Uttarakhand's NEET PG 2026 Round 1 counselling is now live. The Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) is conducting centralised counselling for MD, MS, PG Diploma and DNB seats across government and private medical colleges in the state for the 2026-27 academic session. Registration opened on 22 October 2026 and closes on 26 October at 5 PM. This is the first and most critical round — candidates who do not join their Round 1 allotted seat face no penalty and can participate in subsequent rounds, making this a free-exit opportunity. Every eligible NEET PG 2026 qualified candidate must register, pay the ₹8,000 fee, and fill their college and course choices carefully before 30 October.
Register by 26 October 5 PM, pay ₹8,000 fee, fill choices by 30 October 11:59 PM, and join your allotted college by 10 November — Round 1 is a free-exit round with no penalty if you don't join.

This is the official centralised counselling for NEET PG 2026 postgraduate medical admission in Uttarakhand for the 2026-27 academic session. It is conducted by a Counselling Board under the chairmanship of the Vice Chancellor of Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun. The counselling allocates seats based on your NEET PG 2026 merit rank and your preferences, following Uttarakhand Government rules and National Medical Commission (NMC) regulations.
The counselling covers three types of seats: (1) MD/MS courses in government and private medical colleges against state quota and All India Open quota; (2) Post-MBBS Diploma, Post-MBBS DNB, and Post-MBBS Diploma seats for in-service medical officers of Uttarakhand's Public Medical and Health Services (PMHS); and (3) NRI quota seats (15% of All India quota at Shri Guru Ram Rai Medical Institute, Dehradun). Round 1 is the first of three planned rounds — subsequent rounds will be announced separately.

Who is eligible to apply?
Eligibility depends on which quota and seat type you are applying for. All candidates must be Indian citizens, have passed MBBS from an NMC/MCI-recognised medical college, have fulfilled all NEET PG 2026 brochure eligibility criteria, and have qualified the NEET PG 2026 examination. The most critical requirement is that you must have completed your compulsory rotating internship training on or before 30 September 2026 — no extensions or relaxations are allowed under any circumstances. Registration with the NMC or your state medical council is compulsory; you must upload proof during counselling and submit the original at admission.
- Indian citizen
- MBBS degree from NMC/MCI-recognised college
- Qualified NEET PG 2026 examination
- Completed compulsory rotating internship by 30 September 2026 (no relaxation)
- NMC/State Medical Council registration (proof required at counselling, original at admission)
Eligibility by seat type: state quota, All India Open, and in-service
**For MD/MS/PG Diploma/DNB in government and private colleges — state quota seats:** You must have passed MBBS from a medical college situated in Uttarakhand state and recognised by the NMC/MCI. You cannot already be studying any postgraduate medical course in Uttarakhand — if you are, you must complete and pass that course first before you can apply. Candidates eligible for state quota seats are also eligible to apply for All India Open quota seats.
**For MD/MS in private colleges — All India Open quota seats:** You can have passed MBBS from any NMC/MCI-recognised medical college anywhere in India (not just Uttarakhand). The same internship completion and registration requirements apply.
**For Post-MBBS Diploma/DNB in V.C.S.G.G.I.M.S. & R, Srinagar Garhwal — in-service seats only:** You must be a regular in-service medical officer of PMHS, Uttarakhand. You must also have completed your compulsory rotating internship by 30 September 2026. For NOC (No Objection Certificate) and service bond details, contact the Director General, Medical Health & Family Welfare, Danda Lakhond, Shastradhara Road, Dehradun, Uttarakhand.
**For NRI quota seats (15% of All India quota at Shri Guru Ram Rai Medical Institute, Dehradun):** As per Uttarakhand Government notification dated 19 August 2026, 15% of All India quota seats are earmarked for Non-Resident Indians for the 2026-27 session.
Reservation policy: SC, ST, OBC, EWS, women, PwBD and other categories
Reservation applies only to state quota seats and is applied college-wise. No reservation applies to All India Open quota seats. The state follows a two-tier reservation system: vertical (by caste/category) and horizontal (by gender and special status within each vertical category).
**Vertical reservation (state quota only):** 4% for Scheduled Tribes (ST) of Uttarakhand, 19% for Scheduled Castes (SC) of Uttarakhand, 14% for Other Backward Classes (OBC) excluding creamy layer, and 10% for Economically Weaker Sections (EWS) — EWS applies to government medical colleges only. Remaining seats are unreserved.

**Horizontal reservation (within each vertical category):** 30% for women candidates, 5% for Defence Personnel Ward (DPW), 2% for Freedom Fighter (FF), 4% for Persons with Disability (PwBD), and 5% for Orphans of Uttarakhand.
**Critical certificate requirements:** If you belong to SC/ST/OBC (non-creamy layer), you must upload a caste certificate and an Uttarakhand state domicile/permanent resident certificate issued by the competent state authority during counselling. You must produce the original certificates at admission — if you fail to do so, you will lose reservation benefits and be treated as unreserved (UR) only if you meet all other UR eligibility criteria. OBC certificates are valid for only three years from the date of issue — ensure yours is valid on the date you apply. PwBD candidates must obtain a certificate from an NMC-Designated Medical Board only.
- ST: 4% (state quota)
- SC: 19% (state quota)
- OBC (non-creamy layer): 14% (state quota)
- EWS: 10% (government colleges only, state quota)
- Women: 30% (horizontal, within each vertical category)
- Defence Personnel Ward (DPW): 5% (horizontal)
- Freedom Fighter (FF): 2% (horizontal)
- Persons with Disability (PwBD): 4% (horizontal)
- Orphans of Uttarakhand: 5% (horizontal)
- No reservation on All India Open quota seats
Registration and fee payment — step by step
Registration is online only and opens on 22 October 2026 at 1:00 PM. You must register on the HNBUMU counselling portal (www.hnbumu.ac.in) and pay a non-refundable registration fee of ₹8,000 by credit card, debit card, or net banking. This fee is valid for all three rounds of counselling (Rounds I, II, and III) — you do not pay again for subsequent rounds. Registration closes on 26 October 2026 at 5:00 PM (server time). Only registered candidates are allowed to participate in Round 1.
During registration, you must upload clear scanned copies of all mandatory documents on the portal. It is strongly recommended that you upload documents within 2–3 days of registration. The documents you must upload are listed in the 'Documents Required' section below. Ensure all scans are clear, legible, and in the correct format — blurred or incorrect documents will be flagged during verification and may result in seat cancellation.
- Visit www.hnbumu.ac.in
- Click on NEET PG 2026 counselling portal
- Fill in your details (NEET PG roll number, rank, etc.)
- Upload all mandatory documents as clear scans
- Pay ₹8,000 fee by card/net banking
- Complete registration by 26 October 5:00 PM
- Save your registration confirmation
Documents you must upload during registration
Every candidate must upload clear scanned copies of the following documents on the counselling portal during registration. Missing or incorrect documents are a leading cause of seat cancellation. Upload all documents within 2–3 days of registration to allow time for verification.
The documents required are: (1) High School (10th) Certificate for age proof; (2) Intermediate (10+2) mark sheet; (3) NEET PG 2026 Admit Card; (4) NEET PG 2026 Rank letter/Score Card; (5) MBBS Degree (provisional or permanent); (6) Internship Completion Certificate; (7) Registration Certificate with State Medical Council or MCI; (8) Certificate of Reserve Category, if applicable (SC/ST/OBC/EWS); (9) Certificate of Sub-Category, if applicable; (10) PWD category certificate issued by NMC-Designated Medical Board only, if applicable; (11) Domicile Certificate for Uttarakhand candidates only; (12) Valid ID proof (Aadhar card preferably, or voter card, passport, driving licence); (13) NOC from DG Health & Family Welfare Uttarakhand or competent authority for regular PMHS candidates; (14) NOC from competent authority for all other in-service regular candidates; (15) NOC from competent authority (DG Health & Family Welfare or Principal of the college where you are doing junior residency) if you are serving under a service bond.
**Critical trap:** Ensure all category certificates (SC/ST/OBC/EWS) and domicile certificates are issued by the competent state authority and are current. OBC certificates must be valid on the date of application. PWD certificates must be from an NMC-Designated Medical Board — certificates from other sources will not be accepted. If you claim a category but your certificate does not match your claim, your seat will be cancelled during verification.
- High School (10th) Certificate
- Intermediate (10+2) mark sheet
- NEET PG 2026 Admit Card
- NEET PG 2026 Rank letter/Score Card
- MBBS Degree (provisional or permanent)
- Internship Completion Certificate
- Registration Certificate (State Medical Council/MCI)
- Reserve Category Certificate (if applicable)
- Sub-Category Certificate (if applicable)
- PWD Certificate from NMC-Designated Medical Board (if applicable)
- Domicile Certificate (Uttarakhand candidates only)
- Valid ID proof (Aadhar, voter card, passport, or driving licence)
- NOC from DG Health & Family Welfare (PMHS candidates)
- NOC from competent authority (other in-service candidates)
- NOC from competent authority (service bond candidates)
How to fill and lock your choices — the most important step
After the provisional merit list is displayed on 27 October, you have from 28 October 9:00 AM to 30 October 11:59:59 PM to fill and lock your college and course choices. You can list as many choices as you wish, but they must be in order of your preference and eligibility. This is the single most important step in the entire process — your allotment is based on your merit rank and the order of your choices.
**Critical warning:** Once you lock your choices, they cannot be changed. If you are allotted a seat based on your locked choices, that allotment is final for Round 1. Do not select a college or course you are not genuinely interested in — if you are allotted that seat, you will be bound by it (though Round 1 is a free-exit round, so you can decline without penalty). Think carefully about your preferences, check the seat matrix for available seats at each college and in each course, and list your choices in genuine order of preference.
The choice-filling portal will show you the available seats at each college and in each course based on your category and quota. Use this information to make informed decisions. If you are unsure about a college or course, do not include it in your choices — you can always apply for it in a later round if seats remain available.
- Log in to the counselling portal after merit list is displayed (27 October)
- Review the seat matrix for available seats at each college and course
- List colleges and courses in order of your genuine preference
- Ensure all choices are within your eligibility (category, quota, rank)
- Do not select a college/course you are not interested in
- Lock your choices by 30 October 11:59:59 PM
- Save your locked choice list for your records
- Do not attempt to change choices after locking
Seat allotment: freeze vs. float — what happens after results
On 2 November after 8:00 PM, the counselling board will declare the Round 1 results and display your allotted seat (if any). If you are allotted a seat, you must immediately decide whether to 'freeze' or 'float' your seat. This decision determines what happens next and is binding for Round 1.
**Freeze candidates** are those who are satisfied with their allotted seat and do not want to upgrade in Round 2. If you choose freeze, you must physically visit the allotted college by 10 November 2026 with your original documents for in-person document verification and admission. The college will verify your documents, and if all are in order, your admission is confirmed and your seat is finalized. If any discrepancy is found, your admission will be cancelled. Freeze candidates who do not report to the college by 10 November will have their seat cancelled and will not be eligible for subsequent rounds.
**Float candidates** are those who are allotted a seat but wish to upgrade to a better college or course in Round 2. If you choose float, you do not need to physically visit the allotted college. Instead, you upload your documents on the portal, and the college verifies them online. If documents are found to be in order, your seat is provisionally confirmed and you become eligible for Round 2. If discrepancies are detected, the college will raise a query, and you must re-upload corrected documents within the stipulated time. Float candidates who do not resolve document queries in time will have their seats cancelled.
Every kind of PG seat, one rank
See the real seats your NEET-PG rank can reach.
**If no seat is allotted:** You become eligible to participate in Round 2 (if you meet the criteria for that round). You do not lose your registration or fee — the ₹8,000 fee covers all three rounds.
- Freeze: satisfied with allotted seat, no upgrade desired
- Float: allotted seat but wish to upgrade in Round 2
- Freeze requires physical reporting by 10 November with original documents
- Float requires online document upload and verification only
- No seat allotted = eligible for Round 2 (if criteria met)
- Round 1 is a free-exit round — no penalty if you don't join
Document verification and the common mistakes that get seats cancelled
Document verification is the final hurdle before your admission is confirmed. For freeze candidates, verification happens in person at the college. For float candidates, it happens online. Either way, the college's Document Verification Committee (DVC) will check your uploaded/submitted documents against your claims in the application.
**Common reasons for seat cancellation during verification:** (1) Blurred or illegible scans — ensure all documents are clear and fully visible; (2) Incorrect or mismatched certificates — if your caste certificate does not match your claimed category, or your domicile certificate is not from Uttarakhand when you claimed state quota, your seat will be cancelled; (3) Missing documents — if you claimed a category but did not upload the certificate, or you claimed PwBD status but did not upload an NMC-Designated Medical Board certificate, your seat will be cancelled; (4) Expired OBC certificate — if your OBC certificate is more than three years old on the date of application, it is invalid; (5) Internship completion date — if your internship completion certificate shows a date after 30 September 2026, you are ineligible and your seat will be cancelled; (6) Invalid PWD certificate — if your PWD certificate is not from an NMC-Designated Medical Board, it will not be accepted.
If the DVC detects a discrepancy, they will raise a query. You must re-upload corrected documents as soon as possible — do not delay. If you fail to resolve the query within the stipulated time, your seat will be cancelled. The college will then move on to the next candidate in the merit list.
- Upload clear, legible scans of all documents
- Ensure category certificates match your claimed category
- Ensure domicile certificate is from Uttarakhand (state quota only)
- Ensure OBC certificate is valid (less than 3 years old)
- Ensure internship completion date is on or before 30 September 2026
- Ensure PWD certificate is from NMC-Designated Medical Board only
- Respond immediately to any DVC queries
- Re-upload corrected documents without delay
- Do not submit false or forged documents — this will result in permanent disqualification
Fees, admission procedure, and what to bring on joining day
The registration fee of ₹8,000 is paid upfront and covers all three rounds of counselling. College-wise fee details (tuition, hostel, mess, etc.) are available on the HNBUMU website in a separate link. You are advised to visit the university website and the website of your allotted college for detailed fee structures and other information. You can also contact the Principal or nodal officer of the college directly.
When you join your allotted college, you must bring the following documents: (1) High School (10th) Certificate for age proof; (2) Intermediate (10+2) mark sheet; (3) NEET PG 2026 Admit Card; (4) NEET PG 2026 Rank letter/Score Card; (5) MBBS Degree (provisional or permanent); (6) Internship Completion Certificate; (7) Registration Certificate with State Medical Council/MCI; (8) Category and sub-category certificates (if applicable); (9) PWD certificate from NMC-Designated Medical Board (if applicable); (10) Domicile Certificate (Uttarakhand candidates only); (11) Valid ID proof (Aadhar, voter card, passport, or driving licence); (12) NOC from DG Health & Family Welfare or competent authority (PMHS and in-service candidates); (13) Allotment letter printout; (14) Any other documents required by the college (check the college website).
You will be required to deposit an advance tuition fee online (procedure to be notified after seat allotment) and the remaining fee amount as a Bank Demand Draft (for hostel, mess, and other charges). For candidates joining under the service bond scheme (government medical colleges only), special fee provisions apply — contact the college for details. The academic session is scheduled to start on 20 November 2026, though this may change as per directions from the Government of India or NMC.
- Registration fee: ₹8,000 (covers all three rounds)
- College-wise fees available on HNBUMU and college websites
- Bring all original documents on joining day
- Deposit advance tuition fee online (procedure to be notified)
- Deposit remaining fees as Bank Demand Draft
- Session starts 20 November 2026 (subject to change)
- Contact college for hostel, mess, and bond-related details
Fee refund policy and what happens if you quit
If you are allotted a seat but later decide to quit the college, you must inform the counselling board through the Principal of the college that you are vacating your seat. The counselling board must grant permission before you can withdraw. If permission is granted, you will be entitled to a refund of the fees you deposited, minus an administrative charge of ₹6,000. In addition, the college will deduct charges for any services you availed (hostel, mess, etc.) on an actual consumption or rational basis. The refund process may take time, so plan accordingly.
- Inform the counselling board through the college Principal
- Obtain written permission from the counselling board
- Refund = fees deposited − ₹6,000 (administrative charge) − service charges
- Service charges deducted on actual consumption basis
- Refund processing may take time
Additional weightage for service in remote areas and the service bond scheme
If you are a regular PMHS doctor serving in a remote location of Uttarakhand, you are eligible for additional weightage marks in the merit calculation. To claim this, you must obtain a certificate in the prescribed format from the DGHS (Directorate General of Health Services) of Uttarakhand and upload it on the counselling portal. This weightage can improve your merit rank and increase your chances of allotment.
For candidates joining MD/MS courses in government medical colleges under the state quota, a service bond scheme is available. Under this scheme, you can opt for subsidized fees in exchange for a commitment to serve in remote areas of Uttarakhand for a specified period. The bond terms, conditions, and format are detailed in Government Orders (G.O. No. 837/XXVIII(1)/19-19/2015 dated 26 June 2019 and G.O. No. 374/XXVIII(1)/2017-19/2015 dated 31 March 2017), which are uploaded on the HNBUMU website. Read these documents carefully before applying. Candidates who fail to submit the required bond documents will not be eligible for subsidized fee benefits. Contact the concerned government medical college for details on the bond application process and required documents.
- Remote area service weightage: obtain certificate from DGHS Uttarakhand
- Upload weightage certificate on counselling portal
- Service bond available for government medical colleges (state quota only)
- Bond offers subsidized fees in exchange for service commitment
- Read bond terms and conditions on HNBUMU website
- Submit bond documents to the college to claim subsidized fees
- Contact college for bond application details

See My CollegesFrequently asked questions
I qualified NEET PG 2026 but did not complete my internship by 30 September 2026. Can I still apply?
No. Completion of compulsory rotating internship training on or before 30 September 2026 is a mandatory eligibility criterion. No request for time relaxation is accepted under any circumstances. If your internship completion certificate shows a date after 30 September 2026, you are ineligible and your seat will be cancelled during verification. You must complete your internship before you can participate in any round of counselling.
I passed MBBS from a college outside Uttarakhand. Can I apply for state quota seats?
No. For state quota seats, you must have passed MBBS from a medical college situated in Uttarakhand state and recognised by the NMC/MCI. If you passed MBBS from outside Uttarakhand, you can only apply for All India Open quota seats in private colleges. However, if you have an Uttarakhand domicile certificate, you may be eligible for state quota seats — check the eligibility criteria carefully or contact the counselling board.
What is the difference between 'freeze' and 'float' candidates, and which should I choose?
Freeze candidates are satisfied with their Round 1 allotted seat and do not want to upgrade in Round 2. They must physically visit the college by 10 November with original documents for in-person verification. Float candidates are allotted a seat but wish to upgrade in Round 2 — they upload documents online and do not need to visit the college. Choose freeze if you are happy with your allotment; choose float if you want a chance to upgrade. Round 1 is a free-exit round, so you can decline either option without penalty.
My OBC certificate is 4 years old. Can I still use it?
No. OBC certificates are valid for only three years from the date of issue. If your certificate is more than three years old on the date of application, it is invalid and you cannot claim OBC reservation. You must obtain a fresh OBC certificate from the competent state authority before you apply. Applying with an expired certificate will result in seat cancellation during verification.
I uploaded blurred scans of my documents during registration. Will this cause a problem?
Yes. Blurred or illegible documents are flagged during verification and are a common reason for seat cancellation. If the college's Document Verification Committee detects blurred copies, they will raise a query asking you to re-upload clear scans. You must respond immediately and re-upload legible documents within the stipulated time. If you fail to do so, your seat will be cancelled. Always ensure all scans are clear, fully visible, and in the correct format before uploading.
I am a PMHS doctor serving in a remote area of Uttarakhand. How do I claim weightage marks?
Obtain a certificate in the prescribed format from the DGHS (Directorate General of Health Services) of Uttarakhand confirming your service in a remote location. Upload this certificate on the counselling portal during registration. The weightage marks will be added to your NEET PG score, which may improve your merit rank and increase your chances of allotment. Contact DGHS Uttarakhand for the prescribed certificate format.
What happens if I don't join my Round 1 allotted seat?
Round 1 is a free-exit round. If you are allotted a seat but do not join by 10 November 2026, you will not be penalized. Your seat will be cancelled and included in the Round 2 vacant seat matrix. You will remain eligible to participate in Round 2 (if you meet the criteria). However, if you choose freeze and do not physically report to the college by 10 November, your seat will be cancelled and you cannot claim it later.
I claimed SC category but my caste certificate shows a different sub-caste. Will this be a problem?
Yes. If there is a mismatch between your claimed category and your certificate, the Document Verification Committee will flag this as a discrepancy. You must re-upload a correct certificate or clarify the mismatch immediately. If you fail to resolve the discrepancy within the stipulated time, your seat will be cancelled. Ensure your category certificate exactly matches your claimed category before uploading.
Can I change my locked choices after 30 October?
No. Once you lock your choices by 30 October 11:59:59 PM, they cannot be changed. Your allotment will be based on these locked choices and your merit rank. If you are allotted a seat based on your locked choices, that allotment is final for Round 1. Think very carefully before locking your choices — do not include colleges or courses you are not genuinely interested in.
I am an in-service PMHS doctor. Do I need an NOC to apply?
Yes. You must obtain an NOC (No Objection Certificate) from the DG Health & Family Welfare, Uttarakhand or the competent authority. You must upload this NOC during registration and submit the original at admission. Additionally, if you are joining under a service bond scheme, you must obtain an NOC from the competent authority (DG Health & Family Welfare or the Principal of the college where you are doing junior residency). Contact the DG Health & Family Welfare office for NOC procedures.
What is the session start date, and can it change?
The academic session is scheduled to start on 20 November 2026 as per current guidelines. However, this date may change as per directions received from the Government of India or the National Medical Commission (NMC). Check the HNBUMU website regularly for any updates. Do not make travel or other arrangements based on the current date without confirming closer to the session start.
If I provide false information or forged documents, what will happen?
Providing false information or forged documents is a serious offense. You will be automatically disqualified from the current selection process and will not be allowed to appear for PG counselling in future. If false information is detected after admission, your admission will be cancelled with retrospective effect, and the college/institute will proceed with legal action against you. All information and documents you submit will be scrutinized and verified by competent authorities.
Register immediately on www.hnbumu.ac.in by 26 October 5:00 PM — do not wait until the last day. Pay the ₹8,000 fee and upload all mandatory documents within 2–3 days. Check the provisional merit list on 27 October, then carefully fill and lock your college and course choices by 30 October 11:59:59 PM. Results will be declared on 2 November — decide whether to freeze or float your seat, and if you freeze, physically report to your allotted college by 10 November with all original documents. For any queries, call the helpline at 8006516772 (10 AM to 5 PM, working days) or email ukneetcounselling@gmail.com.
