The West Bengal Medical Counselling Committee (WBMCC) has released a comprehensive user manual for NEET-PG 2026 qualified candidates who wish to participate in West Bengal's postgraduate medical counselling. This manual walks you through every step of the online registration process on the WBMCC portal (https://wbmcc.nic.in/), from creating your account to paying the counselling fee and downloading your candidate profile. Whether you are applying for State Quota seats in government colleges, Private Management Quota seats, NRI Quota seats, or DNB courses, this guide explains exactly what you need to do, what documents to upload, and which quota options are available based on your eligibility. Understanding this process correctly is critical—mistakes in registration can lead to rejection or loss of your seat.

Register on wbmcc.nic.in by entering your NEET-PG roll number and personal details exactly as they appear on your admit card, upload a bank document, select your quota type, pay the counselling fee, and download your candidate profile with reporting centre details.

What is this manual and who needs it?

This is the official step-by-step guide for NEET-PG 2026 qualified candidates who want to participate in West Bengal's postgraduate medical counselling. It covers registration, application form completion, document upload, quota selection, fee payment, and profile download.

You must follow this process if you have qualified in NEET-PG 2026 and wish to apply for seats in West Bengal government medical colleges (State Quota), private medical colleges (State Quota or Management Quota), or DNB courses. The manual applies equally to all candidates regardless of category (General, OBC, SC, ST, EWS) or service status (in-service or open).

How to start: Access the portal and create your account

Go to https://wbmcc.nic.in/ and click on the 'PG Medical' menu. Then click on 'Candidate Registration and Login'. You will see two options: 'Registered Candidates Sign-In' (if you already have an account) and 'New Candidate Registration' (for first-time registration). Click on 'New Candidate Registration'.

You will be taken to an agreement page. Read the terms and conditions carefully—these explain your rights and responsibilities during the counselling process. Click 'I Agree' to proceed. Next, you will see a 'Consent Form for Counselling Purpose' that lists the personal information WBMCC will collect (name, roll number, mother's name, date of birth, mobile number, email, category, bank account details). Check each box to confirm you consent to the collection and use of this data, then click 'Agree'.

Critical: Enter your personal details exactly as they appear on your NEET admit card

On the registration form, you must enter your NEET-PG Roll Number, NEET-PG Application Number, Candidate Name, Mother's Name, and Date of Birth exactly as they appear on your NEET-PG admit card. Any mismatch—even a spelling difference or wrong date—will cause the system to reject your registration and you will not be able to proceed.

The system will validate your details against the official NEET-PG database. If validation fails, you will see an error message and must correct the information before you can continue. Take time to copy these details carefully from your admit card. If you are unsure of any field, check your admit card again rather than guessing.

  • NEET-PG Roll Number (must match admit card exactly)
  • NEET-PG Application Number (must match admit card exactly)
  • Candidate Name (spelling and format must match admit card)
  • Mother's Name (spelling and format must match admit card)
  • Date of Birth (day, month, year must match admit card)
  • Security Pin (as shown on the form)

Password policy: Create a strong password and keep it safe

You must create a password that meets these requirements: 8–13 characters long, at least one uppercase letter, at least one lowercase letter, at least one number, and at least one special character (e.g., ! @ # $ % ^ & * ). The system will display the password policy on screen. Type your password in the 'Password' field and confirm it again in the 'Confirm Password' field.

⚠️ CRITICAL TRAP: Your password is your sole responsibility. WBMCC and NIC will not be held responsible if you share your password with anyone or if someone misuses it. Never share your password via email, phone, or any other means. If you suspect your password has been compromised, use the 'Change Password' link immediately. Do not respond to any email or message asking for your password—this is a phishing scam.

  • Password must be 8–13 characters long
  • Must contain at least one uppercase letter (A–Z)
  • Must contain at least one lowercase letter (a–z)
  • Must contain at least one number (0–9)
  • Must contain at least one special character (! @ # $ % ^ & *)
  • Keep your password confidential—never share it
  • Change your password regularly

OTP verification: Confirm your mobile number and email

After you submit your personal details and password, the system will send a One-Time Password (OTP) to both your registered mobile number and registered email address (the ones you used when filling the NEET-PG form). You will see a form asking you to enter either the mobile OTP or the email OTP (or both). Enter at least one valid OTP and click 'Verify & Final Submit'.

If you do not receive the OTP, click 'RESEND OTP' to request a new one. The OTP is valid for a limited time only. If the OTP expires, you must resend it. Once you successfully verify, your registration is complete and you will be taken to the Application Form page.

  • OTP will be sent to your registered mobile number (via SMS)
  • OTP will also be sent to your registered email address
  • Enter either the mobile OTP or email OTP (or both)
  • Click 'Verify & Final Submit' to confirm
  • If OTP does not arrive, click 'RESEND OTP'
  • OTP is valid for a limited time only

Application form: Fill in your personal, qualification, and internship details

After registration, you will see the Application Form with multiple sections. Start with 'Personal Details': enter your Father's Name, Mother's Name, Religion, and Category. The Category field is important—it determines which quota seats you are eligible for. Read the category rules below carefully.

Then fill 'Qualification Details': enter your MBBS passing status (Passed), passing year, registration number, and the state where you passed MBBS. Finally, fill 'Internship Completion Details': enter the institute name, state, internship starting date, and internship completion date. ⚠️ TRAP: Candidates who have not completed one year of internship on or before 30 September 2026 are NOT eligible for counselling. • Father's Name and Mother's Name (as per official records)
  • Religion (select from dropdown)
  • Category (see category rules below)
  • Bank account holder name, account number, IFSC code, bank name, branch name
  • Upload cancelled cheque or bank statement (JPG, 20–100 KB)

  • Internship institute name, state, start date, completion date
  • ⚠️ Internship must be completed by 30 September 2026

Category rules: Know your eligibility based on your caste and service status

Your category determines which quota seats you can apply for. The rules are complex and depend on your caste (General, OBC, SC, ST, EWS), whether you are in government service, where you completed your MBBS, and where you completed your internship. Read the rules below carefully—if you select the wrong category, you may lose your seat.

**Type I (General category, in-service):** If you have served under WBHS/WBMES/WBPHAS as a regular employee in rural, remote, or difficult areas of West Bengal for at least 3 years (as of the cut-off date), you are eligible for In-Service Quota, DNB Quota, and Management Quota. ⚠️ TRAP: If you are in-service but are already pursuing or in possession of a PG degree, you are NOT eligible for In-Service Quota.

**Type II (General category, non-in-service, MBBS from West Bengal):** If you are not in-service and completed your MBBS from West Bengal, you are eligible for Open Quota and Management Quota.

**Type III (General category, non-in-service, MBBS from outside West Bengal but within India):** If you are not in-service and completed your MBBS from another Indian state, you are eligible ONLY for Management Quota.

**Type IV (General category, government service outside WBHS/WBMES/WBPHAS):** If you have completed at least 3 years of regular government service in West Bengal in a department other than WBHS/WBMES/WBPHAS: if your MBBS is from West Bengal, you are eligible for Open Quota and Management Quota; if your MBBS is from outside West Bengal but within India, you are eligible ONLY for Management Quota.

**Type V (General category, MBBS outside India, internship in West Bengal):** If you completed your MBBS outside India but completed your internship in West Bengal, you are eligible for Open Quota and Management Quota.

**Type VI (General category, in-service but less than 3 years in rural areas):** If you have served under WBHS/WBMES/WBPHAS but have NOT completed 3 years of service in rural, remote, or difficult areas, you are eligible for DNB Quota and Management Quota ONLY (not In-Service Quota).

**Type VII (General category, NRI status):** If you hold NRI status, you are eligible ONLY for NRI Quota seats in private medical colleges.

**OBC/SC/ST category, in-service:** If you belong to OBC, SC, or ST and have served under WBHS/WBMES/WBPHAS for at least 3 years in rural, remote, or difficult areas, you are eligible for In-Service Quota. ⚠️ TRAP: EWS candidates are NOT eligible for In-Service Quota.

**EWS category:** If you declared EWS during NEET-PG, you can select General-EWS or OBC as your category during counselling registration (as per policy). EWS candidates are NOT eligible for In-Service Quota.

  • Type I: In-service (WBHS/WBMES/WBPHAS, 3+ years in rural areas) → In-Service, DNB, Management Quota
  • Type II: Non-in-service, MBBS from West Bengal → Open, Management Quota
  • Type III: Non-in-service, MBBS from other Indian state → Management Quota only
  • Type IV: Government service (non-WBHS/WBMES/WBPHAS), 3+ years → Open & Management (if WB MBBS) or Management only (if non-WB MBBS)
  • Type V: MBBS outside India, internship in West Bengal → Open, Management Quota
  • Type VI: In-service but <3 years in rural areas → DNB, Management Quota only
  • Type VII: NRI status → NRI Quota only
  • OBC/SC/ST in-service (3+ years) → In-Service Quota
  • EWS → NOT eligible for In-Service Quota; can select General-EWS or OBC

Quota selection: Choose which seats you want to apply for

After filling your qualification and internship details, you will reach the 'Select Seat Quota' section. Here you choose which types of seats you want to apply for. Your choices depend on your eligibility (see category rules above). The system will show you only the quotas you are eligible for.

Review every field carefully. If you find an error, click 'Previous' to go back and correct it.

Once you click 'Save & Final Submit', a confirmation dialog will appear warning: 'These credentials will be used for seat allotment. So kindly verify all the details carefully before submission. Once submitted, these credentials cannot be changed again.' This is your last chance to make changes. If you proceed, your registration is locked and you cannot edit it until you pay the fee (and even then, only via the 'Registration Unlocking' option).

After final submission, you will see a message: 'You have successfully Registered. Kindly fill the detailed Application Form to complete the Registration Process.' You will then be taken to a dashboard showing your application progress status.

  • Review all personal details, qualification, internship, quota, and contact information
  • Check that your NEET roll number, name, and date of birth match your admit card exactly
  • Verify your bank account details and uploaded document
  • Confirm your mobile number and email address
  • Click 'Save & Final Submit' only when you are certain everything is correct
  • After final submit, you cannot edit your registration until you pay the fee

Registration unlocking: Correct errors before you pay

If you realize you made a mistake after final submission but BEFORE paying the fee, you can unlock your registration to make corrections. Click on 'Registration Unlocking' in the left menu. You will see a form asking you to confirm that you want to unlock your registration. Read the warning carefully: 'This process will allow the candidate to edit his/her details submitted during the entire registration process. After Unlocking of Registration Process, it will be essential for the candidate to complete the Registration Process again and submit the final details, failing which the candidate will not be considered in seat Allocation process.'

This means: if you unlock, you MUST go through the entire registration process again and re-submit the final details. If you do not complete this re-submission, you will not be eligible for seat allotment. To unlock, you must enter your password and verify via OTP. After unlocking, you can edit any field. Once you have made corrections, you must go through the entire form again and click 'Save & Final Submit' again. ⚠️ TRAP: Registration unlocking is NOT allowed after you have paid the counselling fee. If you have already paid, you cannot unlock.

  • Registration unlocking is available ONLY before payment
  • You must enter your password and verify via OTP to unlock
  • After unlocking, you must re-enter all details and re-submit the final form
  • If you unlock but do not re-submit, you will NOT be eligible for seat allotment
  • ⚠️ After payment, registration unlocking is NOT allowed

Pay the counselling fee: Complete your registration

Once your registration is final-submitted, you will see a 'Pay Registration Fee' page. Click 'I agree' to confirm that you have read the notices and rules of WBMCC and that you will not initiate a chargeback claim against the fees you pay. Then click 'Proceed'.

You will be taken to a payment gateway (Bill Desk Payment Gateway). Select your payment method (credit card, debit card, net banking, etc.) and complete the payment. The amount you must pay depends on your quota selection (see quota selection section above). After successful payment, you will receive a payment receipt. Download and print this receipt—you will need it for document verification.

⚠️ CRITICAL: Once you have paid the fee, your registration is locked and you CANNOT unlock it to make changes. If you made an error in your registration, you will have to contact WBMCC support. Make absolutely sure your registration is correct before you pay.

  • Click 'I agree' to accept the terms
  • Click 'Proceed' to go to the payment gateway
  • Select your payment method and complete payment
  • Download and print your payment receipt
  • Keep the receipt safe—you will need it for document verification
  • ⚠️ After payment, you cannot unlock or edit your registration

Download your candidate profile: Get your reporting centre details

After payment, go to 'Candidate Profile' in the left menu. You will see your complete profile including your personal details, rank, and most importantly, your 'Reporting Center for Verification'. This section shows: Center Name, Center Address, Reporting Date, and Reporting Time. Frequently asked questions

What happens if my personal details do not match my NEET-PG admit card exactly?

The system will reject your registration. The WBMCC portal validates your details against the official NEET-PG database. Even a small spelling difference, wrong date, or missing character will cause validation to fail. You will see an error message and must correct the information before you can proceed. Always copy your details directly from your admit card rather than typing from memory.

Can I change my registration details after I have paid the counselling fee?

No. Once you have paid the fee, your registration is locked and you cannot unlock it. Registration unlocking is available ONLY before payment. If you have already paid and realize you made an error, you must contact WBMCC support immediately. This is why it is critical to review your details carefully before you pay.

What is the difference between State Quota, Management Quota, and NRI Quota?

State Quota seats are reserved for candidates who meet the state's eligibility criteria (e.g., MBBS from West Bengal, or in-service in West Bengal). Management Quota seats are in private colleges and are filled by the college's own management (not by merit). NRI Quota seats are for candidates with NRI status and are in private colleges. Your eligibility for each quota depends on your category, service status, where you completed your MBBS, and where you completed your internship (see category rules section).

I have not completed my internship yet. Can I still register?

No. Candidates who have not completed one year of internship on or before 30 September 2026 are NOT eligible for counselling. If your internship completion date is after 30 September 2026, you cannot proceed with registration. You must wait until you have completed your internship by the cut-off date.

What is a security deposit and will I get it back?

A security deposit is an amount you must pay upfront if you apply for seats in private medical colleges (State Quota or Management Quota). For example, if you apply for Type 2 (Govt State Quota + Private State Quota), you pay ₹200,000 as a security deposit. If you apply for Type 3 (all three quota types), you pay ₹500,000. The security deposit is refundable—you will get it back if you do not get a seat, or if you get a seat but withdraw. However, you must pay the full amount upfront to be eligible.

What documents do I need to upload during registration?

You must upload a clear image of a cancelled cheque, bank passbook, or online bank statement showing your bank account details (account holder name, account number, IFSC code, bank name, branch name). The image must be in JPG format and between 20–100 KB. This is the only document you upload during registration. You will upload other documents (degree certificate, internship certificate, category certificate, etc.) later at the reporting centre during physical verification.

What is the password policy and why is it so strict?

Your password must be 8–13 characters long and include at least one uppercase letter, one lowercase letter, one number, and one special character (e.g., ! @ # $ % ^ & *). This strict policy is to protect your account from hacking. Your password is your sole responsibility—WBMCC and NIC will not be held responsible if you share it or if someone misuses it. Never share your password with anyone, and change it regularly.

What happens if I do not receive the OTP for verification?

If you do not receive the OTP on your mobile or email, click 'RESEND OTP' to request a new one. The OTP is valid for a limited time only. Make sure your mobile number and email address are correct and active. If you still do not receive the OTP, check your spam/junk folder in your email, or contact WBMCC support.

I am in-service under WBHS/WBMES/WBPHAS but I am already pursuing a PG degree. Am I eligible for In-Service Quota?

No. In-service candidates who are already in possession of or pursuing a PG degree are NOT eligible for In-Service Quota. You may be eligible for DNB Quota and Management Quota, depending on your other details. Read the category rules carefully to determine your exact eligibility.

What is the reporting centre and why is it important?

The reporting centre is the location where you must go for physical document verification. After you pay the counselling fee and download your candidate profile, you will see your assigned reporting centre, reporting date, and reporting time. You MUST report to this centre on the specified date and time with all your original documents (degree certificate, internship certificate, category certificate, etc.). If you do not report, you will not be eligible for seat allotment.

Can I apply for multiple quota types at the same time?

Yes. You can select to apply for multiple quota types (e.g., State Quota in government colleges AND State Quota in private colleges AND Management Quota in private colleges). However, you must pay the full fee for all the quotas you select. The fee varies depending on which quotas you choose. You cannot apply for only some quotas and skip others—you must commit to all the quotas you select and pay the corresponding fee.

What if I made a mistake in my category selection?

If you made a mistake before paying the fee, you can use the 'Registration Unlocking' option to correct it. However, after you unlock, you MUST go through the entire registration process again and re-submit the final form. If you do not re-submit, you will not be eligible for seat allotment. If you have already paid the fee, you cannot unlock. In that case, contact WBMCC support immediately.
