Who Can Apply in Round 2

Round 2 is open to three groups of candidates: (1) those registered in Round 1 who were not allotted any seat; (2) those who were allotted a seat in Round 1 but did not join the college; and (3) those who joined their Round 1 allotted seat but now wish to upgrade to a better college or course.

If you fall into any of these categories, you will see an option to express your willingness to participate in Round 2 when you log into the counselling portal using your existing credentials. You do not need to register afresh if you already registered in Round 1—you only need to indicate your willingness to participate in this round.

How to Register and Submit Choices

Registration for Round 2 takes place on the official counselling portal at https://uhsrugcounselling.com. If you registered in Round 1, you will use the same login credentials (email and password). You do not need to create a new account.

During registration, you must fill in all your details carefully. The notice emphasizes that no changes to the information you submit will be allowed after registration closes. You are solely responsible for the accuracy of every detail you enter—any wrong information can lead to rejection or cancellation of your application.

After registration, you must edit your information if needed, deposit the security amount online, and then submit your choice of colleges and courses. Once you lock your choices, you cannot change them, so review carefully before locking.

Category Certificates: Critical Eligibility Requirements

If you are applying under a reserved category (BCA, BCB, EWS, or SC/Deprived), you must submit a category certificate issued by the competent authority. The notice contains a strict rule: certificates issued before 1 April 2026 will NOT be accepted, even if they are otherwise valid. This is a common reason for rejection, so verify the issue date on your certificate immediately.

For BCA (Backward Caste) and BCB (Backward Caste Buddhist) candidates: You must submit a Creamy Layer or Non-Creamy Layer certificate issued by the competent authority as per Government of Haryana Notification No. 40/13/2024-ISW dated 16.07.2024, issued by the Department of Welfare of Schedule Castes and Backward Classes. The certificate must be issued on or after 1 April 2026.

For EWS (Economically Weaker Section) candidates: You must submit an Income and Asset certificate issued by the competent authority as per Haryana Government Notification No. 16/10/2022-6HB-IV dated 04.10.2022. This certificate must also be issued on or after 1 April 2026.

For SC/Deprived candidates: You must submit a category certificate issued by the competent authority as per Haryana Government Notification No. [66-2020/Ext.] dated 15.05.2020. There is no specific date restriction mentioned for this category, but it must be from the competent authority.

Paying the Provisional Tuition Fee

After your seat is provisionally allotted on 14 September 2026, you must deposit the provisional tuition fee online through the admission web portal between 14 and 16 September 2026 (up to 5:00 PM). This fee must be paid online only—no other mode of payment is accepted.

You cannot proceed to document verification unless you have paid this fee. The portal will show your payment status, and only candidates who have successfully deposited the fee will be allowed to attend document verification on 17–19 September.

After Document Verification: Admission Letter and Joining

If you do not join by this time, your seat will be cancelled and offered to the next candidate on the waiting list. What Happens If You Have a Grievance About Your Allocation

If you believe there is an error in your provisional seat allocation on 14 September 2026, you can file a grievance on that date. The notice states that grievances will be accepted and the final allocation list will be uploaded after grievances are reviewed. I was allotted a seat in Round 1 but did not join. Can I participate in Round 2?

Yes. If you were allotted a seat in Round 1 but did not join the college, you are eligible to participate in Round 2. When you log into the portal with your Round 1 credentials, you will see an option to express your willingness to participate in Round 2. Select this option during the registration window (10–12 September 2026).

I joined my Round 1 seat but want to upgrade to a better college. Can I apply in Round 2?

Yes. If you have already joined a college in Round 1 but wish to upgrade to a different college or course, you can participate in Round 2. You will see an option to indicate your willingness to upgrade when you log into the portal. If you are allotted a better seat in Round 2, you can join that college instead.

My category certificate was issued on 31 March 2026. Will it be accepted?
