Who Can Apply for Round 3?
Round 3 is open to three categories of candidates. First, any registered candidate who was not allotted a seat in Round 1 or Round 2 can participate. Second, candidates who were allotted a seat in Round 1 or 2 but did not join (did not report to the college) can apply. Third, candidates who have already joined a seat allotted in Round 1 or 2 can participate if they wish to upgrade to a better college, course, or location.

Security Fee: How Much You Must Pay and When
All candidates participating in Round 3 must deposit a security fee online through the admission portal. The amount depends on which colleges you want to apply for. This is not a registration fee—it is a security deposit that will be adjusted against your tuition fee if you join, or forfeited if you do not join an allotted seat.
If you wish to apply only for State Quota seats in government or government-aided medical and dental colleges, you must deposit ₹10,000. If you belong to a reserved category (SC, SCD, BCA, BCB, EWS, or PWBD of Haryana State), you pay only ₹5,000 for government/government-aided colleges only.
If you want to also apply for State Quota or Management Quota seats in private medical or dental colleges, or private universities (SGT University, Maharishi Markendeshwar University, Al-Falah University, or Sanskaram University), you must deposit ₹1,00,000 (one lakh rupees). This higher fee applies even if you are in a reserved category and want to include private colleges in your choices.
The security fee must be deposited between 12 October and 14 October 2026 by 11:00 PM. If you fail to deposit the required amount, you will not be eligible to participate in Round 3. The fee is non-refundable if you are allotted a seat but do not join; however, if you are not allotted any seat, the fee will be returned after counselling ends.

How to Register and Submit Your Choices
Registration takes place on the official admission portal at https://uhsrugcounselling.com. If you already registered for Round 1 or 2, you do not need to register again—you can log in with your existing credentials. If you are registering for the first time, you will create a new account.
After logging in, you can edit any information you submitted in previous rounds if needed. You then submit your choices (preferences) for colleges and courses. This is crucial: the choices you filled in Round 1 or 2 are now null and void. You must fill fresh choices for Round 3 in order of your preference. List the colleges and courses you want in the order you prefer them—the system will allocate you the highest-ranked college on your list for which you are eligible.
If you were allotted a seat in Round 1 or 2 and are participating in Round 3 to upgrade, you should list only the colleges and courses you want to upgrade to. Your original allotted seat is protected; you will only move if you get an upgraded seat in Round 3.
After submitting your choices, you must lock them. Once locked, you cannot change them. The deadline for all registration, editing, choice submission, and choice locking is 10 October 2026 at 11:59 PM. After this time, the portal will close and no further changes are allowed.

Seat Allocation and Grievance Redressal
On 12 October 2026, the system will generate a provisional allocation of seats based on your choices, merit rank, category, and availability. If you believe there is an error in the provisional allocation list (for example, if you were not allotted a seat despite being eligible, or if you were allotted a seat lower than your preference), you can file a grievance on 12 October 2026. Downloading Your Admission Letter and Joining Your College

Special Rules for Candidates Who Joined in Earlier Rounds

Seat Reversion and Category Conversion Rules
According to the Government of Haryana notification dated 27 August 2026, if all candidates in a reserved category (e.g., BC-A) have been allotted seats and there are still vacant seats in that category, those seats revert to the next category in the conversion order. For example, a BC-A seat that remains vacant may be converted to BC-B, and if still vacant, to UR (Unreserved). These reverted seats are filled in Round 3 itself for both government and private colleges.
If a seat falls vacant after Round 3 in any category, it will first be offered to candidates belonging to the original category of that seat from the previous round. If no eligible candidate accepts it, the seat is filled as per the conversion system in Round 3 again.
This means that in Round 3, you may be allotted a seat in a category different from the one you applied under, if your merit rank qualifies you and the seat has been converted. For example, if you applied as UR but a BC-A seat is converted to UR and you are the next eligible candidate, you may be allotted that BC-A (converted to UR) seat.

Critical Traps: What Gets Your Seat Cancelled and Fee Forfeited
