Freeze vs Float: what each option means and the steps

'Freeze' means you accept the allotted seat as final. 'Float' means you accept it for now but want to stay in the running for a possibly better seat in the next round. Choosing wrong, or not choosing at all, has real consequences — explained further below.

• **If you FREEZE your seat:** (1) Log in with your login ID → (2) Download the allotment letter → (3) Upload the mandatory documents online → (4) Wait for the allotted college to verify these documents online → (5) Once verified, pay the advance tuition fee → (6) Download the fee receipt and the freeze confirmation slip → (7) Report in person to the allotted college with the fee receipt and all required original documents → (8) Pay any balance tuition fee and other applicable fees directly to the college → (9) Collect your admission letter from the college.
• **Important:** Once you freeze and confirm admission at the allotted college, you CANNOT participate in any later round of counselling.
• **If you FLOAT your seat:** (1) Log in with your login ID → (2) Download the allotment letter → (3) Upload the mandatory documents online → (4) Documents get verified online by the college → (5) You do NOT need to go for physical document verification at the college for this step; only online verification happens → (6) Download the float confirmation slip.

Advance tuition fee — how much and where to pay

The advance tuition fee amount depends on the college you have been allotted and whether you are admitted under the State Quota (with or without a bond) or the All-India/Open quota. Payment must be made ONLY through online modes — Net Banking, Debit Card, Credit Card, or an Online Generated Bank Transfer Challan. Cash or offline payment is not accepted for this advance fee.

Other fees are paid separately, directly to the college

The advance tuition fee above is paid centrally to the university. On top of this, each college will separately collect the remaining tuition fee, admission fee, security/caution deposit, mess fee, hostel fee, sports fee and any other applicable charges. These are payable directly to the allotted college, not to the university.

Documents you must carry to the allotted college

Every candidate must report in person to the allotted college with the following documents in original. Missing even one document can hold up or jeopardise your admission.

• Copy of the allotment letter
• Proof of payment of the centralized advance tuition fee (receipt)
• High School (10th) Certificate — used as age proof
• Intermediate (10+2) Certificate
• Intermediate (10+2) Mark sheet
• NEET UG 2026 Admit Card (issued by NTA)
• NEET UG 2026 Result/Rank letter (issued by NTA)
• Reserved category certificate (SC/ST/OBC/EWS), if applicable — issued by a competent authority of Uttarakhand ONLY. OBC certificate must be of the NCL (Non-Creamy Layer) category and must be valid on the date of admission
• Sub-category certificate (Freedom Fighter/Orphan/DPW/PwBD), if applicable — issued by a competent authority of Uttarakhand ONLY. DPW (Dependent of Para-military/War-affected) benefit applies only to ex-servicemen of the armed forces; serving personnel and paramilitary forces are NOT eligible for DPW benefit

Critical traps that can get your seat cancelled

This notice contains several strict rules that candidates commonly overlook. Getting any of these wrong can mean losing the allotted seat.

First, category, sub-category and domicile certificates will be accepted ONLY if issued by a competent authority of Uttarakhand. A certificate from any other state will not be valid for this counselling.

Second, no Undertaking, Affidavit or Acknowledgement will be accepted in place of an actual certificate. If you don't have the real certificate, an assurance that you will get it later does not count.

Third, if you have deposited your original certificates with any other institute/college/university and turn up with only a letter saying 'my originals are deposited elsewhere,' you will NOT be allowed admission at the allotted college. You must actually have your original documents in hand.

Fourth, the deadline to submit and get your documents verified by the Principal is 05 September 2026. If a freeze candidate fails to submit the required documents by this date, or if the college's verification finds the candidate does not meet the eligibility standards, the allotted seat will be cancelled immediately.

Finally, the university has made clear that verifying eligibility against the seat allotted is entirely the responsibility of the concerned college — but that does not remove the candidate's own responsibility to bring the correct, valid certificates.

What if you don't choose, or later want to leave your seat?

If a candidate fails to choose either the freeze or float option by the last date of admission, the seat allotment will be cancelled and the seat will go into the Round 2 vacant seat pool. Such candidates cannot claim back their Round 1 seat, but they can still participate in Round 2.

Similarly, if a candidate selects freeze but does not complete the admission formalities at the allotted college, the same thing happens — the seat is cancelled and moved to the Round 2 vacancy list, and the candidate can only try again in Round 2, not reclaim the Round 1 seat.

If a candidate takes admission and then decides to leave the seat later within the applicable time limit, the college will deduct a maximum of ₹6,000 from the deposited tuition fee before refunding the rest. If the candidate has used any services such as hostel or mess, the actual cost of those services will also be deducted from the refund.

Stay updated — no separate call letters will be sent

All future updates about admission and counselling — including instructions for Round 2 — will be uploaded only on the HNBUMU website (www.hnbumu.ac.in).
