What is Competent Authority Quota?

Competent Authority Quota is the set of PG medical seats that Telangana State fills through its own counselling process, separate from the All India Quota. These seats are reserved for candidates who are local to Telangana and meet the state's eligibility rules. Both in-service (government doctors) and non-service (fresh MBBS graduates) candidates can apply for these seats.

The number of seats available under this quota varies by specialty and college. KNRUHS will display the full seat matrix on its website before the counselling phase begins, so you will know exactly how many seats are open in each course at each college.

Who is Eligible to Apply?

To apply for KNRUHS Competent Authority Quota seats, you must meet all of the following criteria. Missing even one can result in rejection.

First, you must be a Telangana local candidate. This means you studied in Telangana educational institutions for at least four consecutive years ending with the academic year in which you appeared in your qualifying exam (usually your 10+2 or intermediate). If you were admitted to MBBS under the Non-Local Quota in Telangana, you are not eligible for Competent Authority Quota seats.

Second, you must have qualified in NEET-PG 2026 with a score at or above the cutoff for your category: General/EWS 262 (50th percentile), General PWD 244 (45th percentile), SC/ST/OBC 226 (40th percentile).

Third, you must have passed MBBS or an equivalent degree from a medical college in Telangana State or Siddhartha Medical College, Vijayawada (a state-wide institution), and the college must be recognized by the National Medical Commission (NMC).

Fourth, you must hold permanent registration from the Telangana State Medical Council after completing your compulsory rotating internship. Fifth, your internship must be completed on or before 30 September 2026. Sixth, if you are an in-service candidate, your government service will be calculated as of 30 September 2026. Finally, candidates from other states are not eligible for these seats.

Complete Document Checklist for Online Application

Step-by-Step Application Process

The application process has four main steps. Follow them carefully and do not skip any step.

Step 1: Mobile and Email Registration. Go to https://tspgmed.tsche.in and click on 'Mobile and Email Registration'. Enter your mobile number and email address. You will receive an OTP (one-time password) on both. Enter these OTPs to verify your contact details. Use a working mobile and email that you can access throughout the counselling process — you will receive important notifications on these.

Step 2: Candidate Registration and Payment. After mobile and email verification, you will be taken to the registration form. Fill in your NEET Roll Number, NEET Rank, date of birth, and caste category. Then click 'Validate'. You will be directed to the payment gateway. Select your payment method (debit card, credit card, or net banking) and pay the registration fee. After successful payment, you will receive a registration number via SMS and email. Save this number.

Step 3: Update Your Data. Log back into the portal using your NEET Roll Number and registration number. Fill in all your personal details, MBBS details, service details (if applicable), and PG details. You can edit this information multiple times until the verification process begins. Click 'Save and Exit' after each edit.

Step 4: Upload Certificates. Once your data is saved, click 'Upload Certificates'. You will see a form with fields for each required document. Upload each PDF and image file by clicking the upload button next to each field. Ensure all files are within the size limits. After uploading all documents, click 'Save and Print'. You will receive a printout of your completed application form. Take a printout and keep it safe — you will need to submit it along with original certificates at your allotted college.

  • Step 1: Register mobile and email at https://tspgmed.tsche.in; verify with OTP
  • Step 2: Fill registration form with NEET details and caste category; pay fee online; receive registration number
  • Step 3: Log in with NEET Roll Number and registration number; fill personal, MBBS, service, and PG details; save
  • Step 4: Upload all required certificates (PDFs and images); click 'Save and Print'; take printout
  • Keep your registration number, printout, and all original documents safe for verification at college

Critical Traps: What Gets Applications Rejected

Many candidates lose their seats because they miss small but critical requirements. Read this section carefully.

Trap 1: Caste Certificate Must Be Issued in 2026. If you are claiming SC/ST/BC reservation, your caste certificate must have been issued in 2026. Older certificates will be rejected. The certificate must show the sub-caste (for SC) or sub-tribe/sub-group (for ST/BC) as listed in the government's approved list. If your certificate does not show the sub-category, it will be rejected.

Trap 2: Internship Completion Date. Your internship must be completed on or before 30 September 2026. If your internship completion date is after 30 September 2026, you are ineligible and your application will be rejected. The internship certificate must clearly state the completion date.

Trap 3: Medical Registration Must Be Permanent. You must have permanent (not temporary) registration from the Telangana State Medical Council. Temporary registration is not accepted. The registration certificate must show 'Permanent' status.

Trap 4: MBBS Must Be from Telangana or Siddhartha Medical College. Your MBBS degree must be from a college in Telangana State or from Siddhartha Medical College, Vijayawada. If your MBBS is from any other state, you are not eligible for Competent Authority Quota seats.

Trap 5: False Information = Disqualification and Cancellation. If you submit false information or conceal any relevant information, you will be disqualified from admission. If you are already admitted, your admission will be cancelled. You may also face disciplinary action by the university. Do not guess or estimate any dates or details — enter only what you can verify with your certificates.

Trap 6: Document Size and Format. If your PDF is larger than 500 KB or your photo/signature is larger than 100 KB, the upload will fail. If your photo or signature is not in JPG/JPEG format, it will be rejected. Test your file sizes before uploading.

Trap 7: Study Certificates from 6th Standard Onwards. You must upload study certificates from 6th standard through Intermediate or 10+2. If you are missing certificates from any year in this range, your application will be incomplete and rejected.

  • ⚠️ Caste certificate must be issued in 2026 and show sub-caste/sub-tribe/sub-group
  • ⚠️ Internship must be completed by 30 September 2026 — no exceptions
  • ⚠️ Medical registration must be Permanent, not Temporary
  • ⚠️ MBBS must be from Telangana or Siddhartha Medical College, Vijayawada only
  • ⚠️ False information leads to disqualification and admission cancellation
  • ⚠️ PDF files must be ≤500 KB; photo and signature ≤100 KB in JPG/JPEG format
  • ⚠️ Study certificates from 6th standard to Intermediate/10+2 are mandatory

Merit List, Counselling, and Allotment

After the application deadline, KNRUHS will verify all uploaded certificates and release a provisional merit list. The merit list will rank candidates by their NEET-PG 2026 score within each category (General, SC, ST, BC, PWD, etc.). The exact date for merit list release will be announced on the KNRUHS website.

Once the merit list is released, eligible candidates will be invited to exercise web options (choose their preferred courses and colleges). This is called 'web-based counselling'. You will log into the portal and rank your choices in order of preference. The system will then allot seats based on your rank, your choices, and seat availability.

Verification of uploaded certificates will be done only once for all phases of counselling. This means you must upload all original certificates correctly during the application phase itself. Do not expect a second chance to upload missing or corrected documents.

After allotment, you will download your allotment letter from the website after paying a university fee of ₹35,000. You must then report to your allotted college with the allotment letter, original certificates, and self-attested photocopies for final verification and admission.

  • Merit list released after certificate verification (date to be notified)
  • Merit ranking based on NEET-PG 2026 score within each category
  • Web options (counselling) dates to be notified separately
  • Certificate verification done only once — upload all documents correctly during application
  • Allotment letter downloaded after paying ₹35,000 university fee
  • Report to allotted college with original certificates and self-attested copies for final verification

Admission Rules and Bonds

Once you are allotted a seat and admitted, you must comply with several important rules and sign bonds.

All candidates (both in-service and non-service) must execute a bond on a non-judicial stamp paper of ₹100. This bond states that you will complete the prescribed course or, if you leave early, you will pay ₹50,00,000 (Fifty Lakhs) to KNRUHS and refund any stipend/salary received to the government.

Non-service candidates (fresh MBBS graduates) must also sign a service bond at the time of admission. For Diploma courses, the bond amount is ₹10,00,000 (Ten Lakhs). For Degree courses, the bond amount is ₹20,00,000 (Twenty Lakhs). This bond requires you to serve the Government of Telangana in government institutions for one year after completing your course.

If you discontinue the course after the last date for free exit, you must pay a penalty of ₹50,00,000 (Fifty Lakhs) to prevent seat blocking. You will also be debarred from participating in counselling for PG admission for three years under KNRUHS.

You must maintain 80% attendance throughout your course. For a 3-year Degree course, you need 751 days of attendance out of 939 working days. For a 2-year Diploma course, you need 501 days out of 626 working days. Maternity/paternity leave and excess casual leave will extend your study period.

You are required to stay in hostels wherever provided by the college. In-service candidates must apply for study leave and produce the leave sanction order from their employer within three months of joining the course.

You are not allowed to do any private practice, consultation, or part-time employment during your PG studies. Violation of this rule will result in disciplinary action by the Principal.

  • Execute bond on ₹100 non-judicial stamp paper (all candidates)
  • Non-service candidates: Service bond of ₹10,00,000 (Diploma) or ₹20,00,000 (Degree)
  • Early discontinuation penalty: ₹50,00,000 + 3-year debarment from counselling
  • Minimum 80% attendance required (751 days for Degree; 501 days for Diploma)
  • Mandatory hostel stay where provided
  • In-service candidates: Produce study leave sanction order within 3 months
  • No private practice, consultation, or part-time employment allowed

Frequently asked questions

I am an MBBS graduate from another state. Can I apply for KNRUHS Competent Authority Quota?

No. Competent Authority Quota seats are reserved for Telangana-local candidates only. You must have studied in Telangana educational institutions for at least four consecutive years ending with the academic year in which you appeared in your qualifying exam. If your MBBS is from another state, you are not eligible for these seats. You may be eligible for All India Quota seats if you meet the national criteria.

My internship will be completed on 5 October 2026. Am I eligible?

No. The prospectus clearly states that internship must be completed on or before 30 September 2026. If your internship completion date is after 30 September 2026, you are ineligible and your application will be rejected. You must complete your internship by the deadline to be considered.

I have a temporary medical registration from the Telangana State Medical Council. Is that acceptable?

No. You must have permanent registration, not temporary. Temporary registration will not be accepted. Contact your medical council to upgrade your registration to permanent status before applying.

My caste certificate was issued in 2024. Can I use it for this application?

No. The prospectus explicitly requires a caste certificate issued in 2026. Older certificates will be rejected. You must obtain a fresh caste certificate issued in 2026 from the Competent Authority in your district before applying.

What happens if I submit false information in my application?

If you submit false information or conceal any relevant information, you will be disqualified from admission. If you are already admitted, your admission will be cancelled. You may also face disciplinary action by the university. Do not guess or estimate any details — enter only what you can verify with your certificates.

Can I edit my application after I submit it?

Yes, you can edit your personal details and data multiple times until the verification process begins. However, once verification starts, you cannot make changes. After uploading your certificates, you can still edit your data until the verification deadline. Check the website for the exact verification start date.

I paid the application fee but did not receive a registration number. What should I do?

Check your email and SMS for the registration number — it may take a few minutes to arrive. If you do not receive it within 30 minutes, contact the payment gateway helpline at 9618240276 or email knrpgadmissions@gmail.com with your transaction details. Do not pay again — wait for support to resolve the issue.

When will the merit list be released?

The prospectus does not specify an exact date. It states that the merit list will be released after verification of uploaded certificates. KNRUHS will announce the date on its website. Check http://knruhs.telangana.gov.in regularly for updates.

I am an in-service candidate. What extra documents do I need to upload?

You must upload a Service Certificate in the format specified in Annexure-III B of the prospectus. This certificate must be issued by your employer (Head of Department) and must state your service details (tribal service, rural service, other service), dates, and confirmation that you have at least 5 years of leftover service after completing the course. You must also submit a self-declaration form (Annexure-III A) confirming your service status.

What is the difference between Competent Authority Quota and All India Quota?

Competent Authority Quota seats are filled by Telangana State through its own counselling process and are reserved for Telangana-local candidates. All India Quota seats are filled by the Medical Counselling Committee (MCC) through a national counselling process and are open to candidates from all states. This prospectus covers only Competent Authority Quota seats.

If I am allotted a seat, when must I report to the college?

The prospectus does not specify an exact reporting date. After you are allotted a seat and download your allotment letter (after paying ₹35,000), you must report to your allotted college with the allotment letter, original certificates, and self-attested photocopies for final verification and admission. The college will inform you of the exact reporting date and time.

Can I transfer to a different college or course after admission?

No. Migration, transfer, or mutual transfer of PG students from one college to another, from one course to another, or from Degree to Diploma and vice versa is not permitted under any circumstances. You must complete your course at the college and in the specialty to which you are allotted.

Apply online at https://tspgmed.tsche.in between 15 October 2026 (4:00 PM) and 23 October 2026 (4:00 PM). Upload all mandatory certificates, pay the registration fee, and take a printout of your application. Check the KNRUHS website regularly for merit list release and counselling dates.
