The Odisha Joint Entrance Examination (OJEE) Board, which runs counselling for the 85% state-quota MBBS and BDS seats in Odisha, has released the seat matrix for the 2026 admission session on 14 August 2026. This is not a result or a rank list — it is the official count of how many MBBS and BDS seats each Odisha college has, and how those seats are divided among reservation categories (ST, SC, SEBC, UR/General, EWS) and, at private colleges, the NRI quota. Every NEET UG 2026 qualified candidate who registers for Odisha state counselling will use this matrix while filling choices, so it is worth understanding college by college before you start picking colleges.
OJEE has published the full seat break-up for 19 Odisha colleges — 14 government MBBS/BDS colleges (1,626 seats) and 5 private MBBS/BDS colleges (383 seats, including NRI quota) — and candidates must check which category columns actually have seats at each college before filling choices.

Unlock My College ListWhat exactly OJEE has released
A 'seat matrix' is simply the official table showing, for every college, how many MBBS or BDS seats exist and how many of those seats are set aside for each reservation category. OJEE uses this matrix to run the choice-filling and seat-allotment rounds of Odisha's state quota (Competent Authority Quota) counselling for MBBS and BDS.
This particular matrix covers 19 colleges in total: 11 government medical colleges without a separate EWS seat split, 3 more government medical colleges that do have EWS seats, 1 government dental college, 3 private medical colleges, and 1 private dental college. It does not cover the 15% All India Quota seats (those are handled centrally by MCC) — this is purely the Odisha state-quota matrix.
College-wise seat totals
Here is the total number of seats at each college. 'Total' is the sum of all reservation-category seats (ST + SC + SEBC + UR + EWS) at that college. NRI quota seats, where they exist, are shown separately — they are extra seats only at four private colleges and are not included in the 'Total' column.

Category-wise seat totals (Odisha state quota)
The matrix also gives grand totals for each reservation category across government MBBS colleges, the government BDS college, private MBBS colleges, and the private BDS college. This is useful for estimating your chances before choice filling.
SEBC means 'Socially and Educationally Backward Classes' — Odisha's state-level equivalent of the OBC category. UR means Unreserved/General category. Each of these five main categories (ST, SC, SEBC, UR, EWS) is further split in the original sheet into five sub-quota columns labelled OP, SGS, GC, PC and ES. The notice does not define what these five sub-codes stand for, so check the OJEE 2026 counselling brochure or information bulletin for the exact meaning and eligibility of each sub-quota before you select your category during registration — picking the wrong sub-quota code can affect your allotment.
| Category | Govt MBBS seats | Govt BDS seats | Private MBBS seats | Private BDS seats |
|---|---|---|---|---|
| ST | 353 | 12 | 67 | 19 |
| SC | 256 | 9 | 49 | 14 |
| SEBC | 176 | 6 | 33 | 9 |
| UR (General) | 744 | 22 | 149 | 43 |
| EWS | 43 | 5 | 0 | 0 |
| NRI (extra, not in above total) | 0 | 0 | 52 | 15 |
| Total | 1572 | 54 | 298 | 85 |
The EWS trap: not every college has EWS seats
This is the single most important detail EWS candidates must notice. Out of the 11 government MBBS colleges listed first in the matrix — SCB MCH Cuttack, MKCG MCH Berhampur, FM MC Balasore, SJMCH Puri, BB MC Balangir, DDMCH Keonjhar, GMC Sundergarh, GMC Bhawanipatna, JKMCH Jajpur, PMPMC Talcher and GMC Phulbani — the EWS columns show zero seats.
Only three government MBBS colleges (VIMSAR Burla, PRM Medical College Baripada, SLN Medical College Koraput) and the one government dental college (SCB Dental College, Cuttack) currently carry EWS seats. None of the four private colleges (Hitech MC Bhubaneswar, Hitech MC Rourkela, DRIEMS Cuttack, Hitech Dental College Bhubaneswar) have EWS seats either.
If you hold an EWS certificate, your realistic choice list for the government stream is effectively limited to these four institutions for EWS-category seats — do not assume EWS seats exist everywhere just because you see EWS as a column heading in the matrix.

NRI quota only at four private colleges
NRI (Non-Resident Indian) quota seats appear only for four private institutions: Hitech Medical College Bhubaneswar (22 seats), Hitech Medical College Rourkela (15 seats), DRIEMS Cuttack (15 seats) and Hitech Dental College Bhubaneswar (15 seats). No government college in this matrix has any NRI seats. These NRI seats are shown separately from the category totals and typically carry a different fee structure and eligibility route — check the OJEE counselling bulletin for the specific documents and process required to claim an NRI-quota seat.
Government versus private seats — the bigger picture
Across Odisha's state quota, government medical colleges together offer 1,572 MBBS seats and the single government dental college offers 54 BDS seats — these carry government fee levels. Private colleges together offer 298 MBBS seats and 85 BDS seats through this state-quota matrix, plus the separate NRI seats mentioned above — these carry private/self-financing fee levels, which are usually significantly higher than government college fees.
In total, this matrix accounts for 2,009 MBBS/BDS seats under Odisha's Competent Authority Quota (before adding the extra 67 NRI-quota seats at the four private colleges).
Important cautions before choice filling
This is a provisional seat matrix released for the counselling process — numbers can be revised later if the Medical/Dental Council or the state government approves changes to intake or recognition status for any college, so keep checking the OJEE website for updated matrices closer to your round of counselling.
The matrix only tells you how many seats exist and in which category — it does not by itself confirm your eligibility, documents, or fee amount. Refer to the official OJEE 2026 counselling information bulletin for eligibility criteria, required documents, category certificate formats, and the schedule for registration, choice filling and result of each round.
- Match your NEET UG 2026 category certificate (ST/SC/SEBC/EWS) exactly against the sub-quota columns before selecting a category in the OJEE portal.
- If you are claiming EWS, shortlist only the four institutions that actually have EWS seats in this matrix.
- If you are an NRI candidate, note that only four private colleges offer NRI seats, and their fee/eligibility rules differ from the general category seats at the same college.
- Cross-check seat numbers against the latest OJEE counselling bulletin before finalising your choice list, since matrices are sometimes revised.

See My CollegesFrequently asked questions
Is this a NEET UG result or rank list?
No. This is only the seat matrix — the count of MBBS/BDS seats at each Odisha college and how they are split by category. It is used during OJEE's choice-filling process, not for declaring results.
Does this matrix include the 15% All India Quota seats?
No. This matrix covers only Odisha's 85% state quota (Competent Authority Quota) seats, run by OJEE. All India Quota seats are allotted separately by MCC.
Which government medical colleges have EWS seats?
Only three government MBBS colleges — VIMSAR Burla, PRM Medical College Baripada, and SLN Medical College Koraput — plus the government dental college, SCB Dental College Cuttack, show EWS seats in this matrix. The other 11 government MBBS colleges show zero EWS seats.
Do private colleges in Odisha have EWS seats?
No. None of the four private colleges in this matrix (Hitech MC Bhubaneswar, Hitech MC Rourkela, DRIEMS Cuttack, Hitech Dental College Bhubaneswar) show any EWS seats.
Which colleges have NRI quota seats?
Only the four private colleges: Hitech Medical College Bhubaneswar (22 NRI seats), Hitech Medical College Rourkela (15), DRIEMS Cuttack (15), and Hitech Dental College Bhubaneswar (15). No government college has NRI seats.
What do the OP, SGS, GC, PC, ES columns under each category mean?
The notice does not define these sub-quota codes. They are further splits within each main category (ST/SC/SEBC/UR/EWS). Check the OJEE 2026 counselling information bulletin for their exact meaning and eligibility before choosing your category during registration.
How many total MBBS and BDS seats are there in Odisha's state quota for 2026?
1,572 government MBBS seats, 54 government BDS seats, 298 private MBBS seats, and 85 private BDS seats — a total of 2,009 seats, plus 67 additional NRI-quota seats spread across four private colleges.
Is this seat matrix final?
The notice presents it as the seat matrix for the 2026 counselling round, but such matrices can be revised if college recognition or intake numbers change. Always check the OJEE website for the latest version before submitting your final choice list.
Download the OJEE counselling information bulletin alongside this seat matrix and map your own category and sub-quota against the colleges that actually offer seats in it — especially if you are claiming EWS or NRI status. Keep checking the official OJEE website for any revised matrix before you lock your choices.
