Dr NTR University of Health Sciences, Vijayawada, has opened online applications for NEET PG 2026 admissions under Competent Authority Quota (CQ) seats for the 2026–27 academic year. This is the state-level counselling for postgraduate medical degree and diploma courses in government and private medical colleges affiliated to NTRUHS and SVIMS Tirupati. Applications opened on 14 October 2026 and close on 21 October without a late fee, with a final window on 22 October at a ₹20,000 late fee. This is a critical window for Andhra Pradesh MBBS graduates seeking PG admission through the state's own quota system.
Apply by 21 October 2026 (5 PM) to avoid a ₹20,000 late fee; you must have scored at least 262/720 (General), 244 (PwBD), or 226 (SC/ST/OBC) in NEET PG 2026 and completed internship by 30 September 2026.

Unlock My College ListWhat is Competent Authority Quota and Who Can Apply?
Competent Authority Quota (CQ) is the state-level counselling system run by the Andhra Pradesh government for postgraduate medical admissions. Unlike the all-India MCC counselling, CQ seats are filled by the state directly and are reserved primarily for candidates with local status in Andhra Pradesh.
To be eligible for CQ seats, you must satisfy the local status or non-local status rules as defined by Andhra Pradesh government orders (G.O.P.NO. 646, dated 10 July 1979, and G.O.Ms.No.95, dated 20 July 2026). If you are from another state, you are NOT eligible for CQ seats unless you meet these specific local status criteria. Candidates from outside India are also not eligible for CQ seats.
This notification covers both in-service candidates (doctors already employed in government health services) and non-service candidates (fresh MBBS graduates). In-service candidates must have rendered service up to 1 July 2026 and must not have completed 50 years of age as on 1 July 2026 (i.e., born after 1 July 1976).
- Local status in Andhra Pradesh required (with rare exceptions for non-local candidates)
- MBBS degree completed and internship finished by 30 September 2026
- In-service candidates: service up to 1 July 2026, age under 50 as on 1 July 2026
- Non-service candidates: no age or service restrictions
NEET PG 2026 Cutoff Scores You Must Meet
To be eligible for CQ admission, you must have scored at least the minimum cutoff percentile in NEET PG 2026. The cutoff is expressed both as a percentile and as a raw score out of 720. Your internship must have been completed by 30 September 2026 for your score to count.
The cutoff varies by category. General and EWS candidates need the 50th percentile (262 marks). Persons with Disability (PwBD) in the General category need the 45th percentile (244 marks). SC, ST, OBC candidates, including those with disability, need the 40th percentile (226 marks). If you fall short of your category's cutoff, you are ineligible and cannot apply.
- Check your NEET PG 2026 score and percentile immediately
- Verify your category (General, EWS, SC, ST, OBC, PwBD) — this determines your cutoff
- Confirm your internship completion date is on or before 30 September 2026
- If you do not meet the cutoff, you cannot proceed with this application
| Category | Minimum Qualifying Percentile | Cutoff Score (Out of 720) |
|---|---|---|
| General / EWS | 50th percentile | 262 |
| General-PwBD (Persons with Disability) | 45th percentile | 244 |
| SC / ST / OBC (including PwBD of SC/ST/OBC) | 40th percentile | 226 |
Important Dates: When to Apply

If you apply during the regular window (14–21 October), you pay only the registration and processing fee. If you apply late (22 October), you must add a ₹20,000 late fee to the total. CRITICAL: Once you pay the fee, it is non-refundable and cannot be adjusted to any future date or round, even if you are not selected or withdraw. You must be certain of your eligibility before paying.

Seat Allocation and Local Status Rules
Andhra Pradesh has specific rules about how seats are divided between local and non-local candidates. At Siddhartha Medical College, Vijayawada (a state-wide institution), 85% of seats are divided between local candidates of Andhra University region (65.62%) and Sri Venkateswara University region (34.38%), with 15% unreserved. At other non-state-wide institutions, 85% of seats are reserved for local candidates of Andhra Pradesh, and 15% are unreserved for local or non-local candidates.
Additionally, 15% of all unreserved seats in medical colleges are now reserved exclusively for local candidates from the Andhra and Rayalaseema regions. This means that even the 'unreserved' category has local preference. If you are from outside Andhra Pradesh, your eligibility is severely limited unless you have established local status under the government's rules. Read the prospectus carefully to understand whether you qualify as local or non-local.
- Siddhartha Medical College, Vijayawada: 85% local (65.62% Andhra University region, 34.38% Sri Venkateswara University region), 15% unreserved
- Other non-state-wide institutions: 85% local (Andhra Pradesh), 15% unreserved
- 15% of unreserved seats reserved for local candidates from Andhra and Rayalaseema regions
- Non-local candidates from outside A.P. have very limited seat access — check local status rules in prospectus
Caste Certificate Requirements: A Critical Trap
If you are applying under SC, ST, or OBC category, your caste certificate MUST be issued by the Competent Authority of the Government of Andhra Pradesh. Caste certificates from other states will NOT be accepted. If you submit a caste certificate from another state, you will be automatically considered under the General category, losing your category benefit and potentially your seat eligibility.
The certificate must be a 'Latest Permanent' caste certificate. If your certificate is old or temporary, it may not be accepted. Obtain a fresh caste certificate from the Andhra Pradesh government if you do not have one, or if yours is from another state. This is one of the most common reasons applications are rejected — do not overlook it.
- ⚠️ Caste certificate MUST be from Govt. of Andhra Pradesh only
- ⚠️ Caste certificates from other states will NOT be accepted
- ⚠️ If you submit a non-A.P. caste certificate, you will be treated as General category
- ✅ Obtain a fresh 'Latest Permanent' caste certificate from A.P. government before applying
- ✅ Verify the certificate is in your name and matches your NEET registration details
Additional Fees After Selection: University and Tuition Fees
If you are selected and join a course, you will be required to pay additional fees beyond the registration fee. All selected candidates must pay a non-refundable University Fee of ₹25,600. This is a one-time fee payable upon joining.
For private un-aided medical colleges, you will also pay tuition fees depending on the type of course. Clinical degree/diploma courses cost ₹5,71,320; para-clinical courses cost ₹1,78,538; and pre-clinical courses cost ₹80,937. These fees are for the entire course duration and are subject to the outcome of pending court cases (W.P.Nos.32975, 33162 & 35090 of 2022), so they may change. Government college fees are different and will be specified in the prospectus.

In-Service Candidates: Special Eligibility Rules
If you are a doctor already employed in a government health service in Andhra Pradesh, you may be eligible for in-service quota seats. In-service candidates are governed by separate government orders (G.O.Ms.No.85, dated 20 July 2024; G.O.Ms.No.99, dated 18 August 2025; and G.O.Ms.No.143, dated 31 October 2025). These orders define who qualifies as an in-service candidate and what benefits they receive.
To be eligible for in-service quota, you must have rendered service up to 1 July 2026. Your age as on 1 July 2026 must be under 50 years (i.e., you must have been born after 1 July 1976). If you were born on or before 1 July 1976, you are not eligible for in-service quota seats. The government may modify these rules at any time, so check the prospectus for the latest updates.
- ✅ In-service candidates: employed in government health services in A.P.
- ✅ Service rendered up to 1 July 2026 counts
- ⚠️ Age must be under 50 as on 1 July 2026 (born after 1 July 1976)
- ⚠️ Rules subject to government modifications — check prospectus for latest

See My CollegesFrequently asked questions
I am from another state. Can I apply for Competent Authority Quota seats?
No, unless you satisfy the local status criteria defined by Andhra Pradesh government orders (G.O.P.NO. 646, dated 10 July 1979, and G.O.Ms.No.95, dated 20 July 2026). CQ seats are primarily for candidates with local status in Andhra Pradesh. If you do not meet the local status requirements, you are not eligible for CQ seats. Check the prospectus for the exact definition of local status or contact the helpline.
My internship will be completed on 5 October 2026. Am I eligible?
No. The internship completion deadline is 30 September 2026. If your internship is completed after this date, you are not eligible for this round of CQ admissions. You may be eligible for future rounds or other counselling systems, but not for this notification.
I scored 260/720 in NEET PG 2026 and I am in the General category. Can I apply?
No. The cutoff for General category is 262/720 (50th percentile). You scored 260, which is below the cutoff. You are not eligible for CQ admissions. You may be eligible for other counselling systems or future rounds with different cutoffs.
I have a caste certificate from my home state (not Andhra Pradesh). Can I use it?
No. The notification explicitly states that only caste certificates issued by the Competent Authority of the Government of Andhra Pradesh will be accepted. If you submit a caste certificate from another state, you will be automatically considered under the General category, losing your SC/ST/OBC benefit. Obtain a fresh caste certificate from the Andhra Pradesh government before applying.
What happens if I apply on 22 October with the late fee but then withdraw?
The registration and processing fee, including the late fee, is non-refundable under any circumstances. Once you pay, the money cannot be refunded or adjusted to any future date or round. You must be certain of your eligibility and intention to join before paying.
I am an in-service candidate born on 1 July 1976. Am I eligible for in-service quota?
No. The rule states that candidates born on or before 1 July 1976 are not eligible for in-service quota seats. You must have been born after 1 July 1976 (i.e., be under 50 years old as on 1 July 2026) to qualify for in-service quota.
When will counselling happen and how will seats be allotted?
The notification does not specify counselling dates or the allotment process. These details will be provided in the prospectus and in future notifications on the university website. You must check https://drntr.uhsap.in regularly for updates on counselling schedules, choice-filling, and allotment results.
Can I apply for both in-service and non-service quota seats?
The notification does not explicitly address this. You should check the prospectus and user manual for clarification. Typically, you apply once and are considered for the quota category you select. Contact the helpline (8978780501, 7997710168, or 9391805238) for a definitive answer.
What is the difference between the registration fee and the university fee?
The registration and processing fee (₹6,000–₹14,000 depending on category and location) is paid when you apply and is non-refundable. The university fee (₹25,600) is paid only if you are selected and join a course. These are separate fees for different purposes.
I missed the 21 October deadline. Can I still apply on 22 October?
Yes, but you must pay an additional ₹20,000 late fee on top of the regular registration fee. The late application window is 22 October from 9 AM to 10 PM. However, applying late may put you at a disadvantage if there are technical issues or if the portal becomes congested. Apply as early as possible.
Are the dates in this notification final, or can they change?
The university has stated that all dates are tentative and reserves the right to change them without notice or advance warning. However, you should treat the published dates as firm and apply well before the deadline. Check the website regularly for any last-minute changes.
What documents do I need to upload with my application?
The notification does not provide a complete list. You must download and read the prospectus and user manual from https://drntr.uhsap.in for the full list of required documents. Typically, you will need your MBBS degree, internship certificate, NEET admit card and score card, caste certificate (if applicable), and identity proof. Ensure all documents are scanned clearly before uploading.
Read the prospectus and user manual on https://drntr.uhsap.in immediately — they contain critical eligibility and procedural details not covered in this notification. Verify that you meet the NEET PG 2026 cutoff (262 for General, 244 for PwBD, 226 for SC/ST/OBC), have completed internship by 30 September 2026, and satisfy local status requirements. Apply online between 14 and 21 October 2026 (4 PM to 5 PM) to avoid the ₹20,000 late fee. Pay the registration fee only after confirming all eligibility — it is non-refundable. Check the university website regularly for counselling dates and allotment results.
