Kaloji Narayana Rao University of Health Sciences (KNRUHS), Telangana has opened the Mop Up phase of web-based counselling for BDS admissions under Competent Authority Quota for the 2026-27 academic year. This is the final opportunity for eligible candidates to exercise web-options and slide to a different dental college if they wish. The window is extremely tight — just 19.5 hours, from 12:30 PM on 15 October to 8:00 AM on 16 October 2026. Candidates who were allotted seats in earlier phases and have already joined can use this phase to move to a better-ranked college, but they must understand the severe penalties for non-joining or withdrawal after this phase.

BDS Mop Up web-options open for just 19.5 hours (12:30 PM Oct 15 to 8 AM Oct 16, 2026); if you get a seat and don't join, or join and then quit, you face a ₹20 lakh penalty and 3-year debarment.

What is the Mop Up Phase and Who Can Apply?

The Mop Up phase is the final round of counselling for BDS admissions under Competent Authority Quota (CQ) — the seats that Telangana fills through its own state counselling, separate from the national MCC process. This phase fills any remaining vacant seats after earlier rounds of counselling.

You are eligible to exercise web-options in this Mop Up phase ONLY if: (1) your name appears in the final merit list published on the KNRUHS website on 28 August 2026 or in any subsequent addendum/corrigendum; (2) your certificates were uploaded during online registration and provisionally verified by the university; (3) you exercised web-options in the first phase of counselling; and (4) you have already reported to a college in an earlier phase and are currently continuing your course there.

If you were allotted a BDS seat in an earlier phase but did not join, or if you joined and then discontinued, you are NOT eligible for this Mop Up phase. Similarly, if you were admitted under MCC (national) counselling in any of the first three phases, you cannot participate in this state-level Mop Up round.

  • Your name must be on the final merit list (28.08.2026 or later addendum)
  • Certificates must have been uploaded and provisionally verified
  • You must have exercised options in the first phase of counselling
  • You must have already reported to a college in an earlier phase and be continuing there
  • You cannot have been allotted an MBBS seat under Competent Authority Quota after the Mop Up phase

Critical Dates: The 19.5-Hour Window

The web-options window is extremely short and non-extendable. You must exercise your options within this exact timeframe or you will lose the opportunity entirely.

Web-options can be exercised from 12:30 PM (afternoon) on 15 October 2026 until 8:00 AM (morning) on 16 October 2026. After 8:00 AM on 16 October, the portal will close and no further options can be submitted. The allotment will then be processed based on the options you have already submitted.

  • Start time: 12:30 PM on 15 October 2026
  • End time: 8:00 AM on 16 October 2026
  • Portal: https://tsbdsadm.tsche.in/

How to Exercise Web-Options: Step-by-Step

You must exercise your options online using a computer with an internet connection. The process is straightforward but requires careful thought, because once you submit your options, they cannot be changed.

Log in to the portal https://tsbdsadm.tsche.in/ using your credentials. You will receive a one-time password (OTP) consisting of a six-letter code (A–Z, capital letters only) on your registered mobile number. Enter this OTP to proceed. Review the list of vacant BDS seats across all KNRUHS-affiliated dental colleges (Government, Private, and Army College of Dental Sciences, Secunderabad) on the university website at http://knruhs.telangana.gov.in.

Select the colleges where you wish to be considered for admission, in order of your preference. There is no limit on the number of colleges you can choose — you can select as many as you are interested in. However, only select colleges you genuinely want to join; do not select a college just because seats appear available, because vacancies will change as other candidates slide during the counselling process.

Once you have finalized your choices, submit them through the portal. Print out a copy of your saved options immediately for your records. You will receive an SMS on your registered mobile number after the allotment is made, informing you whether you have been allotted a seat and at which college.

Understanding Seat Sliding: How Your Allotment Can Change

Seat sliding is a key feature of this Mop Up phase. If you are allotted a seat at a college in this phase based on your web-options, your seat from the previous phase will be automatically cancelled. That cancelled seat will then be offered to the next eligible candidate in order of merit and according to their options. This is how vacancies arise and seats 'slide' through the system.

For example: if you were allotted a seat at College A in an earlier phase, and in this Mop Up phase you are allotted a seat at College B (your preferred choice), your College A seat is cancelled and offered to another candidate. This is beneficial for you (you get your preferred college) but you must be aware that if you do not join College B, severe penalties apply.

The university explicitly warns: exercise your web-options carefully and only for colleges you are genuinely willing to join. Do not select a college speculatively. If you are allotted a seat and do not join, or if you join and then discontinue, you will face a ₹20 lakh penalty and a 3-year debarment from BDS admissions under KNRUHS.

  • If you get a new seat in Mop Up, your previous seat is automatically cancelled
  • Your cancelled seat goes to the next eligible candidate by merit and their options
  • This creates new vacancies for other candidates to slide into
  • Only select colleges you genuinely want to join
  • Failure to join or discontinuation after allotment triggers severe penalties

Fees: University Fee and Tuition Fee

If you are allotted a seat in this Mop Up phase, you must pay the university fee to download your allotment order and proceed with admission. The university fee is ₹12,000 for the BDS course. This fee must be paid online using a debit card, credit card, or internet banking through the payment gateway on the portal.

However, if you already paid the university fee in the first or second phase of counselling and you slide to a different college in this Mop Up phase, you do NOT need to pay the university fee again. Your earlier payment covers all phases.

In addition to the university fee, you must pay tuition fee (college fee) at the college where you are allotted. For Government Dental College & Hospital, Hyderabad, the tuition fee is notified on the college website. For private dental colleges, the tuition fee is as per Government Order Ms. No. 98, HM&FW(C1) Department, dated 07.08.2026, and is also available on each college's website. You pay the tuition fee directly to the college at the time of joining, not through the online portal.

  • University fee: ₹12,000 (must be paid online to download allotment order)
  • Payment method: Debit card, credit card, or internet banking
  • If you paid university fee in Phase 1 or 2 and slide in Mop Up, no additional fee needed
  • Tuition fee: Paid directly to the college at the time of joining
  • Government college tuition fee: Check college website
  • Private college tuition fee: As per G.O. Ms. No. 98, HM&FW(C1), dated 07.08.2026

⚠️ The ₹20 Lakh Penalty and 3-Year Debarment: What You Must Know

This is the most critical trap in this Mop Up phase. The university has imposed severe penalties to prevent seat blocking. If you are allotted a seat in this Mop Up phase and do not join the course, or if you join and then discontinue at any point after the Mop Up phase, you will be liable for a penalty of ₹20 lakhs and will be debarred from BDS admissions under KNRUHS for 3 years.

The free exit window — the only period during which you can withdraw without penalty — closed on 14 October 2026. Since today is 15 October 2026, the free exit period has already passed. This means that if you are allotted a seat in this Mop Up phase and you join, you cannot withdraw without facing the ₹20 lakh penalty and 3-year debarment.

The university has made it clear: once you are allotted a seat in this Mop Up phase, you are committed to the course. Do not exercise web-options for a college unless you are absolutely certain you will join and continue the course. The penalty is not a fine that can be negotiated — it is a mandatory financial liability, and the 3-year debarment means you cannot apply for BDS admission in Telangana for the next three academic years.

Additionally, if you are allotted a seat and do not join, your original certificates will not be returned to you unless you pay the ₹20 lakh penalty and complete the debarment period. This is a serious consequence.

  • Penalty for non-joining or discontinuation after Mop Up: ₹20 lakhs + 3-year debarment
  • Free exit deadline: 14 October 2026 (already passed)
  • No free exit after 14 October 2026 — any withdrawal incurs the full penalty
  • Original certificates not returned unless penalty is paid
  • 3-year debarment applies to all BDS admissions under KNRUHS
  • Only exercise options for colleges you are certain you will join

After the allotment is made (after 16 October 2026), you will receive an SMS on your registered mobile number informing you of your allotment and the college assigned to you. You should also log in to https://tsmedadm.tsche.in/ to check your allotment status and download your allotment order.

To download your allotment order, you must first pay the university fee (₹12,000) online. Once payment is successful, you can download the allotment order, which will specify the college, course, and the last date by which you must report to the college.

You must report to the Principal of your allotted dental college on or before the date specified in the allotment order. At the time of reporting, you must submit all original certificates, relevant bonds (if any), and pay the tuition fee to the college. If you do not report by the specified date or do not complete these formalities, your admission will be automatically cancelled and the ₹20 lakh penalty and 3-year debarment will apply.

If you slide to a different college during this Mop Up phase (i.e., you were allotted a seat at College A in an earlier phase and now get a seat at College B), your original certificates will be transferred to College B after the closure of admissions. You will need to obtain a relieving certificate and custodian certificate from College A, collect any fees paid there, and then report to College B before the joining deadline.

  • You will receive an SMS notification of your allotment
  • Check allotment status on https://tsmedadm.tsche.in/
  • Pay university fee (₹12,000) online to download allotment order
  • Report to the college Principal by the date specified in the allotment order
  • Submit original certificates, bonds, and pay tuition fee at the college
  • If you slide from another college, obtain relieving and custodian certificates first
  • Failure to report by deadline results in automatic cancellation and ₹20 lakh penalty

Important Rules About Certificate Verification and Discontinuation

The university will conduct final verification of your original certificates at the allotted college. If any discrepancy is found during this verification — for example, if a certificate is forged, altered, or does not match the information you provided — your provisional allotment will be cancelled immediately. The university will also initiate action against you and your parent as per university regulations, which may include legal proceedings.

Once you join the course after this Mop Up phase, you are not permitted to discontinue or withdraw under any circumstances. The only exception was the free exit period (which ended on 14 October 2026). After that date, any discontinuation triggers the ₹20 lakh penalty and 3-year debarment. This is a binding commitment.

Your original certificates will not be returned to you at any point during your course. They will be retained by the college. If you discontinue after the free exit deadline, you will not get your certificates back unless you pay the ₹20 lakh penalty and complete the 3-year debarment period.

  • Final certificate verification happens at the allotted college
  • Any discrepancy found results in cancellation and possible legal action
  • No discontinuation allowed after Mop Up phase allotment
  • Original certificates retained by the college throughout the course
  • Certificates returned only after course completion or after paying ₹20 lakh penalty

Payment Failure and Double Payment: What to Do

If your online payment for the university fee fails but is later processed successfully (resulting in a double charge), you can request a refund. However, you must submit a formal representation via email to knruhs.doublepayments@gmail.com with details of the failed and successful transactions.

The university will verify your claim and, if confirmed, will refund the amount from the failed/duplicate transaction to your bank account. However, this refund will only be processed after the closure of admissions (i.e., after all phases of counselling are complete). Do not expect an immediate refund; it may take several weeks or months.

  • If double payment occurs, email knruhs.doublepayments@gmail.com with transaction details
  • Include proof of both the failed and successful transactions
  • Refund will be processed only after closure of admissions
  • Refund will be credited to your bank account by the university
  • Do not attempt to pay again if your first payment fails; wait for the portal to confirm

Frequently asked questions

I was allotted a BDS seat in an earlier phase and I have joined the college. Can I exercise web-options in this Mop Up phase to move to a better college?

Yes, you can. If you were allotted a BDS seat in an earlier phase, have reported to the college, and are currently continuing your course there, you are eligible to exercise web-options in this Mop Up phase. If you are allotted a seat at a different college in this phase, your previous seat will be automatically cancelled and offered to another candidate. However, be aware that if you do not join the new college or if you join and then discontinue, you will face a ₹20 lakh penalty and 3-year debarment.

I was allotted a BDS seat in an earlier phase but I did not join the college. Can I participate in this Mop Up phase?

No, you cannot. The notification explicitly states that candidates who were allotted seats in previous phases and have not reported or have discontinued the course are not eligible to exercise web-options in this Mop Up phase. You have lost your opportunity to participate in this round.

What is the deadline for exercising web-options, and can it be extended?

The deadline is 8:00 AM on 16 October 2026. The window opens at 12:30 PM on 15 October 2026. This is a hard deadline and cannot be extended under any circumstances. If you do not submit your options by 8:00 AM on 16 October, you will not be able to participate in this Mop Up phase.

If I am allotted a seat in this Mop Up phase and I do not join, what happens?

If you are allotted a seat and do not join the college, you will be liable for a penalty of ₹20 lakhs and will be debarred from BDS admissions under KNRUHS for 3 years. Additionally, your original certificates will not be returned to you unless you pay this penalty. This is a serious financial and academic consequence, so only exercise web-options for colleges you are certain you will join.

Can I withdraw from the course after I join following this Mop Up phase allotment?

No, you cannot withdraw without facing severe penalties. The free exit period ended on 14 October 2026. After that date, any discontinuation of the course results in a ₹20 lakh penalty and 3-year debarment from BDS admissions under KNRUHS. Once you join after this Mop Up phase, you are committed to completing the course.

Do I need to pay the university fee again if I was allotted a seat in an earlier phase and I slide to a different college in this Mop Up phase?

No, you do not need to pay the university fee again. If you already paid the ₹12,000 university fee in the first or second phase of counselling and you slide to a different college in this Mop Up phase, that earlier payment covers all phases. You only need to pay the tuition fee at your new college.

How many colleges can I select when exercising web-options?

There is no limit on the number of colleges you can select. You can exercise web-options for any number of colleges you are interested in joining, as long as you meet the eligibility criteria for those colleges. However, only select colleges you genuinely want to join; do not select speculatively, because if you are allotted a seat and do not join, the ₹20 lakh penalty applies.

What if my online payment for the university fee fails?

If your payment fails, do not attempt to pay again immediately. Wait for the portal to confirm the failure. If the payment is later processed successfully despite the initial failure (resulting in a double charge), you can request a refund by emailing knruhs.doublepayments@gmail.com with details of both transactions. The refund will be processed after the closure of admissions and credited to your bank account.

I received an SMS saying I have been allotted a seat. What do I do next?

First, log in to https://tsmedadm.tsche.in/ to check your allotment status and download your allotment order. To download the order, you must pay the university fee (₹12,000) online. Once payment is successful, download the allotment order, which will specify the college and the last date for joining. Report to the college Principal by that date with all original certificates, relevant bonds, and payment of tuition fee to complete your admission.

What happens if I do not report to the college by the date specified in the allotment order?

If you do not report by the specified date or do not complete the admission formalities (submitting certificates, bonds, and paying tuition fee), your admission will be automatically cancelled. The ₹20 lakh penalty and 3-year debarment will apply. You will also not get your original certificates back unless you pay the penalty.

I was admitted under MCC (national) counselling. Can I participate in this Telangana state-level Mop Up phase?

No, you cannot. The notification explicitly states that candidates admitted under MCC counselling up to the third phase are not eligible to exercise web-options in this state-level Mop Up phase. You must continue with your MCC allotment.

What if there is a discrepancy found during final certificate verification at the college?

If any discrepancy is found in your original certificates during final verification at the allotted college — such as forgery, alteration, or mismatch with the information you provided — your provisional allotment will be cancelled immediately. The university will also initiate action against you and your parent as per university regulations, which may include legal proceedings. This is why it is critical to ensure all your certificates are genuine and accurate.

The Mop Up phase web-options window is open for only 19.5 hours: from 12:30 PM on 15 October to 8:00 AM on 16 October 2026. Log in to https://tsbdsadm.tsche.in/ immediately, review the vacant seats on http://knruhs.telangana.gov.in, and carefully select only the colleges you are genuinely willing to join. Remember: if you are allotted a seat and do not join, or if you join and then discontinue, you will face a ₹20 lakh penalty and 3-year debarment. Do not exercise options speculatively. After allotment, pay the university fee promptly, download your allotment order, and report to your college by the deadline with all original certificates and tuition fee payment.
