The Uttarakhand State Centralised Counselling Board (HNBUMU) has released the admission procedure for Round 3 freeze candidates in NEET UG 2026 MBBS and BDS programmes. If you have been allotted a seat and chosen to freeze it, you must now complete a mandatory 10-step process: upload documents online by 15 October 5 PM, pay an advance tuition fee to the university, and report to your allotted college by 16 October with original documents. This notice sets out exactly what documents you need, how much you must pay, and what happens if you miss the deadlines. Missing even one step or deadline will result in your seat being cancelled automatically.
Freeze candidates must upload all mandatory documents by 15 October 5 PM, pay the centralized advance tuition fee online, and report to their allotted college by 16 October with originals—failure to complete any step cancels the seat.

Unlock My College ListWhat is a Freeze Seat and Who Must Follow This Procedure?
A freeze seat is one you have been allotted in Round 3 of Uttarakhand's centralised counselling and have chosen to lock in (freeze) rather than float it to another college. If you froze your seat, this procedure is mandatory for you. You cannot choose the float option in Round 3—only freeze is available. If you do not freeze your allotted seat, it will be automatically cancelled.
The allotment is provisional at this stage. It becomes final only after you complete all 10 steps of this admission procedure, including document verification by your college and payment of the advance fee. Until then, your seat can be cancelled if you fail to meet any requirement or deadline.
Important Dates: What You Must Do and When
The timeline for Round 3 freeze admission is extremely tight. You have only two key dates to remember, and missing either one will result in automatic cancellation of your seat.
All candidates must complete their actions within the specified deadlines. The university will not send you individual call letters or reminders—you must monitor the university website www.hnbumu.ac.in regularly for any updates or changes.
- Document upload deadline: 15 October 2026 by 5:00 PM (one day before college reporting)

Step-by-Step Admission Process: What You Must Do
The admission process has 10 mandatory steps. You must complete them in order. Each step depends on the previous one being done correctly. If you skip or delay any step, your seat will be cancelled automatically.
Steps 1–3 are online on the counselling portal. Steps 4–7 involve uploading documents and paying fees online. Steps 8–10 require you to visit your allotted college in person with original documents. Do not assume that completing the online steps is enough—you must physically report to the college by the deadline.
- Step 1: Log in to the counselling website using your login ID.
- Step 2: Download your allotment letter using your login ID.
- Step 3: Accept the allotted seat (offer accept).
- Step 4: Upload all mandatory documents online (see 'Documents Required' section below).
- Step 5: Your college will verify the uploaded documents online.
- Step 6: If documents are verified, pay the advance tuition fee online (see 'Advance Tuition Fee' section for amounts and payment methods).
- Step 7: Download your advance tuition fee receipt and freeze confirmation slip online.
- Step 8: Report to your allotted college in person with the fee receipt and all original documents listed below.
- Step 9: Pay the balance tuition fee and any other applicable fees directly to the college (hostel, mess, sports, etc.).
- Step 10: Collect your admission letter from the college.
Documents Required: The Complete List You Must Upload and Bring
You must upload all of the following documents online by 15 October 5 PM. After your college verifies them, you must bring the originals when you report to the college by 16 October. If any document is missing, fake, forged, or invalid, your admission will be cancelled immediately and permanently, with no refund of fees.

Pay special attention to the eligibility documents (category, sub-category, domicile). These must be issued by the competent authority of Uttarakhand only. A certificate from any other state will not be accepted. For OBC candidates, the certificate must be of NCL (Non-Creamy Layer) category and must be valid on the date of admission. For DPW (Dependent of Ex-serviceman) candidates, the benefit applies only to ex-servicemen from armed forces—serving personnel and paramilitary forces are not eligible.
Certificates must be issued on or before 5 October 2026 to be valid for this round. Any certificate issued after 5 October will not be accepted. Do not submit undertakings, affidavits, or acknowledgements in place of original certificates—they will be rejected.
- Copy of your allotment letter

Critical Trap: Certificate Issue Date Must Be On or Before 5 October 2026
This is one of the most common reasons applications are rejected. All eligibility certificates (caste, sub-category, domicile, etc.) must have been issued on or before 5 October 2026. If your certificate is dated after 5 October, it will not be accepted, and your admission will be cancelled.
If you do not yet have a required certificate, apply for it immediately. Do not wait until the last moment. If you cannot obtain it by 5 October, you will not be able to complete this round of admission. Plan ahead and apply to the competent authority (district magistrate, revenue office, etc.) as soon as possible.
Advance Tuition Fee: How Much You Must Pay and Where
After your college verifies your documents, you must pay an advance tuition fee to the university (not to the college). This is a mandatory payment and must be made online only—no cash, cheque, or demand draft is accepted. The amount varies by college and ranges from ₹50,000 to ₹10,00,000 depending on whether the college is government or private.
Payment must be made through one of these online methods only: Net Banking, Debit Card, Credit Card, or Online Generated Bank Transfer Challan. After payment, you will receive an online receipt and a freeze confirmation slip. Download both and bring them when you report to the college.
The advance fee is separate from the balance tuition fee and other charges (hostel, mess, sports, etc.) that you will pay directly to the college after reporting. The college will provide details of all other fees when you arrive.
- Payment method: Online only (Net Banking, Debit Card, Credit Card, or Online Generated Bank Transfer Challan)
- No cash, cheque, or demand draft accepted
- Download receipt and freeze confirmation slip after payment
- Bring both documents when reporting to college

The college will tell you the exact amounts and payment method.
After you have paid the balance fees and completed all formalities, the college will issue your final admission letter. Your admission is not complete until you receive this letter from the college. The entire process must be finished within the time period specified in your allotment letter. If you do not complete it by the deadline, your seat will be cancelled.
