Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has released the official instructions for Round 3 counselling of NEET UG 2026 for MBBS and BDS seats in Uttarakhand. This is the third and final round of state-level counselling. If you did not get a seat in Rounds 1 or 2, or if you chose FLOAT in an earlier round and want to upgrade, Round 3 is your opportunity. The registration window is now open, and you must complete all steps — registration, choice filling, and submission — by 5 PM on 05-10-2026. After that date, no new registrations or changes will be accepted.
Round 3 registration and choice filling deadline is 05-10-2026 at 5:00 PM; you must register afresh online, fill choices, and submit — previous registrations do not carry forward.

Unlock My College ListWho Can Participate in Round 3
Round 3 is open to five categories of candidates. First, if you registered in Round 1 or 2 but did not receive any seat allocation, you can now participate in Round 3. Second, if you were allocated a seat in Round 1 or 2 but chose FLOAT (meaning you kept your options open for a better seat), you can now try to upgrade to a better college or course in Round 3.
Third, if you were allocated a seat in Round 1 or 2 and chose FLOAT, but did not take any action (neither accepted nor rejected), you can still participate in Round 3 to seek an upgrade. Fourth, if you were allocated a seat but chose neither FLOAT nor FREEZE (meaning you took no decision), you can participate in Round 3. Fifth, if you chose FREEZE in Round 1 (locking in your seat) but then abandoned that seat and want to try again, you can participate in Round 3.
However, there are two categories of candidates who are NOT eligible for Round 3. First, if you chose FREEZE in Round 1 or 2 and completed the admission process at your allocated college, you cannot participate in Round 3 — your seat is locked and you are already admitted. Second, if you were allocated a seat through Round 3 counselling by the Medical Counselling Committee (MCC) India and completed admission, you are also ineligible for further rounds.
- Registered in Round 1 or 2 but received no seat
- Allocated a seat in Round 1 or 2 and chose FLOAT (want to upgrade)
- Allocated a seat and chose FLOAT but took no further action
- Allocated a seat but chose neither FLOAT nor FREEZE
- Chose FREEZE in Round 1 but abandoned the seat later
- NOT eligible: Already admitted via FREEZE in Round 1 or 2
- NOT eligible: Already admitted via MCC Round 3
Important Dates and Deadlines
The entire Round 3 process must be completed within a single window. Registration, payment of fees, choice filling, and final submission all happen online. The critical deadline is 05-10-2026 (5 October 2026) at 5:00 PM. After this time, the online portal will close and no further registrations, payments, or choice submissions will be accepted.
Seat surrender (the process of giving up a seat you were allocated in an earlier round) is also allowed until 05-10-2026 at 5:00 PM. If you wish to surrender a seat from Round 1 or 2 to participate in Round 3, you must do so by this deadline. After 5 PM on 05-10-2026, no seat surrenders will be permitted. The university will then process all registrations and choices received, and allotment results will be published on the university website.
- Registration opens: immediately (as per this notice dated 29-09-2026)
- Last date for registration, choice filling, and submission: 05-10-2026 at 5:00 PM
- Last date for seat surrender: 05-10-2026 at 5:00 PM
- After 5 PM on 05-10-2026, portal closes — no further changes allowed
Registration and Payment Process
All registration and payments for Round 3 must be done online only. You cannot pay by cash, cheque, or any offline method. The university website is www.hnbumu.ac.in. You will need to log in using your registered ID (the same ID you used in earlier rounds, if you registered before).
If you registered in Round 1 or 2, you do not need to pay the registration fee again for Round 3. However, you must still pay the security deposit (caution money) if you wish to participate in Round 3. If you did not register in any earlier round, you must pay both the registration fee and the security deposit for Round 3.
If you registered in Round 1 or 2 and already paid both the registration fee and security deposit, but now want to change your quota choice (for example, from State Quota to All India Open Quota, or vice versa), you must log in to the university website, fill a new online application form with your new quota choice, and submit a new choice filing. You will NOT need to pay the registration fee and security deposit again — only the new choice filing will be processed. However, if you are changing your quota and the security deposit required for the new quota is higher than what you already paid, you must pay the additional amount. If the new quota requires a lower deposit, no refund will be given at that time; the excess will be refunded after all counselling rounds are complete.
- Payment method: Online only (Credit Card, Debit Card, or Net Banking)
- If you registered in Round 1 or 2: No registration fee again; pay security deposit if participating in Round 3
- If you did not register before: Pay both registration fee and security deposit
- Changing quota: Fill new online form with new quota choice; no registration fee again; pay additional deposit if required
- All payments must be completed by 05-10-2026 at 5:00 PM
How to Fill Your Online Application and Choose Seats
After you have registered and paid your fees, you will receive a login ID. Use this ID to log in to the counselling portal on www.hnbumu.ac.in. You will then fill out an online application form with your personal and academic details. Once you have filled the form, you must SAVE it. Saving does not submit your application — it only stores your data so you can edit it later if needed.
After saving, you can make changes to your choices during the registration window (until 05-10-2026 at 5:00 PM). Each time you make a change, you must pay an amendment fee of ₹500 (rupees five hundred) online. This fee is charged every time you modify your choice filing — whether you are changing your college preference, course preference, or quota. The amendment fee must be paid each time, and you can make as many amendments as you wish within the deadline.
Once you have finalized your choices, you must SUBMIT your application. Submitting is different from saving — submission is the final step that locks in your choices for allotment. After you submit, you can still make amendments by paying the ₹500 fee, but only during the registration window. After 05-10-2026 at 5:00 PM, no amendments are allowed.
CRITICAL: If you save your choices but do NOT submit them by 05-10-2026 at 5:00 PM, the system will automatically submit your last saved choices at the deadline. This means your choices will be considered for allotment even if you did not manually click submit. However, if you do not even save your choices, you will be considered ineligible for Round 3 allotment. Therefore, you must save and submit your choices within the deadline.
- Log in with your registered ID on www.hnbumu.ac.in
- Fill the online application form completely
- SAVE your choices (does not submit; allows editing)
- Make amendments if needed; pay ₹500 per amendment
- SUBMIT your final choices (locks them in for allotment)
- You can still amend after submission by paying ₹500, but only until 05-10-2026 5 PM
- If you save but do not submit, system auto-submits at deadline
- If you do not save at all, you are ineligible for Round 3

Choosing Your Seat Preferences — Important Rules
When you fill your online form, you will see a list of all available seats in Round 3. These seats are organized by college, course (MBBS or BDS), category (General, OBC, SC, ST, etc.), and quota (State Quota or All India Open Quota). You can choose as many seats as you wish, in any order of preference. The system will rank your choices by priority — your first choice is your highest priority, your second choice is your second priority, and so on.
The allotment algorithm will try to give you your highest-priority choice first. If that seat is not available (because other candidates with higher merit got it first), the system will move to your second choice, and so on. Therefore, it is crucial that you list your choices in the correct order of preference — put the seat you most want at the top, and the seat you least want at the bottom.
Important: The seat matrix (the list of available seats) is updated in real time as students join colleges or surrender seats. Therefore, the number of available seats may change during the registration window. You should check the seat matrix regularly on the university website to see which seats are still available. Also, be aware that if you choose a seat in a college, you are responsible for checking that college's fees, bond requirements, recognition status, and other details. The university and counselling board are not responsible if you choose a college and later find that its fees are too high or its recognition is limited. Do your research before choosing.
If you are eligible for a reserved category (SC, ST, OBC, EWS, or PwD), you can choose seats in both the general category and your reserved category. However, you must have the required certificate (caste certificate, income certificate, disability certificate, etc.) issued by the competent authority. Certificates must be issued before the final date of Round 3 registration (05-10-2026). Certificates issued after this date will not be accepted.
- List all your seat choices in order of preference (highest priority first)
- You can choose as many seats as you wish
- Allotment will try to give you your highest-priority choice first
- Check the seat matrix regularly — available seats change in real time
- Research college fees, bonds, and recognition before choosing
- You are responsible for your choice — university is not liable
- If claiming reserved category, certificate must be issued before 05-10-2026
- Certificates issued after 05-10-2026 will not be accepted
Seat Upgrade, Float, and Freeze Options Explained
If you were allocated a seat in Round 1 or 2 and chose FLOAT, you can now try to upgrade to a better seat in Round 3. To do this, you must fill a new online choice form for Round 3 with your new preferences. If you are upgraded to a better seat in Round 3, your previous seat will be vacated and given to the next eligible candidate on the waiting list.
If you were allocated a seat in Round 1 or 2 and chose FLOAT but did not participate in Round 3 (i.e., you did not fill a new choice form), your FLOAT seat will remain as it was. You will not be upgraded, but you will also not lose your seat. However, if you want to upgrade, you must participate in Round 3 by filling a new choice form.
If you were allocated a seat in Round 1 or 2 and chose FREEZE, your seat is locked. You cannot participate in Round 3 to upgrade. Your only option is to either accept the FREEZE seat and complete admission, or abandon it and wait for the next round (if any). If you abandon a FREEZE seat, you lose it permanently and cannot get it back.
If you were allocated a seat in Round 1 or 2 and chose neither FLOAT nor FREEZE (i.e., you took no decision), you can participate in Round 3. If you are allocated a new seat in Round 3, your previous seat will be vacated. If you are not allocated a new seat in Round 3, your previous seat will be cancelled and you will not be eligible for further rounds.
- FLOAT in earlier round + participate in Round 3 = chance to upgrade
- FLOAT in earlier round + do NOT participate in Round 3 = seat stays as is
- FREEZE in earlier round = seat locked; cannot upgrade; must complete admission or abandon
- No choice (neither FLOAT nor FREEZE) + participate in Round 3 = can get new seat or lose old seat
- If upgraded in Round 3, your old seat is vacated for next candidate
- If you abandon a FREEZE seat, it is gone permanently
Seat Surrender Rules — Last Chance to Withdraw
If you were allocated a seat in Round 1 or 2 and now want to surrender it (give it up) to participate in Round 3, you must do so by 05-10-2026 at 5:00 PM. After this deadline, no seat surrenders are allowed. The process for surrendering a seat is detailed on the university website. You must follow the exact procedure — simply not showing up for admission does not count as a surrender.
If you surrender a seat that you had chosen FREEZE for (meaning you had locked it in), your security deposit will be forfeited (kept by the university) as per the rules. If you surrender a seat that you had chosen FLOAT for, your security deposit will also be forfeited. In both cases, the forfeited amount will be retained by the university and will not be refunded.
If you are allocated a seat in Round 3 and you accept it (by completing admission), you cannot surrender it later. Once you are admitted, you are committed to that seat for the entire academic year. If you abandon the seat after admission, you will be barred from NEET UG counselling for one year, and your security deposit will be forfeited.
If you do not show up for admission at the college you were allocated, your seat will be cancelled and your security deposit will be forfeited. The university will then offer that seat to the next eligible candidate on the waiting list.
- Surrender deadline: 05-10-2026 at 5:00 PM
- After deadline, no surrenders allowed
- Follow the exact surrender procedure on the website
- Surrendering a FREEZE or FLOAT seat = security deposit forfeited
- Once admitted, you cannot surrender — you are committed for the year
- Abandoning after admission = barred from counselling for 1 year + deposit forfeited
- Not showing up for admission = seat cancelled + deposit forfeited
Reservation (Quota) and Category Certificates — Critical Requirements
Uttarakhand has reserved seats for various categories: SC (Scheduled Caste), ST (Scheduled Tribe), OBC (Other Backward Class), EWS (Economically Weaker Section), and PwD (Persons with Disability). To claim a reserved seat, you must have a valid certificate issued by the competent authority of Uttarakhand state. Certificates from other states are not accepted. The certificate must be issued before 05-10-2026 (the final date of Round 3 registration). Certificates issued after this date will not be accepted.
For OBC candidates: Your OBC certificate must show your sub-caste (jati). The certificate must be issued by the Uttarakhand government and must be valid (not expired). OBC certificates are valid for three years from the date of issue. If your certificate was issued more than three years ago, it is no longer valid and you must get a new one.
For SC/ST candidates: Your SC or ST certificate must be issued by the Uttarakhand government. It must be valid and not expired. The certificate must clearly state your caste name.
For EWS candidates: Your EWS certificate must be issued by the Uttarakhand government as per the government order dated 29 April 2020. It must be valid and not expired.
Every kind of MBBS/BDS seat, one rank
See the real seats your NEET rank can reach.
For PwD candidates: Your disability certificate must be issued by a medical board nominated by the National Medical Commission. You cannot use a certificate from any other source. If you need clarification on your disability certificate, contact the National Medical Commission directly.
For DPW (Dependent of War-Widows) candidates: You must have a certificate issued by the Uttarakhand government showing that you are the dependent of a war widow or a war-disabled soldier. Only dependents of soldiers who died in war or were disabled in war are eligible — dependents of soldiers currently serving in the army are not eligible.
TRAP: If you have a certificate from another state, it will not be accepted. If your certificate is expired or invalid, it will not be accepted. If your OBC certificate does not show your sub-caste, it will not be accepted. If your disability certificate is not from the National Medical Commission, it will not be accepted. Check your certificates carefully before the deadline.
- All certificates must be issued by Uttarakhand government (not other states)
- All certificates must be issued before 05-10-2026
- OBC certificate must show sub-caste and be valid (not expired)
- OBC certificates valid for 3 years from issue date
- SC/ST certificates must be valid and not expired
- EWS certificate must be per government order dated 29-04-2020
- PwD certificate must be from National Medical Commission only
- DPW certificate for war-widows/war-disabled soldiers only (not serving soldiers)
- Certificates issued after 05-10-2026 will not be accepted
- Invalid or expired certificates will be rejected
Admission Process After Allotment
Once Round 3 allotment results are published, you will be notified of your allocated seat. If you are allocated a seat, you must report to the college in person to complete the admission process. You cannot complete admission online or by mail — you must visit the college physically.
When you report to the college, you must bring all your original documents (NEET admit card, NEET result, 10th and 12th mark sheets, caste/category certificate if applicable, disability certificate if applicable, and any other documents the college asks for). The college will verify your documents and then complete your admission. If your documents are not in order or if you do not have all required documents, the college may reject your admission.
After you complete admission at the college, you will be considered officially admitted. You will then have a certain period (as notified by the college) to complete other formalities like hostel registration, fee payment, etc. The exact timeline will be provided by the college.
If you are allocated a seat but do not report to the college within the deadline, your seat will be cancelled and your security deposit will be forfeited. The seat will then be offered to the next eligible candidate.
- Report to college in person (not online or by mail)
- Bring all original documents
- College will verify documents and complete admission
- If documents are incomplete, admission may be rejected
- After admission, complete other formalities as per college timeline
- If you do not report by deadline, seat is cancelled and deposit forfeited
Fee Structure and Seat Matrix
Each college in the counselling has its own fee structure. The detailed fee information for each college is available on the university website (www.hnbumu.ac.in) in a separate link. Before you choose a seat at any college, you must check that college's fee structure to ensure you can afford it. The university is not responsible if you choose a college and later find that the fees are too high.
The seat matrix (the list of available seats by college, course, category, and quota) is also available on the university website. The seat matrix is updated in real time as students join colleges or surrender seats. You should check the seat matrix regularly during the registration window to see which seats are available and which have been filled.
- Detailed fee structure for each college on university website
- Check fees before choosing a seat
- Seat matrix available on university website
- Seat matrix updated in real time
- Check seat matrix regularly during registration window
Common Mistakes That Get Your Application Rejected
Mistake 1: Not saving or submitting your choices by the deadline. If you fill your online form but do not save it, you will be ineligible for Round 3. If you save but do not submit, the system will auto-submit at the deadline, but if there is any technical issue, you may lose your choices. Always save AND submit your choices well before the deadline.
Mistake 2: Using an invalid or expired certificate. If your caste certificate, OBC certificate, EWS certificate, or disability certificate is expired or invalid, it will be rejected. Check your certificates carefully and renew them if needed before 05-10-2026.
Mistake 3: Using a certificate from another state. Certificates must be issued by the Uttarakhand government. Certificates from other states (even if they are valid) will not be accepted.
Mistake 4: Not paying the amendment fee when changing your choices. Every time you change your choices, you must pay ₹500. If you do not pay, your amendment will not be processed.
Mistake 5: Choosing a seat without checking the college's fees, bond requirements, or recognition status. You are responsible for your choice. If you choose a college and later find that it has high fees or limited recognition, the university will not help you change your choice.
Mistake 6: Not reporting to the college for admission within the deadline. If you are allocated a seat but do not report to the college by the deadline, your seat will be cancelled and your deposit will be forfeited.
Mistake 7: Trying to surrender a seat after the 05-10-2026 deadline. Seat surrenders are only allowed until 05-10-2026 at 5:00 PM. After that, no surrenders are permitted.
Mistake 8: Assuming your old registration from Round 1 or 2 will carry forward to Round 3. It will not. You must register afresh for Round 3, even if you registered in earlier rounds.
- Not saving/submitting choices = ineligible
- Using expired or invalid certificate = rejected
- Using certificate from another state = rejected
- Not paying ₹500 amendment fee = amendment not processed
- Choosing seat without checking college details = your responsibility
- Not reporting to college by deadline = seat cancelled
- Surrendering seat after 05-10-2026 5 PM = not allowed
- Assuming old registration carries forward = must register afresh

Yes. If you chose FLOAT in Round 1 or 2, you can participate in Round 3 to try to upgrade to a better seat. To do this, you must fill a new online choice form for Round 3 with your new preferences. If you are upgraded to a better seat in Round 3, your previous seat will be vacated. If you are not upgraded, your FLOAT seat will remain as it was.
I chose FREEZE in Round 1 and completed admission. Can I participate in Round 3?
No. If you chose FREEZE in Round 1 or 2 and completed the admission process at your allocated college, you are not eligible for Round 3. Your seat is locked and you are already admitted. You cannot participate in further rounds.
What is the deadline for Round 3 registration and choice filling?
The deadline is 05-10-2026 (5 October 2026) at 5:00 PM. All registration, payment, choice filling, and submission must be completed by this time. After 5 PM, the portal will close and no further registrations or changes will be accepted.
Do I need to pay the registration fee again if I registered in Round 1 or 2?
No. If you registered in Round 1 or 2, you do not need to pay the registration fee again for Round 3. I want to change my quota from State Quota to All India Open Quota. What do I do?
Log in to the university website (www.hnbumu.ac.in) with your registered ID. Fill a new online application form and select your new quota choice. Submit the new form. You will NOT need to pay the registration fee again. However, if the security deposit required for the new quota is higher than what you already paid, you must pay the additional amount. If the new quota requires a lower deposit, the excess will be refunded after all counselling rounds are complete.
Every time I change my choices, do I have to pay a fee?
Yes. Every time you modify your choice filing (whether you are changing your college preference, course preference, or quota), you must pay an amendment fee of ₹500 (rupees five hundred) online. The deadline for seat surrender is 05-10-2026 at 5:00 PM. You must follow the exact surrender procedure detailed on the university website. After 5 PM on 05-10-2026, no seat surrenders are allowed. If you surrender a FREEZE or FLOAT seat, your security deposit will be forfeited.
I am allocated a seat in Round 3. Do I have to report to the college in person?
Yes. You must report to the college in person to complete the admission process. You cannot complete admission online or by mail. When you report, bring all your original documents (NEET admit card, NEET result, mark sheets, caste/category certificate if applicable, etc.). If your documents are not in order, the college may reject your admission.
What happens if I do not report to the college by the admission deadline?
If you are allocated a seat but do not report to the college within the deadline, your seat will be cancelled and your security deposit will be forfeited. The seat will then be offered to the next eligible candidate on the waiting list. You will not be eligible for further counselling rounds.
