The Directorate of Medical Education and Research (DME), Tamil Nadu, has released the official Prospectus for admission to MBBS and BDS degree courses for the 2026-27 session. This prospectus covers seats in Tamil Nadu Government Medical and Dental Colleges, Government Quota seats in Self-Financing Medical/Dental Colleges, ESIC Medical College (K.K. Nagar, Chennai), and Government Quota seats in State Private University Medical Colleges. The notification was issued on 29 June 2026, and online applications opened the same day. Admission is only through NEET-UG 2026 and the online portal www.tnmedicalselection.org; a candidate who is not a native of Tamil Nadu (or cannot prove continuous VI–XII schooling in Tamil Nadu) cannot claim a Government Quota seat, and several certificates — nativity, community, PwBD — must meet strict timing and issuing-authority rules or the application will be summarily rejected.
What this prospectus covers
This prospectus is the rulebook for Tamil Nadu's State Quota MBBS/BDS admissions for 2026-27. It applies to: all Government Medical and Dental Colleges, Government Quota seats in Self-Financing Medical/Dental Colleges, ESIC Medical College K.K. Nagar Chennai, and Government Quota seats in State Private University Medical Colleges. It does not cover Management Quota or NRI Quota seats, which have a separate prospectus.
15% of seats in every Government Medical/Dental College (and ESIC Medical College) are surrendered to the All India Quota (AIQ), filled by MCC/DGHS. The remaining 85% form the State Quota, filled by the Tamil Nadu Selection Committee through this prospectus. A special arrangement applies to Government Erode Medical College, where 30 of its 100 seats are reserved for wards of State Transport Corporation/Institute of Road Transport employees.

Who is eligible
Eligibility is based solely on NEET-UG 2026 marks. Candidates must have completed 17 years of age at the time of admission, or complete 17 years on or before 31 December 2026. Only Indian citizens are eligible for reserved categories; OCI/PIO candidates (registered under Section 7A of the Citizenship Act) can apply only under the open/unreserved category.
Minimum qualifying percentile in NEET-UG 2026: 50th percentile for unreserved candidates, 40th percentile for SC/ST/OBC candidates, 45th percentile for unreserved PwBD candidates, and 40th percentile for SC/ST/OBC PwBD candidates. Candidates must also have passed Physics, Chemistry, Biology/Biotechnology and English individually, with the prescribed minimum aggregate in the qualifying exam (50% general, 40% for SC/ST/OBC, 45%/40% for PwBD).
Candidates presently pursuing MBBS or BDS anywhere in India or abroad cannot apply again for the same course. Candidates from Boards other than State Board, CBSE or ISCE must submit an Eligibility Certificate from The Tamil Nadu Dr. M.G.R. Medical University at the time of application, or the application is summarily rejected.
Nativity rules — the biggest trap in this prospectus
Government Quota seats under this prospectus are reserved for candidates who are natives of Tamil Nadu. This is checked very strictly, and getting it wrong can mean instant rejection.
A Nativity Certificate must be from the competent authority in Tamil Nadu, submitted along with the application (certificates sent separately or after the deadline are rejected). A Permanent Residence Certificate is NOT accepted in place of a Nativity Certificate.
If a candidate appeared in NEET-UG 2026 declaring themselves a native of another State, they cannot switch to claiming Tamil Nadu nativity in this application.
Candidates who are TN natives but studied Class VI–XII partly or fully outside Tamil Nadu must submit both a Nativity Certificate and a Community Certificate (of either parent, from a Tamil Nadu Revenue authority) — failing this, the application is summarily rejected (not just downgraded to open category).
Candidates who are natives of another State but studied Class VI to XII continuously in Tamil Nadu can still apply, but only under the Open (unreserved) Category, and must submit a School Bonafide Certificate.
Candidates who are TN natives and studied VI–XII entirely in Tamil Nadu but fail to submit Nativity and Community certificates will be considered Open Category only, even if their schooling record supports reservation.
Documents required with the application
All documents must be uploaded in PDF format at the time of application. The prospectus is explicit: subsequent submission of any document by post, courier or in person is NOT accepted. An incomplete application (missing educational certificates, community/nativity proof, photograph or signature) will be rejected.

- Left thumb impression scanned on white paper with blue ink
Application and registration fees
Application fee is Rs.500 for Government Quota (non-refundable); SC/SCA/ST candidates are fully exempted. Special category candidates (Eminent Sports Person, Children of Ex-servicemen) must pay an additional Rs.100 per category. At the counselling registration stage, a further non-refundable Registration Fee of Rs.500 applies for each round attended.
A Security Deposit is required only for candidates opting for Government Quota seats in Self-Financing Medical/Dental Colleges or State Private University Colleges — Rs.30,000, refundable under normal circumstances. There is NO security deposit for seats in Government Medical or Dental Colleges. SC/SCA/ST candidates (and Scheduled Caste converts to Christianity) with parental annual income below Rs.2.5 lakh are exempted from this deposit.

Fee structure for the course itself
Tuition and allied fees for Government Medical Colleges total Rs.18,073 per year for MBBS and Rs.16,073 for BDS (covering tuition, special fee, library, university fee, insurance and other charges). ESIC Medical College fees are Rs.1 lakh per year (Rs.24,000 for wards of Insured Persons).
Government Quota seats in Self-Financing Medical Colleges/State Private University Colleges range mostly between Rs.4,35,000 and Rs.5,40,000 per year, as fixed by the Fee Fixation Committee — this varies by college and is listed in Annexure of the prospectus. Government Quota seats in Self-Financing Dental Colleges cost Rs.2,50,000 per year uniformly.
SC/SCA/ST candidates (and SC-converted-Christian candidates) with parental income below Rs.2.5 lakh are exempted from tuition fee and security deposit in Self-Financing colleges under government schemes; those above this income threshold pay the fee fixed by the Committee.
Reservation structure
Within the State Quota, reservation follows Tamil Nadu's standard 69% rule: Open Competition 31%, Backward Class 30% (including 3.5% for Backward Class Muslims within it), Most Backward Class/Denotified Communities 20%, Scheduled Caste 18% (of which 16 percentage points go to Arunthathiyar community specifically), and Scheduled Tribe 1%.
Separately, 7.5% of Government seats (in both Government colleges and Government Quota seats in Self-Financing colleges) are set apart on preferential basis for candidates who studied Class VI to XII entirely in Tamil Nadu Government Schools, per the Tamil Nadu Act No.34 of 2020. This is filled ahead of general category allotment. Special Category seats — Persons with Benchmark Disabilities (5%), Eminent Sports Persons (13 MBBS/2 BDS seats), and Children of Ex-Servicemen (10 MBBS/1 BDS seat) — are also allotted ahead of General Category.
Counselling: four rounds, different rules each time
There are four rounds of online counselling: Round 1, Round 2, Round 3 (Mop-up) and Stray Round. Each round has its own separate rules, and rules of an earlier round do not carry over.
Round 1 and Round 2 offer 'free exit' — if a candidate does not join, or resigns before the stipulated date, there is no financial penalty. From Round 3 onward, this changes completely: if a candidate is allotted a seat and does not join, they forfeit the Security Deposit and Tuition Fee, and cannot participate in further rounds. In the Stray Round, failing to join means forfeiting the Security Deposit, Tuition Fee, paying the Discontinuation Fee, AND being barred from Tamil Nadu UG medical counselling for the following academic year.
Discontinuing a course after joining — in Round 2 beyond the stipulated date, or at any point later — attracts a Discontinuation Fee of Rs.10,00,000 (Rupees Ten Lakh), on top of forfeiting the Security Deposit and Tuition Fee already paid.
- Round 1: Registration + choice filling; free exit if not joined
- Round 2: Fresh choices mandatory; free exit only before stipulated resignation date
- Round 3 (Mop-up): No free exit; non-joining = forfeiture of deposit/fee, no further rounds
- Stray Round: Additional Rs.5 lakh (MBBS)/Rs.2 lakh (BDS) deposit required; non-joining bars candidate from next year's counselling too
Special category and preferential admissions
Persons with Benchmark Disabilities (PwBD): must submit a valid UDID card, self-certified affidavits (per the prescribed Schedule-I formats), and appear before a Designated Medical Board. The disability certificate from the Regional Medical Board (RGGGH Chennai) or designated centres in Madurai, Coimbatore or Thanjavur Medical Colleges must be obtained within SIX MONTHS prior to the application date — a certificate obtained earlier leads to automatic rejection of the PwBD application (though the candidate may still be considered under General Category if otherwise eligible).
Eminent Sports Persons: Only the highest achievement per year (International/National/State/Regional/District) across the last four academic years (June 2022 to May 2026) counts, and marks are awarded strictly per the tables in Annexure VII. Original certificates must be produced in person for verification — postal submission of originals is not accepted.
Children of Ex-Servicemen: Requires a certificate from the Assistant Director of the Ex-Servicemen Welfare Board, applied for online, submitted before the application deadline. Certificates submitted after the last date are not considered for this quota.
7.5% Government School Quota: Requires a Bonafide Certificate (Annexure II format) from the school last studied, countersigned by the Chief Educational Officer, covering Class VI to XII. Students who avail this quota and later discontinue the course must pay the Discontinuation Fee PLUS reimburse the government's educational expenditure on them (tuition, hostel, mess, university fees).
Christian Medical College, Vellore — special seat-sharing rule
CMC Vellore seats are split as per Supreme Court orders: 30% filled by the State Government's own merit list following the standard reservation policy, 20% reserved for Tamil Nadu-native candidates from the Christian minority community (who must produce a minority certificate from the competent revenue authority, per Annexure XV), and the remaining 50% filled by the Selection Committee based on criteria set by CMC's own management (covered in the separate Management Quota prospectus).

I am a Tamil Nadu native but studied Class XI and XII in another state. Can I still get a Government Quota seat?
Yes, but you must submit BOTH a Nativity Certificate and a Community Certificate (of either parent, issued by a Tamil Nadu Revenue authority) with your application. If you don't submit these, your application will be summarily rejected — not just downgraded.
I declared myself a native of another state in my NEET-UG 2026 application. Can I apply as a Tamil Nadu native here?
No. The prospectus explicitly states that a candidate who appeared in NEET-UG 2026 as a native of another State cannot apply as a Tamil Nadu native in this counselling.
Is there a security deposit for Government Medical College seats?
No. Security Deposit is NIL for Government Medical and Dental College seats. It applies only if you choice-lock a Government Quota seat in a Self-Financing college or State Private University college, where it is Rs.30,000 (exempted for SC/SCA/ST and SC-converted-Christian candidates with parental income below Rs.2.5 lakh).
What happens if I get a seat in Round 3 and decide not to join?
You will forfeit your Security Deposit and Tuition Fee already paid, and you will NOT be eligible to participate in any further round of counselling for that academic year. There is no free exit from Round 3 onward.
My PwBD certificate is more than six months old — will it be accepted?
No. The disability certificate must have been obtained within six months prior to submitting your application. An older certificate will cause your application under the PwBD category to be rejected (though you may still be considered under General Category if otherwise eligible).
Can I submit my nativity or community certificate after the application deadline?
No. The prospectus states certificates submitted after the deadline, or sent separately from the application, will not be accepted or entertained at all.
What is the discontinuation fee if I quit the course after joining?
Rs.10,00,000 (Ten Lakh Rupees), payable by demand draft, in addition to forfeiting your Security Deposit and Tuition Fee already paid. This applies if you discontinue after the stipulated Round 2 resignation date or at any time later.
Do I need to submit documents again if I upgrade in Round 2?
No, but you must submit FRESH CHOICES in Round 2 — choices from Round 1 are treated as null and void for Round 2 allotment. If you get upgraded, you must relieve your Round 1 seat and join the new one.
