What is the PwBD quota and why does this list matter

These candidates are listed with their NEET rank, name, gender, area (AU or SVU — referring to the university region, Acharya Nagarjuna University or Sri Venkateswara University zone, under which their application falls), sub-category (OC, BC-A/B/C/D/E, SC, ST) and disability percentage.
If your name appears in this list with the remark 'ELIGIBLE', you can proceed to use the PwBD reservation benefit in the AP MBBS/BDS counselling rounds. You do not need to do anything further in response to this notice.
Group 2: Eligible for MBBS/BDS, but NOT under the PwBD quota
12 candidates were examined and found to have a disability percentage below the 40% benchmark — ranging from 0% to 30% in this list. Because their disability does not meet the threshold, they cannot claim the PwBD reservation. However, the board has clearly stated they remain eligible for a medical seat under their normal category (general, OC, BC, SC, ST etc., whichever applies to them).
One candidate in this group (Mulpuri Pradeepkumar) was found to have functional vision that is largely corrected — normal vision in one eye with glasses, and a condition in the other eye — and was therefore assessed as not meeting the PwBD benchmark, though still eligible for the medical course.
One candidate, Bugyala Bhagiratha (NEET rank 1138401), was marked 'NOT ELIGIBLE (NO UDID CARD)'. This is an important trap: a UDID (Unique Disability ID) card is the standard proof of disability status issued by the government, and without it, the board could not process the PwBD claim at all. This candidate's remark also notes he is otherwise eligible for the medical course.

- If you have no UDID card, get one issued urgently through the district disability certification process — without it, no PwBD claim can be assessed in future rounds either.
Group 3: NOT ELIGIBLE for any medical course
Four candidates were found completely ineligible for MBBS/BDS — not just for the PwBD quota, but for medical admission itself. This is a serious outcome and applies only in specific circumstances defined by UGMEB (Undergraduate Medical Education Board)/NMC (National Medical Commission) rules, which require that an MBBS student be able to perform certain 'certifiable procedural skills' considered essential for medical training and practice.
In each of these four cases, the disability board found that the candidate's specific physical condition prevents them from performing these required procedural skills, even though their disability percentage was high (55% to 80%). The conditions listed include birth-related brachial plexus palsy (nerve damage causing arm weakness from birth), congenital deficiency of a hand, and radial club hand with absence of the thumb.
This is different from Group 2: those candidates had disability below the benchmark and were still allowed to pursue MBBS/BDS. These four candidates have disability well above the benchmark, but the specific nature of their disability — not the percentage — is what makes them ineligible for the medical course altogether, as per NMC's functional requirements for doctors.
Absent and pending candidates
Five candidates could not be finally assessed:
Four candidates — Dusi Vaishnavi, Shaik Mahammed Arif, Dhudhekula Reshma, and Thammadapalle Vijay — were marked ABSENT, meaning they did not appear before the disability board for assessment on the scheduled date. The notice does not mention any provision for a fresh appearance date; candidates in this position should contact NTRUHS directly and urgently to find out if another opportunity is available.
One candidate, Ediga Bavya Sree (an APNL candidate — meaning she applied from outside AP but claims AP domicile), has been marked 'KEPT PENDING', meaning her case needs further review or documentation and has not yet been decided.
The most important warning in this notice
The Registrar has stated explicitly: 'No Correspondence will be entertained in respect of Not Eligible candidates.' This means the university will not respond to emails, letters, or representations from candidates who have been marked 'NOT ELIGIBLE' — either for the PwBD quota or for the medical course altogether. There is no appeal process mentioned in this notice.
This makes it critical that every candidate who appeared before the board check this list carefully and understand exactly which category they fall into, because the decision recorded here appears to be final as far as this notice is concerned.
