Dr. NTR University of Health Sciences (NTRUHS), Andhra Pradesh, has released a comprehensive user manual for the Competent Authority Quota (CAQ) PG medical degree admissions for 2026–27. This manual is your complete guide to registering, paying fees, uploading documents, selecting your educational region, and submitting your application through the APOnline portal. The Competent Authority Quota is the set of seats that the Andhra Pradesh government fills through its own counselling process, separate from the national NEET-PG counselling. If you are an MBBS graduate applying for MD, MS, PG Diploma, or DNB broad-speciality courses in Andhra Pradesh, this process is mandatory for you to secure a seat.
You must complete all four application tabs (Personal Details, Payment, Region Selection, Document Upload), pay the fee, and submit your application through APOnline—no editing is allowed after submission, so verify everything carefully before clicking 'Final Submit'.

Unlock My College ListWhat is the Competent Authority Quota (CAQ)?
The Competent Authority Quota is the portion of PG medical seats in Andhra Pradesh that the state government allocates and fills through its own counselling process. These seats are separate from the national NEET-PG counselling conducted by the Medical Counselling Committee (MCC). If you are an MBBS graduate from Andhra Pradesh or have Andhra Pradesh domicile, you are eligible to apply for CAQ seats.
CAQ seats are available for MD, MS, PG Diploma, and DNB broad-speciality courses across government and private medical colleges affiliated with Dr. NTR UHS in Andhra Pradesh. The seats are distributed based on your NEET-PG score, your educational region (determined by where you studied MBBS), and your category (General, OBC, SC, ST, etc.).
Who is eligible to apply?
You are eligible for CAQ if you hold a valid MBBS degree and have appeared in NEET-PG 2026. Your eligibility also depends on your educational region and domicile status, which the portal will determine based on where you studied MBBS and your residential history.
The portal recognises four educational regions: Andhra University (AU), Sri Venkateswara University (SVU), Non-local, and MBBS studied at Siddhartha Medical College (SMC) Vijayawada. Candidates from Telangana who have migrated to Andhra Pradesh, or those claiming APNL (All-India Non-Local) status with Andhra Pradesh domicile, may also be eligible if they meet specific documentary requirements.
- Valid MBBS degree (original or provisional pass certificate)
- NEET-PG 2026 registration and valid hall ticket
- Andhra Pradesh domicile or eligible migration/APNL status
- All required documents in PDF format (max 1000 KB each)
Step 1: Registration on APOnline Portal
Registration is your first step. Visit the APOnline portal and click on 'Registration' in the FORMS section. You will need your NEET hall ticket number and date of birth. Enter these details and click 'Get Details'—your name, mobile number, and email ID will auto-populate from NEET data. You can edit your mobile number and email if needed.
Next, create a strong password and re-enter it to confirm. Enter the Captcha and click 'Generate OTP'. An OTP will be sent to your registered mobile number and email. Enter this OTP in the field and click 'Submit'. After successful submission, you will receive a Registration ID (User ID) via SMS and email. Save this ID—you will use it to log in for all future steps.
- Enter NEET hall ticket number and date of birth
- Verify auto-populated name, mobile, and email; edit if needed
- Create a password (must meet security requirements)
- Enter Captcha and generate OTP
- Enter OTP received on mobile/email and submit
- Save your Registration ID for future login
Step 2: Login and Access Application Submission
After registration, log in using your Registration ID (User ID) and password. Enter the Captcha and click 'Login'. Once logged in, you will see a dashboard. Select 'Services' from the menu bar and click on 'Application Submission' to begin filling your application.
The application form has four tabs that you must complete in order: Personal Details, Payment Details, Local/Non-local Region, and Upload Documents. Do not skip any tab—if you do, your application will be marked ineligible. You can save and return to incomplete tabs, but you cannot edit after final submission.

Step 3: Fill Personal Details Tab
In the Personal Details tab, your NEET information (name, date of birth, NEET score, etc.) will be auto-populated. You must fill in your Educational Details (MBBS college name, university, year of passing), Personal Details (caste, category, religion if applicable), and Residential Address (current address where you can be contacted).
Review all auto-populated fields carefully. If any NEET data is incorrect, you cannot change it in this portal—you must contact NEET authorities. However, you can update your mobile number and email if they have changed since NEET registration. After filling all fields, click 'Save and Continue' to proceed to the Payment Details tab.
- Verify auto-populated NEET details (cannot be edited)
- Enter MBBS college, university, and passing year
- Select caste category (General, OBC, SC, ST, etc.)
- Enter current residential address
- Update mobile and email if changed since NEET
- Click 'Save and Continue'
Step 4: Pay the Application Fee
After saving Personal Details, you will be redirected to the Payment Details tab. The portal will display the fee amount and a payment summary. Select your preferred payment method: Net Banking (SBI, HDFC, ICICI, or other banks), Debit Card, or Credit Card. Agree to the terms and conditions by checking the box, then click 'Pay Now'.
You will be redirected to your bank's payment gateway. Complete the payment securely. After successful payment, a payment receipt will be displayed showing your transaction ID, amount, and payment status. Click 'Continue' to proceed to the Region Selection tab. If payment fails but the amount is deducted, click 'Verify and Continue'—the system will check the transaction status. If it was successful, your status will update automatically. If it failed, you can retry payment; the deducted amount will be refunded within 7 working days.
- Select payment method (Net Banking, Debit Card, or Credit Card)
- Agree to terms and conditions
- Click 'Pay Now' and complete bank payment
- Save payment receipt for records
- If payment fails but amount is deducted, click 'Verify and Continue'
- Refund of failed transactions takes up to 7 working days
Step 5: Select Your Educational Region (Critical for Eligibility)
Your educational region is determined by where you studied MBBS and is crucial for your eligibility and seat allocation. The portal will automatically assign a region based on your MBBS college location. However, if you studied MBBS in Telangana and have migrated to Andhra Pradesh, or if you are claiming APNL (All-India Non-Local) status with Andhra Pradesh domicile, you must declare this and upload supporting documents.
There are four possible regions: (1) Andhra University (AU) region, (2) Sri Venkateswara University (SVU) region, (3) Non-local, and (4) MBBS from SMC Vijayawada. If your region is AU or SVU, it will be auto-displayed and you simply click 'Save and Continue'. If your region is OU (Osmania University, Telangana), you must select 'Yes' to claim either Local Status (if migrated from TG to AP under G.O. 133/132/171/129) or APNL status. If you select 'No', you will be ineligible for CAQ. If your MBBS was from a non-local college, you must claim 'APNL with AP Domicile' and upload one of three specified documents (10-year study certificate, employment certificate, or 10-year residence certificate of parents). If you studied at SMC Vijayawada, you must enter your educational details from classes 6–12 to determine your region.
- AU/SVU region: Auto-displayed; click 'Save and Continue'
- OU (Telangana) region: Select 'Yes' to claim Local Status (migrated) or APNL
- If claiming Local Status: Select issuing district and enter certificate number
- If claiming APNL: Upload one of three documents (study, employment, or residence certificate)
- Non-local region: Select 'Yes' to claim APNL with AP Domicile and upload supporting document
- SMC Vijayawada: Enter class 6–12 educational details for region calculation
- Final region will be displayed after all details are entered
Step 6: Upload Required Documents
In the Upload Documents tab, you must upload nine documents in PDF format. Each file must not exceed 1000 KB (1 MB). All documents are mandatory. Upload them in the order listed below. After uploading all documents, click 'Save Documents'. The 'Preview Application' button will then become active.
Do not skip any document. Missing documents will result in your application being marked ineligible. Ensure all PDFs are clear, legible, and contain the information required. If you need to re-upload a document later (e.g., if it is rejected during verification), you can do so through the 'Re-upload Documents' option in the Services menu.

Correct the error and save again.
Once you are satisfied that all details are correct, read the declaration (which confirms that all information is true and that you meet eligibility criteria), check the declaration box, and click 'Final Submit'. A confirmation pop-up will appear asking 'Are you sure you want to submit the Application?' Click 'OK' to confirm. Your application will then be submitted successfully. You will receive a confirmation message with your submission details. After submission, no editing is allowed—you cannot change any field. Therefore, verify everything before clicking 'Final Submit'.

- Verify all nine documents are uploaded and visible
- If any error found, click 'Cancel' and edit the relevant tab
- Read the declaration carefully
- Check the declaration checkbox
- Click 'Final Submit'
- Confirm submission in the pop-up by clicking 'OK'
- Save the submission confirmation for your records
Important: Region Selection and Eligibility Traps
Your educational region determines which seats you are eligible for and affects your ranking in the merit list. Selecting the wrong region or failing to upload required documents for region claims (such as migration certificates or domicile proofs) will result in ineligibility. Pay close attention to the region selection step.
If you studied MBBS in Telangana (OU region) and have not migrated to Andhra Pradesh, you are ineligible for CAQ. If you claim migration or APNL status but do not upload the required document, your application will be rejected. If you are non-local and do not claim APNL with AP Domicile, you are ineligible. If you studied at SMC Vijayawada and do not enter your class 6–12 details, your region cannot be calculated and your application will be rejected.
- ⚠️ OU region without migration/APNL claim = ineligible
- ⚠️ Migration claim without certificate = ineligible
- ⚠️ Non-local without APNL with AP Domicile claim = ineligible
- ⚠️ SMC Vijayawada without class 6–12 details = ineligible
- ⚠️ Missing any of nine documents = ineligible
- ⚠️ No editing after final submission—verify before submitting
After Submission: Check Status and Download Receipts
After submitting your application, you can check your application status and payment receipt at any time by logging in and navigating to Services. Click 'Know your Application Status' to see whether your application has been received, is under verification, or has been approved or rejected. Click 'Know your Payment Status' to download your fee payment receipt.
You can also print a Provisional Application (after submission) by clicking 'Print Provisional Application' in the Services menu. This document shows all your submitted details and can be used for your records. Later, after verification is complete, you will be able to print a Final Application. If any document is rejected during verification, you will be notified and can re-upload it through the 'Re-upload Documents' option.
- Log in and go to Services → Know your Application Status
- Check whether application is received, under verification, approved, or rejected
- Download payment receipt from Services → Know your Payment Status
- Print Provisional Application from Services → Print Provisional Application
- If documents are rejected, re-upload through Services → Re-upload Documents
- Print Final Application after verification is complete
Document Upload Requirements: Format and Size
All documents must be uploaded in PDF format only. Each file must not exceed 1000 KB (approximately 1 MB). If your document is larger, compress it or convert it to a lower resolution before uploading. Ensure the PDF is clear and legible—blurry or illegible documents may be rejected during verification.
For certificates issued by institutions or authorities, ensure the document shows the official seal, signature, and date. For identity proofs, ensure your name, date of birth, and photo (if applicable) are clearly visible. For the NEET score card, ensure your NEET roll number, score, and rank are visible. If a document is rejected, you will be notified via email and SMS, and you can re-upload a corrected version.
- Format: PDF only
- Size: Maximum 1000 KB per file
- Quality: Clear and legible (not blurry or faded)
- Certificates: Must show official seal, signature, and date
- Identity proofs: Name, DOB, and photo must be visible

See My CollegesFrequently asked questions
What is the difference between NEET-PG national counselling and Dr. NTR UHS Competent Authority Quota?
National NEET-PG counselling is conducted by the Medical Counselling Committee (MCC) and allocates seats across India based on national merit. Competent Authority Quota (CAQ) is a separate process conducted by the Andhra Pradesh government through Dr. NTR UHS and allocates seats only in Andhra Pradesh colleges to eligible candidates. You may apply for both, but they are independent processes with separate applications and timelines.
Can I edit my application after submitting it?
No. Once you click 'Final Submit' and confirm in the pop-up, your application is locked. No editing is allowed throughout the admission process. Therefore, you must verify all details carefully before submitting. If you find an error after submission, contact Dr. NTR UHS directly—they may allow re-upload of specific documents if needed, but you cannot change personal details or region selection.
I studied MBBS in Telangana. Am I eligible for CAQ?
If you studied MBBS in Telangana (OU region) and have not migrated to Andhra Pradesh, you are ineligible for CAQ. However, if you have migrated to Andhra Pradesh under Government Order 133/132/171/129, you can claim Local Status by uploading your migration certificate and entering the certificate number. Alternatively, if you have Andhra Pradesh domicile, you can claim APNL (All-India Non-Local) status by uploading one of three specified documents (10-year study certificate, employment certificate, or 10-year residence certificate of parents).
What documents do I need to upload?
You must upload nine documents: (1) NEET PG Score Card, (2) Birth Certificate or SSC Marks Memo, (3) Photo Identity Proof, (4) Original MBBS Degree or Provisional Pass Certificate, (5) MBBS Study Certificate, (6) MBBS Transfer/Migration Certificate (if applicable), (7) Internship Completion Certificate, (8) Medical Council Registration Certificate, and (9) Service Certificate or Annexure (if applicable). All must be in PDF format, max 1000 KB each.
What is my educational region and how is it determined?
Your educational region is determined by where you studied MBBS. If you studied in an Andhra University college, your region is AU. If you studied in an SVU college, your region is SVU. If you studied outside Andhra Pradesh, your region is Non-local (unless you claim APNL with AP Domicile). If you studied at SMC Vijayawada, you must enter your class 6–12 educational details for the system to calculate your region. Your region affects which seats you are eligible for and your ranking in the merit list.
I am non-local (studied MBBS outside Andhra Pradesh). Can I apply for CAQ?
Yes, if you claim APNL (All-India Non-Local) status with Andhra Pradesh domicile. You must upload one of three documents: (1) a minimum 10-year study certificate of you or your parents issued by an Andhra Pradesh school, (2) a current employment certificate showing you or your parents working in Andhra Pradesh, or (3) a minimum 10-year residence certificate of your parents issued by an Andhra Pradesh authority. If you do not claim APNL with AP Domicile, you are ineligible for CAQ.
What happens if my payment fails but the amount is deducted from my account?
If your payment fails but the amount is deducted, do not panic. Log in to the portal, go to the Payment Details tab, and click 'Verify and Continue'. The system will check your transaction status. If the payment was actually successful, your status will update automatically. If it failed, you can retry payment. The deducted amount will be refunded to your account within 7 working days. Do not make another payment until you verify the first transaction.
Can I change my region selection after submitting my application?
No. Region selection is final after submission. If you believe your region was incorrectly assigned, contact Dr. NTR UHS immediately with supporting documents. They may review your case, but you cannot change it yourself through the portal. This is why it is critical to verify your region carefully before submitting.
What if I studied MBBS at SMC Vijayawada? How do I determine my region?
If you studied MBBS at Siddhartha Medical College (SMC) Vijayawada, you must enter your educational details from classes 6 to 12 (year of study, state, district, and school/college name) in a grid provided in the Region Selection tab. Based on where you studied classes 6–12, the system will calculate your educational region (AU, SVU, or Non-local). You must complete this step; otherwise, your region cannot be determined and your application will be rejected.
How do I know if my application has been received and is under verification?
After submitting your application, log in to the portal and go to Services → Know your Application Status. This page will show your application status (received, under verification, approved, or rejected). You will also receive an SMS and email confirmation after submission. If your application is under verification, you will be notified if any documents are rejected and need to be re-uploaded.
What is the maximum file size for each document I upload?
Each document must be in PDF format and must not exceed 1000 KB (1 MB). If your document is larger, you must compress it or convert it to a lower resolution before uploading. Ensure the compressed PDF remains clear and legible—blurry documents may be rejected during verification.
If a document is rejected during verification, can I re-upload it?
Yes. If any document is rejected during verification, you will be notified via email and SMS. You can then log in to the portal, go to Services → Re-upload Documents, and upload a corrected version of the rejected document. You will have a specified time window to re-upload; check your notification for the deadline. After re-uploading, your document will be re-verified.
Register on the APOnline portal immediately using your NEET hall ticket and date of birth. Complete all four application tabs (Personal Details, Payment, Region Selection, Document Upload) carefully, paying special attention to your educational region and eligibility claims. Verify every detail before clicking 'Final Submit'—no editing is allowed after submission. After submission, monitor your application status through the portal and respond promptly if any documents are rejected. For any technical issues or clarifications, contact Dr. NTR UHS directly through their official website.
