The Admission Committee for Professional Post Graduate Medical Educational Courses (ACPPGMEC), Government of Gujarat, has released detailed guidelines for choice filling in the NEET PG 2026 counselling process for MD, MS, and PG Diploma courses. This guide walks you through the entire choice-filling portal step-by-step — from logging in and filtering available seats to adding unlimited choices, arranging them by preference, and locking them with your PIN. Understanding this process correctly is critical: your locked choices determine which college and specialty you can be allotted, and mistakes here can cost you your seat. This article explains every screen, every button, and every rule you need to know.

You can add unlimited choices, arrange them in any order of preference, and must lock them with your 14-digit PIN before the deadline — if you don't lock manually, they will auto-lock on the last day.

What is Choice Filling and Why It Matters

Choice filling is the stage in NEET PG counselling where you tell the committee which colleges, specialties, and seat types you want to be considered for. Your locked choices form the basis of the allotment algorithm — the committee will match your rank against available seats in the order you have ranked them. If you rank a seat first and your score qualifies for it, you will be allotted that seat. If you rank a seat lower and a higher-ranked choice is not available, the committee will move to your next preference.

This is not a first-come-first-served process. The committee runs an algorithmic allotment based on your merit rank, your category, and your locked choice list. Therefore, the order in which you arrange your choices is crucial. A poorly arranged choice list can result in a lower-ranked seat even if you qualified for a better one.

How to Log In to the Choice Filling Portal

To access the choice-filling portal, go to the ACPPGMEC website and click on 'Candidate Login' under the 'Candidate Quick Actions' section. You will be taken to the Registered Users Login page.

Enter the following information in the login form: (1) Your User ID (which is the SR NO. of your PIN), (2) Your Password, (3) Your 14-digit PIN, (4) The Captcha code shown on screen. After filling these fields, click 'Send OTP for Login'. You will receive a one-time password (OTP) on your registered mobile number. Enter this OTP and submit to log in.

  • User ID = SR NO. of your PIN (from your registration)
  • Password = your registered password
  • 14-digit PIN = your unique PIN issued during registration
  • Captcha = the security code displayed on screen
  • OTP = one-time password sent to your mobile

Understanding the Choice Filling Interface: The Four Boxes

The choice-filling page is divided into four main sections, each with a specific function. Understanding what each box does will help you navigate the portal confidently and avoid mistakes.

Box 1 (Left Panel — Filters): This is where you narrow down the available choices to find the seats you want. You can filter by Branch/Specialty, Subject, Institute Type (Government or Self-Financed), Seat Type (Government Quota, Management Quota, or NRI Quota), and Institute. Use these filters to see only the options that match your preferences. For example, if you want to see only MD Anaesthesiology seats in government colleges, you would filter accordingly.

Box 2 (Left Panel — Available Choices): After applying filters, this section shows all available seats that match your criteria. Each row represents one seat option with details like institute name, specialty, seat type, and fees. You can click the 'ADD' button next to any seat to add it to your choice list.

Box 3 (Right Panel — Your Filled Choices): This shows the choices you have added. Each choice appears as a row with buttons to DELETE, MOVE UP, or MOVE DOWN. Use these buttons to arrange your choices in order of preference. The order matters — your first choice is your highest preference.

Box 4 (Top Right — Re-arrange by Serial Number): Once you have added choices, you can manually re-arrange them by entering serial numbers. This is useful if you want to quickly reorder multiple choices without using the up/down buttons one by one.

  • Box 1: Filter available seats by specialty, institute type, seat type, and location
  • Box 2: View filtered seats and click ADD to select them
  • Box 3: Manage your selected choices — delete, move up, or move down
  • Box 4: Re-arrange choices by entering new serial numbers

Step-by-Step: How to Add and Arrange Your Choices

Step 1: After logging in, you will see the 'Choice Available' page. On the left side (Box 1), use the dropdown filters to narrow down your options. Start by selecting a Branch/Specialty (e.g., MD Anaesthesiology), then select Subject, Institute Type, Seat Type, and Institute as needed. Click 'Print List' to see all seats matching your filters.

Step 2: In Box 2 (Available Choices), you will see a list of all seats that match your filters. Each seat shows the institute name, specialty, seat type (GQ/MQ/NQ), institute type (Government/Self-Financed), and annual and term fees. Review the fees carefully — you will need to pay these if you are allotted this seat.

Step 3: Click the blue 'ADD' button next to any seat you wish to add to your choice list. You can add unlimited choices. There is no limit on how many seats you can select. Add all seats you would be willing to accept.

Step 4: After adding choices, click 'Save Choice' (the blue button at the bottom left) to save your selections. Your choices will now appear in Box 3 (Your Filled Choices) on the right side of the screen.

Step 5: In Box 3, arrange your choices in order of preference. Use the 'UP' and 'DOWN' buttons to move choices up or down the list. Your first choice (at the top) is your highest preference — the committee will try to allot this first. Alternatively, use Box 4 to re-arrange by entering serial numbers directly.

Step 6: Once you are satisfied with your choice list and its order, click 'Save & Exit' to save and exit the choice-filling page. You can return later to modify your choices if needed.

  • Filter seats using Branch, Subject, Institute Type, Seat Type, and Institute dropdowns
  • Click 'Print List' to view all filtered seats
  • Click 'ADD' next to each seat you want to add to your list
  • You can add unlimited choices
  • Click 'Save Choice' to save your selections
  • Use UP/DOWN buttons or Box 4 to arrange choices by preference
  • Click 'Save & Exit' when done

Understanding Seat Types and Quotas: GQ, MQ, and NQ

The portal displays seats in three quota categories. It is important to understand which quotas you are eligible for, as this affects which seats you can be allotted.

GQ (Government Quota): These are seats filled by the state through its own counselling process. These seats are typically reserved for candidates who meet the state's eligibility criteria. Government Quota seats are shown in blue on the portal.

MQ (Management Quota): These are seats that the college can fill directly, often at higher fees. Management Quota seats are shown in green on the portal. Eligibility and fee structure may differ from Government Quota seats.

NQ (NRI Quota): These are seats reserved for Non-Resident Indian (NRI) candidates. If you are an NRI, you can apply for NRI Quota seats. NRI candidates must pay a higher fee — the notice specifies that at the time of admission, NRI candidates must pay a term fee of Rs. 10 lakh as a Demand Draft (DD) in favor of 'ACPUGMEC' payable at Gandhinagar, in addition to the annual fees shown in the portal.

Check your eligibility carefully before adding choices. If you are not an NRI, do not add NRI Quota seats to your list — you will not be allotted them even if they are in your choice list.

  • GQ (Government Quota) = state-filled seats, shown in blue
  • MQ (Management Quota) = college-filled seats, shown in green
  • NQ (NRI Quota) = seats for Non-Resident Indians only
  • NRI candidates must pay Rs. 10 lakh DD at admission in addition to annual fees
  • Only add seats you are eligible for

Checking Fees: Annual Fees and Term Fees

Before adding a choice, always check the fees associated with that seat. The portal displays two types of fees for each seat: Annual Fees and Term Fees.

Annual Fees: This is the total fee you will pay per academic year. For example, a seat might show an annual fee of Rs. 130,800 (for Government Quota seats in the examples shown). This fee is typically divided into multiple terms (e.g., 4 terms per year), and you pay a portion each term.

Term Fees: This is the fee you pay per term (usually one-fourth of the annual fee). For example, if the annual fee is Rs. 130,800, the term fee might be Rs. 130,800 (shown as the amount per term). You will pay this fee at the beginning of each term during your course.

For NRI candidates: In addition to the annual and term fees shown, you must pay Rs. 10 lakh as a DD at the time of admission. This is a one-time payment separate from the annual fees.

The portal shows fees for each seat in the 'Annual Fees' and 'Term Fees' columns. Review these carefully and ensure you can afford the fees before adding a seat to your choice list. If you cannot afford a seat, do not add it — you may be allotted it and then face financial hardship.

  • Annual Fees = total fee per academic year
  • Term Fees = fee per term (usually 1/4 of annual fee)
  • NRI candidates pay additional Rs. 10 lakh DD at admission
  • Check fees before adding a choice
  • Only add seats you can afford

Reviewing Your Choices Before Locking

After you click 'Save & Exit', you will be taken to the 'Filled Choices' review page. This page shows all the choices you have added, in the order you have arranged them. Review this page carefully to ensure your choices are correct and in the right order.

The review page displays: (1) Your name and category, (2) The date and time your choices were last saved, (3) A table showing each choice in order, with the institute name, specialty, seat type, and fees. At the bottom of the page, you will see two buttons: 'Modify Choices' (to go back and edit) and 'Lock Choices' (to lock your choices).

If you notice any errors — a choice in the wrong order, a choice you did not intend to add, or a missing choice — click 'Modify Choices' to go back to the choice-filling page and make corrections. You can modify your choices as many times as you want before locking.

Once you are satisfied with your choice list and its order, proceed to lock your choices.

  • Review your choices on the 'Filled Choices' page
  • Check the order of your choices — first choice is highest preference
  • Verify institute names, specialties, and seat types
  • Click 'Modify Choices' if you need to make changes
  • You can modify unlimited times before locking

Locking Your Choices: The Critical Final Step

Locking your choices is the final and most important step. Once you lock your choices, they become your official preference list for allotment. The committee will use your locked choices to determine which seat you are allotted.

To lock your choices, click the 'Lock Choices' button on the review page. You will be prompted to enter your 14-digit PIN. Enter your PIN carefully and click 'Lock Choices' again. Your choices are now locked.

⚠️ CRITICAL: After locking, you CANNOT modify your choices. If you realize you made a mistake after locking, you can unlock your choices by entering your PIN again, but you must do this before the choice-filling deadline. Once the deadline passes, your locked choices are final.

If you do not manually lock your choices before the deadline, the system will automatically lock them on the last day of the choice-filling window. However, do not rely on auto-locking — lock your choices manually as soon as you are ready to avoid any last-minute issues.

⚠️ TRAP: The notice states 'If you fail to lock choices it will be automatically locked on last d[ay]' — this means if you do not lock by the deadline, your choices will be locked automatically at the end of the deadline. You have no control over when this happens. Lock manually to be safe.

  • Click 'Lock Choices' on the review page
  • Enter your 14-digit PIN when prompted
  • Your choices are now locked and cannot be modified
  • You can unlock and re-lock before the deadline by entering your PIN
  • If you don't lock manually, choices auto-lock on the last day
  • Lock manually to avoid last-minute issues

After Locking: Print Your Locked Choices

After you lock your choices, the portal will show a 'Print Filled Choices' button. Click this button and print your locked choices immediately. This printout is your proof of your locked choice list.

⚠️ IMPORTANT: Keep this printout safe. The notice explicitly states: 'You must take print-out of your locked choices. Whenever any query arises, the committee will consider print-out of your locked choices only.' This means if there is any dispute or question about your choices later, the committee will refer to this printout, not the portal record. If you cannot produce this printout, the committee may not be able to resolve your issue.

Store the printout in a safe place and keep it with your other admission documents. You may need to show it during document verification or if you need to contact the committee about your allotment.

  • Click 'Print Filled Choices' after locking
  • Print your locked choices immediately
  • Keep the printout safe — it is your proof
  • The committee will refer to this printout if any query arises
  • Store it with your admission documents

Unlocking and Modifying Choices Before the Deadline

If you locked your choices but later realize you want to make changes, you can unlock them before the choice-filling deadline. On the review page, click 'Un-Lock Choices'. You will be prompted to enter your 14-digit PIN. Enter your PIN and click 'Un-Lock Choices' again.

Your choices are now unlocked and you can modify them. Go back to the choice-filling page, make your changes, save them, and then lock your choices again. Remember to print your new locked choices after re-locking.

⚠️ DEADLINE: You can only unlock and re-lock before the choice-filling deadline. Once the deadline passes, your locked choices are final and cannot be changed. Check the official counselling schedule for the exact deadline date and time.

  • Click 'Un-Lock Choices' on the review page
  • Enter your 14-digit PIN
  • Modify your choices on the choice-filling page
  • Save and lock your choices again
  • Print your new locked choices
  • You can only unlock before the deadline

Color Coding: Understanding Institute Types

The portal uses color coding to help you quickly identify the type of institute offering each seat. This is important because government colleges and self-financed colleges may have different fee structures, facilities, and reputation.

Blue Color: Indicates a Government Institute (Govt. Institute). These are colleges run by the state government. Government institutes typically have lower fees and are highly sought after.

Green Color: Indicates a Self-Financed Institute (SFI). These are private colleges that charge higher fees. Self-financed institutes may have different fee structures and facilities compared to government colleges.

When filtering your choices, you can select 'Institute Type' to show only government seats, only self-financed seats, or both. Use this filter to narrow down your options based on your preference and budget.

  • Blue = Government Institute (lower fees, state-run)
  • Green = Self-Financed Institute (private, higher fees)
  • Use the Institute Type filter to narrow your search

Common Mistakes to Avoid

Mistake 1 — Not Checking Fees Before Adding: Many candidates add seats without checking the fees, only to realize later they cannot afford them. Always check the Annual Fees and Term Fees columns before adding a seat. If you are allotted a seat you cannot afford, you will lose your seat and your rank.

Mistake 2 — Adding NRI Seats When You Are Not an NRI: NRI seats are only for Non-Resident Indian candidates. If you add an NRI seat and you are not an NRI, you will not be allotted it even if it is in your choice list. Verify your eligibility before adding any seat.

Mistake 3 — Poor Choice Arrangement: Candidates often add many choices but arrange them poorly. Remember, the order matters. Put your most preferred seat first, your second preference second, and so on. If you arrange a lower-ranked seat first, you may be allotted that seat even if you qualified for a better one.

Mistake 4 — Not Locking Choices Before the Deadline: Some candidates forget to lock their choices and rely on auto-locking. While auto-locking will happen, it is risky. Lock your choices manually to ensure they are locked at the right time.

Mistake 5 — Not Printing Locked Choices: After locking, always print your choices. If there is any dispute later, the committee will refer to this printout. Without it, you may not be able to resolve your issue.

Mistake 6 — Modifying Choices After the Deadline: Once the choice-filling deadline passes, you cannot modify your choices. Plan your choices carefully and lock them before the deadline. Do not wait until the last minute.

  • Check fees before adding any seat
  • Only add seats you are eligible for (verify NRI status, category, etc.)
  • Arrange choices in order of preference — first choice is most preferred
  • Lock choices manually before the deadline
  • Print your locked choices immediately
  • Do not wait until the last minute to lock

Frequently asked questions

Can I add unlimited choices, or is there a limit?

You can add unlimited choices. There is no limit on the number of seats you can add to your choice list. However, remember that the order matters — arrange them in order of preference, with your most preferred seat first.

What happens if I don't lock my choices before the deadline?

If you do not manually lock your choices before the choice-filling deadline, the system will automatically lock them on the last day of the deadline. However, you should lock manually to avoid any last-minute issues or technical problems. Once locked (manually or automatically), your choices cannot be modified.

Can I modify my choices after locking them?

Yes, you can unlock your choices by entering your 14-digit PIN on the review page, modify them, and lock them again. However, you can only do this before the choice-filling deadline. Once the deadline passes, your locked choices are final and cannot be changed.

What is the difference between Annual Fees and Term Fees?

Annual Fees is the total fee you pay per academic year. Term Fees is the fee you pay per term (usually one-fourth of the annual fee). For example, if the annual fee is Rs. 130,800, you might pay Rs. 130,800 per term (4 terms per year). Check both columns in the portal to understand the total cost.

What is the NRI Quota, and am I eligible for it?

NRI Quota seats are reserved for Non-Resident Indian candidates only. If you are an NRI, you can apply for these seats. NRI candidates must pay a higher fee — Rs. 10 lakh as a Demand Draft (DD) at the time of admission, in addition to the annual fees shown in the portal. If you are not an NRI, do not add NRI seats to your choice list.

What should I do if I realize I made a mistake in my locked choices?

If you realize a mistake before the choice-filling deadline, click 'Un-Lock Choices' on the review page, enter your 14-digit PIN, modify your choices, and lock them again. Print your new locked choices. If you realize a mistake after the deadline, you cannot modify your choices — your locked choices are final.

Why is printing my locked choices important?

The committee will refer to your printed locked choices if any query or dispute arises about your choices. Without this printout, you may not be able to resolve issues with the committee. Keep the printout safe with your admission documents.

What do the colors (blue and green) on the portal mean?

Blue indicates a Government Institute (state-run college), and green indicates a Self-Financed Institute (private college). Government institutes typically have lower fees, while self-financed institutes charge higher fees. Use the Institute Type filter to show only government seats, only self-financed seats, or both.

How do I arrange my choices in order of preference?

After adding choices, they appear in Box 3 on the right side of the screen. Use the 'UP' and 'DOWN' buttons to move choices up or down the list. Your first choice (at the top) is your highest preference. Alternatively, use Box 4 to re-arrange by entering serial numbers directly.

What is the difference between GQ, MQ, and NQ seats?

GQ (Government Quota) seats are filled by the state and shown in blue. MQ (Management Quota) seats are filled by the college and shown in green. NQ (NRI Quota) seats are for Non-Resident Indians only. Check your eligibility before adding seats from each quota.

Can I add a seat and then remove it from my choice list?

Yes. In Box 3 (Your Filled Choices), click the 'DELETE' button next to any choice you want to remove. You can delete choices at any time before locking. After locking, you can unlock, delete, and re-lock before the deadline.

What if I cannot afford the fees for a seat I added?

Do not add seats you cannot afford. If you are allotted a seat you cannot afford, you will lose your seat and your rank. Always check the Annual Fees and Term Fees before adding a seat. Only add seats you can realistically afford.

Log in to the ACPPGMEC portal now using your User ID, Password, 14-digit PIN, and OTP. Filter available seats by specialty, institute type, and seat type. Add all seats you would be willing to accept, arrange them in order of preference (most preferred first), and save your choices. Review your choice list on the 'Filled Choices' page, make any final modifications if needed, and then lock your choices by entering your 14-digit PIN. Immediately print your locked choices and keep the printout safe — the committee will refer to it if any query arises. Remember: lock your choices before the choice-filling deadline (check the official schedule for the exact date and time). Do not wait for auto-locking; lock manually to be safe.
