What This Guide Covers

The Candidate User Guide is the official instruction manual for all NEET PG 2026 counselling activities. It explains every stage of the counselling process in detail, with screenshots and clear instructions. The guide is designed to help you navigate the MCC portal (mcc.nic.in) and complete each required task correctly and on time.

This guide covers 21 major sections: candidate registration, home page navigation, application form filling, qualification details, internship details, counselling selection, contact details, document upload, preview and final submission, fee payment, available choices, choice filling, choice viewing, choice locking, locked choice printing, seat allotment, willingness submission, document upload for reporting, provisional allotment letter download, discrepancy removal, withdrawal from counselling, and system-generated letters.

Candidate Registration: The First Step

Registration is a one-time process that creates your account and enables you to participate in counselling. You must read all instructions, declarations, terms and conditions, fee payment details, and application procedures carefully before starting. The portal will ask you to review the list of documents required for reporting and select 'I Agree' before proceeding.

During registration, you will enter your personal details exactly as printed on your NEET PG 2026 Admit Card: Roll Number, Application Number, Name, Mother's Name, and Date of Birth. You must then create a strong password (8–13 characters, with at least one uppercase letter, one lowercase letter, one number, and one special character like !@#$%^&*-). Never share your password with anyone. After entering your details, you will receive an OTP (One-Time Password) on your registered mobile number or email, which you must enter to verify and complete registration.

  • Read all instructions and declarations carefully before filling the registration form
  • Enter personal details exactly as shown on your NEET PG 2026 Admit Card
  • Create a strong password with uppercase, lowercase, numbers, and special characters
  • Verify your mobile number and email address with OTP
  • Accept the consent form for counselling purposes
  • Do not share your password or OTP with anyone

Application Form: Personal, Qualification & Bank Details

After registration, you must fill the Application Form with your personal details, sub-category details, other information, and bank account details. Some details will be pre-populated from your NEET PG exam registration. You must verify and correct any errors. If you are an Indian citizen but wish to apply as NRI (Non-Resident Indian), you may do so, but you will need to upload additional NRI-specific documents.

In the 'Other Information' section, you will be asked if you want to apply for Armed Forces Medical Colleges (AFMC). If yes, you must also select your AFMS Criteria preference. Note that Priority-V AFMS seats are only available to candidates aged 30 years or below. Bank account details are used for refunding your security deposit if the transaction date is 180 days or more before the refund date; otherwise, the refund will go to the source account from which you paid.

  • Fill personal details, sub-category details, and other information accurately
  • Verify pre-populated details from NEET PG exam registration
  • Select AFMC option if applicable (Priority-V AFMS only for age ≤30 years)
  • Provide bank account details for potential fee refund
  • Indian candidates can apply as NRI if they upload required NRI documents
  • Save and proceed to next section after completing the form

Qualification & Internship Details: Critical Eligibility Requirements

You must fill in your MBBS qualification details, including passing status, passing year, and enrollment number. This information is essential for verifying your eligibility. After saving qualification details, you must declare your internship status. **Important: Candidates who have not completed one full year of internship on or before 30 September 2026 are NOT eligible for counselling.** You must select 'Yes' for 'Have you completed/pursuing Internship' and provide the internship institution name, address, starting date, and completion date.

The internship completion date is a hard eligibility criterion. If you have not completed your internship by 30 September 2026, you cannot participate in counselling, and your application will be rejected. Ensure that the dates you enter are accurate and that your internship will be completed by the deadline. If there is any doubt, contact the MCC helpdesk before proceeding.

  • Enter MBBS qualification details: passing status, year, and enrollment number
  • Declare internship completion status
  • Provide internship institution name and address
  • Enter internship starting and completion dates
  • Ensure internship is completed on or before 30 September 2026
  • Candidates not meeting internship deadline are ineligible for counselling

See My Colleges

You must select the desired counselling quota(s) for participation. The available quotas may include All India Quota, Deemed University Internal Quota, Deemed Universities, Armed Forces Medical College, and NBEMS (DNB) Quota. Registration and security deposit amounts vary depending on which quota(s) you select. Refer to the MCC Information Bulletin for detailed information on each quota's eligibility and seat availability.

You must also fill in your Correspondence Address and Permanent Address. These addresses are used for official communication and allotment letters. Ensure that your mobile number and email address are correct and regularly monitored, as all important notifications will be sent to these contacts. You can mark 'Same As Correspondence Address' if your permanent address is identical.

  • Select desired counselling quota(s) carefully
  • Understand that registration fee and security deposit vary by quota
  • Refer to MCC Information Bulletin for quota-specific details
  • Enter correspondence address with all required fields
  • Enter permanent address or mark as same as correspondence address
  • Verify mobile number and email for receiving notifications

Document Upload: Format, Size & Critical Requirements

Document upload is a critical step. All documents must be uploaded in PDF format only, and PDF files must NOT be password-protected. Each document file size must be between 20 KB and 500 KB. If a document exceeds 500 KB, use any available PDF compression tool to reduce the file size while ensuring the document remains clear, legible, and readable. Unclear or illegible documents will be rejected during verification.

For Indian candidates, the primary required document is a clear image of a cancelled cheque, bank passbook, or online bank statement showing account details (for security deposit refund only). For NRI, OCI, Foreign National, or Indian-to-NRI candidates, additional documents are required and will be verified by MCC. If any discrepancy is found during verification, you will be notified and must re-upload the corrected document within the stipulated timeframe. For NRI candidates, NRI seat options will not be available during choice filling until all documents are successfully verified by MCC.

  • Upload documents in PDF format only
  • Ensure PDF files are NOT password-protected
  • File size must be between 20 KB and 500 KB
  • Use PDF compression tools if document exceeds 500 KB
  • Ensure documents are clear, legible, and readable
  • Indian candidates: upload cancelled cheque/bank passbook/online statement
  • NRI/OCI/Foreign candidates: upload additional required documents
  • Re-upload documents if discrepancies are found during verification
  • NRI seat options enabled only after successful document verification

Fee Payment: Registration & Security Deposit

After completing your application form and uploading documents, you must pay the registration fee and security deposit. The amount varies depending on the counselling quota(s) you selected. You cannot proceed to choice filling without paying the fee. The portal will display the exact fee amount based on your quota selection.

You can pay online using various payment methods. After payment, you will receive a confirmation. Keep this confirmation for your records. If you withdraw from counselling later, the security deposit may be refunded to the source account from which you paid (if the transaction is 180+ days old) or to the bank account details you provided in your application form.

  • Fee amount varies by counselling quota selection
  • Choice filling is not allowed without fee payment
  • Pay online using available payment methods
  • Keep payment confirmation for records
  • Security deposit refund goes to source account or provided bank account
  • Refund eligibility depends on transaction date (180+ days)

Choice Filling: Selecting Your Preferred Institutes & Programs

After fee payment, you can view available choices based on your eligibility. Use the filters (Institute Type, Institute, Program) to narrow down your options. You can print the list of available choices for reference. To fill choices, click 'Choice Filling', enter your password, and request an OTP on your registered mobile or email. After validating the OTP, you can select institute-programme combinations and add them to your 'Filled Choices' in order of preference.

The order of your choices matters: seat allotment is based on your preference order. Add your most preferred choice first, then progressively less preferred choices. You can save choices without submitting them (using 'Save and Continue') or save and return to the home page (using 'Save and Go to Home'). Review your filled choices carefully before locking them, as locked choices cannot be changed.

  • View available choices based on your eligibility and quota
  • Filter by Institute Type, Institute, and Program
  • Print the list of available choices for reference
  • Enter password and validate OTP to access choice filling
  • Select institute-programme combinations in order of preference
  • Most preferred choice should be added first
  • Save choices without submitting or save and return to home
  • Review filled choices before locking
  • Locked choices cannot be modified

Choice Locking: The Point of No Return

After filling your choices, you must lock them. Locking is a critical step: once your choices are locked, you cannot make any changes. Before locking, carefully review the 'Institute Type-wise Filled Choices Summary' and the 'Total Filled Choices' list to ensure all your preferences are correct and in the right order. The seat allotment algorithm will use your locked choices to assign you a seat.

To lock choices, click 'Choice Locking', read the locking agreement carefully, and select 'I agree to lock my choice(s)'. Enter your password and request an OTP on your registered mobile or email. After validating the OTP, click 'Lock Choices'. Your locking status will change to 'Locked' on the dashboard. You can download and print your locked choices letter for your records. After locking, the MCC will process your preferences and publish the seat allotment result according to the notified schedule.

  • Review Institute Type-wise Filled Choices Summary before locking
  • Review Total Filled Choices list to verify order and preferences
  • Understand that locked choices cannot be changed
  • Read locking agreement and select 'I agree to lock my choice(s)'
  • Enter password and validate OTP
  • Click 'Lock Choices' to finalize
  • Verify locking status shows 'Locked' on dashboard
  • Download and print locked choices letter
  • Monitor portal for seat allotment result publication

Seat Allotment & Willingness Submission: Two Critical Decisions

After the MCC processes all locked choices, the seat allotment result will be published. Log in to view your allotment status and details (institute, program, rank, category, quota, seat number, and nodal officer contact). Note down the nodal officer's contact details—you will need to communicate with them for document verification and joining.

After viewing your allotment, you must submit your willingness for upgradation. You have two options: (A) **Freeze – I DO NOT want to participate in next round**: You accept this seat and do not want to participate in further counselling rounds. You must contact the nodal officer and visit the allotted institute physically for offline document verification. If you fail to report within the stipulated timeframe, your seat will be cancelled. (B) **Float – I want to participate in next round**: You accept this seat but want to participate in the next counselling round for possible upgradation. You must contact the nodal officer for online document verification; you do NOT have to visit the institute. If you choose Float and get a better seat in the next round, your current seat will be cancelled.

  • View seat allotment details: institute, program, rank, category, quota, nodal officer
  • Note down nodal officer contact details
  • Submit willingness carefully—it can be submitted only once and cannot be modified
  • Freeze option: accept seat, no further participation, must visit institute physically
  • Float option: accept seat, participate in next round, online verification only
  • Freeze: failure to report within stipulated time results in seat cancellation
  • Float: if upgraded in next round, current seat is cancelled
  • Contact nodal officer for document verification process

Document Upload for Reporting & Verification

After submitting willingness, you must upload all required documents for reporting and verification. The documents required depend on your willingness choice and category. Documents must be in PDF format, NOT password-protected, and between 20 KB and 500 KB in size. You can upload documents directly or fetch them from DigiLocker. Preview each document before uploading to ensure it is clear and legible.

If the verification officer finds any discrepancy in your uploaded documents, you will receive a notification. You must then re-upload the corrected document within the stipulated timeframe. Once all documents are successfully verified by the allotted institute, you will receive a confirmation message and can download your Provisional Admission Letter. If you selected Freeze, you must visit the institute physically for offline verification. If you selected Float, verification is done online, and you do not need to visit the institute.

  • Upload all required documents in PDF format
  • Ensure PDFs are NOT password-protected
  • File size between 20 KB and 500 KB
  • Preview documents before uploading
  • Use DigiLocker option if available
  • Monitor for discrepancy notifications
  • Re-upload corrected documents within stipulated timeframe
  • Freeze: visit institute physically for offline verification
  • Float: online verification, no institute visit required
  • Download Provisional Admission Letter after verification

Discrepancy Removal: Correcting Document Issues

If the verification officer identifies discrepancies in any of your uploaded documents, you will see a message: 'During document verification, discrepancies were found in your recently uploaded documents. Please review and resolve/close the discrepancies to continue the verification process.' Click 'View and Remove Discrepancy' to see the list of documents with issues and the specific remarks from the officer.

For each document with a discrepancy, click 'Choose File', browse to the corrected document, and upload it. Ensure the new document is clear, legible, and addresses the officer's remarks. Click 'Submit and Preview' to review the document, then click 'Self Verified' and 'Save Finally & Next'. The verification officer will then re-verify the corrected document. Once all documents are successfully verified, the verification process is completed, and you can proceed with admission formalities.

  • Review discrepancy message and click 'View and Remove Discrepancy'
  • Identify documents with issues and officer's remarks
  • Upload corrected document for each discrepancy
  • Ensure corrected document is clear and addresses remarks
  • Click 'Submit and Preview' to review
  • Click 'Self Verified' and 'Save Finally & Next'
  • Officer will re-verify corrected documents
  • Proceed with admission after all documents verified

Withdrawal from Counselling: Permanent Loss of Seat

If you decide to withdraw from counselling, you can do so online (in Rounds 1 and 2 only; no online withdrawal in Round 3). **Important: After withdrawal, your allotted seat will be CANCELLED permanently, and you will have NO claim on it in the future. You will NOT be allowed to participate in further counselling rounds.** Read the withdrawal declaration carefully and understand the consequences before proceeding.

To withdraw, click 'Withdrawal from Counselling', read the declaration, check the checkbox, and upload a signed undertaking (PDF format, 20–500 KB). Enter your password and request an OTP. After validating the OTP, click 'Withdrawal'. You will receive a confirmation message and can download the Withdrawal Letter. If you selected Freeze, you must visit the institute physically to withdraw; online withdrawal is not available for Freeze candidates.

  • Withdrawal is permanent—seat is cancelled and cannot be reclaimed
  • No participation in further counselling rounds after withdrawal
  • Online withdrawal available in Rounds 1 and 2 only
  • No online withdrawal option in Round 3
  • Freeze candidates must withdraw physically at institute
  • Read withdrawal declaration and understand consequences
  • Upload signed undertaking in PDF format
  • Enter password and validate OTP
  • Download withdrawal letter for records

System-Generated Letters & Important Documents

Throughout the counselling process, the system generates important letters and documents that you can download and print. These include the Locked Choices Letter (confirming your locked preferences), the Allotment Letter (confirming your seat), the Provisional Admission Letter (after document verification), the Withdrawal Letter (if you withdraw), and the Candidate Profile Letter. All these letters are available in the 'System Generated Letters' section of your dashboard.

Keep copies of all these letters for your records and for submission to the allotted institute during reporting. These letters serve as proof of your participation, allotment, and admission status. If you need to download a letter again, log in to your account, go to 'System Generated Letters', select the letter type, and click 'Submit'.

  • Access all system-generated letters from dashboard
  • Download Locked Choices Letter after locking
  • Download Allotment Letter after seat allotment
  • Download Provisional Admission Letter after document verification
  • Download Withdrawal Letter if you withdraw
  • Keep copies of all letters for records
  • Submit letters to allotted institute during reporting
  • Re-download letters anytime from System Generated Letters section

Frequently asked questions

What is the first step I must take to participate in NEET PG 2026 counselling?

The first step is candidate registration. You must read all instructions, declarations, terms and conditions, and fee payment details carefully. Then enter your personal details exactly as printed on your NEET PG 2026 Admit Card (Roll Number, Application Number, Name, Mother's Name, Date of Birth), create a strong password, and verify your mobile number and email with OTP. Registration is a one-time process that creates your account for counselling.

What is the internship eligibility requirement for NEET PG 2026 counselling?

You must have completed one full year of internship on or before 30 September 2026 to be eligible for counselling. If you have not completed your internship by this date, you are ineligible and cannot participate. This is a hard eligibility criterion, and your application will be rejected if you do not meet it. Ensure you enter accurate internship completion dates during registration.

What documents do I need to upload, and what are the file requirements?

All documents must be uploaded in PDF format only, and PDF files must NOT be password-protected. Each document file size must be between 20 KB and 500 KB. If a document exceeds 500 KB, use a PDF compression tool to reduce the size while keeping the document clear and legible. For Indian candidates, a clear image of a cancelled cheque, bank passbook, or online bank statement is required. NRI, OCI, and Foreign National candidates must upload additional documents as specified. Unclear or illegible documents will be rejected during verification.

Can I change my choices after I lock them?

No. Once you lock your choices, you cannot make any changes. Locking is permanent. Therefore, before locking, carefully review your Institute Type-wise Filled Choices Summary and Total Filled Choices list to ensure all preferences are correct and in the right order. The seat allotment algorithm uses your locked choices to assign you a seat, so it is critical to get this right before locking.

What is the difference between Freeze and Float willingness options?

Freeze means you accept your allotted seat and do NOT want to participate in the next counselling round. You must visit the allotted institute physically for offline document verification. If you fail to report within the stipulated timeframe, your seat will be cancelled. Float means you accept your allotted seat but want to participate in the next round for possible upgradation. You must contact the nodal officer for online document verification and do NOT have to visit the institute. If you get a better seat in the next round, your current seat is cancelled.

What happens if I find a discrepancy in my uploaded documents?

If the verification officer finds discrepancies, you will receive a notification. Click 'View and Remove Discrepancy' to see the issues and officer's remarks. Upload the corrected document for each discrepancy, ensuring it is clear and addresses the remarks. Click 'Submit and Preview', then 'Self Verified' and 'Save Finally & Next'. The officer will re-verify the corrected documents. Once all documents are successfully verified, the verification process is completed.

Can I withdraw from counselling after my seat is allotted?

Yes, you can withdraw online in Rounds 1 and 2 only. In Round 3, there is no online withdrawal option. However, withdrawal is permanent: your allotted seat will be CANCELLED, you will have NO claim on it in the future, and you will NOT be allowed to participate in further counselling rounds. If you selected Freeze, you must withdraw physically at the institute; online withdrawal is not available for Freeze candidates. Understand the consequences before withdrawing.

What should I do if I do not receive an OTP during registration or choice filling?

If you do not receive an OTP, check that your mobile number and email address are correct and active. You can request the OTP to be resent. If you still do not receive it, contact the MCC helpdesk through the available support channels (email: mcc@nic.in, phone: 011-2025-7300, 1800-102-7637). Do not share your OTP with anyone, and do not attempt to guess or use an old OTP.

What is the fee structure for NEET PG 2026 counselling?

The registration fee and security deposit amount vary depending on the counselling quota(s) you select. The exact fee will be displayed on the portal based on your quota selection. You must pay the fee before you can proceed to choice filling. If you withdraw later, the security deposit may be refunded to the source account (if the transaction is 180+ days old) or to the bank account details you provided in your application form.

How do I know if my documents have been successfully verified?

After you upload documents, the allotted institute will verify them. If verification is successful, you will receive a confirmation message stating 'Your document has been successfully verified by the allotted institute. Kindly view/download the Provisional Admission Letter from the View/Download section.' If there are discrepancies, you will receive a notification asking you to re-upload corrected documents. Monitor your dashboard and email regularly for verification updates.

What should I do if I have questions or face technical issues during counselling?

Contact the MCC helpdesk through the available support channels: Email: mcc@nic.in, Phone: 011-2025-7300 (landline), 1800-102-7637 (toll-free). You can also use the Query Redressal System on the portal to raise allotment-related queries within the specified period between provisional and final allotment. For document verification issues, contact the nodal officer of your allotted institute (details are provided in your Seat Allotment Details).

Can Indian candidates apply as NRI in NEET PG 2026 counselling?

Yes, Indian candidates can apply as NRI, but they must upload relevant NRI-specific documents. After uploading, MCC will verify these documents. Until verification is complete, NRI seat options will not be available during choice filling. Once all documents are successfully verified by MCC, NRI seat options are automatically enabled, and you can select NRI seat preferences. Ensure you have all required NRI documents before applying as NRI.

The MCC Candidate User Guide is your complete roadmap for NEET PG 2026 counselling. Follow each step carefully, meet all deadlines, and ensure your documents are clear and complete. Register immediately if you haven't already, fill your application form accurately, upload documents in the correct format, pay your fee, fill and lock your choices thoughtfully, submit your willingness, and upload documents for verification. Monitor your email and the portal regularly for notifications and updates. For any issues, contact the MCC helpdesk or your allotted institute's nodal officer. Your seat depends on your attention to detail and timely action.
