The National Medical Commission (NMC), through its Medical Assessment & Rating Board (MARB), has opened online applications for two major initiatives in medical education for the 2027–28 academic year: establishing entirely new MBBS medical colleges, and increasing MBBS seat capacity in existing colleges. This is a significant opportunity for institutions—both government and private—to expand medical education infrastructure across India. Applications are submitted in two parts: Part A (primary application) must be filed by 30 November 2026, and Part B (detailed compliance documentation) by 31 December 2026. The notice sets out strict eligibility criteria, mandatory documents, assessment procedures, and financial requirements that every applicant must meet.
Applications for new MBBS colleges or seat increases must be submitted online in two parts by 30 November 2026 (Part A) and 31 December 2026 (Part B), with complete infrastructure, faculty, financial proof, and university affiliation in place on the application date—no work-in-progress status is permitted.

Unlock My College ListWhat This Notice Is About
The NMC/MARB is inviting online applications from eligible institutions to either establish a brand-new medical college offering the MBBS course, or to increase the annual intake of MBBS seats in an existing medical college. This is not a counselling notice or a merit list—it is an application invitation for institutions to propose new or expanded medical education capacity for the 2027–28 academic year.
All applications must be submitted exclusively through the NMC's official online portal at https://nmc.org.in. No hard copies, offline submissions, or email applications will be accepted. The process is governed by the National Medical Commission Act, 2019, the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023, and all applicable NMC guidelines and standards.
Two Categories of Applications
Applicants can apply under one of two categories. The first is for the establishment of a completely new medical college for the MBBS course. The second is for an increase in the annual intake capacity of MBBS seats in an existing medical college. An applicant must clearly state which category they are applying under and provide all relevant details in the online form.
- Category (a): Establishment of a new Medical College for the MBBS course
- Category (b): Increase in the annual intake capacity of MBBS seats in an existing Medical College
Critical Dates and Application Timeline
The application process is divided into two parts with strict deadlines. Part A (Primary Application) opens on 8 October 2026 at 11:59 AM and closes on 30 November 2026 at 11:59 PM. Part B (Compliance to MSR and Assessment Requirements) opens on 1 November 2026 at 12:00 AM and closes on 31 December 2026 at 11:59 PM. Part B can only be submitted after Part A has been successfully submitted.
If an application fee has been paid but not credited to the NMC account by 30 November 2026 at 11:59 PM, applicants have until 4 December 2026 at 11:59 PM to request payment reconciliation. After 4 December 2026, no reconciliation will be entertained. The NMC is not responsible for any technical, connectivity, internet, payment gateway, or banking issues encountered during submission. Applicants are strongly advised to submit well in advance and not wait until the last date.

The Two-Part Application Process
All applications are submitted online in two distinct parts. Part A is the Primary Application, containing essential information and documents for initial processing: college and hospital infrastructure details, statutory requirements, and other prescribed compliance information. Part A must be submitted first, along with the application fee, within the prescribed period (by 30 November 2026 at 11:59 PM). Once Part A is successfully submitted and an Application ID is generated, it becomes final and locked—no modifications, edits, replacements, or additions are permitted under any circumstances.
Part B is the Compliance to MSR and Assessment Requirements section. It contains detailed information, documents, declarations, and particulars relating to compliance with Minimum Standard Requirements (MSR), NMC Regulations, and other statutory and regulatory requirements. Part B includes details on clinical services and facilities, clinical material and workload, academic infrastructure, teaching and non-teaching human resources, and other infrastructure and facilities as prescribed. Part B can only be submitted after Part A has been successfully submitted and within the prescribed period (by 31 December 2026 at 11:59 PM). The information and documents in Part B will be made available to designated assessors for assessment, verification, and determination of compliance with applicable requirements.
The detailed procedure, instructions, and user manual for submitting both parts will be made available on the NMC application portal. The portal link is available on the official NMC website at https://nmc.org.in. Applicants are permitted to submit only one application for the establishment of a particular new UG medical college through their registered primary email ID. If an applicant submits more than one application for the same new college, all such applications will be treated as multiple submissions for the same proposal, and the applicant will not be entitled to have more than one application considered. The MARB has discretion to determine which application, if any, is valid, admissible, and acceptable, and may reject any or all applications or take such other decision as it deems appropriate. The MARB's decision is final and binding.
- Part A (Primary Application): Submit by 30 November 2026, 11:59 PM
- Part A becomes final and non-editable once Application ID is generated
- Part B (Compliance to MSR): Submit by 31 December 2026, 11:59 PM
- Part B can only be submitted after Part A is successfully submitted
- Only one application per new college per registered email ID
- Multiple applications for the same college will be treated as duplicates
- MARB has final discretion on which application to consider
Critical Eligibility and Compliance Traps
⚠️ **Work-in-Progress Status Not Permitted**: The notice explicitly states that infrastructure, departmental, and statutory requirements must be complete and operational as of the application date. Any infrastructure, departmental requirement, or statutory requirement that is incomplete, under construction, or otherwise in progress as of the application date will not be considered for processing, and the application will be rejected without further communication. The regulatory framework does not contemplate a 'work-in-progress' status; it obligates readiness and demonstrable compliance from the outset. Any plea of being in the process of completing infrastructure or requesting additional time defeats the very object of the scheme and is wholly impermissible and liable for rejection.
⚠️ **Consent of Affiliation (CoA) Must Be Valid and Recent**: The CoA must be issued in the prescribed format by a recognised university and must be valid on the date of application submission. A conditional CoA or one issued without conducting the requisite Local Inspection to verify facilities as per MSR is not valid and will result in rejection. Critically, any CoA issued on or before 4 February 2026 is invalid; the CoA must have been issued after 4 February 2026. If a valid CoA is not submitted, or if the CoA submitted is found to be invalid on the application date, the application will be rejected and no further correspondence will be entertained.
⚠️ **Solvency Certificate Timing**: The solvency certificate from a Chartered Accountant must be issued within 90 days prior to the last date of application submission (31 December 2026). This means the certificate must be dated on or after 2 October 2026. A certificate issued before this date will not be accepted.
Every kind of MBBS/BDS seat, one rank
See the real seats your NEET rank can reach.
⚠️ **Faculty Registration and Physical Presence**: For new colleges, all faculty as per MSR must be registered in AEBAS and physically present in the institution within 15 days from the last date of application submission (by 15 January 2027). For seat increases, the college must have maintained the required faculty for existing seats in previous academic years, and additional faculty for the requested increase must be registered in AEBAS and physically present within 15 days of the deadline. If the required faculty position is not maintained as mandated, the application will not be considered and penalties may be imposed by MARB.
⚠️ **Geo-Tagged Photographs Must Be Authentic**: Any photograph found to be false, manipulated, fabricated, or generated/altered through Artificial Intelligence or other technological means so as to misrepresent the actual status of the institution will render the application liable to rejection and may attract appropriate action under applicable provisions.
⚠️ **False or Misleading Information**: If any information, declaration, or document furnished by the applicant is subsequently found to be false, incorrect, misleading, or fabricated, the Board may initiate appropriate action under applicable law/regulations, including rejection of the application and such other punitive action as may be permissible. The applicant must submit an undertaking on ₹500 non-judicial stamp paper confirming that all information and documents are true, correct, complete, and authentic.
- All infrastructure and statutory requirements must be complete and operational on the application date—no work-in-progress status is permitted
- Consent of Affiliation must be issued after 4 February 2026 and must be valid on the application date
- Conditional CoA or CoA without Local Inspection verification is not valid
- Solvency certificate must be issued within 90 days before the deadline (on or after 2 October 2026)
- Faculty must be AEBAS-registered and physically present within 15 days of the deadline
- Geo-tagged photographs must be authentic—no AI-generated or manipulated images
- Any false, misleading, or fabricated information will result in rejection and possible legal action
- Undertaking on ₹500 non-judicial stamp paper is mandatory
Bank Guarantee and Financial Requirements for Private Colleges
Private medical colleges must submit a Bank Guarantee (in electronic form only) corresponding to the number of seats granted for issuance of the Letter of Permission (LoP). The guarantee amount varies by seat count: ₹15 crores for 50 seats, ₹20 crores (or ₹5 crores for additional 50 seats) for 100 seats, and ₹25 crores (or ₹5 crores for additional 50 seats) for 150 seats. For seat increases in existing colleges, a bank guarantee of ₹5 crores (valid for six years) is required for every additional 50 MBBS seats. The guarantee must be furnished only in electronic form (E-BG) and must be valid for six years from the date of issuance of the LoP.
After the LoP is issued, the college must submit an undertaking confirming compliance with the terms and conditions of the LoP, along with the applicable bank guarantee. Government medical colleges do not need to submit a bank guarantee; instead, they must submit an undertaking regarding compliance with the LoP terms, duly issued by the Principal Secretary of the concerned Department within seven working days from the date of LoP issuance.
All colleges must maintain a dedicated corpus fund exclusively for the functioning of the proposed medical institution. The amount of the corpus fund will be determined by MARB and communicated through a separate notice. The amount may be revised periodically by MARB. Colleges must furnish documentary evidence of the maintenance of the prescribed corpus fund whenever directed by MARB.
- Bank Guarantee (electronic form only) required for private colleges
- ₹15 crores for 50 seats
- ₹20 crores (or ₹5 crores for additional 50 seats) for 100 seats
- ₹25 crores (or ₹5 crores for additional 50 seats) for 150 seats
- ₹5 crores per additional 50 seats for seat increases
- Guarantee valid for 6 years from LoP issuance
- Government colleges: undertaking from Principal Secretary instead of bank guarantee
- Undertaking to be submitted within 7 working days of LoP issuance
- Dedicated corpus fund required (amount to be determined by MARB)
Assessment and Inspection Process
Assessment will be conducted only for applications that are found to be valid, complete in all respects, and compliant with applicable requirements. Assessment will be undertaken strictly with reference to the number of MBBS seats for which the applicant has applied. Allotment or consideration of a lesser number of seats than applied for is not permissible. For example, if an applicant applies for 150 MBBS seats, the assessment will be conducted for 150 seats in accordance with the applicable MSR. If the applicant does not fulfil the prescribed requirements for 150 seats, the application will be rejected and will not be considered for establishment with a reduced intake of 50 or 100 seats, even if facilities are adequate for such a lesser intake.
MARB determines the appropriate method of assessment and/or inspection before granting permission. Methods may include scrutiny of documents in digital or other form, NMC AEBAS attendance verification, verification of live video feed, photographs, Hospital Management Information System (HMIS) data, or physical or virtual/hybrid assessment on any day at any time. Assessment may be conducted over two days if not completed in one day. Assessment will be conducted on Saturdays as well as subsequent days of holidays. Assessors will examine infrastructure, quality of medical education, faculty, AEBAS data, clinical material and other clinical indicators, and financial status to ensure compliance with the latest NMC guidelines.
For virtual inspections, the applicant institution must arrange an appropriate number of dedicated persons/personnel equipped with good-quality tablets/devices having high-speed and stable internet connectivity, high-resolution cameras, and high-quality GPS facility for facilitating the inspection throughout its duration. For hybrid inspections, the applicant institution must provide each assessor present physically at the college with a good-quality tablet/device equipped with high-speed and stable internet connectivity, a high-resolution camera, and an accurate GPS facility. The tablet/device provided by the institution shall be returned to the institution by the assessor upon completion of the assessment. All communication to the college will be issued through the portal.
- Assessment only for valid, complete, and compliant applications
- Assessment strictly for the number of seats applied for—no reduction permitted
- MARB determines assessment method: document scrutiny, AEBAS verification, video feed, photographs, HMIS data, or physical/virtual/hybrid inspection
- Assessment may span two days if necessary
- Assessment conducted on Saturdays and holidays
- Assessors examine infrastructure, faculty, AEBAS data, clinical material, and financial status
- Virtual inspection: institution provides dedicated personnel with tablets, high-speed internet, high-resolution cameras, and GPS
- Hybrid inspection: institution provides each assessor with equipped tablet/device
- All communication via portal only
What Happens After Application Submission
Submission of an application does not, by itself, confer any right upon the applicant to seek establishment of a medical college, increase in intake, issuance of a Letter of Permission, or any other regulatory approval. All applications are subject to scrutiny, assessment, verification, and such further regulatory process as may be prescribed by NMC/MARB. The applicant is responsible for ensuring the continued validity, authenticity, and availability of all documents and infrastructure claimed in the application.
An application containing incomplete, inaccurate, false, misleading, unverifiable, or unsupported information/documents, or otherwise not complying with applicable statutory and regulatory requirements, is liable to be rejected or dealt with in accordance with applicable provisions. Applications submitted after the prescribed closing date and time will not be entertained under any circumstances. The NMC is not responsible for any technical, connectivity, internet, payment gateway, banking, or other related issues encountered by the applicant during the last date or at the last stage of submission. Applicants are therefore advised to complete and submit their applications well in advance of the prescribed last date and time, and shall not wait until the last date for submission of the application or payment of the prescribed fee.
- Application submission does not guarantee approval or permission
- All applications subject to scrutiny, assessment, verification, and regulatory process
- Applicant responsible for continued validity and authenticity of documents and infrastructure
- Incomplete, inaccurate, false, or misleading applications liable to rejection
- Late submissions will not be entertained
- NMC not responsible for technical or connectivity issues
- Submit well in advance of deadline

See My CollegesFrequently asked questions
Who can apply under this notice?
Any eligible applicant/entity can apply—this includes government institutions, private trusts, societies, companies, universities, or other eligible entities. Both new college establishment and seat increase applications are invited. The applicant must clearly indicate the category (government or private) and the sub-category (trust, society, company, etc.) in the application.
What is the deadline for submitting Part A of the application?
Part A (Primary Application) must be submitted by 30 November 2026 at 11:59 PM. After this deadline, no applications can be filled, completed, or submitted. If the fee has been paid but not credited to the NMC account by this date, applicants have until 4 December 2026 at 11:59 PM to request payment reconciliation.
Can I edit or modify my application after submitting Part A?
No. Once Part A is successfully submitted and an Application ID is generated, the application becomes final and locked. No modifications, edits, alterations, replacements, or additions are permitted under any circumstances. You must ensure all information in Part A is complete and accurate before submission.
What is the Consent of Affiliation (CoA), and why is it critical?
The Consent of Affiliation is a document issued by a recognised university confirming that it will affiliate the proposed medical college and its MBBS course. It must be in the prescribed format, issued after 4 February 2026, and valid on the date of application submission. A conditional CoA or one issued without a Local Inspection to verify facilities is not valid. If a valid CoA is not submitted, the application will be rejected with no further correspondence.
What does 'work-in-progress status not permitted' mean?
It means that all infrastructure, departmental facilities, and statutory requirements must be complete and operational as of the application date. You cannot apply if buildings are under construction, equipment is being procured, or any required facility is incomplete. The regulatory framework requires demonstrable readiness from the outset. Any plea of being in the process of completing infrastructure will result in automatic rejection.
What is the solvency certificate, and when must it be issued?
A solvency certificate is a document issued by a Chartered Accountant certifying that the sponsoring entity (trust, society, company) is financially solvent and capable of meeting its financial obligations. It must be issued within 90 days before the last application date (31 December 2026), meaning it must be dated on or after 2 October 2026. A certificate issued before this date will not be accepted.
What happens if I submit false or manipulated photographs?
Any photograph found to be false, manipulated, fabricated, or generated/altered through Artificial Intelligence or other technological means will render the application liable to rejection. The NMC may also initiate appropriate action under applicable provisions. All geo-tagged photographs must authentically represent the actual status of the institution.
What is the bank guarantee requirement for private colleges?
Private colleges must submit an electronic bank guarantee (E-BG) corresponding to the number of seats. For 50 seats, the guarantee is ₹15 crores; for 100 seats, ₹20 crores (or ₹5 crores for additional 50 seats); for 150 seats, ₹25 crores (or ₹5 crores for additional 50 seats). For seat increases, ₹5 crores per additional 50 seats is required. The guarantee must be valid for 6 years from the date of issuance of the Letter of Permission.
What is the corpus fund, and is it mandatory?
A corpus fund is a dedicated fund exclusively for the functioning of the proposed medical institution. All colleges (government and private) must maintain such a fund. The amount will be determined by MARB and communicated separately. The amount may be revised periodically. Colleges must furnish documentary evidence of the maintenance of the prescribed corpus fund whenever directed by MARB.
Can I apply for both a new college and a seat increase in an existing college?
The notice does not explicitly prohibit this, but each application must be submitted separately with its own fee and documentation. However, you can submit only one application per new college through your registered primary email ID. If you submit multiple applications for the same proposal, all will be treated as duplicates, and MARB has discretion to reject any or all of them.
What happens if my faculty is not AEBAS-registered or physically present by the deadline?
For new colleges, all faculty as per MSR must be AEBAS-registered and physically present within 15 days of the application deadline (by 15 January 2027). For seat increases, additional faculty for the requested increase must meet the same requirement. If the required faculty position is not maintained as mandated, the application will not be considered, and MARB may impose penalties.
Where do I submit the application, and is there a user manual?
All applications must be submitted exclusively through the NMC's official online portal at https://nmc.org.in. No hard copies or offline submissions are accepted. A detailed procedure, instructions, and user manual for submitting both Part A and Part B will be made available on the application portal. Applicants should refer to these materials for step-by-step guidance.
Applications for establishing new MBBS medical colleges or increasing MBBS seat capacity for the 2027–28 academic year are now open. Part A must be submitted by 30 November 2026 at 11:59 PM, and Part B by 31 December 2026 at 11:59 PM, exclusively through the NMC portal at https://nmc.org.in. Ensure all infrastructure, faculty, financial documents, and statutory requirements are complete and in place on the application date—no work-in-progress status is permitted.
