MP NEET UG 2026 Admission Rules: Eligibility, Counselling & Seat Reservation

Madhya Pradesh's Directorate of Medical Education (DME) has released the consolidated admission rules for NEET UG 2026 MBBS and BDS programmes, incorporating all amendments up to September 2025. This is the official rulebook that governs who can apply, how seats are allocated across categories, what documents you must submit, and the complete counselling process. Every NEET aspirant applying to MP medical colleges must understand these rules — missing a requirement or misunderstanding a rule can result in rejection of your application or loss of your seat.

What This Document Is

This is the official Madhya Pradesh Medical Education Admission Rules 2018, as amended multiple times (most recently in September 2025). It is NOT a merit list, result, or allotment — it is the legal framework that defines the rules of admission for all NEET UG candidates seeking MBBS or BDS seats in MP government and private medical colleges.

The rules apply to all candidates, whether you are from MP or outside, whether you are applying through the state counselling or national counselling. These rules are binding and non-negotiable. If you do not follow them, your application will be rejected, even if your NEET score is excellent.

Who Is Eligible to Apply

To be eligible for NEET UG 2026 counselling in MP, you must satisfy ALL of the following conditions. Missing even one will make you ineligible.

First, you must have passed the 12th standard (or equivalent) examination. Your 12th marks do not determine your rank — NEET score does — but you must have completed 12th. Second, you must have obtained a minimum score in NEET UG 2026. The exact cutoff varies by category and round, but you must clear the national cutoff set by NTA. Third, you must be an Indian citizen. Fourth, you must not have any criminal conviction or pending case that disqualifies you under law.

Category-Wise Seat Reservation & Quota

MP allocates MBBS and BDS seats across multiple categories. Your category determines which seats you can compete for and what your cutoff rank will be. Category is determined by your domicile, caste, income, and gender — NOT by your choice. You must provide valid certificates for your claimed category, or you will be placed in the general category.

The seat matrix below shows how many seats are reserved for each category in government medical colleges. Private colleges have their own seat allocation, which may differ. Note: EWS (Economically Weaker Section) is a separate category from OBC and SC/ST. If you claim EWS, you must provide an EWS certificate issued after 02 July 2019 and before 18 July 2019 (or as per the latest amendment). Seats for women candidates are shown separately in some categories.

• General (Unreserved): Open to all candidates
• SC (Scheduled Caste): Reserved for SC candidates with valid SC certificate
• ST (Scheduled Tribe): Reserved for ST candidates with valid ST certificate
• OBC (Other Backward Class): Reserved for OBC candidates with valid OBC certificate issued after 02 July 2019
• EWS (Economically Weaker Section): Reserved for candidates with annual family income below ₹8 lakh and valid EWS certificate
• Women candidates: Separate seats reserved in some categories
• Domicile requirement: Applies to SC, ST, OBC, and EWS categories; general category has no domicile requirement

Critical Eligibility Traps: What Gets You Rejected

These are the most common reasons applications are rejected. Read carefully and ensure you do NOT fall into any of these traps.

**Trap 1: Wrong or Missing Category Certificate.** If you claim SC/ST/OBC/EWS but do not have a valid certificate, or your certificate is from the wrong state, or it is expired, your application will be rejected and you will be placed in the general category (if you are lucky) or rejected outright. SC/ST certificates must be from the state government. OBC certificates must be issued after 02 July 2019 — older OBC certificates are not accepted. EWS certificates must show annual family income below ₹8 lakh and must be issued after 02 July 2019.

**Trap 2: Domicile Mismatch.** If you claim SC/ST/OBC/EWS, you MUST be a domicile of Madhya Pradesh. Domicile is proved by a domicile certificate from the district collector or tehsildar. If you are from another state, you cannot claim these reserved categories in MP, even if you have valid certificates from your home state. You will be placed in the general category.

**Trap 3: 12th Qualification Issue.** If your 12th certificate is from a board not recognized by the state or central government, you are ineligible. If you have not yet passed 12th (even if you are appearing in the supplementary exam), you cannot apply. The 12th pass certificate must be issued before the counselling round begins.

**Trap 4: NEET Score Below Cutoff.** If your NEET UG 2026 score is below the cutoff for your category in that round, you cannot participate. Cutoffs are announced round-by-round and vary by category. Check the official cutoff list before registering.

**Trap 5: Caste Certificate Shows Sub-Group Not Recognized in MP.** Some states recognize sub-groups within SC/ST (e.g., 'Dhangar' as a sub-group of OBC in some states). If your certificate shows a sub-group that is NOT recognized in MP, you will be rejected. Always verify that your caste is listed in the MP state list.

Documents You Must Submit During Counselling

When you register for counselling on the MPOnline portal (https://dme.mponline.gov.in), you will be asked to upload scanned copies of the following documents. If any document is missing, incomplete, or illegible, your application will be rejected. Do NOT assume the college will ask for originals later — rejection happens at the portal stage.

Prepare all documents BEFORE you start the online registration. Have them scanned in PDF or JPG format, each file under 500 KB. Keep originals safe for verification at the college after you are allotted a seat.

• NEET UG 2026 admit card (issued by NTA)
• NEET UG 2026 result/score card (issued by NTA)
• 12th pass certificate or mark sheet (from recognized board)
• Birth certificate or any government-issued ID proof (Aadhaar, PAN, voter ID, passport)
• Caste certificate (SC/ST/OBC/EWS) — if claiming reserved category
• Domicile certificate — if claiming SC/ST/OBC/EWS
• EWS income certificate — if claiming EWS (must show annual family income below ₹8 lakh)
• Medical fitness certificate (if required by the college)
• Character certificate from school/college principal
• Passport-size photograph (4×6 cm, color, recent)
• Signature on white paper (scanned)
• Address proof (electricity bill, water bill, or rental agreement showing MP address for domicile candidates)

The Counselling Process: Step-by-Step

MP conducts counselling in multiple rounds. Each round follows the same process: registration, choice filling, merit list generation, allotment, and reporting. You must complete each step by the announced deadline, or you will be excluded from that round.

**Round 1 (First Round):** This is the main counselling round. All eligible candidates register and fill their college and course choices in order of preference. The merit list is generated based on NEET rank (within your category). Seats are allotted in order of merit. You must report to the allotted college within the specified time, or your seat is cancelled.

**Round 2 (Second Round):** Candidates who did not get a seat in Round 1, or who want to upgrade to a better college, can participate. The process repeats. Seats from Round 1 that were not reported are now available.

**Stray Vacancy Round:** After Rounds 1 and 2, if seats remain vacant, a stray vacancy round is conducted. This is the last chance to get a seat. Eligibility and process are the same, but competition is lower.

**Important:** Once you are allotted a seat and report to the college, you cannot change your choice in later rounds (unless you withdraw and forfeit your seat). Choose carefully.

• Fill your college and course choices in order of preference (you can list up to 50+ choices)
• Submit your choices by the announced deadline
• Wait for merit list to be published (usually 2–3 days after choice submission)
• Check the merit list to see if you are eligible for that round
• Wait for allotment result (usually 2–3 days after merit list)
• If allotted, download your allotment letter and report to the college within the specified time (usually 3–5 days)
• Submit original documents and complete admission formalities at the college
• If not allotted, you can participate in the next round (if eligible)

Important Dates & Deadlines (2026 Session)

The exact dates for each round will be announced by DME MP on the MPOnline portal. The dates below are indicative based on previous years. **Always check the official portal for confirmed dates — do not rely on this article.** Missing a deadline means you are excluded from that round.

Typically, Round 1 registration opens in July–August 2026, and subsequent rounds follow at 5–7 day intervals. The stray vacancy round is the last opportunity and usually occurs in September 2026. After the stray vacancy round, no more counselling is conducted for that session.

Seat Allotment: How Your Seat Is Decided

Seats are allotted based on your NEET rank within your category, your choice of college and course, and the availability of seats. The allotment algorithm works as follows: candidates are ranked by NEET score (highest first) within their category. Starting from the top-ranked candidate, the system checks their first choice of college and course. If a seat is available in that college and course for their category, the seat is allotted. If not, the system checks their second choice, and so on. Once a seat is allotted, that candidate moves to the next round (if they choose to participate) or exits the counselling.

**Important:** Your rank is category-specific. If you are in the OBC category, you compete only with other OBC candidates for OBC-reserved seats. You do NOT compete with general category candidates. This means your rank in the OBC merit list may be 500, but your rank in the overall merit list (if you were competing with all candidates) might be 5000. Always check your category-wise rank, not your overall rank.

**Upgradation:** If you are allotted a seat in Round 1 and report to the college, you can still participate in Round 2 to try to upgrade to a better college. However, if you are not allotted a seat in Round 2, you retain your Round 1 seat. If you are allotted a seat in Round 2, your Round 1 seat is cancelled and you must report to the Round 2 college.

• Allotment is based on NEET rank (category-wise), not marks or percentage
• Your rank is determined by your NEET score and your category
• Seats are allotted in order of merit (highest rank first)
• Your choice of college and course matters — if your first choice is full, you are allotted your next available choice
• Once allotted, you must report within the deadline or your seat is cancelled
• You can upgrade in later rounds if you are not satisfied with your Round 1 allotment

Reporting & Admission Formalities

After you are allotted a seat, you must report to the college within the specified deadline (usually 3–5 days). Reporting means physically visiting the college, submitting original documents, paying the admission fee, and completing the admission form. If you do not report by the deadline, your seat is automatically cancelled and offered to the next candidate in the merit list.

When you report, bring all original documents (NEET admit card, 12th certificate, caste certificate, domicile certificate, etc.) along with photocopies. The college will verify the originals against the scanned copies you uploaded during counselling. If there is any mismatch or missing document, your admission may be cancelled. After verification, you will be asked to pay the admission fee (varies by college and course, typically ₹50,000–₹2,00,000 for government colleges and more for private colleges). You will then be given an admission letter and your seat is confirmed.

• Report to the allotted college within the deadline (usually 3–5 days from allotment)
• Bring all original documents and photocopies
• College will verify documents against your online submission
• Pay the admission fee as per the college's fee structure
• Complete the admission form and sign all required documents
• Receive your admission letter and seat confirmation
• If you do not report by the deadline, your seat is cancelled

Special Provisions & Reservations

MP medical education rules include several special provisions for candidates from disadvantaged backgrounds or with special circumstances.

**Persons with Disability (PwD):** Candidates with a disability of 40% or more (as certified by a medical board) are eligible for a 5% horizontal reservation across all categories. This means 5% of seats in each category (general, SC, ST, OBC, EWS) are reserved for PwD candidates. You must provide a valid disability certificate issued by a government medical board.

**Wards of Armed Forces Personnel:** Children of armed forces personnel (including those who died in service) are eligible for a 5% reservation. You must provide proof of your parent's service (discharge certificate, pension document, etc.).

**Domicile Relaxation:** Candidates who are domiciles of MP but have studied outside MP (e.g., in another state or abroad) are still eligible for MP domicile-based reservations, provided they can prove MP domicile through a domicile certificate.

**Transgender Candidates:** Transgender candidates are eligible to apply under the general category or their claimed caste category. They are not required to provide a separate transgender certificate; their gender identity as per their Aadhaar or passport is sufficient.

• PwD candidates: 5% horizontal reservation; disability certificate required
• Armed forces wards: 5% reservation; service proof required
• Domicile relaxation: MP domicile certificate sufficient even if studied outside MP
• Transgender candidates: Eligible under general or caste category; no separate certificate needed

Withdrawal & Refund Policy

If you are allotted a seat but decide not to join (e.g., you got a better seat in another state's counselling), you can withdraw. However, withdrawal has financial and procedural consequences.

**Before Reporting:** If you withdraw before reporting to the college, you forfeit your seat and it is offered to the next candidate. You do not get any refund of the counselling fee (if any). You can participate in later rounds if you wish.

**After Reporting:** If you withdraw after reporting and paying the admission fee, the college will deduct a portion of your fee as a cancellation charge (typically 10–25% of the fee or a fixed amount, as per the college's policy). The remaining amount is refunded. Your seat is cancelled and offered to the next candidate.

**Important:** Once you withdraw, you cannot re-enter the same round. You can only participate in the next round (if eligible). If you withdraw in the last round (stray vacancy), you cannot participate in any further counselling for that session.

• Withdrawal before reporting: Seat forfeited, no refund of counselling fee
• Withdrawal after reporting: Admission fee partially refunded after deducting cancellation charges
• Cannot re-enter the same round after withdrawal
• Can participate in next round if eligible
• Withdrawal in stray vacancy round means no further counselling for that session
