MCC NEET UG 2026: AIQ Candidates Must Check If You're Filtered Before State Counselling Round-3

MCC has ordered state counselling authorities to remove all candidates who already joined All India Quota seats before processing Round-3 state counselling allotments. If you joined AIQ, you cannot get a state seat.

The Medical Counselling Committee (MCC) has issued an urgent notice on 10 October 2026 directing all state counselling authorities to remove candidates who have already joined All India Quota (AIQ) seats from the state counselling Round-3 allotment process. This order comes from a Supreme Court direction and is mandatory. The notice affects candidates who secured and reported for AIQ seats in Rounds 1, 2, or 3 of the national counselling — they will now be filtered out before state counselling processes its Round-3 allotments. This is critical: if you joined an AIQ seat, you cannot simultaneously hold a state counselling seat, and state authorities must ensure this does not happen.

If you already joined an All India Quota seat in NEET UG 2026 counselling, you will be automatically removed from state counselling Round-3 allotments — you cannot hold both seats.

What Is This Notice About?

This is a mandatory directive from MCC (the national body that conducts All India Quota counselling) to every state counselling authority in India. It orders them to filter out — remove from consideration — all candidates who have already joined an All India Quota seat before they process and allot seats in Round-3 of state counselling.

The order is based on a Supreme Court ruling (Contempt Petition No. 289 of 2022 in W.P. No. 223 of 2022, Shubhankar Patnaik vs. K. Ramesh Reddy & Ors.). The Court has mandated that no candidate can hold a seat in both AIQ and state counselling simultaneously. To enforce this, MCC is requiring states to cross-check their candidate lists against the list of candidates who have already joined AIQ seats and remove those candidates before allotting state seats.

Round-3 reporting for national AIQ counselling closed on 09.10.2026. This notice was issued immediately after, on 10.10.2026, to ensure states have the updated list of joined AIQ candidates before they begin processing Round-3 state counselling allotments.

Who Does This Affect?

This notice directly affects candidates who have already joined (reported and confirmed their admission at) an All India Quota seat in NEET UG 2026 counselling. This includes candidates who joined in AIQ Round-1, Round-2, or Round-3.

If you are in this category — you have already reported to an AIQ college and your admission is confirmed — you will be automatically filtered out from state counselling Round-3 allotments. You do not need to do anything; the filtering is automatic and mandatory.

Candidates who have NOT yet joined an AIQ seat, or who did not participate in AIQ counselling at all, are not affected by this notice. They can continue to participate in state counselling normally.

  • Candidates who joined AIQ seats in Rounds 1, 2, or 3 — AFFECTED (will be filtered out)
  • Candidates still waiting for AIQ allotment or who did not participate in AIQ — NOT AFFECTED
  • Candidates participating only in state counselling — NOT AFFECTED

Why Is This Rule in Place?

The Supreme Court of India has ruled that a candidate cannot hold two medical seats simultaneously — one from All India Quota and one from state counselling. This is to ensure fair distribution of seats and prevent candidates from blocking seats they do not intend to join.

Previously, some candidates were joining AIQ seats and then also getting allotted state seats, which meant they were occupying two seats and blocking other deserving candidates. The Supreme Court's order closes this loophole by making it mandatory for states to remove AIQ-joined candidates before allotting state seats.

This filtering ensures that every state seat goes to a candidate who is genuinely available and will join — not to someone who has already secured a seat elsewhere.

MCC has set up a data-sharing portal where state counselling authorities can download the official list of all candidates who have joined AIQ seats up to Round-3. States will use this list to cross-check their own candidate databases before processing Round-3 allotments.

The process is automated and administrative — states will match candidate names, roll numbers, or registration IDs against the MCC list and remove matching candidates from their Round-3 allotment pool. This happens before seats are allotted, so filtered candidates will not appear in Round-3 state counselling allotment lists.

As a candidate, you do not need to take any action. The filtering is done by state authorities using the official MCC data. If you have joined an AIQ seat, you will simply not receive a state counselling allotment in Round-3.

  • MCC provides the list of joined AIQ candidates to all states via its data-sharing portal
  • States cross-check this list against their Round-3 candidate pool
  • Matching candidates are removed before allotment processing
  • No candidate action required — filtering is automatic

What If You Have Joined an AIQ Seat? What Happens Next?

If you have already joined an All India Quota seat (reported to the college, completed document verification, and been admitted), you are now locked into that seat. You cannot simultaneously participate in state counselling or hold a state seat.

You will not receive any allotment from state counselling Round-3. This is not a rejection — it is the system preventing double-seat allocation. Your AIQ seat is your confirmed admission, and that is your final seat for NEET UG 2026.

Do not attempt to participate in state counselling or apply for state seats if you have already joined an AIQ seat. The filtering will automatically exclude you, and any attempt to register or participate may cause confusion or administrative issues.

  • Your AIQ seat is final and confirmed
  • You will be filtered out from state counselling automatically
  • You cannot hold both an AIQ seat and a state seat
  • Do not attempt to participate in state counselling if you have joined AIQ

What If You Have NOT Joined an AIQ Seat Yet?

If you are still waiting for an AIQ allotment, or if you participated in AIQ counselling but did not join any seat (did not report to a college), you are not affected by this notice. You can continue to participate in state counselling normally.

However, if you do join an AIQ seat in the future (in a later round of AIQ counselling, if any), you will then be filtered out from any subsequent state counselling rounds. The rule applies at the moment you join — once you report to an AIQ college, you are locked in and cannot participate in state counselling.

If you are unsure whether you have joined an AIQ seat, check your MCC portal account. If your status shows 'Joined' or 'Admitted' at any AIQ college, you have joined. If it shows 'Allotted' but you have not reported, you have not yet joined.

  • Still waiting for AIQ allotment? — You can participate in state counselling
  • Allotted an AIQ seat but not reported? — You have NOT joined yet; you can still participate in state counselling
  • Reported to an AIQ college? — You have joined; you will be filtered out from state counselling

Important Dates and Timeline

Round-3 reporting for AIQ counselling closed on 09.10.2026. This means the list of candidates who have joined AIQ seats is now final and locked as of that date.

This notice was issued on 10.10.2026, immediately after Round-3 reporting closed. States have been instructed to download the joined-candidate list and filter their Round-3 allotment pools before processing allotments.

The exact date when state Round-3 allotments will be processed and published depends on each state's schedule. However, the filtering must happen before allotments are released. Check your state counselling authority's website for the exact Round-3 allotment date.

What This Means for State Counselling Round-3

State counselling Round-3 will now only allot seats to candidates who have NOT joined an AIQ seat. This means the candidate pool for state seats is smaller, but the seats available are the same. In practical terms, this may slightly improve the chances of candidates who are participating only in state counselling, as fewer candidates will be competing for state seats.

If you are participating in state counselling and have NOT joined an AIQ seat, you are eligible for Round-3 allotments. Your participation is unaffected by this notice.

The filtering is transparent and based on official MCC data. If you believe you have been incorrectly filtered (for example, if you joined an AIQ seat but it was cancelled, or if there is a data error), you should contact your state counselling authority immediately with proof of your status.

  • State Round-3 allotments will only go to candidates not holding AIQ seats
  • Candidate pool is reduced, but seat availability is unchanged
  • If you have not joined AIQ, you are eligible for state Round-3
  • If you believe you were incorrectly filtered, contact your state counselling authority with proof

Common Mistakes and Traps to Avoid

**Trap 1: Thinking you can hold both seats.** You cannot. Once you join an AIQ seat, you are automatically filtered from state counselling. Do not attempt to participate in state counselling if you have already joined AIQ — it will not work, and it may cause administrative confusion.

**Trap 2: Confusing 'allotted' with 'joined'.** If you were allotted an AIQ seat but have not reported to the college or completed admission, you have NOT joined. You can still participate in state counselling. Only candidates who have actually reported and been admitted are filtered out.

**Trap 3: Assuming the filtering is automatic and perfect.** While the filtering is mandatory and based on official data, errors can occur (data entry mistakes, duplicate names, etc.). If you believe you have been incorrectly filtered, contact your state counselling authority immediately with proof of your status. Do not assume silence means you are correctly filtered.

**Trap 4: Missing state counselling deadlines because you think you are filtered.** If you have NOT joined an AIQ seat, you must participate in state counselling on time. Do not miss registration or choice-filling deadlines because you are unsure of your status. Check your MCC account first to confirm whether you have joined an AIQ seat.

  • Do not attempt to hold both AIQ and state seats
  • Allotted ≠ Joined — check your actual status before assuming you are filtered
  • Filtering is automatic but not error-proof — contact your state if you believe there is a mistake
  • If you have not joined AIQ, participate in state counselling on time — do not miss deadlines

How to Check Your Status: Have You Joined an AIQ Seat?

Log in to your MCC portal account (mcc.nic.in) using your NEET registration number and password. Go to the 'Status' or 'My Allotment' section.

Look for your Round-3 status. If it shows 'Joined' or 'Admitted' at any college, you have joined an AIQ seat and will be filtered from state counselling. If it shows 'Allotted' but you have not reported to the college, you have not yet joined.

If you are unsure, contact MCC directly at adgme@nic.in or check your state counselling authority's website for guidance. Do not guess — confirm your status before the state Round-3 allotment is released.

  • Log in to mcc.nic.in with your NEET registration number
  • Check your Round-3 status in 'My Allotment' or 'Status' section
  • Joined/Admitted = You are filtered from state counselling
  • Allotted but not reported = You have not joined; you can participate in state counselling

Frequently asked questions

I joined an All India Quota seat in Round-3. Will I get a state counselling seat in Round-3?

No. You will be automatically filtered out from state counselling Round-3 allotments. Once you join an AIQ seat, you cannot hold a state seat simultaneously. The Supreme Court has mandated this rule, and MCC has ordered all states to remove joined AIQ candidates before processing state allotments.

What does 'joined' mean? Does it mean I was allotted a seat, or does it mean I reported to the college?

'Joined' means you have reported to the college, completed document verification, and been admitted. If you were allotted a seat but have not reported to the college yet, you have NOT joined. Only candidates who have actually reported and been admitted are filtered out from state counselling.

I was allotted an AIQ seat in Round-3 but I have not reported yet. Can I still participate in state counselling?

Yes, you can still participate in state counselling because you have not yet joined the AIQ seat. However, if you decide to report to the AIQ college later, you will then be locked into that seat and cannot hold a state seat. Make your decision carefully before reporting to any college.

How will states know which candidates have joined AIQ seats? Will I have to tell them?

No, you do not have to tell them. MCC has provided all state counselling authorities with an official list of candidates who have joined AIQ seats up to Round-3. States will automatically cross-check this list against their candidate databases and filter out matching candidates before processing Round-3 allotments.

I think I was incorrectly filtered from state counselling. What should I do?

Contact your state counselling authority immediately with proof of your status (such as a screenshot of your MCC portal showing you have not joined an AIQ seat, or a letter from MCC). Provide your name, NEET registration number, and any other identifying information. States must correct errors if they can verify that you have not joined an AIQ seat.

If I join an AIQ seat now, will I be filtered from future state counselling rounds?

Yes. Once you join an AIQ seat, you are locked into that seat and cannot participate in any state counselling rounds. The filtering rule applies immediately upon joining. If you are still deciding between AIQ and state counselling, make your choice carefully before reporting to any college.

Does this filtering apply to all states, or only some states?

This filtering is mandatory for all state counselling authorities across India. MCC has issued a national directive, and every state must comply. The Supreme Court ruling applies nationwide, so no state is exempt.

When will state Round-3 allotments be released? Will they be delayed because of this filtering?

The exact date depends on your state counselling authority's schedule. Check your state's official website for the Round-3 allotment date. The filtering process should not significantly delay allotments, as it is an automated cross-check that happens before allotment processing begins.

I have not participated in AIQ counselling at all. Does this notice affect me?

No, this notice does not affect you. If you have only participated in state counselling and have not joined any AIQ seat, you are eligible for state Round-3 allotments. The filtering only removes candidates who have already joined AIQ seats.

Can I appeal or request an exception to this filtering rule?

No. This rule is based on a Supreme Court order and is mandatory. There are no exceptions. If you have joined an AIQ seat, you cannot hold a state seat. If you believe there is a data error (for example, if your name appears on the joined list but you have not actually joined), contact your state counselling authority with proof to correct the error.

If you have joined an All India Quota seat, you will be automatically filtered from state counselling Round-3 — this is final and mandatory. If you have NOT joined an AIQ seat, you can participate in state counselling normally. Check your MCC portal immediately to confirm your status (Joined vs. Allotted vs. Not Allotted). If you believe you have been incorrectly filtered, contact your state counselling authority at adgme@nic.in with proof of your status before Round-3 allotments are released. Do not miss state counselling deadlines if you are eligible — confirm your status today.
