What is the Stray Round and who can apply?

The Stray Round is Haryana's final counselling round for MBBS and BDS admission. It is open to candidates who have a valid NEET UG 2026 score and meet the eligibility criteria set by the National Testing Agency (NTA) and the state of Haryana.

You are eligible for the Stray Round if: (1) you have not been allotted a seat in Rounds 1, 2, or 3 of Haryana state counselling, OR (2) you were allotted a seat in an earlier round but did not join (resign). However, if you have already joined any seat allotted to you in Rounds 1, 2, or 3 — even if you later resign — you cannot participate in the Stray Round. This rule is strict and applies even after resignation.

The Stray Round covers MBBS and BDS seats in government colleges, government-aided colleges, private medical and dental colleges, and private universities in Haryana, including SGT University (Budhera, Gurugram), Maharishi Markendeshwar University (Sadhopur, Ambala), Al-Falah University (Douj, Faridabad), and Sanskaram School of Medical Sciences (Jhajjar).

  • Not allotted in Rounds 1, 2, or 3
  • Allotted but did not join in earlier rounds
  • Valid NEET UG 2026 score
  • Meet state and national eligibility criteria

Important dates: registration, choices, fee payment, and joining

The Stray Round follows a tight 10-day schedule. All dates are fixed and no extensions are given. Missing any deadline means you lose your chance and your security deposit.

Registration and choice submission happen together in the first phase. You must register on the portal, edit your information if needed, and submit your college choices all between 17 October and 19 October 2026 (by 11:59 PM). If you already registered in Rounds 1, 2, or 3, you do not need to register again — you can log in with your existing ID and submit fresh choices for the Stray Round. Your old choices from earlier rounds are automatically cancelled and do not carry forward.

After choices close, the university will allocate seats on 21 October 2026 based on your preferences, merit, and category. You will see a provisional allocation list on your login. If you have any grievance about the allocation, you must raise it on 21 October itself — the list is finalized the same day after grievances are addressed.

You must then deposit the provisional tuition fee online between 21 October and 23 October 2026 (by 8:00 PM). This is separate from the security fee and is the first instalment of your course fees. Document verification happens on 24 October 2026 at Sushruta Auditorium, Pt. B.D. Sharma University, Rohtak. You must bring all original documents and report in person. On-the-spot joining (reporting to your allotted college) also happens on 24 October. The final joining deadline is 26 October 2026 at 4:00 PM — if you do not join by this time, your seat is cancelled and your security deposit is forfeited.

Security fee: how much, who pays less, and what happens to it

Before you can participate in the Stray Round, you must deposit a security fee online. This is not the tuition fee — it is a refundable deposit that secures your participation. The amount depends on which colleges you want to apply for.

If you want to apply for state quota seats in government or private medical and dental colleges only, you must deposit ₹10,000. If you belong to SC, SCD (Scheduled Caste Dependent), BCA, BCB, EWS (Economically Weaker Section), or PWBD (Person with Benchmark Disability) of Haryana state, you pay only ₹5,000. If you want to also apply for management quota seats in private medical colleges or private universities, you must deposit ₹5,00,000 (five lakh rupees). This higher amount is required because private colleges have discretionary seats outside the state quota.

The security fee must be deposited online through your login on the admission portal. If you fail to deposit the required amount, you will not be considered eligible for the Stray Round and your application will be rejected. If you are allotted a seat and join, the security fee is adjusted (deducted) from your first-year tuition fee. If you are not allotted any seat, the security fee is returned after the counselling process ends. However, if you are allotted a seat but do not join by 26 October 4:00 PM, the security fee is forfeited and you lose it permanently. You also become ineligible for any future counselling rounds.

  • State quota (govt/private colleges only): ₹10,000 (or ₹5,000 if SC/SCD/BCA/BCB/EWS/PWBD of Haryana)
  • State quota + management quota (private colleges/universities): ₹5,00,000
  • Deposit online via admission portal only — no other method accepted
  • Failure to deposit = automatic rejection from Stray Round
  • If you join: fee adjusted against first-year tuition
  • If not allotted: fee refunded after counselling ends
  • If allotted but don't join: fee forfeited, no future rounds

How to register and submit your college choices

Registration and choice submission happen on the same portal: https://uhsrugcounselling.com. If you already registered in Rounds 1, 2, or 3, you do not register again. Simply log in with your existing username and password.

Once logged in, you can edit any information you submitted earlier (name, address, category, etc.) if needed. Then you must fill in your college preferences. This is crucial: your choices from Rounds 1, 2, and 3 are automatically cancelled and do not carry forward. You must fill fresh choices for the Stray Round. Rank the colleges in order of your preference — the system will try to allot you the highest-ranked college where you have a seat available based on your merit and category.

After filling your choices, you must lock them. Once locked, you cannot edit them. The choice submission window closes at 11:59 PM on 19 October 2026. After this time, the portal closes and no more choices can be submitted. If you miss this deadline, you cannot participate in the Stray Round.

  • Portal: https://uhsrugcounselling.com
  • If already registered in Rounds 1–3: log in with existing ID, do not register again
  • If new: register with your NEET roll number, email, and phone
  • Edit your information if needed
  • Fill fresh college choices (old choices are cancelled)
  • Rank colleges in order of preference
  • Lock your choices before 11:59 PM on 19 October
  • No changes allowed after locking

Documents you must bring for verification and joining

Document verification is mandatory and happens on 24 October 2026 at Sushruta Auditorium, Pt. B.D. Sharma University of Health Sciences, Rohtak. You must bring all original documents in person. The notice does not list specific documents, but based on standard NEET counselling practice, you should bring: your NEET admit card, NEET scorecard, 10th and 12th mark sheets and certificates, caste/category certificate (if applicable), EWS certificate (if applicable), disability certificate (if applicable), Haryana domicile certificate (if applicable), and any other documents mentioned in the NEET UG 2026 information bulletin.

If you provide false or misleading information during registration, or if you fail to produce the required documents during verification, your seat will be cancelled and your security fee will be forfeited. The university will not give you a second chance. Therefore, ensure all your documents are genuine, complete, and match the information you entered on the portal.

After successful document verification, you must report to your allotted college on the same day (24 October) or by the final joining deadline (26 October 4:00 PM) and submit all original documents to the college. The college will keep these documents in your file.

  • NEET admit card and scorecard
  • 10th and 12th certificates and mark sheets
  • Caste/category certificate (if applicable)
  • EWS certificate (if applicable)
  • Disability certificate (if applicable)
  • Haryana domicile certificate (if applicable)
  • Any other documents per NEET UG 2026 information bulletin
  • All documents must be original (not photocopies)
  • Bring all documents to verification on 24 October
  • False information = seat cancellation + fee forfeiture

Category-wise seat allocation and reservation policy

Haryana follows a state reservation policy for MBBS and BDS seats. Seats are reserved for Scheduled Castes (SC), Scheduled Caste Dependents (SCD), Backward Class A (BC-A), Backward Class B (BC-B), Economically Weaker Sections (EWS), Persons with Benchmark Disability (PWBD), and Unreserved (UR) candidates. The exact number of seats in each category varies by college and course.

During the Stray Round, if the merit list for a reserved category is exhausted (no more eligible candidates in that category), vacant seats in that category are converted and offered to candidates from other categories in a specific order: BC-A seats convert to BC-B, then to UR; BC-B seats convert to UR; and so on. This conversion happens automatically by the system and is governed by the Haryana notification dated 27 August 2026. Seats are filled in order of merit after conversion.

If a seat remains vacant after the Stray Round, it will be offered to candidates from the original category of that seat in any future round (if any). If still vacant, it will be filled as per the conversion system. For BC-A and BC-B category candidates, Haryana notification No. 40/13/2024-1SW dated 16 July 2024 applies — ensure you have the correct category certificate as per this notification.

  • Reserved categories: SC, SCD, BC-A, BC-B, EWS, PWBD, UR
  • Seats convert if merit list exhausted: BC-A → BC-B → UR
  • Conversion is automatic; no manual request needed
  • Filled by merit after conversion
  • BC-A/BC-B candidates: ensure certificate per Haryana notification dated 16.07.2024

Critical rules: who is NOT eligible and what disqualifies you

Several strict rules determine who cannot participate in the Stray Round. First, if you have already been allotted a seat in Round 3 of state counselling, you are not eligible for the Stray Round. Second, if you have already joined (reported and registered) at any college in Rounds 1, 2, or 3 — whether through All India Counselling or state counselling — you cannot participate in the Stray Round, even if you later resign from that seat. This rule is absolute and has no exceptions.

If you are allotted a seat in the Stray Round but do not join by 26 October 4:00 PM, your security fee is forfeited and you become ineligible for any future counselling rounds. You lose all chances. If you provide wrong information during registration and a seat is allotted based on that false information, your seat will be cancelled during document verification and your security fee will be forfeited. Similarly, if you fail to produce the required documents during verification, your seat is cancelled and your fee is forfeited.

If you had deposited a security fee in Rounds 2 or 3 but were not allotted a seat, you must deposit the applicable security fee again for the Stray Round — the old deposit does not carry forward. However, if you were not allotted a seat in Rounds 2 or 3, your old security fee will be returned after the counselling process ends.

  • ⚠️ Already allotted in Round 3: NOT eligible
  • ⚠️ Already joined any seat in Rounds 1–3: NOT eligible, even after resignation
  • ⚠️ Allotted in Stray Round but don't join by 26 Oct 4 PM: fee forfeited, no future rounds
  • ⚠️ False information during registration: seat cancelled, fee forfeited
  • ⚠️ Missing documents at verification: seat cancelled, fee forfeited
  • ⚠️ Deposited fee in Round 2/3 but not allotted: must deposit again for Stray Round

What happens after you join: tuition fee adjustment and college reporting

Once you are allotted a seat and join on 24 October or by 26 October 4:00 PM, the security fee you deposited is adjusted (deducted) from your first-year tuition fee. This means you do not pay the security fee twice — it counts as part of your course fees. The college will provide you with a fee structure and payment schedule for the remaining tuition fees.

After joining, you must submit all your original documents to the college. The college will verify them again and keep them in your student file. You will then be enrolled as a student and can begin your MBBS or BDS course as per the college's academic calendar.

  • Security fee is adjusted against first-year tuition
  • You do not pay security fee twice
  • Submit all original documents to college after joining
  • College verifies and files your documents
  • You are enrolled and can begin your course

What if you are not allotted a seat or your security fee is returned?

If you are not allotted any seat in the Stray Round, your security fee will be returned to you after the counselling process is complete. The refund will be credited to the bank account or payment method you used to deposit the fee. This typically takes 5–7 working days after the counselling ends.

If you had deposited a security fee in Rounds 2 or 3 but were not allotted a seat in those rounds, that fee will also be returned. However, if you want to participate in the Stray Round, you must deposit the applicable security fee again — the old deposit does not carry forward to the Stray Round.

  • Not allotted in Stray Round: security fee refunded after counselling ends
  • Refund credited to your bank account or payment method
  • Typically takes 5–7 working days
  • Old fees from Rounds 2/3 also refunded if not allotted
