Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun has released the provisional merit list for NEET PG 2026 Round 1 counselling for the 2026–27 academic session. The list ranks 1021 candidates based on NEET PG marks, NEET rank, and weightage marks (where applicable). This is a provisional list subject to verification and counter-signature by the Directorate General of Health Services (DGHS). Candidates must check their rank, category, and eligibility status immediately and ensure all required documents are uploaded correctly, as missing or invalid documents will result in rejection or loss of entitled benefits.

Your rank on this provisional merit list determines your position in Round 1 seat allotment; verify your name, NEET roll number, marks, category, and weightage claim now, and upload all missing documents before the counselling board's final scrutiny.

What is this provisional merit list?

This is the official ranking of all candidates who registered for NEET PG 2026 Uttarakhand State Centralised Counselling and paid the required security fee. The list is based on primary data from the National Board of Examinations (NBE) and supplementary information (including weightage claims and uploaded documents) provided by candidates during online registration.

The merit list includes 1021 candidates ranked from position 1 to 1021. Candidates are ranked by their final score after weightage is applied where claimed and eligible. The list is provisional—it will be subject to final verification and counter-signature by DGHS before seat allotment begins. Any candidate whose documents are found to be invalid or incomplete may be rejected or lose their entitled benefits.

How is the merit list prepared?

The merit list is prepared using a two-step process. First, the counselling board receives the primary NEET PG 2026 data (your NEET marks and rank) from NBE. Second, weightage marks (ranging from 10% to 30%) are added to the NEET marks of eligible candidates—specifically PMHS (Post-MBBS Health Scheme) candidates who have claimed weightage and submitted valid supporting documents.

Weightage is awarded based on the duration of service in remote or difficult areas of Uttarakhand. Candidates claiming 1 year of service receive 10% weightage; those with 2 years receive 20%; and those with 3 years or more receive 30%. The final score (NEET marks + weightage) determines your state rank. Candidates who do not claim weightage or are ineligible retain their original NEET marks as their final score.

Who is eligible for weightage?

Only PMHS candidates (doctors who have worked under the Post-MBBS Health Scheme in Uttarakhand) are eligible for weightage. To claim weightage, you must have:

• Worked as a PMHS regular or Uttarakhand bonded candidate in a clinical seat (not non-clinical)

• Submitted a valid No Objection Certificate (NoC) issued by the Director General of Health and Family Welfare, Government of Uttarakhand

• Uploaded a valid experience certificate in the required format issued by DG Health, clearly stating the duration of service (1 year, 2 years, or 3+ years)

Candidates who have passed MBBS from outside Uttarakhand are eligible for weightage only if they are claiming PMHS seats, and they can access MD/MS AIQ (All India Quota) seats, Post-MBBS DNB seats, and PG Diploma seats—subject to payment of the required security fee.

  • PMHS regular or Uttarakhand bonded status
  • Valid NoC from DG Health, Uttarakhand
  • Valid experience certificate in required format
  • Proof of service duration (1, 2, or 3+ years)
  • Payment of security fee

How to verify your rank and details on the merit list

Search the merit list PDF for your name or NEET roll number. The list is arranged by state rank (1 to 1021). Once you locate your entry, verify the following details carefully:

• Your full name and NEET roll number match your registration

• Your NEET marks and NEET rank are correct (as issued by NBE)

• Your domicile status (UK = Uttarakhand; OTH = Other state)

• Your MBBS state (the state where you completed your MBBS degree)

• Your NEET category (UR, OBC, SC, ST, EWS) and Uttarakhand category (if applicable)

• Your sub-category (e.g., Women, DPW = Differently Abled Person, FF = Freedom Fighter)

• Your PMHS status (YES or NO) and UK Bonded status (YES or NO)

• Your weightage claim (if any) and the weightage percentage applied

• Your final marks after weightage and your state rank

If any detail is incorrect, contact the counselling authority immediately with proof.

Critical trap: Missing or invalid documents = rejection or loss of benefits

⚠️ This is the most common reason candidates lose their seat or are rejected. The notice explicitly states: 'In case the candidate has failed to upload any essential relevant/valid document, the entitled benefit will not be applied or the candidature will be rejected as the case may be.'

Before the counselling board's final scrutiny (which happens before seat allotment), all your uploaded documents will be checked for validity and completeness. If any of the following are missing, invalid, or in the wrong format, you will lose that benefit or be rejected entirely:

• No Objection Certificate (NoC) from DG Health (required for PMHS weightage claim)

• Experience certificate in the required format issued by DG Health (required for weightage; must clearly state duration and remote/difficult area service)

• Category certificate (SC, ST, OBC, EWS) issued after the prescribed date

• Domicile certificate (for Uttarakhand domicile claim)

• MBBS degree certificate or provisional pass certificate

• Any other document specified in the counselling brochure

Check the 'Remarks' column in the merit list. If it shows 'Valid Experience certificate of Remote area in required format issued by DG Health not uploaded' or similar, your weightage will NOT be applied, and your rank will drop. Log in to the counselling portal immediately and upload the correct document.

  • NoC from DG Health (for PMHS weightage)
  • Experience certificate in required format (for weightage duration proof)
  • Category certificate (SC/ST/OBC/EWS) with correct issue date
  • Domicile certificate (for UK domicile claim)
  • MBBS degree or provisional pass certificate
  • Any document specified in the counselling brochure

Understanding the columns in the merit list

The merit list table contains the following columns. Understanding each helps you verify your eligibility and rank:

• S. No. = Serial number (1 to 1021)

• Candidate's Name = Your full name as registered

• NEET Roll No. = Your NEET PG 2026 roll number (issued by NBE)

• NEET Marks = Your raw NEET PG score (out of 800)

• NEET Rank = Your all-India rank issued by NBE

• Domicile of UK = YES if you are domiciled in Uttarakhand; NO if from another state

• MBBS STATE = The state where you completed your MBBS (UK or OTH for other)

• NEET Category = Your category as per NEET (UR, OBC, SC, ST, EWS)

• UK Category = Your category as per Uttarakhand state rules (may differ from NEET category)

• Sub Category = Special category (e.g., Women, DPW, FF)

• PMHS UK = YES if you are a PMHS candidate; NO otherwise

• UK Bonded = YES if you are an Uttarakhand bonded candidate; NO otherwise

• Weightage Claimed (Year) = Duration of service claimed (e.g., '1 year', '2 years', '3 years or more')

• % Weightage Applied = Percentage of weightage actually applied (10%, 20%, 30%, or NA if not applicable)

• Marks after Weightage = Your final score (NEET marks + weightage marks)

• State Rank = Your rank in Uttarakhand state merit list (1 to 1021)

• Remarks = Any special note (e.g., missing documents, invalid certificates)

PMHS candidates: Seat restrictions and eligibility

If you are a PMHS regular or Uttarakhand bonded candidate, note these critical restrictions:

• You can compete ONLY for clinical seats (not non-clinical or research seats), as per the terms and conditions of your NoC issued by DG Health.

• If you passed MBBS from outside Uttarakhand, you are eligible ONLY for MD/MS AIQ (All India Quota) seats, Post-MBBS DNB seats, and PG Diploma seats. You cannot compete for state quota seats.

• You must have paid the required security fee during registration. Without payment, your candidature is invalid.

These restrictions are enforced during seat allotment. If you do not meet these conditions, you will not be offered a seat even if your rank is high.

  • PMHS candidates eligible for clinical seats only
  • PMHS from outside UK eligible for AIQ, DNB, and PG Diploma seats only
  • Security fee payment is mandatory
  • Restrictions enforced during seat allotment

What happens next: From provisional list to final allotment

This provisional merit list is the first step. The following steps will occur before seat allotment:

1. Document Verification: The counselling board will scrutinize all uploaded documents for validity, completeness, and eligibility. This includes NoC, experience certificates, category certificates, domicile certificates, and MBBS degree certificates.

2. Eligibility Check: Your eligibility for reservation, weightage, and seat type will be verified. If documents are invalid or missing, your benefits will be cancelled or your candidature will be rejected.

Common mistakes that lead to rejection or loss of benefits

Based on the remarks in the merit list, here are the most common errors:

1. Missing or invalid experience certificate: Many candidates claim weightage but do not upload the experience certificate in the required format issued by DG Health. The certificate must clearly state the duration of service and the remote/difficult area. Without this, weightage is NOT applied.

2. Missing NoC: PMHS candidates must upload the NoC from DG Health. Without it, PMHS status is not recognized, and you lose eligibility for PMHS seats.

3. Wrong category certificate: Category certificates (SC, ST, OBC, EWS) must be issued on or after a prescribed date. If your certificate is too old or does not match your NEET category, it will be rejected.

4. Incomplete domicile proof: If you claim Uttarakhand domicile, you must upload a valid domicile certificate. Without it, you will be treated as a non-domicile candidate.

5. MBBS degree not uploaded: You must upload your MBBS degree certificate or provisional pass certificate. Without it, your candidature may be rejected.

6. Wrong sub-category: If you claim a sub-category (e.g., DPW, Women, FF), ensure your certificate matches. Mismatches will be rejected.

7. Security fee not paid: If you did not pay the security fee during registration, your candidature is invalid, and you will not appear on the merit list or will be rejected during verification.

  • Missing experience certificate in required format
  • Missing or invalid NoC from DG Health
  • Category certificate issued before prescribed date
  • Incomplete or missing domicile certificate
  • MBBS degree certificate not uploaded
  • Sub-category certificate mismatch
  • Security fee not paid

5. Save and submit. You will receive a confirmation message.

6. If you cannot correct the error yourself, contact the counselling authority's help desk with your NEET roll number and a copy of the document.

Do NOT wait until the final scrutiny. Upload documents as soon as possible. The counselling board will not accept documents after the scrutiny deadline.

Frequently asked questions

What does 'provisional merit list' mean? Will my rank change?

A provisional merit list is a preliminary ranking based on NEET marks and weightage claims. Your rank may change after the counselling board verifies all your documents for validity and eligibility. If documents are found to be invalid or missing, your weightage may be cancelled, or your candidature may be rejected, which will affect your final rank. A final merit list will be published after verification.

I claimed weightage but it shows 'NA' in the Weightage Applied column. Why?

This means your weightage claim was not accepted because either (1) you did not upload the required experience certificate in the correct format, (2) the certificate does not clearly state your service duration, or (3) the certificate was not issued by DG Health. Check the Remarks column for the specific reason. Log in to the portal immediately and upload the correct document.

What is the difference between NEET Category and UK Category?

NEET Category is your category as recognized by the National Board of Examinations (UR, OBC, SC, ST, EWS). UK Category is your category as recognized by Uttarakhand state rules, which may be different. For example, you might be UR in NEET but OBC in UK, or vice versa. The counselling board will use the category that gives you the best advantage during seat allotment.

I am a PMHS candidate from outside Uttarakhand. Which seats can I compete for?

You can compete for MD/MS AIQ (All India Quota) seats, Post-MBBS DNB seats, and PG Diploma seats only. You cannot compete for Uttarakhand state quota seats. This restriction is based on your MBBS state and PMHS status. You must have uploaded a valid NoC from DG Health to be recognized as a PMHS candidate.

My name is not on the merit list. What should I do?

If your name does not appear on the merit list, it could be because (1) you did not register for Uttarakhand counselling, (2) you did not pay the security fee, (3) your registration was rejected due to invalid documents, or (4) there is a spelling error in your name. Contact the counselling authority's help desk with your NEET roll number and registration details immediately.

What documents do I need to upload to avoid rejection?

You must upload: (1) MBBS degree certificate or provisional pass certificate, (2) Category certificate (SC/ST/OBC/EWS) if applicable, (3) Domicile certificate if claiming Uttarakhand domicile, (4) NoC from DG Health if you are a PMHS candidate, (5) Experience certificate in required format if claiming weightage, and (6) Any other document specified in the counselling brochure. Missing or invalid documents will result in rejection or loss of benefits.

The Remarks column says 'Valid Experience certificate of Remote area in required format issued by DG Health not uploaded.' What does this mean?

This means you claimed weightage but did not upload the experience certificate in the correct format issued by DG Health. Without this certificate, your weightage claim cannot be verified, and it will NOT be applied. Your final score will be your raw NEET marks only, and your rank will drop. Log in to the portal immediately and upload the correct certificate.

Can I change my category or domicile status after the merit list is published?

No. Your category and domicile status are fixed based on the documents you uploaded during registration. If you believe there is an error, you must contact the counselling authority with proof (e.g., a corrected certificate) before the final scrutiny. Changes after the merit list is published are generally not allowed.

What happens if my document is rejected during verification?

If a document is rejected, you will lose the benefit associated with that document. For example, if your category certificate is rejected, you will lose your category reservation and be treated as UR. If your experience certificate is rejected, your weightage will not be applied. If your NoC is rejected, your PMHS status will not be recognized. You will be notified of rejections before final allotment, and you may have a chance to appeal or upload a corrected document.

I am ranked 500 on the merit list. Am I guaranteed a seat?

No. Your rank determines your position in the allotment queue, but a seat is guaranteed only if (1) your documents are verified and accepted, (2) you are eligible for the seats available in your category and quota, and (3) you fill your choices correctly. If there are fewer seats than candidates in your rank range, you may not get a seat in Round 1. You may get a seat in a later round or through mop-up counselling.

When will the final merit list be published, and when will choice filing start?

The notice does not specify exact dates for the final merit list or choice filing. These dates will be announced by HNBUMU on the official counselling website. Check the website regularly or subscribe to updates. Typically, the final merit list is published within 1–2 weeks of the provisional list, followed by choice filing within a few days.

Check the merit list immediately for your name, rank, and details. If any information is incorrect or if you have missing documents (especially experience certificates, NoC, or category certificates), log in to the counselling portal and upload or correct them now—do not wait for the final scrutiny. The counselling board will verify all documents before seat allotment, and invalid or missing documents will result in rejection or loss of benefits. Monitor the official Uttarakhand NEET PG counselling website for announcements on the final merit list, choice filing dates, and seat allotment schedule.
