Dr. N.T.R. University of Health Sciences (NTRUHS), Vijayawada has opened Phase-2 web-based counselling for MBBS seats under Competent Authority Quota for the 2026–27 academic year in Andhra Pradesh. This phase fills seats that remained unfilled after Phase-1, seats from candidates who did not join, and vacancies created when candidates used the Free Exit facility. Eligible candidates on the final merit list (dated 29 August 2026 and addendums of 1 and 13 September 2026) can now exercise web options to secure or upgrade their admission. What is Phase-2 Counselling and Who Can Apply?

Phase-2 counselling is the second round of seat allocation for MBBS under Competent Authority Quota (CQ) seats. These are seats that were not filled in Phase-1 because they were left vacant by colleges, not joined by allotted candidates, or freed up when candidates exercised the Free Exit option after Phase-1.

Competent Authority Quota seats are filled by the state government through its own counselling process, separate from the national NEET counselling. Who Is Eligible to Exercise Web Options in Phase-2?

Eligibility for Phase-2 depends on your status in Phase-1. The notification defines four distinct groups of candidates, each with different rules about which colleges they can choose.

• **Candidates who joined a college in Phase-1 and are still studying there:** You can exercise web options to slide or upgrade to a better college according to your merit rank. You should only list colleges you genuinely consider better than your current college. Your current college will automatically appear as your last option in green colour. If you upgrade, your Phase-1 seat will be cancelled and you will have no claim on it.
• **Candidates allotted in Phase-1 but did not join:** You can exercise web options for any college except the one you were allotted but did not join. There is no limit on the number of options you can list.
• **Candidates who joined in Phase-1 but did not exercise fresh web options for Phase-2:** You are NOT eligible for sliding or upgradation in this phase. However, you may be considered for default sliding if there is a change in seat category within the same college where you already joined.
• **Candidates not allotted in Phase-1 or who did not exercise options in Phase-1:** You are fully eligible to exercise web options in Phase-2 for all colleges. There is no limit on the number of options.
• **Candidates who used Free Exit after Phase-1:** You are NOT eligible to exercise web options in Phase-2 or any future phase. Free Exit is a one-time facility and closes your admission process.

The Phase-2 counselling process follows a strict timeline. All dates and times are in Indian Standard Time (IST). Missing the deadline means you cannot participate in this phase.

How to Exercise Web Options: Step-by-Step Process

Exercising web options is done entirely online through the NTRUHS portal. You must complete this process within the 48-hour window. The portal will not accept options after 10:00 AM on 18 September 2026.

Follow these steps carefully to avoid mistakes that could result in rejection or loss of your seat:

• **Log in to the portal:** Visit https://apuhs-ugadmissions.aptonline.in/MBBS/Home/StudentLogin using your registered credentials (roll number and password).
• **List colleges in priority order:** You can exercise options for all colleges in the order of your preference, irrespective of whether vacancies are shown. There is no limit on the number of options. List only colleges you are genuinely willing to join.
• **Receive OTP verification:** When you enter and submit your options, a One-Time Password (OTP) will be sent to your registered mobile number and email address. This is a security measure to confirm that you are the one making the choices.
• **Save and print your options:** After submission, take a printout of your saved options for your records. This is proof of what you submitted.
• **Do not share login details:** Your login credentials, email ID, and OTPs are personal and confidential. Never share them with anyone. You are fully responsible for any misuse of your account.

Critical Trap: What Happens When You Upgrade to a Better College

This is the most important rule to understand before you exercise your options. If you are currently studying at a college from Phase-1 and you upgrade to a better college in Phase-2, your Phase-1 seat is **permanently cancelled**. You will have no claim on it whatsoever.

When you upgrade, the seat you vacate at your Phase-1 college becomes a 'virtual vacancy' and is added back to the seat matrix for Phase-2 allocation. This means another candidate may be allotted to your old seat. You cannot go back to it.

**What this means for you:** Only exercise web options for colleges you are absolutely certain you want to join. Do not list a college just to 'see if you can upgrade' — if you are allotted and upgrade, your current seat is gone. The notification emphasizes this repeatedly because candidates often make hasty choices and regret them.

**Example:** You joined Government Medical College A in Phase-1. In Phase-2, you list Government Medical College B (which ranks higher) as your first option. If you are allotted to College B, your seat at College A is automatically cancelled. You cannot change your mind and go back to College A.

Special Category Seats: NCC and Sports & Games

Seats reserved for NCC (National Cadet Corps) and Sports & Games candidates will be filled separately after the university receives the final prioritized merit lists from the competent authorities — NCC and SAAP (Sports Authority of Andhra Pradesh). These lists will be displayed on the university website once received.

If you are eligible for a special category seat, you will be considered for allocation only after these merit lists are published. The timing of this allocation may differ from the general merit list allocation.

Minority Medical Colleges: Muslim Minority Candidates

Competent Authority Quota seats in Minority Medical Colleges are reserved exclusively for Muslim Minority Candidates. However, Muslim Minority Candidates are also eligible to compete for Competent Authority Quota seats in other (non-minority) medical colleges.

If you are a Muslim Minority Candidate, you can list both minority and non-minority colleges in your web options. Your eligibility for each seat will be determined during allotment based on your category and merit rank.

Fees You Must Pay

Two types of fees apply to MBBS admission in Andhra Pradesh: University Fee and Tuition Fee. You must understand what each covers and when you pay.

• **University Fee: ₹12,600** — This is a one-time fee paid to NTRUHS for processing your allotment and downloading your allotment order. You pay this through the online payment gateway using Debit Card, Credit Card, or Net Banking. **Important:** If you already paid this fee in Phase-1 and downloaded your allotment order, you do NOT need to pay it again in Phase-2. However, if your college or seat category changes in Phase-2, you must download a fresh allotment order (but without paying the fee again).
• **Tuition Fee:** This is the annual fee charged by the college for the course. The amount varies by college and is based on the interim fee structure fixed by the Government of Andhra Pradesh for 2026–27. For candidates allotted to Sri Padmavathi Medical College for Women, Tirupati (which is under SVIMS, not NTRUHS), you must visit the SVIMS website (http://svimspts.ap.nic.in) to find the exact tuition fee and other fee details. This fee is paid directly to the college at the time of admission.
• **University fee is non-refundable:** Once you pay the University Fee, it will not be refunded under any circumstances, even if you do not join the allotted college or withdraw later.

What Happens After You Exercise Web Options: Allotment and Reporting

After the web options window closes on 18 September 2026 at 10:00 AM, the university will process all submitted options and release allotments on 21 September 2026. You will receive a message on your registered mobile number if a seat is allotted to you.

**To download your allotment order:** Visit https://drntr.uhsap.in and log in with your credentials. You will need to pay the University Fee (₹12,600) through the online payment gateway to download the provisional allotment order. If you already paid this fee in Phase-1, you do not pay again — just download the fresh order.

**To join the college:** Once you have downloaded your allotment order, you must report to the Principal of the allotted college on or before the date specified in the allotment order. Bring all your original certificates with you. If you do not report by this date, you will lose your seat and will not be eligible to participate in future phases of counselling.

**Certificate verification:** All your original certificates will be verified at the college. If any discrepancy is found or you are deemed ineligible, your provisional allotment will be cancelled without notice, and action will be taken as per university regulations.

What If You Joined a College in Phase-2 and Want to Upgrade in Phase-3?

If you join a college in Phase-2 counselling, you are eligible to apply for upgradation or sliding to a better college in Phase-3 (Mop Up) counselling only. You cannot participate in any phase beyond Phase-3.

However, if you do not join the college allotted to you in Phase-2, you will not be eligible to exercise options for that college in any future phase. This rule prevents candidates from gaming the system by not joining and then trying again later.

Custodian Certificate: If You Slide from One College to Another

If you were allotted and joined a college in Phase-1 or Phase-2, and then slide or upgrade to a different college in a later phase, you must submit a Custodian Certificate from your first college to your new college at the time of admission.

A Custodian Certificate is a document issued by your first college confirming that you have left and that your original certificates are being transferred to your new college. The first college will transfer your original certificates to the subsequently allotted college in Andhra Pradesh. This ensures your documents follow you and are not lost in the process.
