Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has announced the counselling schedule for Non-Resident Indian (NRI) candidates seeking admission to MD/MS courses for the 2026–27 session. The NRI quota comprises 15% of the All India Quota seats at Shri Guru Ram Rai Medical Institute of Medical Sciences, Dehradun — a private medical college. All admissions are merit-based on NEET PG 2026 scores. This is the first and only round of NRI counselling, and registration opens immediately. If you are an NRI, OCI, or PIO with a valid NEET PG 2026 qualification, you must register, pay the non-refundable security deposit, and submit proof of foreign residency by 25 October 2026 to proceed.
NRI candidates must register and pay ₹2,10,000 (₹10,000 registration + ₹2,00,000 non-refundable security) by 25 October 2026 at 4:00 PM, then submit NRI eligibility documents at the college on 27 October to fill choices by 30 October.

Unlock My College ListWhat is this NRI quota and who can apply?
The Uttarakhand Government has reserved 15% of the All India Quota (AIQ) seats at Shri Guru Ram Rai Medical Institute of Medical Sciences, Dehradun for Non-Resident Indian (NRI) candidates. This is a separate counselling process from the general NEET PG counselling and is open only to candidates who hold NRI, OCI (Overseas Citizen of India), or PIO (Person of Indian Origin) status.
To be eligible, you must have qualified NEET PG 2026 and hold one of the following: a valid foreign country passport, a Green Card, a Permanent Resident Card, proof of residency in a foreign country issued by a competent authority, or an OCI/PIO card issued by the Government of India. The priority of allotment follows the conditions set out in Uttarakhand Government notification No. 330278/XXVIII(5)/2026-(E-78579) dated 12 September 2026.
This quota is for MD and MS (postgraduate medical) courses only, not for super-speciality (DM/M.Ch) or dental (MDS) programmes. The college will verify all NRI eligibility documents at the time of admission.
- Must have qualified NEET PG 2026
- Must hold NRI, OCI, or PIO status
- Must provide proof: foreign passport, Green Card, Permanent Resident Card, foreign residency proof, or OCI/PIO card
- MD/MS courses only (not super-speciality or dental)
Important dates: registration, merit list, document verification, and joining
The entire NRI counselling process is compressed into a tight 19-day window. Registration and fee payment must be completed first; then the merit list is displayed; documents are verified at the college; candidates fill and lock their choices; and finally results are declared and joining begins. Every date is fixed, and no extensions will be granted under any circumstances.
Mark these dates carefully in your calendar. The server time (not your local time) is what counts for all deadlines. If you miss any deadline, you will not be able to proceed to the next stage.

Registration fees and payment method
To register for NRI quota counselling, you must pay a total of ₹2,10,000 in two parts: ₹10,000 as the online registration fee and ₹2,00,000 as a security amount. Critically, the security amount is non-refundable — you will not get this money back under any circumstances, even if you do not get a seat or decide to withdraw.
Payment must be made online by credit card, debit card, or net banking. No other payment method (cheque, demand draft, cash) is accepted. Payment must be completed during the registration window (22–25 October 2026, 4:00 PM server time). If payment is not received by the deadline, your registration will not be processed.
⚠️ **Trap alert:** The ₹2,00,000 security deposit is explicitly non-refundable. This is not a refundable deposit that you get back after joining — it is a one-time, non-recoverable fee. Ensure you understand this before paying.

- Security amount: ₹2,00,000 (non-refundable)

Critical eligibility rules and conditions
The Uttarakhand Government notification No. 330278/XXVIII(5)/2026-(E-78579) dated 12 September 2026 sets out the priority rules for allotment under the NRI quota. The notice does not detail these rules in full, but they are available in that government order. You must read that order carefully to understand the priority sequence (e.g., whether NRI candidates with Indian parents are prioritised over OCI/PIO, or whether there are sub-categories within NRI).
All admissions are strictly merit-based on NEET PG 2026 scores. There is no separate entrance test or interview for NRI candidates. Your rank in the NEET PG 2026 merit list determines your position in the NRI quota merit list.
The notice states that the latest information and procedure will be uploaded on the university website based on directions from the Government of India, Medical Counselling Committee (MCC), NMC, and the Uttarakhand Government. If any update is posted on the website after this notice, that update will override the information in this notice. You must check the website regularly for any changes.
⚠️ **No extension of time will be granted under any circumstances.** If you miss any deadline — registration, document verification, choice filling, or joining — you will lose your seat and your security deposit will not be refunded.
- Merit-based on NEET PG 2026 score only
- Allotment priority as per Uttarakhand Government notification No. 330278/XXVIII(5)/2026-(E-78579) dated 12 September 2026
- No separate entrance test or interview
- All documents verified at college level at time of admission
- Website updates override this notice — check regularly

What happens after you are allotted a seat?
Once you receive your allotment result on 2 November, you must report to the allotted college by 10 November 2026 with all necessary documents. The college will conduct a final verification of your NRI eligibility documents and your NEET PG qualification. Only after this verification will your admission be confirmed.
You must bring your original NEET PG 2026 admit card, your MBBS degree certificate, your medical registration certificate (from the Medical Council of India or your state medical council), and all NRI eligibility documents (passport, embassy certificate, sponsorship certificate, parent's affidavit, etc.). Photocopies should also be carried.
If any document is found to be false, forged, or does not meet the requirements, your admission will be cancelled and you will be liable to criminal prosecution. The college and the university reserve the right to cancel your admission at any stage if documents are found to be invalid.
- Report to allotted college by 10 November 2026
- Bring original NEET PG admit card, MBBS degree, medical registration certificate, and all NRI documents
- College will conduct final verification
- False or forged documents will result in cancellation and criminal prosecution
- Admission can be cancelled at any stage if documents are invalid
Common mistakes that get applications rejected
**Missing or invalid NRI proof:** The most common reason for rejection is failure to submit valid NRI eligibility documents. An expired passport, an embassy certificate older than 6 months, or a sponsorship certificate not authenticated by the Indian Embassy will result in rejection. Ensure all documents are current and properly authenticated.
**Wrong document format:** The notice specifies exact formats for the Embassy Certificate, Sponsorship Certificate, and Parent's Affidavit (Proforma-6 and Proforma-7). If you submit a document in a different format or without the required notarisation or embassy seal, it will be rejected. Use only the formats provided in the notice.
**Late payment or incomplete registration:** If you do not pay the full ₹2,10,000 by 25 October at 4:00 PM, your registration will not be processed. Partial payments or payments after the deadline will not be accepted.
**Missing document verification appointment:** If you do not attend the document verification on 27 October at the college, you will not be allowed to fill choices. There is no rescheduling or makeup appointment.
**Not locking choices:** If you fill choices but forget to lock them by 30 October at 11:59:59 PM, your choices will not be saved and you will not receive an allotment.
**Late joining:** If you do not report to the allotted college by 10 November 2026, your seat will be cancelled and your security deposit will be forfeited. No extension is granted.
**Discrepancies in documents:** If the name, date of birth, or other details in your NRI documents do not match your NEET PG admit card or MBBS degree, your application will be rejected. Ensure all documents are consistent.
**Submitting documents in a language other than English:** All documents must be in English or accompanied by a certified English translation. Documents in other languages will not be accepted.

- Embassy certificate older than 6 months
- Sponsorship certificate not authenticated by Indian Embassy
- Wrong document format or missing notarisation
- Incomplete or late payment
- Missing document verification appointment on 27 October
- Choices not locked by 30 October deadline

See My CollegesFrequently asked questions
I am an NRI with a valid passport and have qualified NEET PG 2026. Can I apply for this NRI quota?
Yes, if you hold NRI status and have qualified NEET PG 2026, you are eligible. You must register by 25 October 2026 and pay ₹2,10,000. You will also need to submit proof of your NRI status — a valid foreign passport, Green Card, Permanent Resident Card, foreign residency proof, or OCI/PIO card. The college will verify these documents on 27 October.
What is the ₹2,00,000 security amount? Will I get it back?
The ₹2,00,000 is a non-refundable security deposit. You will NOT get this money back under any circumstances — not if you do not get a seat, not if you withdraw, and not after you join. It is a one-time, non-recoverable fee. Only the ₹10,000 registration fee might be refundable under certain conditions (check the full information bulletin), but the ₹2,00,000 is explicitly non-refundable.
I missed the registration deadline of 25 October. Can I register late?
No. The notice explicitly states that no extension of time will be granted under any circumstances. If you miss the 25 October deadline, you cannot register for this round. You will lose the opportunity to apply for NRI quota seats in 2026–27.
What documents do I need to prove I am an NRI?
You must submit one of the following: a valid foreign passport, Green Card, Permanent Resident Card, proof of residency in a foreign country issued by a competent authority, or an OCI/PIO card. If you are sponsored by an NRI/OCI parent, you must also submit an NRI/OCI Sponsorship Certificate authenticated by the Indian Embassy or notarised. If you are a minor, your parent must submit a Proforma-6 (Parent's Certificate) on ₹50 stamp paper, notarised in India. If you are outside India, you must submit a Proforma-7 (NRI Undertaking) notarised by a foreign notary.
What is an Embassy Certificate of Foreign Candidate, and do I need it?
An Embassy Certificate is issued by an Indian Diplomatic Mission (Embassy or High Commission) on its letterhead. It certifies that you have stayed abroad for more than 182 days in the last financial year and enjoy NRI status. The certificate is valid for 6 months only. You do not necessarily need this if you have a valid passport or Green Card, but if you are using it as your NRI proof, it must be current (not older than 6 months).
I have filled my choices but forgot to lock them by 30 October. Can I lock them later?
No. The choice-locking deadline is 30 October 2026 at 11:59:59 PM (server time). If you do not lock your choices by this time, they will not be saved and you will not receive an allotment. There is no extension or makeup opportunity.
I was allotted a seat on 2 November but cannot join by 10 November. Can I join later?
No. The joining deadline is 10 November 2026, and the notice explicitly states that no extension will be granted under any circumstances. If you do not report to the allotted college by this date, your seat will be cancelled and your security deposit will be forfeited.
What if my name does not appear on the merit list on 26 October?
If your name does not appear on the merit list, it means either your registration was not processed (e.g., payment was not received), or you do not meet the eligibility criteria. Contact the HNBUMU immediately through their website to find out why. Do not wait — you have only one day before document verification on 27 October.
Can I change my choice of speciality after locking it?
No. Once you lock your choice by 30 October, you cannot change it. You can change your choices as many times as you want before locking, but after locking, your choice is final. Choose carefully before locking.
What happens if my NRI documents are found to be false or forged?
If any document is found to be false, forged, or invalid, your admission will be cancelled immediately. You will be liable to criminal prosecution under Indian law. The college and university reserve the right to cancel your admission at any stage if documents are found to be invalid. Ensure all your documents are genuine and properly authenticated.
Is this NRI quota available for super-speciality courses like DM or M.Ch?
No. This NRI quota is for MD and MS (postgraduate medical) courses only. Super-speciality courses (DM, M.Ch, DrNB) have a separate admission process (NEET-SS) and are not part of this counselling.
Will the university send me email or SMS reminders about the deadlines?
No. The notice explicitly states that no separate information will be sent to candidates. It is your responsibility to check the HNBUMU website regularly for updates and to remember all deadlines. Set your own reminders and do not rely on the university to notify you.
Register immediately on www.hnbumu.ac.in and pay the ₹2,10,000 fee by 25 October 2026 at 4:00 PM (server time). Gather all your NRI eligibility documents (passport, embassy certificate, sponsorship certificate, parent's affidavit, etc.) and attend document verification at Shri Guru Ram Rai Medical Institute on 27 October. After verification, fill and lock your choices by 30 October at 11:59:59 PM. Check the allotment result on 2 November and join the allotted college by 10 November with all required documents.
