The Commissioner for Entrance Examinations (CEE), Kerala, has published an official list of 1,801 candidates who are now ineligible to participate in state-quota counselling from Phase 3 onwards. These candidates have already been admitted to MBBS or BDS seats under the All India Quota (AIQ) during earlier counselling rounds. Once a candidate secures admission under AIQ, they lose the right to compete for state-quota seats in subsequent phases. This is a critical notice for all NEET UG 2026 aspirants in Kerala—if your name appears on this list, you cannot participate in Phase 3 or any later state-quota counselling round, even if you have not yet joined your AIQ seat.

If your name is on this list, you are permanently barred from Kerala state-quota counselling Phase 3 onwards because you have already been admitted under All India Quota.

What This Notice Means

This is an official eligibility exclusion list issued by CEE Kerala for NEET UG 2026 counselling. The 1,801 candidates listed have already received admission to MBBS or BDS seats under the All India Quota (AIQ) system. Under the rules of medical counselling in India, a candidate who has been allotted and admitted under AIQ cannot simultaneously participate in state-quota counselling rounds.

The notice specifically states that these candidates are ineligible to participate in state-quota counselling from Phase 3 onwards. This means they cannot apply for, compete for, or be allotted any state-quota seat in Phase 3, Phase 4, or any subsequent counselling phase. The restriction is permanent for the current admission cycle.

The reason for this rule is to prevent double admission and to ensure fair distribution of seats. Each seat—whether AIQ or state-quota—is meant for one candidate. Once a candidate is admitted under AIQ, that seat is filled, and they must not occupy a state-quota seat as well.

Who Is on This List?

The list contains 1,801 candidates identified by their application number, NEET roll number, and full name. These candidates participated in earlier counselling rounds (Phase 1 and/or Phase 2) and were allotted MBBS or BDS seats under the All India Quota. The list is comprehensive and includes candidates from all categories and all medical colleges participating in AIQ.

The candidates are listed in serial order from Sl. No. 1 to Sl. No. 1801. Each entry shows: (1) Serial number, (2) Application number (used in the counselling portal), (3) NEET roll number (from the NEET UG 2026 exam), and (4) Candidate's full name as registered.

  • Total candidates on the ineligibility list: 1,801
  • Reason for ineligibility: Already admitted under All India Quota (AIQ)
  • Affected counselling phases: Phase 3 and all subsequent phases
  • Affected quota: State quota (all state-quota seats in Kerala)

How to Check If Your Name Is on the List

The notice provides a complete table with all 1,801 names. To check if you are ineligible, you can search using any of three identifiers: your application number (assigned during counselling registration), your NEET roll number (from your NEET UG 2026 admit card), or your full name as registered.

Start by locating your NEET roll number or application number in the list. The list is arranged by serial number and application number in ascending order, making it easier to search. If you find your name, your application number, or your NEET roll number on this list, you are ineligible for state-quota counselling from Phase 3 onwards.

If your name does NOT appear on this list, you remain eligible to participate in Phase 3 state-quota counselling (if you have not already been allotted a state-quota seat in earlier phases).

  • Search by application number (shown in the counselling portal)
  • Search by NEET roll number (from your NEET admit card)
  • Search by full name (as registered during NEET application)
  • List is arranged in order of application number for easier lookup

What Happens If You Are on This List?

If your name is on this ineligibility list, you have already been admitted to an MBBS or BDS seat under the All India Quota. This is a confirmed admission, and you must now proceed to join that seat at the allotted college. You cannot withdraw from AIQ admission to participate in state-quota counselling.

You will not be able to log in to the state-quota counselling portal for Phase 3 onwards, or your application will be automatically rejected if you attempt to participate. The system is designed to prevent dual admissions. Your AIQ seat is your final admission for this cycle.

If you have not yet joined your AIQ seat, you must do so by the date specified by the college or by the CEE. Failure to join on time may result in cancellation of your admission and forfeiture of the seat.

  • You are permanently barred from Phase 3 and later state-quota counselling rounds
  • You cannot apply for or be allotted any state-quota seat
  • You must join your AIQ-allotted seat at the designated college
  • Withdrawal from AIQ to participate in state-quota is not permitted
  • Non-compliance with joining deadline may result in seat cancellation

What If You Are NOT on This List?

If your name does not appear on this ineligibility list, you remain eligible to participate in Phase 3 state-quota counselling. This applies whether you participated in Phase 1 and Phase 2 or are participating for the first time in Phase 3.

You can register and participate in Phase 3 state-quota counselling if you have not already been allotted a state-quota seat in Phase 1 or Phase 2. You will be able to fill your choices, participate in the merit list, and be considered for allotment based on your NEET rank and the availability of seats.

Keep monitoring the CEE Kerala website for Phase 3 counselling schedule, registration dates, choice-filling window, and allotment results. Ensure you have all required documents ready for verification at the time of counselling.

  • You are eligible for Phase 3 state-quota counselling
  • You can register and fill choices for state-quota seats
  • You will be considered for allotment based on merit and availability
  • Monitor CEE website for Phase 3 schedule and important dates
  • Prepare all required documents for counselling verification

Important Rules About AIQ and State-Quota Counselling

Under the NEET UG counselling system, there are two separate quota systems: All India Quota (AIQ) and State Quota. AIQ seats are filled through a national-level counselling process and are available to candidates from any state. State-quota seats are reserved for candidates domiciled in that state and are filled through state-level counselling.

A candidate cannot hold admission under both AIQ and state-quota simultaneously. Once a candidate is allotted and admitted under AIQ, they must not participate in state-quota counselling. This rule prevents a single candidate from occupying two seats and ensures that seats are distributed fairly among all eligible candidates.

The counselling process typically has multiple phases. In Phase 1 and Phase 2, candidates may be allotted seats under AIQ or state-quota. Those allotted under AIQ in Phase 1 or Phase 2 are excluded from Phase 3 onwards state-quota counselling. This is the purpose of this ineligibility list.

  • AIQ seats: filled through national counselling, open to all states
  • State-quota seats: filled through state counselling, for state domiciled candidates
  • A candidate cannot hold both AIQ and state-quota admission
  • AIQ admission is final; candidate must join or forfeit the seat
  • State-quota counselling continues in phases; AIQ-admitted candidates are excluded from Phase 3 onwards
