Unlock My College ListWho Is Eligible to Apply
To apply for Jharkhand state quota postgraduate medical seats, you must meet ALL of the following criteria. First, you must have passed MBBS from a medical college or institute in Jharkhand state, OR you must be a resident of Jharkhand state and have been admitted to an MBBS course in a medical college in Bihar during or before the formation of Jharkhand state, and have passed MBBS from that college. This rule recognizes candidates who studied in Bihar colleges before Jharkhand became a separate state.
Second, if you are a local resident of Jharkhand state and are currently serving as a doctor in the state government, you are eligible even if you passed MBBS from a medical college or institute outside Jharkhand. However, you MUST upload a Local Resident Certificate issued by the Sub-Divisional Officer (Civil) or Deputy Commissioner of Jharkhand State to prove your residency.
Third, you must hold either Permanent or Temporary Registration from the National Medical Commission (NMC) or the Jharkhand State Medical Council. If you have only Temporary Registration, you will be eligible to apply and participate in counselling, but you MUST obtain Permanent Registration by the last date of admission. If you fail to get Permanent Registration by the admission deadline, your admission will be cancelled.
Fourth, you must have completed your Rotating Internship for postgraduate medical studies by 30 September 2026. This is a hard deadline—if you have not finished your internship by this date, you cannot apply.
- Passed MBBS from a Jharkhand medical college, OR
- Resident of Jharkhand and admitted to MBBS in a Bihar college before/during Jharkhand's formation, OR
- Local resident of Jharkhand serving in state government (even if MBBS from outside state)
- Hold Permanent or Temporary Registration from NMC or Jharkhand State Medical Council
- Completed Rotating Internship by 30 September 2026
Critical Documents You Must Upload
When you fill the online application form, you will be required to upload scanned copies of specific documents. The notice does not provide an exhaustive list, but it emphasizes that certain documents are mandatory and their absence or incorrectness will lead to rejection. Read the application form instructions carefully on the JCECEB website before you begin.
If you are claiming eligibility as a local resident of Jharkhand (whether you passed MBBS in Jharkhand or outside), you MUST upload a Local Resident Certificate issued by the Sub-Divisional Officer (Civil) or Deputy Commissioner of Jharkhand State. No other authority can issue this certificate—certificates from any other source will be rejected.
If you are claiming a caste-based reservation (SC, ST, OBC, or any other category), you MUST upload a caste certificate. The notice emphasizes that caste certificates must be issued by a Circle Officer or Sub-Divisional Officer (Civil) or Deputy Commissioner of Jharkhand State. Certificates from any other authority will NOT be accepted. Additionally, if you belong to a creamy layer (high-income OBC), your caste certificate MUST clearly mention that you do NOT belong to the creamy layer. If your certificate does not state this, it will be rejected. The correct format for caste certificates is available on the JCECEB website under the 'Download' section.
If you have Temporary Registration from NMC or the Jharkhand State Medical Council, upload a copy of your registration certificate. You will need to convert this to Permanent Registration before the final admission date.
- Local Resident Certificate (if claiming local resident status) — issued by SDO (Civil) or DC of Jharkhand only
- Caste Certificate (if claiming SC/ST/OBC or other reserved category) — issued by Circle Officer, SDO (Civil), or DC of Jharkhand; must state 'not creamy layer' if OBC
- NMC or Jharkhand State Medical Council Registration Certificate (Permanent or Temporary)
- MBBS degree certificate or mark sheet
- Internship completion certificate (by 30 September 2026)
- NEET PG 2026 admit card and result
- Identity proof (Aadhaar, PAN, or passport)
Important Dates for Round 1 Counselling
The entire Round 1 process is compressed into a 10-day window. It is critical that you mark these dates in your calendar and do not miss any deadline, as late submissions will not be accepted.
Application filing and document upload opens on 21 October 2026 and closes on 25 October 2026 at 5 PM. You must complete your online form and upload all required certificates and documents within this window. Do not wait until the last day—the portal may experience heavy traffic, and technical issues could prevent you from submitting in time.
The Provisional State Merit List for Round 1 will be published on 26 October 2026. This list will show your rank and category based on your NEET PG 2026 score and the eligibility criteria. If you spot any error in your rank, category, or personal details, you have until 27 October 2026 to file an objection with supporting documents by emailing controller.jceceb@gmail.com.

Reservation Policy and Category Rules
Jharkhand applies its current reservation policies and rules to this counselling. The state follows the reservation categories: General, EWS (Economically Weaker Section), BC-I (Backward Class-I), BC-II (Backward Class-II), SC (Scheduled Caste), and ST (Scheduled Tribe). Additionally, female candidates receive a fee concession regardless of their category.
If you fill in a category in the State Merit List application form that differs from the category you mentioned in your NEET PG 2026 application form, you will be considered under the Unreserved (General) category. The only exception is if there is a difference between the Central (NEET) and State caste lists. In such cases, you will be considered under your claimed category only after you upload the original caste certificate along with your application form.
This rule is important: do not change your category between your NEET application and your state counselling application unless there is a legitimate reason (such as a difference in how the Central and State governments classify your caste). If you do change it without justification, you will lose your reservation benefit and be treated as General category, which could significantly affect your rank and seat allotment.
- Reservation categories: General, EWS, BC-I, BC-II, SC, ST
- Female candidates receive fee concession in all categories
- If your category in state application differs from NEET application, you will be considered Unreserved (General), except where Central and State caste lists differ
- Upload original caste certificate to claim category if there is a difference between Central and State lists
How to Apply: Step-by-Step Process
Visit the JCECEB website at http://jceceb.jharkhand.gov.in. On the homepage, look for the tab labeled 'POST-GRADUATE MEDICAL/DENTAL Online Application Form Submission – 2026'. Click on this tab to access the application portal.
Fill in the online application form with your personal details, NEET PG 2026 roll number, score, and category. Ensure that all information is accurate and matches your NEET admit card and result. Any discrepancy may lead to rejection.
Upload scanned copies of all required documents in the specified format (usually PDF, JPG, or PNG). These include your Local Resident Certificate (if applicable), caste certificate (if claiming reservation), NMC/State Medical Council registration certificate, MBBS degree or mark sheet, internship completion certificate, NEET PG admit card, and identity proof. Ensure that all documents are clear and legible.
Review your application form carefully before submission. Once submitted, you will not be able to edit most fields. If you need to make corrections, you may need to contact the JCECEB office or file an objection after the merit list is published.
Pay the Application/Registration Fee, Counselling Fee, and Security Deposit through the online payment gateway using your credit card, debit card, or net banking. Keep a record of your payment confirmation and application reference number.
After successful submission and payment, you will receive a confirmation email. Save this email and your application reference number for future correspondence. You can use this number to track your application status and merit list rank.
- Visit http://jceceb.jharkhand.gov.in
- Click on 'POST-GRADUATE MEDICAL/DENTAL Online Application Form Submission – 2026' tab
- Fill in personal details, NEET PG roll number, score, and category
- Upload all required documents (Local Resident Certificate, caste certificate, registration certificate, MBBS degree, internship certificate, NEET admit card, identity proof)
- Review application carefully before submission
- Pay all three fees (Application/Registration, Counselling, Security Deposit) online
- Save confirmation email and application reference number
What Happens If Your Category Changes Between NEET and State Application
This is a common source of confusion and rejection. When you applied for NEET PG 2026, you selected a category (General, EWS, SC, ST, OBC, etc.). When you apply for Jharkhand state counselling, you must select the same category. If you select a different category in the state application, the JCECEB will treat you as Unreserved (General) category, regardless of what you claimed in NEET.
The only exception is if there is a documented difference between how the Central government (which conducts NEET) and the Jharkhand state government classify your caste. For example, if your caste is recognized as SC by the Central list but as OBC by the State list, or vice versa, you can claim the state category. However, you MUST upload the original caste certificate issued by the state authority to prove this difference.
If you are unsure about your category or if you believe there is a difference between Central and State lists, contact the JCECEB office before you apply. Do not guess or change your category on your own, as this will result in loss of your reservation benefit.
- Select the SAME category in state application as you did in NEET PG 2026
- If you select a different category, you will be treated as General (Unreserved)
- Exception: if Central and State caste lists differ, you can claim state category with original caste certificate
- Contact JCECEB if unsure about your category before applying
Merit List, Objections, and Corrections
Every kind of PG seat, one rank
See the real seats your NEET-PG rank can reach.
After the application deadline (25 October 2026), the JCECEB will process all applications and publish a Provisional State Merit List on 26 October 2026. This list will show your rank, category, NEET score, and eligibility status. Check this list carefully to ensure that your name, rank, category, and score are correct.
If you find any error or discrepancy in the Provisional Merit List—such as an incorrect rank, wrong category, missing documents, or a calculation error—you have ONE day (27 October 2026) to file an objection. You MUST email your objection to controller.jceceb@gmail.com with the subject line clearly stating your application reference number and the nature of the error. Attach supporting documents (such as a corrected caste certificate, additional proof of residency, or a copy of your NEET result) to substantiate your claim.
The JCECEB will review your objection and, if valid, will correct your rank or category in the Final Merit List, which will be published on 28 October 2026. If your objection is rejected, you will be notified, and your rank in the Final Merit List will remain unchanged. Do not delay in filing your objection—the deadline is strict, and late objections will not be entertained.
After the Final Merit List is published, you cannot make further changes to your category or personal details. Therefore, it is crucial that you verify your information in the Provisional Merit List and file any objections promptly.
- Provisional Merit List published: 26 October 2026
- Objection deadline: 27 October 2026 (one day only)
- Email objections to controller.jceceb@gmail.com with application reference number and supporting documents

Choice Filling and Seat Allotment
After the Final Merit List is published on 28 October 2026, you will be invited to fill your choices of colleges and specialties. Online registration and choice filling will take place from 29 to 30 October 2026. During this window, you must log into the JCECEB portal using your application reference number and password, and select your preferred medical colleges and postgraduate specialties (MD, MS, PG Diploma, or DNB) in order of preference.
You can fill as many choices as you wish. The system will allot you a seat based on your rank, category, and the choices you have filled, following the principle of merit and availability. Seats will be allotted in order of your preference, starting from your first choice. If your rank does not qualify for your first choice, the system will move to your second choice, and so on.
After choice filling closes on 30 October 2026, the JCECEB will process all choices and generate the Provisional Seat Allotment Letter, which will be issued on 2 November 2026. This letter will inform you of the college, specialty, and seat category (General, SC, ST, OBC, etc.) you have been allotted. If you are satisfied with your allotment, you must report to the college for document verification and admission between 3 and 10 November 2026.
If you do not accept your allotted seat or do not report for admission by 10 November 2026, your seat will be cancelled, and you may be considered for subsequent rounds of counselling (if any). Your security deposit will be forfeited if you cancel your admission after allotment.
- Online registration and choice filling: 29–30 October 2026
- Fill choices in order of preference (as many as you wish)
- Seats allotted based on rank, category, and choice order
- Provisional Seat Allotment Letter issued: 2 November 2026
- Report to college for document verification and admission: 3–10 November 2026
- Failure to report by 10 November results in seat cancellation and forfeiture of security deposit
Document Verification and Final Admission
After you receive your Provisional Seat Allotment Letter on 2 November 2026, you must report to your allotted medical college between 3 and 10 November 2026 for document verification and final admission. Bring all original certificates and documents with you—do not bring photocopies only.
The college will verify that all documents you uploaded during the application process are genuine and match the originals. They will check your MBBS degree, internship completion certificate, Local Resident Certificate (if applicable), caste certificate (if applicable), NMC/State Medical Council registration certificate, NEET admit card, and identity proof. If any document is missing, forged, or does not match your application, your admission will be rejected, and your security deposit will be forfeited.
If you have Temporary Registration from NMC or the Jharkhand State Medical Council, you MUST obtain Permanent Registration by the last date of admission (10 November 2026). If you fail to do so, your admission will be cancelled. Contact the NMC or your state medical council immediately to convert your registration.
Once all documents are verified and found to be in order, the college will issue you an admission letter, and you will be enrolled as a postgraduate student for the 2026–27 academic year. Congratulations—you are now officially admitted to your postgraduate medical course.
- Report to allotted college between 3–10 November 2026
- Bring ALL original certificates and documents (not photocopies)
- College will verify MBBS degree, internship certificate, Local Resident Certificate, caste certificate, registration certificate, NEET admit card, and identity proof
- If Temporary Registration, convert to Permanent Registration by 10 November 2026
- Missing or forged documents will result in rejection and forfeiture of security deposit
- After verification, college issues admission letter

See My CollegesFrequently asked questions
I passed MBBS from a college in Bihar before Jharkhand became a separate state. Am I eligible to apply for Jharkhand state quota seats?
Yes, you are eligible if you are a resident of Jharkhand state and were admitted to an MBBS course in a Bihar medical college during or before the formation of Jharkhand state, and have passed MBBS from that college. You must upload a Local Resident Certificate issued by the Sub-Divisional Officer (Civil) or Deputy Commissioner of Jharkhand State to prove your residency. Without this certificate, your application will be rejected.
I have only Temporary Registration from NMC. Can I apply for counselling?
Yes, you can apply and participate in counselling with Temporary Registration. However, you MUST obtain Permanent Registration from NMC or the Jharkhand State Medical Council by the last date of admission (10 November 2026). If you fail to convert to Permanent Registration by this deadline, your admission will be cancelled.
I have not completed my Rotating Internship yet. Can I still apply?
No. You must have completed your Rotating Internship for postgraduate medical studies by 30 September 2026 to be eligible. This is a hard deadline. If you have not finished your internship by this date, you cannot apply for this round of counselling.
What happens if I change my category between my NEET application and my state counselling application?
If you select a different category in the state application than you did in NEET PG 2026, you will be considered under the Unreserved (General) category, and you will lose your reservation benefit. The only exception is if there is a documented difference between the Central (NEET) and State caste lists. In that case, you can claim the state category if you upload the original caste certificate issued by the state authority. Do not change your category without a valid reason.
What documents do I need to upload if I am claiming SC/ST/OBC reservation?
You must upload a caste certificate issued by a Circle Officer, Sub-Divisional Officer (Civil), or Deputy Commissioner of Jharkhand State. If you are OBC and belong to the creamy layer (high income), your certificate will be rejected. Your OBC certificate MUST clearly state that you do NOT belong to the creamy layer. Certificates from any other authority will not be accepted. The correct format for caste certificates is available on the JCECEB website under the 'Download' section.

What happens if I do not report to the college by 10 November 2026?
If you do not report for document verification and admission by 10 November 2026, your seat will be cancelled. Your security deposit will be forfeited, and you may be considered for subsequent rounds of counselling (if any). Do not miss this deadline.
What is the security deposit, and will I get it back?

Your deposit will be refunded if you take valid admission and no seat is allotted to you in any subsequent round. However, the deposit will be forfeited if you cancel your admission or if you provided false information and did not present original certificates at admission.
Can I fill multiple choices of colleges and specialties?
Yes, you can fill as many choices as you wish during the choice-filling window (29–30 October 2026). The system will allot you a seat based on your rank, category, and the choices you have filled in order of preference. Seats will be allotted starting from your first choice; if you do not qualify for it, the system will move to your second choice, and so on.
What if my caste certificate does not mention 'not creamy layer' for OBC?
If you are OBC and your caste certificate does not clearly state that you do NOT belong to the creamy layer, your certificate will be rejected, and you will lose your OBC reservation.
