Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has released the Information Bulletin for NEET PG 2026 counselling for the 2025–26 academic session. Round 1 counselling will begin on 6 November 2025 and is open to NEET PG 2025-qualified candidates who meet Uttarakhand's eligibility rules. Seats are available in MD/MS/PG Diploma and DNB courses across government and private medical colleges in Uttarakhand, as well as reserved seats for in-service medical officers. This is the first and most critical round—candidates who do not join their allotted seat in Round 1 face no penalty and can participate in subsequent rounds. This is the official state-level counselling for postgraduate medical seats in Uttarakhand for the 2025–26 academic year. It covers MD (Doctor of Medicine), MS (Master of Surgery), PG Diploma, and DNB (Diplomate of National Board) courses. Seats are offered in government medical colleges, private medical colleges, and private universities across Uttarakhand.
The counselling is conducted by HNBUMU, Dehradun, on behalf of the Uttarakhand Government. It is based entirely on your NEET PG 2025 merit score and rank. Two types of seats are available: State Quota (for Uttarakhand domiciled candidates) and All India Open Quota (for candidates from anywhere in India). Additionally, reserved seats are available for in-service medical officers of the Uttarakhand Public Medical and Health Services (PMHS).

Who Is Eligible? State Quota vs. All India Open Quota
Eligibility depends on which quota you are applying for. State Quota seats are reserved for candidates who passed their MBBS from a medical college in Uttarakhand and hold Uttarakhand domicile. All India Open Quota seats are open to any NEET PG-qualified candidate from anywhere in India, but only in private medical colleges of private universities.
For State Quota (MD/MS/PG Diploma/DNB in Government & Private Medical Colleges): You must be an Indian citizen, have passed MBBS from a medical college in Uttarakhand recognized by the NMC (National Medical Commission), have qualified NEET PG 2025, and have completed your compulsory rotating internship on or before 31 July 2025. Registration with the NMC or your State Medical Council is compulsory—you must upload proof during counselling and submit the original at admission. You must also register with the Uttarakhand State Medical Council within 2 months of joining your PG course. If you are already studying any PG course in Uttarakhand, you are not eligible until you complete and pass that course.
For All India Open Quota (MD/MS only in Private Medical Colleges of Private Universities): The same eligibility applies—Indian citizen, MBBS from an NMC-recognized college, NEET PG 2025 qualified, internship completed by 31 July 2025, and NMC/State Medical Council registration compulsory. Importantly, if you are eligible for State Quota, you are also eligible to apply for All India Open Quota seats.
For In-Service Medical Officers (Post MBBS Diploma/DNB in V.C.S.G.G.I.M.S. & R, Srinagar Garhwal only): You must be a regular in-service medical officer of PMHS Uttarakhand, have passed MBBS from an NMC-recognized college, have qualified NEET PG 2025, completed internship by 31 July 2025, and have NMC/Uttarakhand Medical Council registration. Registration Fee and Payment
All candidates, regardless of category, must pay a registration fee of ₹6,500. This fee is non-refundable and must be paid online during the registration window (6–9 November 2025, 5:00 PM) using a credit card, debit card, or net banking. The fee is valid for two rounds of counselling (Round 1 and Round 2), so you do not need to pay again if you participate in Round 2.
Payment must be completed before the registration deadline. If you do not pay the fee, your registration will not be processed and you will not be allowed to participate in Round 1. Keep your payment receipt and transaction details for your records.

Reservation Policy: Caste, Gender, Disability & Other Categories
Uttarakhand applies a detailed reservation policy for State Quota seats only. No reservation applies to All India Open Quota seats. Reservations are applied college-wise and are divided into vertical categories (caste-based) and horizontal categories (gender, disability, etc.).
Vertical Reservation (caste-based, State Quota only): 4% seats for Scheduled Tribes (ST), 19% for Scheduled Castes (SC), 14% for Other Backward Classes (OBC, non-creamy layer only), and 10% for Economically Weaker Sections (EWS—government colleges only). The remaining seats are unreserved (open).
Horizontal Reservation (applied within each vertical category): 30% of seats in each category are reserved for women, 5% for Defence Personnel Ward (DPW), 2% for Freedom Fighters (FF), 4% for Persons with Disability (PwBD), and 5% for Orphans of Uttarakhand.
If you belong to SC/ST/OBC (non-creamy layer) or are domiciled in Uttarakhand, you must upload a caste certificate and domicile/permanent resident certificate issued by the competent state authority during counselling. The original certificates must be produced at admission. If you fail to produce originals, you will lose the benefit of reservation and be treated as unreserved (UR) if you meet other UR eligibility criteria. OBC certificates are valid for only 3 years from the date of issue—ensure yours is valid on the date you apply.
For Persons with Disability (PwBD): You must obtain a disability certificate from an NMC-Designated Medical Board only. You are eligible for 4% reserved seats in your category and can also compete for open seats of your category. If no eligible PwBD candidates are available in a reserved category, vacant seats are filled by unreserved PwBD candidates in order of merit.

How to Register and Fill Choices: Step-by-Step
Registration and choice filling happen in two separate windows. First, you register and pay the fee. Then, after the merit list is displayed, you fill your choices.
Step 1 – Register (6–9 November, 9:00 AM to 5:00 PM): Visit the counselling portal at www.hnbumu.ac.in. Log in with your NEET PG 2025 credentials. Fill in your personal and academic details. Upload all required documents (see 'Documents Required' section below). Pay the ₹6,500 registration fee online. You will receive a registration confirmation. Keep this safe.
Step 2 – Check Merit List (10 November, after 3:00 PM): The provisional State Merit List Round 1 will be displayed on the website. Check your rank and position. This list is based on your NEET PG 2025 score and any applicable weightage (e.g., for service in remote areas).
Step 3 – Fill and Lock Choices (10–12 November, 5:00 PM to 11:59:59 PM): Log back into the portal. You can fill as many choices as you wish—there is no limit. Choices must be in order of your preference and eligibility. For example, if you prefer Government Medical College, Haldwani for MD Pathology, list that first. Then list your second preference, and so on. Once you lock your choices, you cannot change them. The system will allot you the highest-ranked choice for which you are eligible based on merit and availability.
Important: Do not select a college, course, or quota you are not genuinely interested in. Once allotment is done, it cannot be altered. The university and counselling board are not responsible for mistakes made during choice filling.

Critical Traps: What Gets Applications Rejected
Internship Completion Deadline (31 July 2025): You must have completed your compulsory rotating internship on or before 31 July 2025. No request for time relaxation will be accepted under any circumstances. If you have not completed internship by this date, you are ineligible for this counselling round. This is a hard deadline.
Missing or Invalid Caste/Domicile Certificates: If you claim SC/ST/OBC/EWS or domicile reservation, you must upload the certificate during counselling and produce the original at admission. If you fail to produce the original, you will lose the benefit of reservation entirely and be treated as unreserved. The candidate is responsible for ensuring certificates are valid and issued by the competent state authority.

OBC Certificate Validity: OBC certificates are valid for only 3 years from the date of issue. If your OBC certificate was issued more than 3 years ago, it is invalid and you cannot claim OBC reservation. Check the issue date before applying.
PwBD Certificate Source: If you are claiming disability, your certificate must be issued by an NMC-Designated Medical Board only. Certificates from other sources will not be accepted.

Incorrect Information or False Documents: If you provide incorrect information or false documents at any stage, you will be automatically disqualified from the current counselling and barred from appearing in future PG counsellings. Choice Filling Mistakes: Once you lock your choices, they cannot be changed. If you accidentally select a college or course you do not want, you cannot undo it. The allotment will be based on your locked choices. The university is not responsible for mistakes made during choice filling.

Round 1 Is a Free Exit: What This Means
Round 1 is designated as a 'Free Exit Round.' This means if you are allotted a seat in Round 1 and you choose not to join the college by the deadline (20 November 2025), you will not be penalized. You remain eligible to participate in Round 2 and any subsequent rounds of counselling.
This is a significant advantage. You can use Round 1 to test the market, see what seats are available at your rank, and decide whether to join or wait for a better option in later rounds. If you do not join by 20 November, simply do not report to the college. You will automatically be considered for Round 2 without any penalty or loss of eligibility.
However, if you do join a college in Round 1, you cannot participate in subsequent rounds. So the choice is yours: join and secure a seat, or skip and try for a better option in the next round.

Fee Structure and Refund Policy
College-wise fee details are available on the university website www.hnbumu.ac.in in a separate link. Fees vary by college (government vs. private) and course. You are advised to visit the university website and the specific college website to review the exact fee structure before counselling.
At admission, you will need to deposit an advance tuition fee online (procedure to be notified after allotment) and pay the remaining fees (hostel, mess, etc.) as a Bank Demand Draft. The exact procedure will be communicated after your seat is allotted.
Refund Policy: If you want to quit the college after joining, you must inform the counselling board through the college Principal that you have vacated your seat. If the counselling board permits, you will be entitled to a refund of fees deposited, minus ₹6,000 as administrative charges. Additionally, charges for services you used (hostel, mess, etc.) will be deducted on an actual consumption or rational basis. For example, if you stayed in the hostel for 2 months and the annual hostel fee is ₹12,000, approximately ₹2,000 will be deducted. The refund process can take time, so plan accordingly.

What is the registration fee and when must I pay it?

My internship will be completed on 15 August 2025. Am I eligible?
No. The bulletin clearly states that internship must be completed on or before 31 July 2025. No request for time relaxation will be accepted under any circumstances. If your internship is completed after 31 July 2025, you are ineligible for this counselling round.
What happens if I do not join the college allotted to me in Round 1?
Round 1 is a free exit round. If you are allotted a seat but do not join by 20 November 2025, you will not be penalized. You remain eligible to participate in Round 2 and subsequent rounds. However, if you do join a college in Round 1, you cannot participate in later rounds.
My OBC certificate was issued 4 years ago. Can I use it?
No. OBC certificates are valid for only 3 years from the date of issue. If your certificate was issued more than 3 years ago, it is invalid and you cannot claim OBC reservation. You must obtain a fresh OBC certificate from the competent state authority before applying.
I am a person with disability. What certificate do I need?
You must obtain a disability certificate from an NMC-Designated Medical Board only. Certificates from other sources will not be accepted. Contact the NMC-Designated Medical Board for the application process and required medical tests. You will be eligible for 4% reserved seats in your category and can also compete for open seats of your category.
What documents must I upload during registration?

What is the refund policy if I quit after joining?
If you want to quit after joining, you must inform the counselling board through the college Principal. If permitted, you will receive a refund of fees deposited minus ₹6,000 as administrative charges, and minus charges for services you used (hostel, mess, etc.) on an actual consumption basis. The refund process takes time, so plan accordingly.
