NEET-PG Counselling 2026: Freeze-Float Options & New Admission Rules Explained

MCC releases NEET-PG 2026 counselling guidelines with major changes: freeze-float seat options, online document verification for float candidates, no offline admissions, and streamlined upgradation process across four rounds.

The Medical Counselling Committee has released its official guidelines for NEET-PG Counselling 2026, introducing significant structural changes to how candidates secure and manage postgraduate medical seats. The most notable shift is the introduction of 'freeze' and 'float' categories, which fundamentally alter how candidates approach upgradation and reporting. These changes aim to reduce the burden of physical travel and streamline the entire counselling process. For MBBS graduates preparing to enter postgraduate training, understanding these new rules is essential to navigate the four-round counselling system effectively.

NEET-PG 2026 introduces freeze (no upgradation, physical reporting required) and float (wants upgradation, online document verification only) categories, eliminating the need for float candidates to visit colleges until final confirmation.

What Are Freeze and Float Categories in NEET-PG 2026?

The MCC has introduced two distinct candidate categories based on willingness to upgrade to a better seat in subsequent rounds. Freeze candidates are those satisfied with their allotted seat and do not wish to upgrade from one round to the next (e.g., Round 1 to Round 2). These candidates must physically visit their allotted college to complete admission formalities, submit original documents, and deposit the admission fee. Once they join, their seat is finalized.

Float candidates, by contrast, have been allotted a seat but wish to pursue upgradation in the next round. The key advantage for float candidates is that they do not need to physically report to their current allotted college. Instead, they submit their willingness for upgradation online through the MCC portal and upload required documents for online verification by the allotted institute. This eliminates unnecessary travel and allows candidates to keep their options open while waiting for the next round result.

How Online Document Verification Works for Float Candidates

Float candidates must upload clear, scanned copies of all mandatory documents within 2–3 days after the allotment result is declared. The allotted institute's Document Verification Committee (DVC) will review these uploads online, checking for issues such as blurred copies, incorrect certificates, category mismatches, or missing documents. If anomalies are detected, the institute will raise queries through the MCC portal, and the candidate must re-upload corrected documents within the stipulated timeframe.

Once the DVC confirms that all documents are in order, the candidate receives provisional seat confirmation and becomes eligible to participate in the next round. If discrepancies cannot be resolved or documents remain inadequate, the seat is cancelled and the candidate becomes eligible for the next round as per the resignation rules. This online-first approach significantly reduces the administrative burden on both candidates and colleges compared to the previous system, where all candidates had to physically report.

Mandatory Online-Only Admissions and Resignations

A critical change in 2026 is the complete prohibition of offline admissions and resignations. All admission confirmations and seat surrenders must be processed through the MCC portal by the college's nodal officer. Any admission or resignation conducted offline will not be recognized, and colleges engaging in offline admissions may face legal action. If a college accepts an offline admission, that seat will be treated as vacant for the next round of counselling.

For freeze candidates who wish to resign from their seat, they must physically visit the allotted college and submit their resignation within the prescribed timeframe. However, the college must then process this resignation online through the MCC portal. Float candidates can submit resignation requests entirely online via the MCC portal without visiting the college. Importantly, candidates cannot resign from Round 3 allotted seats; once they join Round 3, they are locked into that seat for the remainder of the counselling process.

Four-Round Counselling Structure and Eligibility

NEET-PG 2026 counselling consists of four distinct rounds: Round 1, Round 2, Round 3, and Stray Vacancy Round. Each round operates under its own set of rules, and once a round begins, those rules apply to all candidates regardless of their status in previous rounds. Candidates who do not secure a seat in Round 1 do not need to re-register for Round 2; they can participate directly. Similarly, candidates who resign or do not report in Round 1 can participate in Round 2 without fresh registration.

In Round 3, candidates must pay a fresh registration fee if they are registering for the first time or if they resigned from Round 2. Candidates who were not allotted seats in Rounds 1 and 2 do not need to register again for Round 3. After joining a Round 3 seat, candidates cannot upgrade or resign; if they do not join, they forfeit their security deposit and are eliminated from further MCC counselling. The Stray Vacancy Round is open only to candidates who do not hold any seat after Round 3 and did not participate in earlier rounds.

Virtual Vacancies and Seat Availability in Round 2

Round 2 introduces the concept of virtual vacancies alongside clear-cut vacancies. Clear-cut vacancies are seats that were not allotted in Round 1. Virtual vacancies, however, are seats allotted in Round 1 to candidates who have opted for upgradation in Round 2. If the Round 1 allottee upgrades to a better seat in Round 2, their Round 1 seat becomes available as a virtual vacancy for other candidates to fill.

This mechanism allows candidates who were allotted less-preferred seats in Round 1 to potentially secure those seats in Round 2 if the original allottee upgrades. However, virtual vacancies are only allotted if the Round 1 allottee actually vacates or upgrades in Round 2. This system maximizes seat utilization and provides additional opportunities for candidates in subsequent rounds.

NRI Category Conversion and Document Verification Process

Candidates who registered as Indian during the NEET-PG exam but wish to convert to NRI category for counselling can do so during registration on the MCC portal. The MCC has streamlined the NRI verification process into ten steps, beginning with category selection and subcategory selection (NRI with sponsorship by parent/sibling, OCI, Foreign National, or Indian-to-NRI conversion). Candidates must upload supporting documents such as passport, NRI certificate from the embassy, affidavit on stamp paper, and proof of financial sponsorship via NRE/NRO bank account.

The NRI Document Verification Committee of the MCC will scrutinize uploaded documents online. If discrepancies are found, candidates receive notification via SMS and email and are given a correction window to re-upload corrected documents. Once all documents are verified and found in order, the candidate's category is converted from Indian to NRI, and they become eligible to access NRI quota seats. Notably, the MCC has clarified that adult candidates converting from Indian to NRI category do not require a court order under the Guardian and Wards Act, 1890, simplifying the process.

All India Quota Seats, Reservation Policy, and Eligibility

All India Quota (AIQ) seats are available to candidates who have qualified NEET-PG and are domicile-free. The AIQ comprises 50% of seats contributed by states, 50% of seats from BHU and AMU, 50% of AIQ seats from central institutes (VMMC & SJH, ABVIMS & RML, ESIC-Basaidarapur), 100% of DNB seats, and 100% of deemed university seats. The MCC applies a 3200-point roster to AIQ seats based on the central government's reservation policy.

Reservation percentages for AIQ are: SC 15%, ST 7.5%, OBC (Non-Creamy Layer) 27%, EWS 10%, and PwD (horizontal) 5%. Candidates seeking PwD reservation must obtain an eligibility certificate from a designated medical assessment board as per the Rights of Persons with Disabilities Act, 2016, and NMC norms. Certificates from any other hospital or board will not be accepted. Candidates are advised to verify their eligibility and obtain necessary certificates well before the counselling registration deadline.

DNB Counselling and Seat Allocation

The MCC conducts counselling for Diplomate of National Board (DNB) courses that are domicile-free and all-India in character, as per the Supreme Court judgment dated 26 May 2020. All candidates who have qualified NEET-PG are eligible for DNB counselling. The MCC conducts four rounds of DNB counselling: Round 1, Round 2, Round 3, and Stray Vacancy Round. However, in-service DNB seats are not counselled by the MCC.

After allotment of DNB seats by the MCC, the admission fee is collected by NBE authorities, not by the MCC. Therefore, any queries regarding fees, refunds, or payment procedures should be directed to NBE, not the MCC. Stipend, fee structure, course duration, bond amount, and rural/tribal service requirements vary by state and institute. Candidates are strongly advised to contact the specific DNB institute or visit their website for detailed information before filling their choices, as the MCC takes no responsibility for fee or bond-related discrepancies.

Essential Documents Required at the Time of Admission

Once a candidate is allotted a seat and decides to join, they must carry original copies of all essential documents to the allotted college. These include the MCC allotment letter, NBE admit card, NBE result/rank letter, MBBS mark sheets (1st, 2nd, and 3rd professional), MBBS degree certificate or provisional certificate, internship completion certificate (or a letter from the head of institution confirming completion by 30 September 2026), and permanent or provisional registration certificate from the state medical council.

Additionally, candidates must bring proof of date of birth (10th class certificate or birth certificate), one valid ID proof (driving license, voter ID, passport, or Aadhaar card), and, if applicable, SC/ST/EWS/OBC/PwD certificates in the prescribed format. NRI and OCI candidates must bring original copies of all documents uploaded on the MCC portal. The college authorities will conduct physical verification of these documents, and allotment remains provisional until this verification is complete. The MCC has no role in document verification at the college level.

Frequently asked questions

What is the difference between freeze and float candidates in NEET-PG 2026?

Freeze candidates are satisfied with their allotted seat and do not wish to upgrade in the next round. They must physically report to the allotted college, submit original documents, and complete admission formalities. Float candidates wish to upgrade to a better seat in the next round. They do not need to physically visit the college; instead, they submit willingness for upgradation online and upload documents for online verification by the institute. Float candidates remain eligible for the next round without joining their current allotted seat.

Do float candidates need to physically visit the college after getting a seat allotted?

No. Float candidates do not need to physically visit the allotted college. They submit their willingness for upgradation online through the MCC portal and upload required documents for online verification by the institute's Document Verification Committee. If documents are found in order, they receive provisional seat confirmation and can participate in the next round. Physical reporting is required only after the final round (Round 3) or if they decide to join a seat.

Can candidates resign from a Round 3 allotted seat?

No. Candidates cannot resign or exit from a Round 3 allotted seat. Once they join a Round 3 seat, they are locked into that seat for the remainder of the counselling process. If a candidate does not join a Round 3 allotted seat, they forfeit their security deposit and are eliminated from further MCC counselling rounds.

What happens if a college takes offline admission or resignation?

Offline admissions and resignations are not recognized by the MCC. All admissions and resignations must be processed online through the MCC portal by the college's nodal officer. If a college accepts an offline admission, that seat will be treated as vacant for the next round. Colleges engaging in offline admissions may face legal action or other consequences. Candidates should ensure that their admission or resignation is generated through the online MCC portal.

How does the NRI category conversion process work in NEET-PG 2026?

Candidates who registered as Indian during NEET-PG can convert to NRI category during counselling registration. They must select the NRI quota and subcategory (NRI with sponsorship, OCI, Foreign National, or Indian-to-NRI). They then upload supporting documents such as passport, NRI certificate from the embassy, affidavit on stamp paper, and proof of financial sponsorship. The NRI Document Verification Committee reviews documents online. If discrepancies are found, candidates receive notification and a correction window to re-upload corrected documents. Once verified, the category is converted and the candidate can access NRI quota seats.

What is a virtual vacancy in Round 2 counselling?

A virtual vacancy is a seat allotted in Round 1 to a candidate who has opted for upgradation in Round 2. If the Round 1 allottee upgrades to a better seat in Round 2, their Round 1 seat becomes available as a virtual vacancy for other candidates to fill. Virtual vacancies are only allotted if the Round 1 allottee actually vacates or upgrades in Round 2. This mechanism maximizes seat utilization and provides additional opportunities in subsequent rounds.

Do candidates need to re-register for Round 2 if they did not get a seat in Round 1?

No. Candidates who registered for Round 1 but did not get any seat allotted do not need to register again for Round 2. They can participate directly in Round 2 without fresh registration. However, candidates who did not register in Round 1 must register afresh for Round 2 with full payment of fees.

What documents must float candidates upload for online verification?

Float candidates must upload clear, scanned copies of all mandatory documents within 2–3 days after allotment result declaration. These include MBBS mark sheets, degree certificate, internship completion certificate, registration certificate, proof of date of birth, and any applicable category certificates (SC/ST/EWS/OBC/PwD). The institute's Document Verification Committee will review these uploads for issues such as blurred copies, incorrect certificates, category mismatches, or missing documents. If anomalies are found, candidates must re-upload corrected documents within the stipulated timeframe.

What is the security deposit forfeiture policy in NEET-PG 2026?

The security deposit of candidates allotted a seat in Round 2 or subsequent rounds will be forfeited if they do not join the respective institution or surrender the seat due to any reason. The security deposit is also forfeited if admission is cancelled due to any reason, such as providing wrong information at registration or failing to produce required documents at the time of admission. Candidates who do not join a Round 3 allotted seat also forfeit their security deposit and are eliminated from further counselling.

The 2026 NEET-PG counselling guidelines represent a significant shift toward candidate convenience and transparency. By introducing freeze-float categories and online document verification, the MCC has reduced unnecessary travel and streamlined the upgradation process. MBBS graduates should carefully review these guidelines, understand their category choice implications, and ensure all documents are prepared well in advance to avoid delays during the verification window.
