West Bengal Medical Counselling Committee (WBMCC) has released a detailed user manual for NEET-PG 2026 qualified candidates to fill and lock their seat choices for the ongoing counselling process. This manual is your step-by-step guide to navigate the choice-filling portal at https://wbmcc.nic.in/, whether you are applying for State Quota seats in government colleges, private management quota, DNB seats, or NRI quota seats. Only candidates who have already registered, paid the counselling fee, and been successfully verified are eligible to proceed. The choice-filling process allows you to select multiple colleges and specialties in order of preference, edit them as many times as you wish, and then lock your final list—after which no changes are permitted.
You must log in with your NEET-PG Roll Number and password, select your preferred colleges and specialties from the available list based on your eligibility, arrange them in priority order, and lock your choices before the deadline—once locked, no edits are allowed.

Only NEET-PG 2026 qualified candidates who have completed all three steps—registration, payment of counselling fee, and successful verification—are allowed to fill seat choices. Your verification status determines which quotas and seats you can access. The system will automatically show you only the choices you are eligible for based on your category and application type.
The manual covers seven different candidate types: (1) Open candidates applying for State Quota seats in government colleges only; (2) Open candidates applying for both State Quota in government and private colleges; (3) Open candidates applying for State Quota in government, State Quota in private, and Management Quota in private colleges; (4) In-Service candidates applying for State Quota seats in government colleges; (5) In-Service candidates applying for pure DNB State Quota seats; (6) Management candidates applying for Management Quota seats in private colleges; and (7) NRI candidates applying for NRI Quota seats in private colleges. Your eligibility type determines the number and type of choices available to you.
- Must be NEET-PG 2026 qualified
- Must have registered and paid counselling fee
- Must have passed document verification

Understanding Your Dashboard and Available Choices
Once you log in, your personal dashboard appears showing your current choice-filling and locking status. The dashboard displays four key boxes: Total Available Choices (the maximum number of seats you can select based on your eligibility), Filled Choices (how many you have already added), Unfilled Choices (how many remain), and Choice Locking Status (whether your list is locked or unlocked). The left-hand menu provides links to 'Available Choices', 'Choice Filling', 'Choice Locking', and other services.
Click on 'Available Choices' to see the complete list of colleges, specialties, and quotas you are eligible for. The system filters this list based on your category and application type. You can view colleges by Institute Type (government, private, etc.) and Program (specialty). The number of available choices varies by candidate type—for example, an Open candidate applying for State Quota only may see 8 choices, while an In-Service DNB candidate may see 35 or more.
- Dashboard shows Total Available, Filled, and Unfilled Choices
- Choice Locking Status shows whether your list is locked or unlocked
- Available Choices link displays all colleges and specialties you can apply for
- Choices are filtered by your eligibility category and quota type

Step-by-Step Process to Fill Your Seat Choices
Click on 'Choice Filling' from the left menu. The system will ask you to enter your password again for security. Once authenticated, the available choices appear on the left panel. To add a choice, locate the college and specialty you want, and click the green 'Add' button next to it. The selected choice immediately moves to the right panel labeled 'Filled Choice(s)'. You can add as many choices as you wish from the available list—there is no limit, but you can only be allotted one seat.
As you add choices, they appear in the 'Filled Choice(s)' panel on the right with a choice number (1, 2, 3, etc.) assigned automatically. This number represents your priority order—Choice 1 is your first preference, Choice 2 is your second, and so on. The system will attempt to allot you the highest-priority choice you are eligible for based on your rank. After adding each choice, click 'Save and Continue' to save and add more, or 'Save and Go to Home' when you are finished adding choices for now.
- Click 'Choice Filling' from the left menu
- Enter your password when prompted
- Click 'Add' button next to each college-specialty combination you want
- Selected choices move to the 'Filled Choice(s)' panel on the right
- Choices are numbered 1, 2, 3, etc. in order of priority
- Click 'Save and Continue' to add more or 'Save and Go to Home' when done
How to Edit, Rearrange, and Delete Your Choices
Before locking your choices, you can edit them as many times as you wish using four tools: 'Manage Filled Choices', 'Choice Interchange', 'Choice Rearrange', and 'Multiple Deletion'. These options are available from the menu bar at the top of the choice-filling page.
Use 'Manage Filled Choices' to move individual choices up or down in priority, or to remove a single choice. Use 'Choice Interchange' to swap the positions of two specific choices—for example, if you want to move your 2nd choice to 3rd position and your 3rd choice to 2nd position. Use 'Choice Rearrange' to manually enter new priority numbers for all your choices in a table. Use 'Multiple Deletion' to select and delete several choices at once (the system will ask for your password and OTP confirmation). After making any changes, click 'Save' to confirm. Remember: editing is only allowed before you lock your choices. Once locked, no changes are permitted.
- 'Manage Filled Choices': move choices up/down or remove one choice
- 'Choice Interchange': swap positions of two specific choices
- 'Choice Rearrange': manually re-number all choices in a table
- 'Multiple Deletion': select and delete multiple choices at once (requires password and OTP)
- All edits must be saved before locking
- Editing is NOT allowed after locking
The Critical Step: Locking Your Choices
Once you are satisfied with your choice list and have arranged them in your true order of preference, you must lock your choices to finalize them for the allotment process. Click on 'Lock Choice' from the left menu. A summary page appears showing your filled choices grouped by institute type (Central Government, Private University/Institute, State Government). Review this summary carefully—this is your last chance to make changes.
To lock, you must select the radio button 'I agree to lock my choice(s)' and enter your password. The system will then send an OTP (One-Time Password) to your registered mobile number. Enter this OTP in the field provided and click 'Lock Choices'. A confirmation message will appear stating your choices are locked. ⚠️ CRITICAL TRAP: Once locked, your choices cannot be altered, edited, rearranged, or deleted under any circumstances. The allotment will be based strictly on your rank and the priority order you have locked. Early locking does NOT mean early allotment—allotment is based solely on your rank in the merit list. Take your time to review before locking.
- Click 'Lock Choice' from the left menu
- Review the summary of your filled choices carefully
- Select 'I agree to lock my choice(s)'
- Enter your password
- Receive and enter the OTP sent to your registered mobile number
- Click 'Lock Choices' to finalize
- ⚠️ Once locked, NO changes are allowed—ever
After Locking: Download and Print Your Locked Choices Letter
After successfully locking your choices, your dashboard will show 'Choice Locking Status: Locked' in green. You can now download and print your locked choices letter as proof. Click on 'Print Locked Choice(s)' from the left menu to access the locked choices details page.
On this page, you will see your locking details (Locking Status, Locking Date & Time, Locking IP, and Locking Code), a summary of your filled choices with choice numbers, institute names, program names, and quotas, and a 'Download Locked Choices Letter' button. Click this button to download a PDF document containing all your personal details, rank, locked choices, and a candidate consent form with six terms and conditions you have agreed to. Print this letter and keep it safely—it serves as your official record of the choices you have locked for the counselling process.

Understanding the Seven Candidate Types and Their Available Choices
The manual describes seven different candidate types, each with different available choices based on their eligibility. Type 1 (Open, State Quota only in government colleges) shows choices like MD General Medicine, MS General Surgery, and MD Anaesthesiology at government colleges under Open Seat Quota. Type 2 (Open, State Quota in both government and private colleges) shows a larger list including both government and private colleges. Type 3 (Open, State Quota in government and private, plus Management Quota in private) shows the broadest list, including Management Quota options. Type 4 (In-Service, State Quota only) shows In-Service Quota seats, many of which are DNB (Diplomate of National Board) courses at district hospitals and government institutions. Type 5 (In-Service, Pure DNB) shows only In-Service DNB Quota seats. Type 6 (Management candidates) shows only Private Management Quota seats. Type 7 (NRI candidates) shows only NRI Quota seats in private colleges.
Your candidate type is determined by your registration category and the quotas you selected during registration. The system automatically displays only the choices you are eligible for. Do not attempt to select choices outside your eligibility—the system will not allow it. If you are unsure which type you are, check your registration confirmation or contact WBMCC support.
- Type 1: Open candidates, State Quota only in government colleges
- Type 2: Open candidates, State Quota in government and private colleges
- Type 3: Open candidates, State Quota in government and private, plus Management Quota
- Type 4: In-Service candidates, State Quota only in government colleges
- Type 5: In-Service candidates, Pure DNB State Quota only
- Type 6: Management candidates, Management Quota in private colleges only
- Type 7: NRI candidates, NRI Quota in private colleges only
Important Security and Password Guidelines
Your password is your sole responsibility and must be kept confidential. The system emphasizes that password confidentiality is your responsibility alone, and all care must be taken to protect it. Never share your password with anyone, including WBMCC staff or family members. Change your password frequently at regular intervals. Be aware of phishing attempts—never respond to emails or messages asking for your login credentials or password.
When accessing sensitive functions like choice filling, choice deletion, or choice locking, the system requires you to enter your password again for additional security. An OTP (One-Time Password) is also sent to your registered mobile number for critical actions like locking choices or deleting multiple choices. This two-factor authentication protects your account. If you forget your password, use the 'Forgot Password' link on the login page. After finishing your work, always click the 'LOGOUT' button and close all windows related to your session to prevent unauthorized access.
- Password is your sole responsibility—keep it confidential
- Change your password frequently
- Never share your password with anyone
- Beware of phishing emails asking for credentials
- OTP is sent to your registered mobile for critical actions
- Always logout and close windows after finishing
Common Mistakes and Traps to Avoid
⚠️ TRAP 1: Locking choices too early without careful review. Many candidates lock their choices hastily and then realize they made a mistake in priority order. Remember: early locking does NOT give you any advantage in allotment. Allotment is based strictly on your rank, not on when you lock. Take your time to review your choices multiple times before locking.
⚠️ TRAP 2: Forgetting to lock your choices at all. If you fill choices but do not lock them, they will not be considered for allotment. The system requires you to explicitly lock your choices. If the deadline passes and your choices are not locked, you will not be allotted any seat.
⚠️ TRAP 3: Misunderstanding choice priority. Your choice number (1, 2, 3, etc.) is your priority order. The system will try to allot you your 1st choice first. If you are not eligible for it based on your rank, it will try your 2nd choice, and so on. Do NOT put your least-preferred choice first just because you think you might get it—the system works on priority order, not on likelihood.
⚠️ TRAP 4: Adding choices outside your eligibility. Only add choices that appear in your 'Available Choices' list. Do not try to manually search for or add colleges or specialties not shown to you—the system will reject them.
⚠️ TRAP 5: Losing your locked choices letter. Download and print your locked choices letter immediately after locking. This is your official proof. If you lose it, you can download it again from the 'Print Locked Choice(s)' page, but it is safer to have a printed copy.
- Do not lock hastily—review multiple times first
- Early locking gives NO advantage in allotment
- Allotment is based on rank and priority order, not on locking time
- You MUST lock your choices before the deadline
- Unfilled choices will NOT be considered for allotment
- Priority order matters—put your true preferences in order
- Only add choices from your 'Available Choices' list
- Download and print your locked choices letter immediately

See My CollegesFrequently asked questions
I have registered and paid the fee, but I do not see the 'Choice Filling' option. What should I do?
You must first pass the document verification step. Only candidates who have been successfully verified and accepted are allowed to fill choices. Check your email or the WBMCC portal for your verification status. If you have been verified, log out completely, clear your browser cache, and log in again. If the option still does not appear, contact WBMCC support at the email or phone number provided on the portal.
Can I change my choices after I have locked them?
No. Once you lock your choices, they cannot be changed, edited, rearranged, or deleted under any circumstances. The system explicitly states: 'Once Choices are locked no more changes are allowed.' This is final. Therefore, review your choices very carefully before locking.
If I lock my choices early, will I get allotted a seat earlier than others?
No. Early locking does NOT mean early allotment. The manual clearly states: 'Early locking does not mean early allotment or first claim on the seat. The seat allotment is strictly based on Rank Lists.' Allotment happens in a single round based on your rank and the priority order of your choices. Lock when you are ready, not before.
How many choices can I add?
You can add any number of choices from your available list. There is no upper limit mentioned in the manual. However, you will only be allotted one seat—the highest-priority choice you are eligible for based on your rank. Adding more choices does not increase your chances; it only gives you more options in case you are not eligible for your top choices.
What is the difference between 'Save and Continue' and 'Save and Go to Home'?
'Save and Continue' saves your current choices and keeps you on the choice-filling page so you can add more choices. 'Save and Go to Home' saves your choices and takes you back to your dashboard. Both options save your work—neither locks your choices. You can use either option; the difference is just where you go next.
I forgot my password. How do I reset it?
On the login page, click the 'Forgot Password' link. Follow the instructions to reset your password. You will likely need to verify your identity using your NEET-PG Roll Number and other details. If you have trouble, contact WBMCC support.
What is an OTP and why is it required for locking choices?
An OTP (One-Time Password) is a temporary code sent to your registered mobile number. It is required for sensitive actions like locking choices or deleting multiple choices to add an extra layer of security and ensure that only you (the person with access to your phone) can perform these critical actions. When you attempt to lock, the system sends an OTP to your phone. You must enter this OTP to complete the locking process.
Can I use the same password for multiple years or should I change it?
The manual advises you to 'keep changing the Password at frequent intervals.' This means you should change your password regularly during the counselling process for security. Do not use the same password repeatedly or share it with anyone.
What does 'In-Service Quota' mean and who is eligible for it?
In-Service Quota seats are reserved for doctors who are currently employed as medical officers or healthcare workers in government institutions. Only candidates who qualify as 'In-Service' during registration can access these seats. The manual shows that In-Service candidates can apply for State Quota seats in government colleges and/or In-Service DNB Quota seats. If you are not an in-service employee, you will not see these choices in your available list.
I see 'Management Quota' and 'NRI Quota' options. What is the difference?
Management Quota seats are in private medical colleges and are filled through a separate counselling process for candidates who have paid a management fee to the college. NRI Quota seats are also in private colleges but are reserved for Non-Resident Indians (NRIs) and their dependents. Your eligibility for these quotas depends on your registration category. If you registered as a Management candidate or NRI candidate, you will see these options; otherwise, you will not.
What should I do if I see an error message or the portal is not working?
First, try logging out completely, clearing your browser cache, and logging in again. If the problem persists, try using a different browser or device. If the issue continues, contact WBMCC support using the email (wbhsedsa2026[at]gmail[dot]com) or phone number (033-2412600) provided on the portal. Do not attempt to bypass the system or use unauthorized methods.
After I lock my choices, what happens next? When will I know if I got a seat?
After locking, the allotment process begins. The system will process all locked choices based on candidates' ranks and priority orders. You will be notified of the allotment result through the portal and via email/SMS. The exact date of allotment will be announced by WBMCC. Check the portal regularly and keep your phone and email accessible for notifications. The manual does not specify exact allotment dates, so refer to the official counselling notice on https://wbmcc.nic.in/ for the schedule.
Log in to https://wbmcc.nic.in/ immediately if you have not already filled your choices. Review the 'Available Choices' list carefully to understand which colleges and specialties you are eligible for. Add your choices in true order of preference, using the editing tools to rearrange as needed. Before locking, review your choice list multiple times—this is your last chance to make changes. Once you are certain, lock your choices using your password and OTP. Download and print your locked choices letter as proof. If you have any questions or encounter technical issues, contact WBMCC support. Remember: allotment is based on your rank and the priority order you lock, not on when you lock, so take your time and lock only when you are completely ready.
