirely with you.

  • College issues admission letter after verification
  • Admission is not final until you receive the letter
  • College can reject admission if documents are invalid
  • You are responsible for authenticity of all documents
  • False documents lead to cancellation and legal action

Frequently asked questions

What is the difference between freeze and float in Round 3?

In Round 3, there is no float option. Freeze is mandatory. When you freeze, you lock in your seat at that college and cannot change it. If you do not freeze, your allotment is automatically cancelled. Float (the option to move to a different college in a future round) is not available in Round 3.

What is the deadline for uploading documents online?

You must upload all mandatory documents by 15 October 2026 at 5:00 PM through the university portal. This is a hard deadline—no late uploads will be accepted. If you miss this deadline, your documents will not be verified, you cannot pay the advance fee, and your seat will be automatically cancelled.

What happens if my documents are not verified by the college?

If any document is missing, invalid, or does not meet the university's criteria, the college will reject it during online verification. Your verification will fail, you will not be able to pay the advance fee, and your seat will be automatically cancelled. There is no second chance—ensure all documents are correct before uploading.

Can I pay the advance fee offline or by cheque?

No. The advance fee must be paid online only using Net Banking, Debit Card, Credit Card, or Online Generated Bank Transfer Challan. No cash, cheque, or offline payment is accepted. After payment, download and save your receipt—you must bring it when you report to the college.

What if my category certificate is from another state?

Category certificates (SC/ST/OBC/EWS) must be issued by the Competent Authority of Uttarakhand ONLY. If your certificate is from another state, it will be rejected. You must obtain a fresh certificate from Uttarakhand before uploading. Similarly, OBC certificates must be NCL (Non-Creamy Layer) category and valid on the date of admission.

What is the deadline for reporting to the college in person?

You must report to your allotted college by 16 October 2026 with all original documents. This is the final deadline. If you do not report by this date, your seat will be automatically cancelled. Bring your allotment letter, advance fee receipt, NEET documents, category certificates, domicile certificate, valid ID, and the notarised affidavit.

Can I submit a photocopy of my documents instead of originals?

No. You must bring all documents in original when you report to the college. The college will verify the originals against the scans you uploaded. If you cannot produce an original or if the original does not match the uploaded version, your admission will be rejected. Do not deposit your original documents with another college—if you do, you will not be allowed to take admission.

What is the notarised affidavit and how do I get it?

The affidavit is a legal document in which you declare that all your submitted documents and information are true and authentic. The university provides a template. You must fill it in, take it to a Notary Public in Uttarakhand to have it notarised (stamped and signed), and bring the notarised original when you report to the college. It must be on ₹100 non-judicial stamp paper.

Do I have to pay the full tuition fee upfront?

No. The advance fee you pay online is partial. After you report to the college and your documents are verified, you must pay the remaining balance of the tuition fee plus other applicable fees (hostel, mess, sports, etc.) directly to the college. Contact your allotted college for the exact amount and payment method.

What happens if I freeze my seat but do not complete the admission process?

Your seat will be automatically cancelled with no refund or compensation. There is no grace period or extension. If you freeze, you must complete all steps: upload documents by 15 October, pay the advance fee, and report to the college by 16 October. Missing any deadline results in automatic cancellation.

Can I use an old category certificate that expired?

No. For OBC certificates, the certificate must be valid on the date of admission. If your OBC certificate has expired, you must renew it before uploading. For SC/ST/EWS certificates, check the validity period specified on the certificate. All certificates must be issued by the Competent Authority of Uttarakhand and must be current.

What if I have a disability (PwBD)? What certificate do I need?

If you are eligible for PwBD (Person with Benchmark Disability) category, you must upload a PwBD certificate issued by an NMC-Designated Medical Board only. A certificate from any other medical board will not be accepted. If you are claiming DPW (Dependent of Ex-Serviceman) benefit, you must be an ex-serviceman from the armed forces—serving personnel and paramilitary forces are NOT eligible.

Your seat in Round 3 is confirmed only if you complete all steps by the deadlines. Start now: gather all original documents, ensure they meet the university's criteria (especially certificate issue dates and issuing authority), and prepare to upload by 15 October 2026 at 5:00 PM. After uploading and paying the advance fee online, report to your allotted college by 16 October 2026 with all originals and the notarised affidavit. Do not delay—missing any deadline will result in automatic cancellation of your seat with no refund. For any questions, contact your allotted college directly or visit www.hnbumu.ac.in.
