Dr. N.T.R. University of Health Sciences (NTRUHS), Vijayawada, has opened Phase-3 (Mop-Up) web-based counselling for BDS seats under Competent Authority Quota for the 2026-27 academic year in Andhra Pradesh. This phase fills unfilled seats, seats vacated by candidates who did not join, and seats freed up after Phase-1 and Phase-2 when candidates used the Free Exit facility. Eligible candidates can now exercise web options to secure or upgrade their BDS seat across government, private un-aided, and minority dental colleges. The web options window is open for just 24 hours — from 8:00 PM on 18 October to 8:00 PM on 19 October 2026. This is the final opportunity for sliding or upgradation; no further counselling rounds will be held after Phase-3.

BDS Phase-3 Mop-Up web options open 18–19 Oct 2026 (8 PM to 8 PM); pay ₹10,000 security deposit before applying; this is the last chance to upgrade or secure a seat.

What is Phase-3 (Mop-Up) Counselling?

Phase-3 Mop-Up is the final round of BDS counselling for Competent Authority Quota (CQ) seats in Andhra Pradesh. Competent Authority Quota seats are those filled by the state government through its own counselling process, separate from the All India Quota (AIQ) managed by the Medical Counselling Committee (MCC). These seats become available when they remain unfilled after Phase-1 and Phase-2, when candidates who were allotted seats do not report to join, or when candidates who have already joined use the Free Exit facility to leave and pursue other options.

In this phase, all such vacant seats are pooled together and offered to eligible candidates. This is your last and final opportunity to secure a BDS seat or upgrade to a better college. After Phase-3, no further counselling rounds — including Stray Round or Minority Quota Phase-3 — will be held. If you are allotted a seat in Phase-3, you must report to that college; there is no option to defer or withdraw.

Who is Eligible to Participate?

To participate in Phase-3 Mop-Up counselling, you must meet one of the following conditions:

Your name must appear on the final merit list displayed on 29 August 2026 or the addendum list displayed on 1 September 2026 on the NTRUHS website. If you are not on either list, you cannot participate. Additionally, if you are currently holding a seat under All India Quota (AIQ) up to Round-3 of AIQ counselling, you will be automatically weeded out (removed) from Phase-3 CQ counselling and all further phases. This rule applies even if your name is on the merit list.

  • You were allotted a seat in Phase-1 or Phase-2 and joined that college — you can now exercise web options to slide or upgrade to a better college of your choice.
  • You were allotted a seat in Phase-1 or Phase-2 but did NOT join that college — you can exercise web options for all other colleges, except the one you did not join.
  • You were NOT allotted any seat in Phase-1 or Phase-2, or you did not exercise web options in those phases — you can now exercise web options for any college with available seats.
  • You availed the Free Exit facility after Phase-1 or Phase-2 — you are NOT eligible for Phase-3 or any further counselling.
  • You are a Sports & Games Category candidate — you can exercise web options for Sports & Games Category Quota seats as per the seat matrix; these will be filled from the final merit list displayed on 16 October 2026.

Important Dates and Web Options Window

The web options window is open for exactly 24 hours. You must submit your options within this time; no extensions will be granted. The portal will close automatically at 8:00 PM on 19 October 2026, and no options submitted after this deadline will be accepted.

After you submit your options, the allotment will be processed. You will receive an SMS to your registered mobile number if a seat is allotted to you. You can also check the allotment status on the NTRUHS website at https://drntr.uhsap.in. The university is not responsible if you do not receive the SMS due to network issues or mobile problems.

Mandatory Fees: Security Deposit and University Fee

Before you can exercise web options, you must pay a Refundable Security Deposit of ₹10,000 (rupees ten thousand only) through online mode. This is mandatory and non-negotiable. The deposit is refundable under certain conditions (see below), but you must pay it upfront to participate.

Additionally, if you are allotted a seat and download your allotment order, you must pay a University Fee of ₹12,600 through the online payment gateway. If you were allotted a seat in Phase-1 or Phase-2 and already paid this fee, you do NOT need to pay it again — but you must download a fresh allotment order if your college or seat category changes in Phase-3. The university fee, once paid, is non-refundable under any circumstances.

You will also be liable for Tuition Fee as per the interim fee structure fixed by the Government of Andhra Pradesh for 2026-27, as notified in the regulations. This is separate from the university fee and will be charged by your college.

Security Deposit: When You Get It Back, When You Lose It

The ₹10,000 security deposit is refundable, but only if you meet specific conditions. The university will display a list of eligible and ineligible candidates for refund on its website after admissions close. Here is exactly when you will get your deposit back and when it will be forfeited:

Your deposit will be REFUNDED if: (1) you are allotted a seat and you join the college — the deposit will be refunded after admissions close; (2) you are NOT allotted a seat — the deposit will be refunded after admissions close.

Your deposit will be FORFEITED if: (1) you are allotted a seat but do NOT join the college; (2) your admission is cancelled for any reason, including if you provided false information during registration that led to your seat being allotted and later cancelled, or if you fail to produce required documents at the time of admission within the stipulated time; (3) you are found to be ineligible at the time of verification of original certificates at the college.

IMPORTANT: The university is not responsible for payment failures. If your online transaction fails due to network issues, bank declines, or timeouts, the university will not refund or re-credit the amount. You must ensure you have a strong network connection and that your card/net banking transaction limit is not restricted before attempting payment. If payment fails, contact the payment gateway support immediately.

How to Exercise Web Options: Step-by-Step Process

Exercising web options is the process of ranking the colleges in order of your preference. The system will then allot you a seat at the highest-ranked college where you are eligible and where a vacancy exists. Follow these steps carefully:

Step 1: Log in to the portal at https://apuhs-ugadmissions.aptonline.in/BDS/Home/StudentLogin using your registration credentials (username and password). Step 2: Pay the ₹10,000 security deposit through online mode (debit card, credit card, or net banking). Step 3: Once payment is confirmed, you can begin exercising web options. Step 4: Select colleges and rank them in order of your preference. You can rank as many colleges as you wish — there is no limit. Step 5: Rank colleges in the order you are REALLY interested in joining, irrespective of whether vacancies are currently shown. This is important because vacancies change as other candidates are allotted seats. Step 6: Your current college (if you were allotted in Phase-1 or Phase-2 and joined) will be displayed as the last option by default in green colour. This is a safety feature — if you do not get a better college, you will remain in your current college. Step 7: Once you have ranked all your preferred colleges, submit your options. An OTP (One-Time Password) will be sent to your registered mobile number and email. Step 8: Enter the OTP to finalize your options. IMPORTANT: Options are finalized ONLY upon OTP submission. Step 9: Take a printout of your saved options for your records. Step 10: Do NOT share your login credentials, email ID, or OTPs with anyone. You are fully responsible for any misuse of your account.

Critical Rules About Editing and Finalizing Options

Once you submit your options with OTP, they are considered final. However, the notification contains an important clarification: if you make edits AFTER initial submission, those edits must be re-submitted with OTP before the deadline (8:00 PM on 19 October). If you make edits but do not re-submit with OTP before the deadline, your edits will be auto-saved and treated as your final choice. This means you cannot rely on 'saving' without OTP — you must explicitly submit with OTP every time you make a change.

After the web options window closes at 8:00 PM on 19 October 2026, NO requests for change of options or reordering of college priorities will be entertained. Your submitted options will be used for allotment. The same options will also be considered for allotment of special category seats (if applicable). Therefore, exercise extreme care when ranking colleges. Complete the process well before the deadline to avoid last-minute delays or technical issues.

Sliding and Upgradation: What You Need to Know

If you were allotted a seat in Phase-1 or Phase-2 and joined that college, you can now exercise web options to slide or upgrade to a better college. 'Sliding' means moving to a college of similar or better rank; 'upgradation' means moving to a college ranked higher than your current one. You are advised to exercise web options ONLY for colleges you genuinely consider better than your current college, irrespective of whether vacancies are shown.

When you upgrade in Phase-3, your seat at the Phase-1/Phase-2 college becomes a 'virtual vacancy' — it is added back to the seat matrix and can be allotted to another candidate. This means your old seat will be cancelled automatically when you upgrade. You will have NO claim on your Phase-1/Phase-2 seat after upgradation. Therefore, only upgrade if you are certain about the new college.

If you were allotted a seat in Phase-1 or Phase-2 but did NOT join that college, you can exercise web options for all other colleges EXCEPT the one you did not join. You cannot apply for the college you rejected in Phase-1/Phase-2.

IMPORTANT: Phase-3 is the FINAL phase for sliding and upgradation. After Phase-3, there will be NO further upgradation or Free Exit. If you are allotted a seat in Phase-3, you must join it. There is no Stray Round or Minority Quota Phase-3 counselling after this.

Special Rules for Minority Dental Colleges and Muslim Minority Candidates

Competent Authority Quota seats in Minority Dental Colleges will be allotted ONLY to Muslim Minority Candidates. However, Muslim Minority Candidates are also eligible to apply for Competent Authority Quota seats in other (non-minority) dental colleges. This means if you are a Muslim Minority Candidate, you can rank both minority and non-minority colleges in your web options, and you will be allotted based on your merit and the availability of seats.

If you are a non-Muslim candidate, you cannot apply for CQ seats in Minority Dental Colleges in this phase. You can only apply for CQ seats in Government, Private Un-aided Non-Minority, and other eligible colleges.

What Happens After You Are Allotted a Seat

After the web options window closes, the allotment will be processed. You will receive an SMS to your registered mobile number if a seat is allotted to you. You can also check the allotment status on the NTRUHS website at https://drntr.uhsap.in. The university is not responsible if you do not receive the SMS due to network issues.

Once you know you are allotted, you must download your provisional allotment order by paying the University Fee of ₹12,600 (if you have not already paid it in Phase-1/Phase-2). You can download the order through the online payment gateway using debit card, credit card, or net banking.

You must then report to the Principal of the allotted college on or before the date specified in the allotment order. Bring all your original certificates with you. Reporting is MANDATORY. If you do not report by the deadline, your seat will be cancelled and your security deposit will be forfeited.

At the college, your original certificates will be verified. If any discrepancy is found or you are deemed ineligible, your provisional allotment will be cancelled without notice, and action will be initiated as per university regulations. If you were allotted a seat in a previous phase and are now sliding to a new college, you must submit a Custodian Certificate from your previous college. Your previous college will transfer your original certificates to the new college.

Common Mistakes That Get Your Application Rejected

Providing false or misleading information during registration: If you give wrong information (e.g., incorrect category, false eligibility claim, wrong merit score), your seat will be allotted based on that false information. When the discrepancy is discovered at the time of reporting or certificate verification, your allotment will be cancelled and your security deposit will be forfeited. You may also face legal action.

Failing to produce required documents at the time of admission: You must bring all original certificates to the college on the day of reporting. If you fail to produce any required document within the stipulated time, your admission will be cancelled and your security deposit will be forfeited.

Not reporting to the allotted college by the deadline: If you are allotted a seat but do not report to the college by the date specified in the allotment order, your seat will be cancelled and your security deposit will be forfeited.

Sharing login credentials or OTPs: If you share your login details, email ID, or OTP with anyone, and they misuse your account to exercise web options, you are fully responsible. The university will not reverse any options exercised from your login.

Making edits without re-submitting with OTP: If you edit your options after initial submission but do not re-submit with OTP before the deadline, your edits will be auto-saved and treated as final. You cannot claim you did not intend to submit those edits.

Applying for a college you previously rejected: If you did not join a college allotted to you in Phase-1/Phase-2, you cannot apply for that same college in Phase-3. Your application will be rejected.

Applying if you availed Free Exit: If you used the Free Exit facility after Phase-1 or Phase-2, you are ineligible for Phase-3 and all further counselling. Any application will be rejected.

Important Instructions and Warnings

Read the User Manual: The NTRUHS website has a detailed User Manual for exercising web options. Read it carefully before you begin. It contains step-by-step instructions and screenshots to guide you through the process.

Complete the process early: Do not wait until the last minute. The portal will close at 8:00 PM on 19 October 2026, and no extensions will be granted. If you attempt to submit options in the last few minutes and face any technical issue, you will miss the deadline. Complete your web options well before 8:00 PM.

Use a strong network: The university is not responsible for payment failures or transaction timeouts due to poor network. Use a strong, stable internet connection (preferably WiFi or a strong mobile signal). Avoid using public WiFi or weak networks.

Check your card/net banking limits: Before paying the security deposit, ensure that your debit card, credit card, or net banking does not have a transaction limit that would block a ₹10,000 payment. Contact your bank if necessary to increase the limit.

Take a printout: After submitting your options, take a printout of the saved options for your records. This is your proof of participation.

Watch the website regularly: The NTRUHS website (https://drntr.uhsap.in) will post updates and notifications. Check it regularly for any changes or clarifications.

No withdrawal after joining: Once you join a college, you cannot withdraw from the course until admissions close. This is a strict rule.

Seat blocking is a crime: If you are found to be blocking a seat (e.g., by getting allotted but not joining, or by applying fraudulently), legal action will be initiated against you as per rules.

Decision is final: The decision of the Competent Authority is final. No appeals or requests for reconsideration will be entertained.

Frequently asked questions

I was allotted a seat in Phase-2 and joined the college. Can I now apply in Phase-3 to upgrade to a better college?

Yes, you can. If you were allotted a seat in Phase-1 or Phase-2 and joined that college, you are eligible to exercise web options in Phase-3 to slide or upgrade to a better college of your choice. Your current college will be displayed as the last option by default in green colour. If you upgrade, your old seat will be cancelled automatically and added back to the seat matrix. However, Phase-3 is the FINAL phase for upgradation — there will be no further counselling after this.

I was allotted a seat in Phase-1 but did not join. Can I apply in Phase-3?

Yes, you can apply in Phase-3 for all other colleges EXCEPT the college you did not join in Phase-1. You cannot apply for the college you rejected. If you are allotted a seat in Phase-3, you must join it — there is no further counselling after this phase.

What is the security deposit, and will I get it back?

The security deposit is ₹10,000, which you must pay before exercising web options. It is refundable if: (1) you are allotted a seat and join the college, or (2) you are not allotted a seat. It will be forfeited if you are allotted a seat but do not join, or if your admission is cancelled due to false information, missing documents, or ineligibility. The deposit will be refunded after admissions close.

I already paid the university fee in Phase-1. Do I need to pay it again in Phase-3?

No, you do not need to pay the ₹12,600 university fee again if you already paid it in Phase-1 or Phase-2. However, if your college or seat category changes in Phase-3, you must download a fresh allotment order. The university fee, once paid, is non-refundable under any circumstances.

What happens if I edit my web options after submitting them?

If you edit your options after initial submission, you must re-submit them with OTP before the deadline (8:00 PM on 19 October 2026). If you make edits but do not re-submit with OTP before the deadline, your edits will be auto-saved and treated as your final choice. You cannot claim you did not intend to submit those edits. Therefore, be very careful when making changes.

I am a Muslim Minority Candidate. Can I apply for seats in both minority and non-minority colleges?

Yes, you can. Muslim Minority Candidates are eligible for Competent Authority Quota seats in Minority Dental Colleges AND in other (non-minority) dental colleges. You can rank both types of colleges in your web options. However, CQ seats in Minority Dental Colleges will be allotted ONLY to Muslim Minority Candidates.

What if I do not receive an SMS after allotment?

The university will send an SMS to your registered mobile number if a seat is allotted. However, the university is not responsible if you do not receive the SMS due to network issues or mobile problems. You can check your allotment status on the NTRUHS website at https://drntr.uhsap.in after the web options window closes.

I am holding a seat under All India Quota (AIQ). Can I participate in Phase-3 CQ counselling?

No, you cannot. As per MCC Notice no. 25 dated 10 October 2026, candidates holding a seat under All India Quota up to Round-3 will be weeded out (removed) from Phase-3 Competent Authority Quota counselling and all further phases. If you are on the merit list but holding an AIQ seat, you will be automatically excluded from Phase-3.

What is the deadline for exercising web options, and can it be extended?

The deadline is 8:00 PM on 19 October 2026. No extensions will be granted. The portal will close automatically at this time, and no options submitted after the deadline will be accepted. Complete your web options well before the deadline to avoid last-minute technical issues.

If I upgrade to a better college in Phase-3, can I go back to my Phase-2 college if I change my mind?

No, you cannot. Once you upgrade in Phase-3, your Phase-1/Phase-2 seat is cancelled automatically and added back to the seat matrix. You will have NO claim on your old seat. Therefore, only upgrade if you are certain about the new college. Phase-3 is the final phase — there is no further counselling after this.

What documents do I need to bring when I report to the allotted college?

You must bring all your original certificates when you report to the college on or before the date specified in the allotment order. The college will verify all original certificates. If any discrepancy is found or you are deemed ineligible, your provisional allotment will be cancelled without notice. If you were allotted a seat in a previous phase and are now sliding to a new college, you must also submit a Custodian Certificate from your previous college.

Can I withdraw from the course after joining the college?
