Tamil Nadu's Directorate of Medical Education & Research has opened online applications for DNB Broad Speciality Post MBBS and Post MBBS Diploma (2-year) courses for the 2026-27 session. This prospectus is exclusively for in-service medical officers working in Tamil Nadu government institutions and local bodies. Applications opened today (09 October 2026) and close on 15 October 2026 at 5 PM. Candidates must have qualified NEET PG 2026 and meet strict eligibility criteria including minimum service requirements and nativity rules. This is a state-quota admission process conducted by the Selection Committee at the Directorate of Medical Education & Research, Chennai.

Only in-service medical officers are eligible for this admission. Private candidates cannot apply. You must be a Medical Officer selected by the Tamil Nadu Public Service Commission (TNPSC) or Medical Services Recruitment Board (MRB) through competitive written examination and appointed in Tamil Nadu Medical Services, OR a Medical Officer serving in Local Bodies (municipal corporations, town panchayats, etc.) in Tamil Nadu.
You must have completed a minimum of 2 years of continuous service as on 31 March 2026. If you were temporarily appointed or have not completed 2 years by this date, you are not eligible. If you work in institutions under the Registered Societies Act or self-financing institutions, you are classified as a non-service candidate and cannot apply under this service quota.
After completing your DNB course, you must have a minimum of 5 years of service remaining until superannuation. This is a legal requirement—the government will calculate your remaining service and reject your application if you do not meet this threshold.

NEET PG 2026 Qualification & Minimum Marks
You must have qualified NEET PG 2026 conducted by the National Board of Examination. Your score must meet the minimum percentile cutoff for your category. For Tamil Nadu candidates, the minimum marks are set at percentile levels, not absolute scores.
General Category candidates must score at least 50th percentile in NEET PG 2026. Candidates belonging to Scheduled Castes, Scheduled Castes (Arunthathiyar), Scheduled Tribes, Backward Classes, Backward Classes (Muslim), Most Backward Classes, and Denotified Communities must score at least 40th percentile. Candidates with Person with Disability (PwD) status in SC/ST/OBC categories must score 40th percentile; General Category PwD candidates must score 45th percentile.
The exact cut-off scores (out of 800) will be notified later by the Selection Committee. Do not assume your NEET score is sufficient until the official cut-off is published. Candidates who have not qualified NEET PG 2026 or fall below the minimum percentile for their category will be rejected at the scrutiny stage.

MBBS Degree & Internship Requirements
You must possess an MBBS degree awarded by the Tamil Nadu Dr. M.G.R. Medical University or any other university recognized by the Medical Council of India. If your MBBS is from a university outside Tamil Nadu, you must obtain an Eligibility Certificate from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai 600 032 and produce it at the time of admission.
You must have completed the entire Compulsory Rotatory Medical Internship (CRMI) or Compulsory Rotatory Residency Internship (CRRI) period in Tamil Nadu. Candidates who completed their MBBS in other states but are claiming Tamil Nadu nativity must upload a Nativity Certificate issued by the competent authority from the Revenue and Disaster Management Department, Government of Tamil Nadu with official seal.
You must have cleared your MBBS examination and completed or be completing the CRMI/CRRI period on or before 30 September 2026. At the time of counselling and admission, you must possess either a Permanent Medical Council Registration Certificate or a Provisional Registration Certificate issued by the Medical Council of India or your State Medical Council. Candidates without valid registration will be rejected.

Nativity & Community Reservation: Critical Documents
If you are claiming Tamil Nadu nativity and have completed your MBBS in another state, you must upload a Nativity Certificate issued by the competent authority from the Revenue and Disaster Management Department, Government of Tamil Nadu with official seal. The government has warned candidates against dual nativity—if you are found to have claimed nativity in more than one state, your allotment will be cancelled and legal action will be initiated.
If you are claiming community reservation (Backward Class, Backward Class Muslim, Most Backward Class, Denotified Community, Scheduled Caste, or Scheduled Caste Arunthathiyar), you must upload TWO certificates: (1) Your own community certificate issued by the competent authority from the Revenue and Disaster Management Department, Government of Tamil Nadu with official seal, AND (2) A community certificate of either one of your parents issued by the same authority with official seal. Both certificates must show the same community and must be issued by the competent authority—certificates from any other source will result in rejection.
Scheduled Tribe candidates must produce community certificates issued by a Revenue Divisional Officer of the competent jurisdiction, Government of Tamil Nadu. Do not submit certificates from any other authority. The community certificate must clearly state your community name and must match the list of recognized communities in the prospectus annexure.

Application Timeline & Deadlines
Applications opened on 09 October 2026 at 12:00 Noon and will close on 15 October 2026 at 5:00 PM. This is a strict deadline—no extensions will be granted. The online portal will automatically close at 5 PM on 15 October and will not accept any submissions after that time, even if your internet connection is slow or your payment is processing.
The rank list will be published after scrutiny of all applications. The exact date for rank list publication has not been announced yet and will be notified later. Counselling rounds (Round 1, Round 2, Round 3, and Stray Round) will be conducted online, with dates to be notified separately. Course commencement and closure of admission dates will also be announced later.

Application Fee & Payment Method
All candidates must pay a non-refundable application fee of ₹3,000 at the time of submitting the online application. Scheduled Caste, Scheduled Caste (Arunthathiyar), and Scheduled Tribe candidates of Tamil Nadu native are exempted from this application fee. If you belong to one of these categories, you must upload your community certificate to claim exemption.
Payment must be made online only through the official payment portal using Debit Card, Credit Card, Net Banking, RTGS, or UPI. No offline payment methods are accepted. Check the validity and transaction limit of your card or banking facility before attempting payment. Mere deduction of the fee from your bank account is NOT proof of successful payment—you must receive a payment confirmation from the portal.
Do not attempt to pay at the last minute. The portal will close at 5 PM on 15 October, and if your payment is still processing, your application will not be submitted. Ensure you have sufficient transaction limit available and complete your payment well before the deadline. If your payment fails, you will need to retry, so allow extra time.

Documents to Upload: Complete Checklist
All documents must be uploaded as visibly clear, self-attested photocopies in PDF or image format. The High Court of Madras has mandated that all relevant documents be submitted online along with the application—offline submission is not accepted. Incomplete applications or applications with unclear/missing documents will be summarily rejected with no opportunity for re-submission or appeal.
You must upload your NEET PG 2026 Admit Card and Score Card. These are mandatory. You must also upload your MBBS Degree Certificate and Diploma Certificate (if applicable) or Provisional Pass Certificate. Your CRMI/CRRI Completion Certificate is mandatory. Your Permanent or Provisional Medical Registration Certificate issued by the Medical Council of India or State Medical Council must be uploaded.
If you are claiming community or nativity reservation, upload the relevant certificates as described in the Nativity & Community Reservation section above. If you are applying under Persons with Disability (PwD) category, upload a recent medical certificate from a regional medical board (issued within 3 months of application). The certificate must be from one of the designated boards: Stanley Medical College Hospital Chennai, Madurai Medical College & Hospital, Coimbatore Medical College & Hospital, Thanjavur Medical College & Hospital, or the Appellate Disability Assessment Board at Rajiv Gandhi Government General Hospital, Chennai.
Upload your Aadhaar Card (clearly visible copy) and one of the following as a supportive document: Passport, Voter's ID, or Driving Licence. Upload the same photograph that you used for your NEET PG 2026 Admit Card. Upload a post-card size colour photograph (4"×6", size 50 KB to 300 KB). If you are a service candidate, upload your TNPSC/MRB Selection & Posting Order duly certified by the forwarding authority with date and seal. How to Apply: Step-by-Step Process
Visit the official website www.tnmedicalselection.net and log in to the online application portal. Fill in all mandatory fields in the application form. Do not leave any field blank—incomplete applications will be rejected. Ensure all information you enter is true and correct. Once you submit the application, you cannot change any particulars, so review carefully before final submission.
Upload all required documents as self-attested photocopies in the specified format. Ensure each document is clearly visible and legible. If you are a service candidate, download the online proforma, get it verified and signed by your competent forwarding authority with official seal and date, then upload the signed proforma along with your application. The forwarding authority must issue a complete Service Proforma including your leave and deputation details.
Pay the application fee of ₹3,000 (or claim exemption if eligible) through the online payment portal using Debit Card, Credit Card, Net Banking, RTGS, or UPI. Ensure payment is successful before submitting your application. Download and save a printed copy of your completed application for your records. Counselling Process: Four Rounds & Seat Allotment

Admission will be conducted through four rounds of online counselling: Round 1, Round 2, Round 3, and Stray Round. All counselling is conducted online only. At the time of each round, you must pay a non-refundable registration fee of ₹1,000 to participate. You must also deposit a security deposit of ₹30,000 for government institutions, which will be refunded within three months after the entire counselling process ends (without interest).
In Round 1, you must register and lock your choice of colleges/specialities. If you do not register or lock your choices in Round 1, you can still participate in subsequent rounds. If you are allotted a seat in Round 1 but do not join within the stipulated time, you can participate in Round 2. In Round 2, vacancies arising from non-joined seats or newly sanctioned seats will be filled. Re-allotment is permitted in Round 2 and Round 3 based on rank and reservation rules. In Round 3, remaining vacancies will be filled. If you are allotted a seat in Round 3, you cannot participate in any further rounds—this is your final allotment.
The Stray Round is conducted for any remaining vacancies after Round 3. Candidates who have not been allotted in Rounds 1, 2, or 3 can participate in the Stray Round. If you are allotted in the Stray Round, you must join without fail. Mutual transfers or individual requests for college transfers are NOT permitted under any circumstances. All admissions and resignations must be made online only—offline admissions or resignations will not be accepted, and hospitals taking offline admissions may face legal consequences.

Seat Distribution & Reservation Rules
Out of the total recognized/permitted DNB Broad Speciality seats in Tamil Nadu government medical colleges and government hospitals, 50% are offered to the All India Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% are allotted under State Quota through this state counselling process. Selection will be made as per merit list (NEET PG 2026 rank) and by applying the Rule of Reservation or 200-point Roster method followed by the Government of Tamil Nadu.
If 8 or more seats are available in any speciality, the reservation rule is: Open Competition 31%, Backward Class 30%, Most Backward Class/Denotified Community 20%, Scheduled Caste 18%, Scheduled Tribe 1%. Within the 30% Backward Class quota, 3.5% is reserved for Backward Class Muslims. Within the 18% Scheduled Caste quota, 16% is allocated to Scheduled Caste (Arunthathiyar) community. If only 1 seat is available in any speciality, it will be allotted on rank basis only, without reservation.
If adequate eligible candidates are not available in a reserved category, those seats will be reverted to the General Category. Scheduled Caste candidates can compete for unfilled Scheduled Caste (Arunthathiyar) seats, and SC candidates can compete for unfilled Scheduled Tribe seats as per government orders. Persons with Disability (PwD) Special Category allotment will be done ahead of General Category. If no eligible PwD candidates opt for a speciality, those seats will be reverted to General Category.

Persons with Disability (PwD) Category: Eligibility & Certification
5% of total seats in government medical institutions are reserved for Persons with Disabilities. You are eligible for PwD reservation if your disability is between 40% and 80%. Candidates with more than 80% disability are NOT eligible for admission. Candidates with less than 40% disability are NOT eligible for PwD reservation but can apply under General Category.
You must obtain a medical certificate from one of the designated Primary Medical Assessment Boards in Tamil Nadu: Stanley Medical College Hospital Chennai, Madurai Medical College & Hospital, Coimbatore Medical College & Hospital, Thanjavur Medical College & Hospital, or the Appellate Disability Assessment Board at Rajiv Gandhi Government General Hospital, Chennai 600 003. The certificate must have been issued within 3 months prior to submitting your application. If your certificate is older than 3 months, your application will NOT be considered under PwD quota.
The certificate must specify the type and extent of disability. Candidates with significant locomotor disability (with or without other disabilities such as visual, hearing, speech, or learning disability) that makes it very difficult to pursue and complete the course satisfactorily may be declared NOT ELIGIBLE for admission, even if disability percentage is within the 40–80% range. The Selection Committee will assess functional competency with assistive devices if used. If you fail to submit the PwD medical certificate, your application will be considered under General Category only.

Bond & Service Obligation: Critical Financial & Legal Commitment
All service candidates selected for admission must execute a bond with three sureties. For DNB Broad Speciality (Post MBBS) courses, the bond amount is ₹40,00,000 (Rupees Forty Lakh). For Post MBBS Diploma (2-year) courses, the bond amount is ₹20,00,000 (Rupees Twenty Lakh). Two sureties must be permanent government employees in the same or higher rank than you; one surety must be your spouse or parent. All sureties must provide their PAN numbers. The bond is exempted from stamp duty under the Indian Stamp Act.
After completing your course, you must serve the Government of Tamil Nadu till superannuation. If you discontinue service (resign or take voluntary retirement) before superannuation, you must pay a compensation of ₹40 Lakh (for Broad Speciality) or ₹20 Lakh (for Diploma) to the government. You must also pay interest on this compensation amount at the rate applicable to government housing loans, calculated from the date the government issues the compensation demand. If you abscond from service, you are liable to be prosecuted for compensation recovery under the Revenue Recovery Act.
If you do not join service immediately after completing your course, or if you serve for less than the full bond period, a sum proportionate to the period left unserved will be levied as compensation. The government will retain your original certificates (MBBS degree, medical registration, etc.) until the bond is cleared or compensation is paid in full. You will not be relieved from service or given your certificates until all financial obligations are met.

Common Rejection Traps: What Will Get Your Application Rejected
Your application will be summarily rejected if you do not upload all mandatory documents or if any document is not clearly visible or legible. The High Court has mandated online submission of all documents—offline submission is not accepted. If your NEET PG 2026 Score Card is missing or if your score falls below the minimum percentile cutoff for your category, you will be rejected. If you do not have a valid Permanent or Provisional Medical Registration Certificate at the time of admission, you will be rejected.
If you are claiming community or nativity reservation but do not upload the required certificates (your own community certificate AND your parent's community certificate, both from the Revenue & Disaster Management Department with official seal), your application will be rejected. If you upload a community certificate from any other authority or without official seal, it will be rejected. If you are found to have claimed dual nativity (nativity in more than one state), your allotment will be cancelled and legal action will be initiated.
If you are a service candidate and do not upload your Service Proforma duly certified by the forwarding authority with date and seal, your application will be summarily rejected. If you are applying under PwD category but do not upload a medical certificate from a designated board issued within 3 months, your application will be considered under General Category only. If you do not upload your Aadhaar Card and a supportive identity document (Passport, Voter's ID, or Driving Licence), your application will be rejected. If you upload a photograph different from your NEET PG Admit Card photograph, or if your photograph is not post-card size (4"×6") or is outside the 50 KB–300 KB size range, your application may be rejected.

What is the last date to apply, and can it be extended?
The last date to submit your online application is 15 October 2026 at 5:00 PM. No extensions will be granted. The online portal will automatically close at 5 PM and will not accept any submissions after that time. You must apply well before the deadline to avoid last-minute technical issues.
I completed my MBBS in another state. Do I need an Eligibility Certificate?
Yes. If your MBBS is from a university outside Tamil Nadu, you must obtain an Eligibility Certificate from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai 600 032 and upload it with your application. You must also produce the original certificate at the time of admission.
I am claiming community reservation. What documents do I need to upload?
You must upload TWO certificates: (1) Your own community certificate issued by the competent authority from the Revenue and Disaster Management Department, Government of Tamil Nadu with official seal, AND (2) A community certificate of either one of your parents issued by the same authority with official seal. For DNB Broad Speciality (Post MBBS), the bond amount is ₹40 Lakh. For Post MBBS Diploma (2-year), it is ₹20 Lakh. If you resign or take voluntary retirement after completing the course, you must pay this compensation amount to the government, plus interest at the government housing loan rate. You must also serve the government till superannuation; if you do not, a proportionate compensation will be levied.
I have a disability of 35%. Can I apply under PwD category?
No. Candidates with less than 40% disability are not eligible for PwD reservation. However, you can apply under the General Category and compete for general seats. If your disability is between 40% and 80%, you are eligible for PwD category, provided you upload a medical certificate from a designated board issued within 3 months of application.
Can I change my college choice after submitting my application?
No. Once you submit your application, you cannot change any particulars, including your college choices. You can only change your choices during the counselling rounds when you register and lock your choices. Review all information carefully before final submission.
Where do I find the list of recognized communities for reservation?
