The Uttarakhand State Centrally-Coordinated Counselling Board (NEET PG 2026) has released the admission procedure for Round 1 following seat allotment. All candidates who have received an allotment letter must now upload mandatory documents, pay an advance tuition fee online, and confirm their admission by 10 November 2026. This notice explains the two admission pathways — Freeze and Float — the exact fees for government and private medical colleges, the complete document checklist, and the step-by-step process to secure your seat. Missing the deadline or failing to upload required documents will result in automatic cancellation of your allotment.
You have until 10 November 2026 to upload documents, pay advance fees online, and confirm your allotment (Freeze or Float); failure to do so will cancel your seat and move it to Round 2.

Unlock My College ListWhat is this notice and why it matters now
This is the official admission procedure for NEET PG 2026 Round 1 in Uttarakhand. After the counselling board announced seat allotments, every candidate who received an allotment letter must now take action to confirm their admission. This is not optional — if you do not complete the steps outlined here by the deadline, your seat will be cancelled and offered to another candidate in Round 2.
The notice covers two types of candidates: Freeze candidates (who will not participate in future rounds) and Float candidates (who may move to a better seat in Round 2 if they do not confirm). Both must follow the same initial steps: download the allotment letter, upload documents, and pay the advance fee. The key difference is what happens after — Freeze candidates are locked into their seat, while Float candidates remain in the running for Round 2.
Freeze vs. Float: Which option should you choose?
When you log in to the counselling portal, you will be asked to choose between Freeze and Float. This choice is critical and permanent for this round.
**Freeze option:** You accept the seat and confirm admission at the allotted college. Once you freeze, you are locked into that seat and college — you cannot participate in Round 2 or any future round, even if a better seat becomes available. Choose Freeze only if you are satisfied with the college and specialty you have been allotted.
**Float option:** You accept the seat but do not confirm admission at the college yet. Your documents will be verified online by the college, but you will NOT go for physical document verification at the college. If you float, you remain eligible to participate in Round 2. If a better seat is available in Round 2, you can move; if not, you can still join the college you were allotted in Round 1. Float gives you flexibility but requires you to stay alert for Round 2 announcements.
Read the notice carefully and understand your college and specialty before choosing. Once you select Freeze or Float, you cannot change it for this round.
- Freeze = locked into this seat, no Round 2 participation
- Float = seat confirmed online, eligible for Round 2 if a better option appears
Step-by-step admission process for Freeze candidates
If you choose Freeze, follow these 10 steps exactly. Each step must be completed in order, and you must finish all steps by 10 November 2026.
**Steps 1–3:** Log in to the counselling portal using your login ID. Download your allotment letter. Accept the offer. These are straightforward — do not skip them.
**Step 4:** Upload all mandatory documents (see the full document checklist below). The portal will guide you through which documents to upload. Upload clear, legible scans or photos.
**Step 5:** The allotted college will verify your uploaded documents online. You do not need to visit the college for this step. The college will check that your documents match the eligibility criteria for your specialty and category.
**Step 6:** If your documents are verified successfully, you will be prompted to pay the advance tuition fee online. Do not delay — the fee must be paid by the deadline.
**Step 7:** Download your advance tuition fee receipt and freeze confirmation slip from the portal using your login ID. Print both — you will need them.
**Step 8:** Report to the allotted college in person with your tuition fee receipt, freeze confirmation slip, and all other required documents listed below. The college will conduct a final check.
**Step 9:** Pay the balance tuition fee and any other college fees (hostel, mess, etc.) directly to the college. The advance fee you paid online covers only part of the total tuition.
**Step 10:** Collect your admission letter from the college. This letter confirms your final admission. Keep it safe — you will need it for registration and future reference.
- Step 1: Login with your ID
- Step 2: Download allotment letter
- Step 3: Accept the offer
- Step 4: Upload mandatory documents
- Step 5: College verifies documents online
- Step 6: Pay advance tuition fee online
- Step 7: Download fee receipt and freeze confirmation slip
- Step 8: Report to college with documents
- Step 9: Pay balance fees at college
- Step 10: Collect admission letter
Step-by-step admission process for Float candidates
If you choose Float, follow these 7 steps. Float candidates do not visit the college for physical document verification — everything is done online.
**Steps 1–5:** Same as Freeze candidates — log in, download allotment letter, accept offer, upload documents, and the college verifies them online.
**Step 6 (key difference):** You will NOT go to the college for physical document verification. The college will verify your documents entirely online. This is a major difference from Freeze.
**Step 7:** Download your float confirmation slip from the portal. This slip confirms that you have accepted the seat but remain eligible for Round 2.
**Important:** Float candidates do NOT pay the advance tuition fee at this stage. You only pay fees if and when you confirm admission at the college (either in Round 1 after Round 2 results, or in a later round). This is a key advantage of Float — you keep your options open without paying upfront.
- Step 1: Login with your ID
- Step 2: Download allotment letter
- Step 3: Accept the offer
- Step 4: Upload mandatory documents
- Step 5: College verifies documents online
- Step 6: No physical visit to college (online verification only)
- Step 7: Download float confirmation slip
- Note: Float candidates do NOT pay advance fees yet
Advance tuition fees: How much you must pay and how
Know the exact MD/MS/DNB seats your rank can get
Official round-wise closing ranks with fee and stipend, matched to your rank.
Freeze candidates must pay an advance tuition fee online to the counselling board. This is a partial payment — you will pay the balance directly to the college later. Float candidates do not pay this fee now.
**Payment method:** Online only. You can pay via net banking, debit card, credit card, or an online-generated bank transfer challan. No cash, cheque, or in-person payment is accepted.
**Fee amounts depend on your college and specialty:**
| College Type | State Quota (With Bond) | State Quota (Without Bond) – Clinical | State Quota (Without Bond) – Non-Clinical | All India/Management Quota – Clinical | All India/Management Quota – Non-Clinical |
|---|---|---|---|---|---|
| All Government Medical Colleges of Uttarakhand | ₹60,000 per annum | ₹5,00,000 per annum | ₹1,00,000 per annum (Anatomy, Biochemistry, Physiology, Community Medicine, Forensic Medicine, Microbiology, Pharmacology) | ₹5,00,000 per annum (Pathology) | ₹1,00,000 per annum (Anatomy, Biochemistry, Physiology, Community Medicine, Forensic Medicine, Microbiology, Pharmacology) |
| All Constituent Private Medical Colleges of Private/Deemed Universities of Uttarakhand | – | ₹10,00,000 | – | ₹10,00,000 | – |
Understanding clinical vs. non-clinical specialties for fee purposes
The fee you pay depends on whether your specialty is classified as clinical or non-clinical. This affects both government and private colleges.
**Clinical specialties** (higher fee): Anaesthesiology, Dermatology, ENT, General Medicine, General Surgery, Obstetrics & Gynaecology, Ophthalmology, Orthopaedics, Paediatrics, Psychiatry, Radiodiagnosis, Radiation Oncology, TB & Respiratory Medicine/Pulmonary Medicine, Emergency Medicine, Immuno Hematology & Blood Transfusion.
**Non-clinical specialties** (lower fee): Anatomy, Biochemistry, Physiology, Community Medicine, Forensic Medicine, Microbiology, Pathology, Pharmacology.
Check your allotment letter to see which category your specialty falls under. If you are unsure, contact the allotted college before paying — paying the wrong fee amount will cause problems.
Complete document checklist: What you must upload
You must upload all of the following documents to the portal. Missing even one document can result in rejection of your application and cancellation of your seat. The college may also ask for additional documents beyond this list — check the college website or contact the college directly.
**Important:** All documents must be clear, legible scans or photographs. Blurry or incomplete documents will be rejected during verification.

Critical traps: Documents that will get your application rejected
The notice highlights several common mistakes that lead to rejection. Read these carefully — they are the most frequent reasons candidates lose their seats.
**Trap 1: Wrong or missing category certificate.** If you have claimed SC/ST/OBC or sub-category status, you must upload the correct certificate. A certificate that does not match your claimed category, or one that is expired or issued by the wrong authority, will be rejected. The college will cancel your seat immediately.
**Trap 2: Domicile certificate for Uttarakhand candidates.** If you are an Uttarakhand candidate and your seat is allotted in a category or sub-category (e.g., Uttarakhand SC, Uttarakhand OBC), you MUST upload a valid domicile certificate. Without it, your seat will be cancelled. If you are an All India quota candidate, domicile is not required.
**Trap 3: PwBD certificate from wrong authority.** If you have claimed PwBD status, your certificate MUST be issued by an NMC-Designated Medical Board. Certificates from other authorities will not be accepted.
**Trap 4: Undertaking or affidavit in place of documents.** The notice explicitly states: 'No undertaking, affidavit, or acknowledgement will be accepted in place of any required document.' If you do not have an original document, you cannot submit a signed statement instead. You must have the actual document.
**Trap 5: Deposited documents with another college.** If your original certificates are currently deposited with another college or university, you cannot use a 'certificate of deposit' letter in their place. You must have your original documents with you. If they are held elsewhere, retrieve them before reporting to your allotted college.
**Trap 6: Missing or incomplete NEET PG documents.** Your NEET PG Admit Card and Rank Letter/Score Card are mandatory. Without them, your application will be rejected.
**Trap 7: Internship completion certificate.** You must have completed your MBBS internship and have the certificate to prove it. If you are still interning, you are not eligible for admission.
Important dates and deadlines
**Final deadline for all Freeze candidates: 10 November 2026.** This is the last date to upload documents, pay the advance fee, download your confirmation slip, and report to the college. If you miss this date, your seat will be cancelled automatically.
**For Float candidates:** The deadline to upload documents and download the float confirmation slip is also 10 November 2026. However, you do not pay fees or report to the college at this stage. You remain eligible for Round 2.
**After 10 November:** Any candidate who has not completed the required steps will have their seat moved to the Round 2 vacant seat matrix. They cannot claim the Round 1 seat but may participate in Round 2 if they wish.
**Future updates:** The notice states that all future admission and counselling updates will be posted on the university website (www.hnbumu.ac.in). No separate call letters will be sent. Check the website regularly.
- 10 November 2026 — Final deadline for all Freeze candidates to complete all steps
- 10 November 2026 — Final deadline for Float candidates to upload documents and download confirmation slip
- After 10 November — Incomplete seats moved to Round 2; candidates cannot claim Round 1 seat but may participate in Round 2
What happens after you confirm admission
Once you have completed all the steps above (for Freeze candidates) or uploaded documents and downloaded the confirmation slip (for Float candidates), the college will issue your final admission letter within the time period mentioned in your allotment letter. This letter is your proof of admission.
**For Freeze candidates:** You are now admitted to the college. You must pay the balance tuition fee and any other fees (hostel, mess, etc.) directly to the college. The college will provide details on how and when to pay. Your admission is final — you cannot change your mind or move to another college.
**For Float candidates:** You have confirmed your seat but are not yet fully admitted. You remain eligible for Round 2. If a better seat is available in Round 2, you can move. If not, you can join this college. The college will contact you with further instructions after Round 2 results are announced.
Every kind of PG seat, one rank

**Important:** Your admission is only complete when you receive the final admission letter from the college. Do not assume you are admitted until you have this letter in hand.
Special cases: PMHS candidates and in-service candidates
**PMHS (Pradhan Mantri Health Scheme) candidates:** If you are a regular PMHS Uttarakhand candidate, you must upload an NOC (No Objection Certificate) from the DG Health & Family Welfare Uttarakhand or the Competent Authority. Without this NOC, your seat will be cancelled.
**In-service candidates (other than PMHS):** If you are currently employed as a doctor and are applying as an in-service candidate, you must upload an NOC from your Competent Authority. This proves that your employer has given permission for you to pursue postgraduate studies.
**Candidates serving under bond:** If you are serving under a bond (e.g., a rural service bond), you must upload an NOC from the Competent Authority (DG Health & Family Welfare Uttarakhand) confirming that you are eligible to pursue postgraduate studies while under bond.
**Post-MBBS diploma holders:** If you have been allotted a seat for a post-MBBS diploma (e.g., post-MBBS PG Diploma or post-MBBS DNB), you must complete all required formalities with your original department before paying the tuition fee. The fee will be paid at the college, not centrally.
How to pay the advance tuition fee online
The advance tuition fee must be paid online only. The counselling board does not accept cash, cheque, or in-person payments.
**Payment methods accepted:**
• Net banking (from your bank account)
• Debit card
• Credit card
• Online-generated bank transfer challan (you can generate a challan in the portal and pay it at your bank)
**Steps to pay:**
1. Log in to the counselling portal with your login ID.
2. Navigate to the fee payment section.
3. Select your payment method.
4. Enter the amount (as per the fee table above for your college and specialty).
5. Complete the payment.
6. Download and print your fee receipt immediately. You will need this receipt to report to the college.
**If payment fails:** If your payment is declined or fails, try again with a different payment method or contact your bank. Do not wait until the last day — pay as soon as you upload your documents to avoid technical delays.
What to do if your documents are not verified or rejected
If the college finds that your uploaded documents do not meet the eligibility criteria for your specialty or category, they will reject your application. Your seat will be cancelled immediately.
**Common reasons for rejection:**
• Missing or incomplete documents
• Documents that do not match your claimed category or specialty
• Expired or invalid certificates
• Certificates issued by the wrong authority
• Undertakings or affidavits submitted instead of original documents
**What you can do:**
If your documents are rejected, you cannot appeal or resubmit for this round. Your seat will be moved to the Round 2 vacant seat matrix. You will be permitted to participate in Round 2 if you wish, but you cannot claim the Round 1 seat.
**To avoid rejection:** Before uploading, carefully check that every document is clear, complete, and matches the requirements listed in this notice. If you are unsure about any document, contact the college or the counselling board before uploading.

See My CollegesFrequently asked questions
What is the difference between Freeze and Float, and which should I choose?
Freeze means you accept the seat and are locked into that college — you cannot participate in Round 2 or any future round. Float means you accept the seat but remain eligible for Round 2; if a better seat appears, you can move, otherwise you can join this college. Choose Freeze only if you are fully satisfied with your allotted college and specialty. Choose Float if you want to keep your options open for a better seat in Round 2.
What is the deadline, and what happens if I miss it?
The deadline is 10 November 2026. By this date, Freeze candidates must upload documents, pay the advance fee, and report to the college. Float candidates must upload documents and download the confirmation slip. If you miss this deadline, your seat will be cancelled and moved to Round 2. You cannot claim the Round 1 seat, but you may participate in Round 2.
How much advance tuition fee do I need to pay, and how do I pay it?
The fee depends on your college and specialty. For government colleges, it ranges from ₹60,000 (state quota, with bond) to ₹5,00,000 (state quota, clinical, without bond). For private colleges, it is ₹10,00,000. Payment is online only — via net banking, debit card, credit card, or online-generated bank transfer challan. No cash or cheque is accepted.
Do Float candidates have to pay the advance tuition fee?
No. Float candidates do not pay the advance fee at this stage. They only pay fees if and when they confirm admission at the college (either in Round 1 after Round 2 results, or in a later round). This is a key advantage of Float — you keep your options open without paying upfront.
What documents must I upload, and what happens if I am missing one?
You must upload 16 documents, including your 10th and 12+2 certificates, NEET PG admit card and rank letter, MBBS degree, internship certificate, registration certificate, category/sub-category certificates (if applicable), domicile certificate (if applicable), valid ID, NOCs (if applicable), and the allotment letter printout. Missing even one document will result in rejection and cancellation of your seat. The college may also ask for additional documents — check the college website.
I have my original certificates deposited with another college. Can I submit a letter saying they are deposited there?
No. The notice explicitly states that candidates who submit a 'certificate of deposit' letter will NOT be allowed to take admission. You must have your original documents with you. If they are held elsewhere, retrieve them before reporting to your allotted college.
I am an Uttarakhand candidate. Do I need a domicile certificate?
Only if your seat is allotted in a category or sub-category (e.g., Uttarakhand SC, Uttarakhand OBC). If you are an All India quota candidate, domicile is not required. Check your allotment letter to see which quota your seat is under.
What if I claim PwBD (disability) status? What certificate do I need?
You must upload a PwBD category certificate issued by an NMC-Designated Medical Board only. Certificates from other authorities will not be accepted. If you do not have a certificate from an NMC-designated board, you cannot claim PwBD status for this round.
I am a PMHS candidate. What NOC do I need?
You must upload an NOC from the DG Health & Family Welfare Uttarakhand or the Competent Authority. Without this NOC, your seat will be cancelled. Contact your PMHS employer to obtain this NOC before the deadline.
After I pay the advance fee and report to the college, am I fully admitted?
Not yet. You are fully admitted only when you receive the final admission letter from the college. After you report to the college with your documents and fee receipt, the college will conduct a final check and issue the admission letter. Until you have this letter, your admission is not complete.
If I choose Freeze and confirm admission, can I participate in Round 2?
No. The notice explicitly states: 'If a candidate accepts the freeze option and confirms admission at the allotted college, he/she will not be permitted to participate in subsequent counselling rounds.' Once you freeze, you are locked into that seat and college.
Where can I find updates about Round 2 and future counselling steps?
All updates will be posted on the university website www.hnbumu.ac.in. No separate call letters will be sent. Check the website regularly for announcements about Round 2 dates, results, and procedures.
If you have received an allotment letter, log in to the counselling portal immediately and begin uploading your documents. Do not wait until the last day — technical delays are common. Freeze candidates must pay the advance fee online, download their confirmation slip, and report to the college by 10 November 2026. Float candidates must upload documents and download the confirmation slip by the same date. Missing this deadline will result in automatic cancellation of your seat. For any questions about your specific college or documents, contact the allotted college directly or visit www.hnbumu.ac.in.
