Dr NTR University of Health Sciences (NTRUHS), Vijayawada has opened web options for Phase-I counselling of NEET-PG 2026-27 under Competent Authority Quota (CQ) seats. This is the first round of seat allocation for postgraduate medical degree and diploma courses across government and private medical colleges in Andhra Pradesh, as well as SVIMS Tirupati. Eligible candidates—both in-service (working doctors) and non-service (fresh graduates)—whose names appear in the Final Merit list must exercise their web options between 8 and 10 November 2026. This is a critical window: missing it means losing your chance in Phase-I, though Phase-II will follow for those who don't get a seat now.
Eligible NEET-PG candidates must exercise web options from 9 AM on 8 November to 11 AM on 10 November 2026 on the NTRUHS website; only those in the Final Merit list can participate.

Phase-I web options is the first round of seat allocation under Competent Authority Quota (CQ) for postgraduate medical courses in Andhra Pradesh. The CQ is the state's own quota—seats that the state government fills through its own counselling process, separate from the All India Quota (AIQ) managed by MCC.
To be eligible, you must appear in the Final Merit list published by NTRUHS on 7 November 2026. This list includes both in-service candidates (doctors already working) and non-service candidates (fresh MBBS graduates). Candidates with disabilities (PwBD) are also eligible, but only for specialties recommended by the Medical Board—check the PwBD Eligible & Not Eligible list on the university website dated 31 October 2026.
If you are not in the Final Merit list, you cannot exercise options in Phase-I. However, you may still be eligible for Phase-II counselling if you meet other criteria (see FAQ section).
- Must be in Final Merit list published 7 November 2026
- Both in-service and non-service candidates eligible
- PwBD candidates eligible only for specialties recommended by Medical Board
- Candidates debarred in 2025-26 stray rounds or who discontinued course from 2023-24 onwards are NOT eligible
Important Dates: When to Exercise Web Options
The web options window is very short—just 3 days. You must log in to the NTRUHS website and submit your choices within this timeframe. The notification was issued on 7 November 2026, and the option-filling period begins the next day.
After the deadline, the university will process your choices and conduct allotment. The exact date of allotment has not been announced in this notification, but it typically follows within a few days. Once allotted, you will need to pay the university fee and report to your college by the date specified in your allotment letter.

Which Colleges and Seats Are Available?
Phase-I CQ seats are available across four categories of institutions in Andhra Pradesh:
**Government Medical Colleges**: Seats remaining after 50% have been contributed to the All India Quota. These are the most sought-after seats.
**Private Un-aided Non-Minority and Minority Medical Colleges**: Category-A Convenor Quota seats, which are 50% of the total intake in these colleges.
**SVIMS, Tirupati**: 38 state quota seats.
**New Government Medical Colleges (established from 2023-24 onwards)**: These include GMC Eluru, GMC Machilipatnam, GMC Nandyal, GMC Rajahmundry, and GMC Vizianagaram. After contributing 50% to AIQ, the remaining 50% is split as: 50% Competent Authority (General Category), 35% Competent Authority (Self-finance), and 15% Competent Authority (NRI Category).
The exact number of seats available in each college and specialty is shown in the Seat Matrix on the university website. You must check this matrix before exercising your options to understand which seats you are eligible for based on your category and area (local/non-local).
- Government Medical Colleges in AP (after 50% AIQ contribution)
- Private Un-aided Non-Minority and Minority Medical Colleges (50% of intake)
- SVIMS, Tirupati (38 state quota seats)
- New Government Medical Colleges: Eluru, Machilipatnam, Nandyal, Rajahmundry, Vizianagaram
Understanding Area Categories and Local/Non-Local Eligibility
Andhra Pradesh divides seats by geographic area. Your eligibility for certain seats depends on whether you are a local candidate (from that area) or non-local.
**AU (Andhra University) Area**: Local candidates from this area can access 85% of local seats in AU colleges. Additionally, 15% of seats in AU, SVU, and SMC Vijayawada are marked as APUR (Andhra Pradesh Unreserved) and are open to non-local candidates from anywhere in AP. In SMC Vijayawada, 65.62% of seats are reserved for AU candidates.
**SVU (Sri Venkateswara University) Area**: Local candidates from this area can access 85% of local seats in SVU colleges. Like AU, 15% of seats in AU, SVU, and SMC Vijayawada are APUR. In SMC Vijayawada, 34.38% of seats are reserved for SVU candidates.
**APUR (Andhra Pradesh Unreserved)**: These 15% seats are open to any candidate from Andhra Pradesh, regardless of local area. This is your opportunity if you are non-local.
Check the Seat Matrix carefully to identify which seats you are eligible for based on your area category.
- AU area: 85% local seats + 15% APUR seats available
- SVU area: 85% local seats + 15% APUR seats available
- APUR seats: Open to all AP candidates (non-local)
- SMC Vijayawada: 65.62% AU seats, 34.38% SVU seats, 15% APUR
| Area Category | Local Seats Available | Non-Local/APUR Seats Available |
|---|---|---|
| AU (Andhra University) area | 85% of local seats in AU colleges | 15% APUR seats in AU, SVU & SMC Vijayawada; 65.62% AU seats in SMC Vja. |
| SVU (Sri Venkateswara University) area | 85% of local seats in SVU colleges | 15% APUR seats in AU, SVU & SMC Vijayawada; 34.38% SVU seats in SMC Vja. |

Fees You Must Pay: University Fee and Tuition Fee
There are two separate fees: the university fee (paid immediately after allotment) and the tuition fee (paid at the college during admission).
**University Fee**: ₹25,600. This is a one-time fee paid only once, when you download your allotment letter after being allotted a seat. Payment is online only (Debit Card, Credit Card, or Internet Banking). This fee is **non-refundable under any circumstances**—even if you later withdraw or slide to another college.
**Tuition Fee**: This varies by course type and college category. For private un-aided medical colleges under CQ, the tuition fee structure is set by Government Order and depends on whether the course is clinical, para-clinical, or pre-clinical.
- University fee: ₹25,600 (one-time, non-refundable, paid online after allotment)
- Tuition fee: Varies by course type and college category (see table below)
- Both fees must be paid in full; no partial payment allowed
- If you slide to another college in a later phase, tuition fee is transferred; university fee is not refunded
| Course Type | Private Un-aided CQ Seats (Category-A) | New Government Medical Colleges (General Category) | New Government Medical Colleges (Self-Finance) | New Government Medical Colleges (NRI Category) |
|---|---|---|---|---|
| Clinical Degree/Diploma | ₹5,71,320 | ₹30,000 per annum | ₹9,00,000 per annum | ₹29,00,000 per annum |
| Para-Clinical Degree/Diploma | ₹1,78,538 | — | — | — |

How to Exercise Web Options: Step-by-Step Process
Exercising web options means ranking the seats (college + specialty combinations) in order of your preference. The system will then allot you the highest-ranked seat for which you are eligible and which is available.
**Step 1: Log In**: Visit https://drntr.uhsap.in and log in using your credentials (username and password). You will receive an OTP (One-Time Password) on your registered email or phone—enter this to complete login.
**Step 2: Watch the Tutorial**: The university has uploaded a recorded video on the procedure for exercising web options. Watch this in your student login to understand the process.
**Step 3: Review the Seat Matrix**: Before making choices, carefully review the Seat Matrix displayed on the website. Identify all seats for which you are eligible (based on your category, area, and specialty).
**Step 4: Rank Your Choices**: There is **no limit on the number of choices** you can make. You can rank any number of specialties and colleges. Rank them in order of your genuine preference—your first choice is most important.
**Step 5: Save and Submit**: After ranking all your choices, save them. The system will ask you to confirm via OTP. **Options are finalized only upon OTP submission.** Once you submit the OTP, your choices are locked in.
**Step 6: Print Your Choices**: After submission, print a copy of your saved options for your records.
**Important**: You can log back in and rearrange your priority list at any time before the deadline (11 AM on 10 November). Any changes made during your last login will be automatically saved, even if you don't manually save them. However, if you make edits after OTP submission, you must re-submit with OTP before the deadline, or they will be auto-saved as your final choice.
- Log in to https://drntr.uhsap.in with your credentials and OTP
- Watch the recorded tutorial video on web options procedure
- Review the Seat Matrix to identify eligible seats
- Rank seats in order of genuine preference (no limit on number of choices)
- Save and finalize choices via OTP submission
- Print your saved options
- You can re-login and rearrange choices before 11 AM on 10 November
- Any edits after OTP submission must be re-submitted with OTP before deadline
Critical Traps: What Gets Your Application Rejected or Cancelled
**Trap 1: Not in Final Merit List = No Phase-I Eligibility**: If your name is not in the Final Merit list published on 7 November 2026, you cannot exercise options in Phase-I, even if you are a NEET-PG qualified candidate. You will have to wait for Phase-II. Check the website immediately.
**Trap 2: Debarred Candidates**: If you participated in 2025-26 stray rounds of CQ/MQ counselling and were allotted a seat but did not report/join, you are debarred for 2026-27. Similarly, if you discontinued your course from 2023-24 onwards, you are debarred. A list of debarred candidates is displayed on the website—check if your name is there.
**Trap 3: PwBD Specialty Restriction**: If you are a PwBD candidate, you can exercise options **only for specialties recommended by the Medical Board**. Attempting to choose a non-recommended specialty will result in rejection. Check the PwBD Eligible & Not Eligible list dated 31 October 2026.
**Trap 4: Missing the Deadline**: The web options window closes at 11:00 AM on 10 November 2026. If you do not submit your choices by this time, you will not be allotted a seat in Phase-I. There is no extension.
**Trap 5: Sharing Login Credentials**: Your login details, email ID, and OTP are personal and confidential. If you share them with anyone (including a counsellor or agent), you are responsible for any misuse. The university will not reverse allotments made due to unauthorized access.
**Trap 6: Not Reporting After Allotment**: If you are allotted a seat in Phase-I but do not report to the college by the date specified in your allotment letter, you will be marked as 'not reported.' This makes you ineligible to exercise options in Phase-II for that particular seat—you cannot use it as a fallback.
**Trap 7: Certificate Verification Failure**: At the time of admission, the college will verify all your original certificates. If there is any discrepancy (wrong date, missing signature, incorrect category), your provisional allotment will be cancelled and action will be initiated. Ensure all your certificates are in order before reporting.
**Trap 8: Withdrawal Penalty**: If you join a seat in Phase-I or Phase-II and later withdraw, you will be debarred for 3 years from admission to any postgraduate medical course in Andhra Pradesh, **and you must pay ₹3,00,000 as penalty**. Do not join unless you are certain.
- ⚠️ Not in Final Merit list → cannot participate in Phase-I
- ⚠️ Debarred in 2025-26 stray rounds or discontinued course → ineligible
- ⚠️ PwBD candidates → can only choose recommended specialties
- ⚠️ Miss 11 AM deadline on 10 Nov → no Phase-I allotment
- ⚠️ Share login credentials → you are liable for misuse
- ⚠️ Don't report after allotment → seat lost, cannot use in Phase-II
- ⚠️ Certificate discrepancy at admission → allotment cancelled
- ⚠️ Withdraw after joining → 3-year debarment + ₹3,00,000 penalty
Understanding the Meritorious Reserved Candidate (MRC) Concept
The MRC concept is important for reserved category candidates (SC, ST, BC). It ensures that reserved seats are filled fairly while maintaining the 50:50 ratio of open to reserved seats.
Every kind of PG seat, one rank
See the real seats your NEET-PG rank can reach.
**How MRC Works**: Suppose an SC candidate with a high NEET rank is allotted an 'Open Category' seat (not reserved for SC) in Phase-I. This candidate is now called a Meritorious Reserved Candidate (MRC). If this SC candidate later slides to an SC-reserved seat in the same college or another college during the Category Round of Phase-I (conducted the same day), the Open seat they vacated will be filled by the next SC candidate by merit—not by an open-category candidate.
**Why This Matters**: The MRC concept ensures that reserved candidates who qualify for open seats are not 'wasted,' and that reserved seats are still filled by reserved candidates. This maintains the 50:50 ratio mandated by government orders.
**Example**: An SC candidate ranks 1st overall and is allotted an MD (Radiology) Open seat. Later, they slide to an MD (General Medicine) SC seat. The MD (Radiology) Open seat is now filled by the next SC candidate by merit, not by an open-category candidate. This is the MRC concept in action.
This concept applies to all BC, SC, and ST categories. Understand it before exercising your options, as it affects seat availability and allotment outcomes.
- MRC = Meritorious Reserved Candidate (reserved-category candidate allotted an open seat)
- When MRC slides to a reserved seat, their vacated open seat is filled by the next reserved candidate by merit
- Maintains 50:50 ratio of open to reserved seats
- Applies to BC, SC, ST categories
- Helps ensure reserved seats are filled by reserved candidates
What Happens After You Exercise Web Options: Allotment and Reporting
After the web options window closes on 10 November at 11 AM, the university will process all choices and conduct allotment based on your NEET rank, your preferences, and seat availability. The allotment result will be published on the website (exact date not yet announced).
**If You Are Allotted a Seat**: You will receive an allotment letter. To download it, you must log in to the website and pay the university fee of ₹25,600 online (Debit Card, Credit Card, or Internet Banking). Once payment is confirmed, you can download your allotment letter.
**Reporting to College**: The allotment letter will specify a reporting date. You must report to the Principal of your allotted college on or before this date with all original certificates, pay the tuition fee, furnish any required bonds, and complete the admission process. If you do not report by the specified date, your admission will be cancelled automatically.
**Certificate Verification**: At the time of admission, the college will verify all your original certificates (MBBS degree, category certificate, local area certificate, etc.). If any discrepancy is found, your provisional allotment will be cancelled.
**If You Slide to Another College**: If you are allotted a seat in Phase-I but later slide to another college in Phase-II or Phase-III, the tuition fee you paid will be transferred to the new college. However, the university fee (₹25,600) is not refunded.
**Free Exit Option**: If you report to your Phase-I allotted college, you can later opt for a free exit as per a schedule to be notified. This allows you to participate in Phase-II counselling without penalty.
- Allotment result published on website (date TBA)
- Pay ₹25,600 university fee online to download allotment letter
- Report to college by date specified in allotment letter
- Bring all original certificates for verification
- Pay tuition fee at college
- If you slide to another college, tuition fee transfers; university fee does not
- Free exit option available after reporting (schedule TBA)
Phase-II and Phase-III Eligibility: What If You Don't Get a Seat in Phase-I?
Phase-I is just the first round. If you are not allotted a seat in Phase-I, or if you are allotted but choose not to report, you will be eligible for Phase-II counselling.
**Phase-II Eligibility**: You are eligible for Phase-II if: (a) you were allotted a seat in Phase-I and reported to the college, (b) you were not allotted any seat in Phase-I, or (c) you were allotted a seat in Phase-I but did not report, or you availed free exit from Phase-I. **Important**: If you were allotted a seat in Phase-I but did not join/resign, that particular seat will NOT be available for you to exercise options in Phase-II—you cannot use it as a fallback.
**Phase-III (Mop Up)**: Candidates who joined in Phase-I or Phase-II can apply for upgradation in Phase-III (Mop Up), the final round. However, once you join in Phase-III, you cannot withdraw. Discontinuation is only allowed after the counselling process is complete.
**Withdrawal Penalty**: If you join any seat and later withdraw, you face a 3-year debarment and a ₹3,00,000 penalty. This applies even in Phase-III.
- Phase-II eligible if: allotted & reported in Phase-I, OR not allotted in Phase-I, OR allotted but not reported/availed free exit
- Phase-I seat you didn't join is NOT available in Phase-II
- Phase-III (Mop Up) for upgradation only; no withdrawal allowed
- Withdrawal after joining = 3-year debarment + ₹3,00,000 penalty
Special Notes: Siddhartha Medical College Vijayawada and New Government Colleges
**Siddhartha Medical College (SMC), Vijayawada**: SMC is designated as a state-wide educational institution. Of the 85% of available seats (after AIQ contribution), 65.62% are reserved for local candidates from the Andhra University area, and 34.38% are reserved for local candidates from the Sri Venkateswara University area. The remaining 15% are treated as unreserved (APUR) and are open to any candidate from Andhra Pradesh. The definition of 'local candidate' and eligibility rules follow the respective admission rules for undergraduate and postgraduate medical courses.
**New Government Medical Colleges (Eluru, Machilipatnam, Nandyal, Rajahmundry, Vizianagaram)**: These colleges were established or permitted from 2023-24 onwards. After contributing 50% of seats to the All India Quota, the remaining 50% of state quota seats are divided as: 50% Competent Authority (General Category) at ₹30,000 per annum, 35% Competent Authority (Self-Finance) at ₹9,00,000 per annum, and 15% Competent Authority (NRI Category) at ₹29,00,000 per annum. These fees are per annum and apply to clinical courses; para-clinical and pre-clinical fees may differ. Check the Seat Matrix for exact availability.
- SMC Vijayawada: 65.62% AU area local, 34.38% SVU area local, 15% APUR
- New Government Colleges: 50% General (₹30,000/yr), 35% Self-Finance (₹9,00,000/yr), 15% NRI (₹29,00,000/yr)
- New colleges' fees are per annum; check Seat Matrix for exact seats available

See My CollegesFrequently asked questions
I am a NEET-PG qualified candidate but my name is not in the Final Merit list. Can I still exercise web options in Phase-I?
No. Only candidates whose names appear in the Final Merit list published on 7 November 2026 can exercise web options in Phase-I. If your name is not in the list, you cannot participate in Phase-I. However, you may be eligible for Phase-II counselling if you meet other criteria. Check the website immediately to confirm your status.
What is the difference between the university fee and the tuition fee?
The university fee (₹25,600) is a one-time fee paid to the university when you download your allotment letter after being allotted a seat. It is non-refundable. The tuition fee is paid to the college during admission and varies by course type (clinical, para-clinical, pre-clinical) and college category. For example, a clinical degree in a private un-aided college costs ₹5,71,320, while in a new government college it is ₹30,000 per annum. Both fees must be paid in full.
I am a PwBD candidate. Can I exercise options for any specialty I want?
No. PwBD candidates can exercise web options only for specialties recommended by the Medical Board. The university has published a PwBD Candidates Eligible & Not Eligible list on 31 October 2026. Check this list to see which specialties you are eligible for. Attempting to choose a non-recommended specialty will result in rejection.
How many choices can I make when exercising web options?
There is no limit on the number of choices. You can rank any number of specialties and colleges in order of your preference. However, you should only rank seats for which you are genuinely interested in joining, to avoid blocking seats for other candidates.
I exercised web options and submitted them with OTP. Can I change my choices after that?
Yes, you can log back in and rearrange your priority list at any time before the deadline (11 AM on 10 November 2026). Any changes made during your last login will be automatically saved. However, if you make edits after OTP submission, you must re-submit with OTP before the deadline, or they will be auto-saved as your final choice. Avoid making changes after OTP submission unless necessary.
What happens if I am allotted a seat in Phase-I but do not report to the college?
If you are allotted a seat but do not report by the date specified in your allotment letter, your admission will be cancelled automatically. You will then be eligible for Phase-II counselling, but the Phase-I seat you didn't join will NOT be available for you to exercise options in Phase-II. You cannot use it as a fallback. However, you can avail a free exit option (schedule to be notified) to participate in Phase-II without penalty.
I was allotted a seat in 2025-26 stray rounds but did not report. Am I eligible for 2026-27 counselling?
No. Candidates who participated in 2025-26 stray rounds of CQ/MQ counselling and were allotted seats but did not report/join are debarred for admissions into CQ/MQ counsellings for 2026-27. A list of debarred candidates is displayed on the university website. Check if your name is there.
What is the MRC (Meritorious Reserved Candidate) concept, and how does it affect my allotment?
MRC is a concept that applies to reserved category candidates (SC, ST, BC). If you are a reserved candidate with a high NEET rank and are allotted an open (unreserved) seat, you become an MRC. If you later slide to a reserved seat in the same or another college, your vacated open seat will be filled by the next reserved candidate by merit, not by an open-category candidate. This maintains the 50:50 ratio of open to reserved seats. Understand this concept before exercising your options.
If I join a seat in Phase-I and later withdraw, what are the consequences?
If you join any seat in Phase-I, Phase-II, or Phase-III and later withdraw, you will be debarred for 3 years from admission to any postgraduate medical degree/diploma course in Andhra Pradesh. Additionally, you must pay a penalty of ₹3,00,000. Do not join unless you are certain about your choice.
I am a Muslim minority candidate. Which colleges can I apply to?
Muslim minority candidates are eligible for Competent Authority Quota seats in both non-minority and minority medical colleges. This means you can exercise options for seats in any of the colleges listed in the Seat Matrix, whether they are non-minority or minority institutions. Check the Seat Matrix to see which seats are available for your category.
What should I do if I face technical issues while exercising web options?
Contact the technical help desk immediately at 9000780707 or 8008250842, or email ap.uhs.support@aptonline.in. These lines are available for website, login, and payment gateway issues. Do not wait until the last moment—contact them as soon as you encounter a problem. The web options window closes at 11 AM on 10 November, so act quickly.
Are the tuition fees for new government medical colleges per annum or for the entire course?
The tuition fees for new government medical colleges (Eluru, Machilipatnam, Nandyal, Rajahmundry, Vizianagaram) are per annum. For example, a clinical degree in the General Category costs ₹30,000 per annum, meaning you pay this amount each year for the duration of your course. Self-finance seats cost ₹9,00,000 per annum, and NRI seats cost ₹29,00,000 per annum. Confirm the exact duration of your course with the college.
Your Phase-I web options window is open from 9 AM on 8 November to 11 AM on 10 November 2026. Log in to https://drntr.uhsap.in immediately, review the Seat Matrix, rank your choices carefully in order of genuine preference, and submit with OTP before the deadline. After allotment, pay the ₹25,600 university fee online to download your allotment letter, then report to your college by the specified date with all original certificates. Do not miss this deadline—Phase-I is your first and best chance at a seat. If you have any doubts, contact the help desk numbers provided above.
