What is Spot Counselling and Why It Matters

Spot counselling is a final round of admission for vacant MBBS and BDS seats that remain unfilled after the main stray vacancy round. It is held in person at a single venue on a fixed date, and seats are allotted on the same day. This is your last opportunity to secure a medical or dental seat in Odisha for the 2026–27 session if you have not been allotted one yet.

Unlike online counselling rounds, spot counselling requires you to be physically present at the OJEE office. You will be called based on your rank and category, and you must report at your scheduled time. If you do not show up, you lose your chance, and the seat goes to the next candidate in merit order.

Who Is Eligible to Participate

You are eligible if your name appears on the Revised Final State Merit List published by OJEE on 22 October 2026 (Notice No. OJEE/0616). This list includes all candidates who qualified NEET UG 2026 and are eligible for Odisha's state quota (85% seats).

However, you are NOT eligible if you have already participated in the stray vacancy round counselling and were allotted a seat (either in the 1st allotment or in an upgradation allotment) but did not report for admission. This rule is final and was already stated in OJEE Notice No. OJEE/0614 dated 21 October 2026.

If you have already taken admission in the stray vacancy round, you may still participate in this spot counselling if you wish to upgrade to a better college or course — but only if you have not rejected your current seat. This spot round is technically part of the stray vacancy round, so upgradation is allowed.

  • Your name must be on the Revised Final State Merit List (OJEE/0616, dated 22-10-2026)
  • You must NOT have been allotted a seat in the stray vacancy round and then failed to report
  • If already admitted in stray vacancy, you may participate only for upgradation purposes

Important Dates and Venue

The spot counselling will be held on 26 October 2026 (tomorrow, as of the notice date of 22 October). The venue is the OJEE office, Gandamunda, Bhubaneswar. You must report at the exact time mentioned against your rank and category on the OJEE website.

The OJEE website (www.ojee.nic.in) will display the list of vacant seats available in different colleges, along with the time schedule for each candidate's reporting. Check the website immediately to find your scheduled time slot. Arriving late means you will be allotted from whatever seats remain at that moment — you cannot choose.

  • Counselling date: 26 October 2026
  • Venue: OJEE office, Gandamunda, Bhubaneswar
  • Your reporting time: check www.ojee.nic.in for your rank/category-specific time
  • Vacant seat list and time schedule: available on OJEE website

Documents You Must Bring (Original + Photo Copies)

You must bring ALL of the following documents in original and photocopy. If you are missing even one, your admission will be rejected and your seat will go to the next candidate. Do not assume you can submit documents later — the notice is explicit that admission happens on the day of counselling, and no exceptions are made.

The complete list includes: (1) ID proof (Aadhaar, PAN, passport, or driving licence), (2) HS (10th) or Birth Certificate, (3) +2 Mark Sheet, (4) +2 Pass Certificate, (5) Category Certificate (if applicable — SC, ST, OBC, etc.), (6) Residential/Nativity Certificate (Domicile), and (7) CLC (Character/Conduct Certificate) or Transfer Certificate from your school.

If you are claiming NRI status, you must also carry all original documents proving your NRI claim (such as passport, visa, proof of residence abroad, or parent's employment letter). NRI candidates pay four times the standard fees in private colleges, so this documentation is critical.

Admission Fees: Government vs. Private Colleges

You must bring admission fees in the form of a Bank Draft drawn in favour of 'OJEE', payable at Bhubaneswar. Cash or cheques are not accepted. If you do not bring the correct fee amount, no admission will be made and your seat will be allotted to the next candidate in merit.

For Government Medical/Dental Colleges, the annual fee is Rs. 37,950. Note that individual government colleges may charge additional fees at the institutional level, which may vary from college to college — these will be collected after admission.

For Private Medical Colleges, fees vary by institution: Hi-Tech MCH Bhubaneswar charges Rs. 11,56,000 per annum; Hi-Tech MCH Rourkela charges Rs. 8,54,000 per annum; and DRIEMS Institute of Health Sciences & Hospital charges Rs. 9,08,000 per annum. For Private Dental Colleges, the fee is Rs. 3,00,000 per annum. NRI candidates must pay four times these amounts in private colleges.

All admitted candidates must also deposit Rs. 3,500 towards University Registration fees during admission at their respective institutes. The notice states that if the government revises the fee structure, the new fees will automatically apply.

  • Payment method: Bank Draft only (drawn in favour of 'OJEE', payable at Bhubaneswar)

How Spot Counselling Works: Step-by-Step Process

On 26 October 2026, you must report to the OJEE office at your scheduled time (based on your rank and category). Physical presence is mandatory — no proxy, no authorization, no exceptions. Only one guardian may accompany you into the counselling hall.

When you arrive, you will sign an attendance sheet. Seats are allotted strictly on merit. If you arrive after your scheduled time, you will still be considered, but you will be allotted from whatever vacant seats remain at that moment — you cannot choose a college or course.

Once a seat is allotted to you, provisional admission is completed on the same day at the venue. You will be given your admission letter and other documents. After this, you must report to your allotted college to complete final admission formalities.

Important: Once you take admission in any category in this round, you cannot make any further changes. Your choice is final. Also, you must sign an undertaking stating that you have not participated in any other stray vacancy round counselling for MBBS/BDS at this point in time — if you lie, your admission can be cancelled.

  • Report at OJEE office at your scheduled time (check www.ojee.nic.in)
  • Physical presence is mandatory; no proxy or authorization allowed
  • Only one guardian may accompany you
  • Sign the attendance sheet
  • Seats allotted on merit; if you are late, you get remaining seats only
  • Provisional admission completed on the same day at the venue
  • Sign undertaking that you have not participated in other stray vacancy rounds
  • No further changes allowed after admission in this round

Critical Trap: The Undertaking About Other Stray Vacancy Rounds

All admitted candidates must sign an undertaking stating: 'He/She has not participated in any other stray vacancy round counselling for MBBS/BDS at this point of time.' This is a legal declaration. If you lie or if it is later discovered that you participated in another stray vacancy round (e.g., at another state's counselling or a private counselling), your admission can be cancelled and you will lose your seat.

This rule exists because stray vacancy rounds are meant to fill seats that remain vacant after the main counselling. If you have already been allotted a seat elsewhere and are trying to get another seat through this round, you are violating the rules. Be honest in your undertaking.

  • ⚠️ You must declare that you have NOT participated in any other stray vacancy round counselling for MBBS/BDS
  • ⚠️ False declaration can result in cancellation of admission
  • ⚠️ This includes stray rounds in other states or private counselling

What Happens If You Are Late or Do Not Show Up

If you arrive after your scheduled time, you will still be considered for allotment, but only from the vacant seats that remain at that moment. You cannot choose your college or course — you get whatever is left based on merit. This is a significant disadvantage, so arriving on time is critical.

If you do not show up at all, you forfeit your chance. Your seat will be allotted to the next candidate in merit order. There is no second chance in spot counselling.

  • Late arrival: allotted from remaining seats only; no choice of college/course
  • No show: seat goes to next candidate in merit; no second chance

No Guarantee of Admission — Seats Are Limited

Participation in spot counselling does NOT guarantee that you will get a seat. Seats are allotted only on merit and based on availability of vacant seats. Once all vacant seats are filled, counselling is declared closed. If you arrive late or if all seats are filled before your turn, you may not get a seat at all.

This is why it is critical to arrive on time and to have all documents and fees ready. Do not assume there will be seats available when you arrive.

  • Participation does not guarantee admission
  • Seats allotted only on merit and availability
  • Once all vacant seats are filled, counselling closes
  • Late arrival or no availability = no seat

After Admission: What You Must Do Next

After provisional admission at the OJEE office, you must report to your allotted college to complete final admission formalities. Each college will have its own deadline and requirements — contact your college immediately after receiving your admission letter.

You will need to pay the University Registration fee of Rs. 3,500 at your institute. Government colleges may also collect additional institutional fees. Private colleges will collect their full annual fees (or the first installment, depending on the college's policy).

Keep all your admission documents safe. You will need them for hostel allotment, ID card issuance, and other administrative purposes at your college.

  • Report to your allotted college immediately after spot counselling
  • Complete final admission formalities as per college's deadline
  • Pay University Registration fee (Rs. 3,500) at your institute
  • Pay full annual fees or first installment as per college policy
  • Keep all admission documents safe
