Dr NTR UHS MDS Phase-I Counselling 2026-27: Management Quota Web Options, Dates & Fees

Dr NTR University of Health Sciences (NTRUHS), Andhra Pradesh has opened web options for Phase-I counselling of Management Quota seats in postgraduate dental (MDS) degree and diploma courses at private non-minority dental colleges for the 2026-27 academic year. This is the first phase of seat allotment for three Management Quota subcategories: S1 (general merit), S2 (NRI/foreign students), and S3 (institutional preference). Eligible candidates on the final merit list displayed on 28 September 2026 must exercise their choices online between 29 September and 1 October 2026. This notification sets out the exact schedule, eligibility rules, fee structure, and critical reporting requirements that will determine whether a candidate secures and retains their seat.

What is this Phase-I counselling and who should apply?

Phase-I counselling is the first round of seat allotment for Management Quota seats in private non-minority dental colleges affiliated to Dr NTR UHS. Management Quota seats are filled by the college itself (not by the state government) and are divided into three subcategories: S1 (25% of seats, general merit), S2 (15% of seats, NRI/foreign students), and S3 (10% of seats, institutional preference or in-service candidates). All three subcategories are filled based on NEET MDS 2026 ranking.

You are eligible to apply in Phase-I if your name appears on the final merit list displayed on 28 September 2026 on the university website. You must not be on the debarred list (candidates who discontinued their course from 2023-24 onwards are debarred for 2026-27). The seat matrix showing available seats in each college and specialty was displayed on 21 September 2026.

Important dates: when to exercise web options

The web options window is very short and non-extendable. You have exactly 48 hours to submit your choices online.

Eligibility: which subcategory can you apply for?

Your eligibility depends on where you completed your BDS degree and which subcategory you qualify for. The rules are strict and determine which seats you can choose.

**Subcategory-1 (S1) — General Merit:** This is divided into two parts. S1A (15% of S1 seats) is open to candidates from across India, but S1A seats are NOT available in MDS courses due to limited seats in each specialty — so most candidates will only see S1B seats. S1B (85% of S1 seats) is exclusively for local candidates of Andhra Pradesh, meaning you must have completed your BDS from Andhra University (AU) or Sri Venkateswara University (SVU) areas. If you completed your BDS outside Andhra Pradesh or outside India, you are NOT eligible for S1B and cannot apply for S1 seats in Phase-I.

**Subcategory-2 (S2) — NRI/Foreign Students:** This is for foreign students, NRI (Non-Resident Indian) candidates, and NRI-sponsored candidates. If you completed your BDS outside Andhra Pradesh or outside India, you are eligible for S2 seats. You will be ranked against other S2 applicants by NEET MDS 2026 merit.

**Subcategory-3 (S3) — Institutional Preference/In-Service:** This is for institutional preference or in-service management quota seats. If you completed your BDS outside Andhra Pradesh or outside India, you are eligible for S3 seats. You will be ranked against other S3 applicants by NEET MDS 2026 merit.

**Critical trap:** If you completed your BDS outside the state or country, you cannot apply for S1 seats in Phase-I. You can only apply for S2 or S3. Any unfilled S1B seats may become available to non-local candidates only in Phase-III (Mop-Up) counselling, and only after all eligible local S1B candidates have been considered.

• S1A (15% of S1): Open to all India, but NOT available in MDS courses
• S1B (85% of S1): Local candidates only (AU/SVU areas of Andhra Pradesh)
• S2 (15% of total): NRI, foreign students, NRI-sponsored candidates
• S3 (10% of total): Institutional preference or in-service candidates

Fee structure: university fee and tuition fee

You will pay two separate fees: a university fee (to download your allotment order) and a tuition fee (to the college for the course). Both are non-refundable.

**University Fee:** ₹54,600. This is a one-time fee paid only once, initially, to download your allotment order. You must pay this online (debit card, credit card, or internet banking) after you are allotted a seat and before you can download your allotment letter. This fee is NOT refundable under any circumstances.

**Tuition Fee:** This depends on the course type and your subcategory. The tuition fee is set by the Government of Andhra Pradesh (G.O.Rt.No.786, HM & FW (C1) Dept., dated 29 August 2026) and is subject to the outcome of three pending court cases (W.P.Nos.32975, 33162 & 35090 of 2022). This means the fee structure may change if the court orders change it. The fees shown below are current as of this notification.

How to exercise web options: step-by-step process

You must exercise your web options online on the university portal. There is no offline or paper-based option. The process is straightforward but requires careful attention.

**Step 1: Prepare before you log in.** Read the prospectus (placed on the website on 21 September 2026). Watch the recorded video on the procedure for exercising web options, available at: https://uat-apuhsugadmissions.aptonline.in:8443/PGMDSMQ/videos/weboptions.webm. Read the user manual displayed on the university website. Have the seat matrix and your NEET MDS 2026 ranking ready.

**Step 2: Log in to the portal.** Go to https://drntr.uhsap.in. Log in with your credentials (username and password). You will receive an OTP (one-time password) to your registered email or phone — do not share this with anyone.

**Step 3: Select your options.** There is NO limit on the number of choices you can exercise. You can select any number of specialties and colleges available as per your eligibility. For example, if you are eligible for S1B, you can choose S1B seats in multiple colleges and specialties in any order of preference. Rank them in order of your genuine preference — your first choice is your highest priority.

**Step 4: Review and save.** Carefully review your saved options. Take a printout of your saved options for your records. You can log in again at any time before the cutoff (3 PM on 1 October 2026) to rearrange your priority list or add/remove options.

**Step 5: Important — automatic saving.** Any modifications you make during your last login, even if you do not manually save them, will be automatically saved and considered for seat allotment. So be very careful with your final changes.

**Step 6: Do not exercise options you don't want.** If you are not genuinely interested in joining a specialty or college, do not exercise an option for it. Exercising an option means you are willing to join that seat if allotted.

Critical trap: reporting to the allotted college is mandatory

This is the most important rule. If you are allotted a seat in Phase-I, you MUST report to the allotted college within the time specified in your allotment letter. If you fail to report, you will lose the seat permanently and will not be eligible for allotment of the same specialty under the same quota in the same college in any subsequent phase of counselling (Phase-II, Phase-III, or Stray Round).

**What 'reporting' means:** You must physically go to the college, meet the Principal or admission officer, and formally report your presence. Simply receiving the allotment letter is not enough. You must report on or before the date specified in the allotment letter.

**Consequence of not reporting:** If you do not report, that seat is lost to you forever in that college and specialty under that quota. You cannot get it back in Phase-II or later. This is a permanent bar. So only exercise options for seats you are genuinely willing to join.

**If you join a Competent Authority Quota (CQ) seat first, then get a Management Quota (MQ) seat:** If you have already joined a CQ seat in Phase-I or Phase-II and are then allotted an MQ seat in Phase-I, you can switch to the MQ seat. But you must first submit your resignation from the CQ seat to the Principal of the CQ college. The Principal must update your resignation in the online college login before you report to the MQ college. If you do this, the tuition fee you paid for the CQ seat will be returned to you by the CQ college.

• You MUST report to the allotted college within the time specified in the allotment letter
• Failure to report = permanent loss of that seat in that college and specialty under that quota
• You cannot get the same seat back in Phase-II, Phase-III, or Stray Round
• Only exercise options for seats you genuinely want to join
• If switching from CQ to MQ, resign from CQ first and get it updated in the college login

What happens after you are allotted a seat: admission process

Once you are allotted a seat and report to the college, you must complete the full admission process. This involves several steps and strict deadlines.

**Step 1: Pay the university fee.** After you are allotted a seat, you must log in to the portal and pay the university fee of ₹54,600 online (debit card, credit card, or internet banking). Only after payment can you download your allotment order. This fee is non-refundable.

**Step 2: Report to the college.** Report to the Principal of the allotted college on or before the date specified in the allotment letter. Bring all original certificates (BDS degree, NEET MDS scorecard, category certificate if applicable, etc.).

**Step 3: Produce original certificates and verify.** At the time of admission, the college will verify all your original certificates. If there is any discrepancy (e.g., a certificate is fake, forged, or does not match the information you provided), your provisional allotment will be cancelled and action will be initiated against you. Your admission will be cancelled automatically.

**Step 4: Pay the tuition fee.** Pay the tuition fee to the college as per the fee structure (see fee table above). This is also non-refundable.

**Step 5: Furnish bonds and complete admission.** Furnish any bonds required by the college (e.g., a bond promising you will not discontinue the course). Complete all admission formalities within the dates specified by the college.

**If you do not complete admission on time:** If you do not fulfil all the criteria and complete the admission process within the specified dates, your admission will be cancelled automatically. You will lose the seat and will not be eligible for allotment in subsequent phases.

**If you slide to another college:** If you have joined a seat in Phase-I or Phase-II and are then allotted a seat in a different college in a later phase, the tuition fee you paid to the first college will be sent to the second college by the first college. You do not get a refund; the money is transferred.

Debarred candidates and discontinuation rules

Some candidates are not eligible to apply in Phase-I. You are debarred if you discontinued your postgraduate course from the academic year 2023-24 onwards, regardless of which batch you were admitted in. The list of debarred candidates is displayed on the university website. Check this list before exercising web options.

**Discontinuation penalty:** If you join a seat in Phase-I and then withdraw from it in the final phase of counselling, you will face severe penalties. You will be debarred from admission into postgraduate dental degree/diploma courses at any college in Andhra Pradesh for three years. Additionally, you must pay a penalty of ₹3,00,000 to the university. Discontinuation from the course is only permitted after the entire counselling process is complete (as per the schedule notified by the Medical Counselling Committee).

• Debarred if you discontinued your course from 2023-24 onwards (check the debarred list on the website)
• If you withdraw from a joined seat in the final phase: 3-year debarment + ₹3,00,000 penalty
• Discontinuation from the course only allowed after counselling is complete

What if seats remain vacant? NRI Lapsed Category rules

If there are not enough eligible candidates to fill all the seats in Phase-III (Mop-Up) or later phases, the vacant seats will be filled according to a specific order. This is important if you are on the waitlist or if you are eligible for multiple subcategories.

**Step 1: NRI Lapsed Seats.** If S2 (NRI) seats remain vacant, they will first be treated as 'NRI Lapsed Seats' and filled from among other eligible Management Quota candidates (S1 or S3 candidates) in order of merit. If you are allotted an NRI Lapsed seat this way, you will pay the S2 (NRI) tuition fee, which is higher than the S1 fee.

**Step 2: Conversion to S1 seats.** If S2 seats still remain vacant after the above, both the vacant S2 seats and any vacant S3 (Institutional) seats will be converted to S1 (Management Quota) seats and filled from among eligible S1 candidates in Stray Round(s). If you are allotted a converted seat this way, you will pay the S1 (Management Quota) tuition fee.

• Vacant S2 seats → filled as NRI Lapsed Seats from S1/S3 candidates (S2 fee applies)
• Remaining vacant S2 + S3 seats → converted to S1 seats in Stray Round (S1 fee applies)

Phase-II and Phase-III eligibility: who can apply in later rounds?

Phase-I is just the first round. There will be Phase-II and Phase-III (Mop-Up) counselling. Your eligibility for later phases depends on what happened in Phase-I.

**Eligible for Phase-II:**

• All candidates who were allotted a seat in Phase-I and reported to the college.

• All candidates who were NOT allotted any seat in Phase-I.

• All candidates who were allotted a seat in Phase-I but did NOT report to the college.

• Candidates who availed 'FREE EXIT' from Phase-I (a special option to withdraw without penalty).

**Important trap:** If you were allotted a seat in Phase-I but did not join/report, that particular seat will NOT be available for you to choose again in Phase-II or later phases. You have lost it permanently. However, you can choose other seats that are available in Phase-II.

**Default last option:** Your Phase-I joined/reported seat will automatically be set as your default last option in Phase-II. This means if you don't get a better seat in Phase-II, you will remain in your Phase-I seat.

**Eligible for Phase-III (Mop-Up):** Only candidates who joined/reported in Phase-I or Phase-II are eligible for upgradation in Phase-III. This means you can try to move to a better seat, but you cannot drop out completely.

• Phase-II: All candidates who reported in Phase-I, all who didn't get a seat in Phase-I, all who didn't report in Phase-I
• Phase-II trap: If you didn't join Phase-I, that seat is not available for you in Phase-II
• Phase-III: Only for candidates who joined in Phase-I or Phase-II (upgradation only)

Security and account safety: protect your login details

Your login credentials and OTP are personal and sensitive. Protect them carefully.

**Do not share:** Never share your username, password, email ID, or OTP with anyone — not even with a counsellor, agent, or family member. If someone else logs in with your credentials, they can exercise web options on your behalf, and you will be bound by their choices.

**You are responsible:** You are totally responsible for any web options exercised from your login. If someone misuses your login, you cannot claim it was not your choice. The allotment will stand.

**Keep records:** Take a printout of your saved options and keep it safe. This is your proof of what you chose.
