Unlock My College ListWhat is Competent Authority Quota (CQ)?
Competent Authority Quota is the state-quota pathway for PG medical admissions in Andhra Pradesh. It is distinct from All India Quota (AIQ) seats and Management Quota seats. For government medical colleges, 50% of total available seats are contributed to AIQ; the remaining 50% are state quota, of which all are filled under Competent Authority. For private un-aided non-minority colleges, 50% of seats are Competent Authority Quota and 50% are Management Quota.
New government medical colleges established from 2023-24 onwards have a different split: after contributing 50% to AIQ, the remaining 50% state quota is divided into 50% Competent Authority (General Category), 35% Competent Authority (Self-finance), and 15% Competent Authority (NRI Category, filled under Management Quota).
Sri Venkateswara Institute of Medical Sciences (SVIMS), Tirupati, allocates 50% of its total available seats as state quota under Competent Authority. Seat matrices for all colleges will be displayed on the university website before the date of exercising web options.
Important Dates: Application Window & Counselling Schedule
The online application portal opens on 14 October 2026 at 4:00 PM and closes on 21 October 2026 at 5:00 PM for applications submitted without late fee. A final extension window is available on 22 October 2026 from 9:00 AM to 10:00 PM only, during which the late fee applies.
After the application window closes, the university will release a provisional merit list of applied candidates, followed by a final merit position. Candidates included in the final merit list will be eligible to exercise web options (choose colleges and specialties). The exact dates for merit list release, web option exercise, allotment, and joining are not specified in this prospectus; candidates must visit the university website regularly for updates.
Counselling will proceed in four phases: Phase-I, Phase-II, Phase-III (Mop-Up), and Stray Vacancy Round. All dates are tentative and subject to change without notice. The university reserves the right to amend the prospectus and implement modifications from DGHS, MCC, or NMC at any time.

Who Is Eligible? NEET PG Cutoff Scores & Internship Deadline
To be eligible for Competent Authority Quota admission, a candidate must have passed MBBS from a recognized medical college or university. Candidates who obtained their MBBS from medical colleges outside India must have qualified in the Foreign Medical Graduate Examination (FMGE – Screening Test) conducted by the National Board of Examinations and must have been registered with the Medical Council of India (now NMC). All candidates must have completed their internship on or before 30 September 2026.
Candidates must have qualified in NEET PG 2026 with a score at or above the prescribed cutoff percentile for their category. The cutoff scores (out of 720) are: General/EWS – 50th percentile (262 marks); General-PwBD – 45th percentile (244 marks); SC/ST/OBC (including PwBD of SC/ST/OBC) – 40th percentile (226 marks). These are the minimum qualifying criteria; candidates scoring below these cutoffs are not eligible to apply.
⚠️ **Critical trap:** The internship completion date is 30-09-2026. If you have not completed your internship by this date, you are ineligible, regardless of your NEET PG score. Verify your internship completion certificate before applying.
- MBBS degree from recognized college/university (mandatory)
- FMGE qualification if MBBS from outside India (mandatory)
- Internship completed by 30-09-2026 (mandatory)
- NEET PG 2026 qualification with cutoff score met (mandatory)
- General/EWS: 50th percentile (262/720)
- General-PwBD: 45th percentile (244/720)
- SC/ST/OBC (including PwBD): 40th percentile (226/720)
| Category | Minimum Qualifying Criteria | Cutoff Score (Out of 720) |
|---|---|---|
| General/EWS | 50th percentile | 262 |
| General-PwBD | 45th percentile | 244 |
| SC/ST/OBC (including PwBD) | 40th percentile | 226 |
Local vs. Non-Local Candidates: 85% Local Reservation Rule
Admission to 85% of Competent Authority Quota seats is reserved for local candidates in relation to their local area, as defined by Andhra Pradesh Educational Institutions (Regulation of Admission) Order, 1974. The remaining 15% of unreserved seats are now reserved exclusively for local candidates from the Andhra and Rayalaseema regions (as per Memo No. 2459247/C1/2024, dated 20-07-2024).
**Non-Local (NL) candidates are NOT eligible for PG (Medical) local seats in Andhra Pradesh.** However, NL candidates with AP Domicile (APNL) are eligible for APUR (Andhra Pradesh Unreserved) seats. This is a critical distinction: if you are a non-local candidate without AP domicile, you can only compete for the 15% unreserved seats, not the 85% local seats.
Local area is defined in two zones: (1) Andhra University Area – erstwhile districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, and Prakasam; (2) Sri Venkateswara University Area – erstwhile districts of Anantapur, Kurnool, Chittoor, Cuddapah, and Nellore. A candidate is local to an area if they studied in that area for 4 consecutive academic years ending with the year they appeared in MBBS Part-II, or resided there for 4 years immediately before the MBBS exam. Candidates who studied in AP for 7 consecutive years are deemed local to the area where they studied longest.
- 85% of seats reserved for local candidates
- 15% unreserved seats reserved for local candidates from Andhra and Rayalaseema regions
- Non-Local (NL) candidates NOT eligible for local seats
- NL candidates with AP Domicile (APNL) eligible for APUR seats only
- Local status determined by 4-year study/residence in local area during MBBS
- Alternatively, 7-year study in AP makes candidate local to area of longest study
In-Service Candidates: Service Requirements & Bond Conditions
Know the exact MD/MS/DNB seats your rank can get
Official round-wise closing ranks with fee and stipend, matched to your rank.
In-service candidates are those working on a regular basis in government health institutions in Andhra Pradesh. Out of 50% state quota seats, 15% in clinical specialties and 30% in non-clinical specialties are allocated to in-service candidates. Only service rendered up to and including 01-07-2026 is counted for eligibility.
To qualify as an in-service candidate, you must have completed: (1) minimum 2 years of regular service in tribal areas, OR (2) minimum 3 years of regular service in rural areas, OR (3) minimum 6 years of regular service in urban areas or a combination of tribal/rural/urban service in AP. Unauthorized absence or leave without allowance (including medical leave) is NOT counted toward service. Upper age limit: you must not have completed 50 years as of 01-07-2026 (candidates born on or before 01-07-1976 are ineligible).
⚠️ **Bond trap for in-service candidates:** You must execute a bond on ₹100 non-judicial stamp paper agreeing to serve the government for a minimum of 10 years after completing your PG degree in any government institution as per administrative requirement. If you fail to comply, you must pay ₹50,00,000 (50 lakhs) in addition to all pay and allowances received during studies, with applicable interest. The bond requires two sureties who are income-tax assessees, with at least one being a government employee. Your PG degree certificate will be held in custody by the sponsoring authority (DME/DSH/DPH&FW) until you complete 10 years of service.
- Must be working on regular basis in government health institution in AP

- Bond requires two sureties (one must be government employee)
- Degree certificate held in custody until 10 years service completed
Non-Service Candidates: One-Year Compulsory Service & Bond
Non-service candidates are those not employed in government health institutions. All non-service candidates admitted to a PG course must execute a bond (on ₹100 non-judicial stamp paper) agreeing to serve the government for a period of one year after completing their PG degree. If you violate this bond by not joining or not completing the stipulated one-year service period within a maximum of 18 months after obtaining your PG degree, a penalty of ₹40,00,000 (40 lakhs) will be levied as per G.O.Ms.No.251, dated 02-10-2022.
The bond proforma (Annexure-A) is provided in the prospectus and must be submitted at the time of admission. The one-year compulsory service is to be rendered in APVVP/DME, A.P. Hospitals or as directed by the government. This is a mandatory condition for all non-service candidates and is non-negotiable.
- Compulsory service period: 1 year after PG completion
- Service to be rendered in APVVP/DME, A.P. Hospitals
- Bond amount if violated: ₹40,00,000

Vertical reservations (category-wise) are provided as follows: SC – 15%, ST – 6%, BC-A – 7%, BC-B – 10%, BC-C – 1%, BC-D – 7%, BC-E – 4%. SC reservations are further sub-divided into three groups: Group I (12 castes) – 1%, Group II (18 castes) – 6.5%, Group III (29 castes) – 7.5%. When seats in a particular group are unavailable, they are filled by candidates from the next group in order.
Horizontal reservations (applicable across all categories) are: Women – 33⅓%, PwBD (Persons with Benchmark Disability) – 5%. These are applied in addition to vertical reservations. For example, a woman SC candidate can compete for both SC and women's reserved seats.
⚠️ **Caste certificate trap:** Only Online Integrated Caste Certificates with barcode issued by the Government of AP are accepted. Caste certificates from other states will NOT be accepted; such candidates will be considered under General category only. The certificate must be in the prescribed form and must mention the sub-caste (for SC), sub-group (for SC), or sub-tribe/sub-group (for ST). Candidates claiming SC/ST/BC reservations must submit a permanent social status certificate issued by the Competent Authority of Government of AP only. Minority candidates must furnish a Minority certificate from the Minorities Welfare Department, Government of AP.

The Medical Board constituted by the University will scrutinize and verify disability certificates as per NMC Guidelines regarding admission of students with 'Specified Disabilities' under the Rights of Persons with Disabilities Act, 2016. Only candidates who applied and qualified under PwBD category in NEET PG 2026 are eligible to participate under PwBD category in state quota seats. If sufficient qualified PwBD candidates are not available, un-allotted PwBD seats are reverted/converted to the respective category of the same area (e.g., BC-A-PwBD (G) reverts to BC-A (G); SC-PwBD (F) reverts to SC (F)).

Merit List, Allotment & Counselling: Four Phases Explained
Merit position is determined based on NEET PG 2026 ranks and candidate eligibility. After verification of uploaded documents and certificates, the university will release a provisional merit list, followed by a final merit position. Only candidates included in the final merit list are eligible to exercise web options (choose colleges and specialties). Counselling will be conducted entirely online; no offline counselling is permitted.
There are four phases of counselling: Phase-I (for in-service and non-service candidates), Phase-II (for in-service and non-service candidates), Phase-III (Mop-Up, for in-service and non-service candidates), and Stray Vacancy Round (for non-service candidates only). In Phase-III, seats allotted to in-service candidates that remain vacant after the mop-up round are automatically reverted to non-service candidates. Candidates who join a seat in Phase-I or Phase-II are eligible for upgradation up to Phase-III (Mop-Up) only. Candidates allotted a seat in Phase-III cannot participate in subsequent rounds of state counselling or management quota counselling, regardless of whether they report.
⚠️ **Counselling trap:** If you are allotted a seat in Phase-III (Mop-Up) and fail to join within the stipulated time, you forfeit a ₹50,000 refundable security deposit and become ineligible to participate in any further rounds of AP state counselling for both Competent Authority and Management Quota for 2026-27. Additionally, if you fail to join a seat allotted in the Stray Vacancy Round, you are debarred from participating in AP state counselling for the subsequent one year. Do not exercise options unless you are genuinely interested in joining.
- Merit based on NEET PG 2026 rank and eligibility
- Provisional merit list released after document verification
- Final merit position released before web options exercise
- Only final merit list candidates eligible for web options
- Four phases: Phase-I, Phase-II, Phase-III (Mop-Up), Stray Vacancy
- Phase-I/II joined candidates eligible for upgradation up to Phase-III only
- Phase-III allotted candidates cannot participate in further rounds
- Security deposit ₹50,000 (refundable) required for Phase-III participation
- Failure to join Phase-III seat = deposit forfeited + ineligible for further rounds
- Failure to join Stray Vacancy seat = debarred for 1 year
Admission Rules: Reporting, Bonds, Discontinuation & Penalties
The last date for reporting at the allotted college will be communicated in the allotment order. Candidates must report with all original certificates, the allotment letter, and the provisional verification form. Verification of original certificates will be conducted at the time of admission at the respective college. If any discrepancy is found, the provisional allotment will be cancelled and action will be initiated. If a candidate slides to another college (affiliated to Dr. NTR UHS) during subsequent phases, the tuition fee will be transferred to the new college.
All candidates joining PG medical courses must execute a bond on ₹100 non-judicial stamp paper (Annexure-III) undertaking to complete the prescribed period of training. In-service candidates must execute two bonds: Indemnity Bond-I (₹5,00,000 if discontinuation) and Indemnity Bond-II (₹40,00,000 if not joining compulsory service post-completion). Non-service candidates must execute a bond (Annexure-A) agreeing to one-year compulsory service; violation incurs ₹40,00,000 penalty.
Discontinuation from the course is permitted only after closure of the entire counselling process (Phase-III Mop-Up). Candidates discontinuing after 22-07-2023 (irrespective of admission batch) are debarred for the academic year 2026-27. If a candidate discontinues, they must pay ₹3,00,000 to the university and refund all stipend received; they are also debarred from applying for PG dental courses in AP for three years. Candidates who do not fulfill eligibility criteria or fail to produce required documents within the specified admission dates will have their admission cancelled automatically.
- Report at allotted college with original certificates, allotment letter, verification form
- Verification of certificates at time of admission
- Discrepancy found = provisional allotment cancelled
- Tuition fee transferred if sliding to another college
- Bond execution mandatory (₹100 non-judicial stamp paper)
- In-service: Bond-I (₹5,00,000 if discontinuation), Bond-II (₹40,00,000 if no service)
- Non-service: Bond (₹40,00,000 if service not completed)
- Discontinuation only after Phase-III closure
- Discontinuation penalty: ₹3,00,000 + refund stipend + 3-year debarment
- Candidates discontinuing after 22-07-2023 debarred for 2026-27
Important Warnings: False Information, Ragging & Conduct Rules
If a candidate is found to have submitted false information, withheld information, or provided forged/fake certificates at any time during or after the course, their admission is liable to be cancelled immediately. The university reserves the right to cancel the admission of any candidate without notice if certificates are found to be fake, false, or forged. Disciplinary action will be initiated against the candidate, and their name will be referred to the National Medical Commission (NMC) for further action.
Ragging is strictly prohibited under the Andhra Pradesh Act No. 26 of 1997 and NMC (Prevention and Prohibition of Ragging in Medical Colleges and Institutions) Regulations, 2021. Any candidate found participating in ragging will be expelled from the course/college at any point during the course, and legal proceedings/criminal action will be initiated. After admission, each candidate must submit an anti-ragging affidavit signed by both the candidate and parent/guardian (available at www.amanmovement.org).
Candidates must maintain strict discipline and follow all college and university regulations. Private practice or part-time employment is strictly prohibited during the course. Candidates must not resort to strikes, criticize institute policies in media, or approach legal authorities/NMC/government without prior institutional permission. Violation of conduct rules results in admission cancellation and invocation of bond conditions. Candidates are advised not to trust touts, brokers, or middlemen claiming to guarantee seats through unfair means; all counselling is conducted as per rules and NEET merit.
- False information = admission cancellation + disciplinary action + NMC referral
- Fake/forged certificates = immediate cancellation without notice
- Ragging = expulsion + legal/criminal action
- Anti-ragging affidavit mandatory (self + parent/guardian)
- No private practice or part-time employment allowed
- No strikes, media criticism, or unauthorized legal approach
- Violation of conduct rules = admission cancellation + bond invocation
- Beware of touts and middlemen claiming guaranteed seats
