Bihar NEET UG 2026 Round-3 Counselling: Application, Fees & Dates

Bihar's UGMAC (Under Graduate Medical Admission Counselling) has opened Round-3 applications for MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. courses in government and private colleges across the state. This round is for candidates who did not participate in Rounds 1 or 2, or whose seats were cancelled, or who wish to upgrade. Online registration and choice filling begin 1 October 2026 and close 7 October 2026. Candidates must pay counselling fees (₹600–₹2,00,000 depending on category and college type) and a refundable security deposit (₹5,000–₹2,00,000) to participate. Seat allotment will be announced on 11 October 2026, followed by document verification on 13–14 October 2026.

Who is eligible for Round-3 counselling?

You are eligible for Round-3 if you are a qualified NEET UG 2026 candidate AND you fall into one of these categories: (1) You did not register or submit an application in Rounds 1 or 2; (2) You registered but did not pay the counselling fee and security deposit in earlier rounds; (3) You were allotted a seat in Round 1 or 2 but it was cancelled (due to non-reporting, resignation, withdrawal, or data discrepancy); (4) You did not participate in Round 2 or were not allotted a seat in Round 2; (5) You are a 'Float' candidate from Round 2 who wants to upgrade to a better college or course.

You are NOT eligible if: (1) You have already taken admission in any medical or dental college in India (including through AIQ — All India Quota); (2) You were admitted and verified your documents in Rounds 1 or 2 and are currently studying; (3) You are on the MCC weeding-out list (candidates who took AIQ seats). If you took an AIQ seat up to Round 3, you cannot participate in Bihar state counselling and your Round 1 or 2 seat (if any) will be cancelled with forfeiture of your security deposit.

Important dates for Round-3

All dates and times are in Indian Standard Time (IST). The counselling board will post the updated seat matrix (list of vacant seats) on 30 September 2026 on its website bceceboard.bihar.gov.in. You must check this before registering to see which colleges and courses have seats available. If you held a seat in Round 1 or 2 and want to resign (withdraw) from it, you must do so by 2 October 2026 — after this date, you cannot resign and your seat will remain blocked.

Online registration and application submission open on 1 October 2026 and close on 4 October 2026 at 11:59 pm. This is a hard deadline — no extensions. After you register and pay fees, you can edit your application form data until 4 October 2026 (11:59 pm). Choice filling (selecting colleges and courses in order of preference) also opens on 1 October 2026. You must lock your choices by 7 October 2026 at 11:59 pm — if you do not lock them, they will be automatically locked after this time. Your rank card will be published on 6 October 2026. Provisional seat allotment results will be announced on 11 October 2026, and you can download your allotment order from 11–14 October 2026. Document verification and admission happen on 13–14 October 2026.

Counselling fees and security deposit

You must pay two amounts: a non-refundable counselling fee and a refundable security deposit. The counselling fee is NOT returned to you under any circumstance. The security deposit IS refunded after all counselling rounds end, provided you either get a seat and take admission, or do not get a seat at all. If you resign from a seat or do not report for document verification, your security deposit is forfeited (kept by the board).

The amount you pay depends on your category (UR/EWS/BC/EBC vs. SC/ST/DQ) and the type of college you are applying to. For government medical, dental, veterinary, and fisheries colleges: UR/EWS/BC/EBC candidates pay ₹1,200 counselling fee + ₹10,000 security deposit; SC/ST/DQ candidates pay ₹600 counselling fee + ₹5,000 security deposit. For private medical colleges: all candidates (regardless of category) pay ₹1,200 counselling fee + ₹2,00,000 security deposit. For private dental colleges: all candidates pay ₹1,200 counselling fee + ₹50,000 security deposit.

If you are applying to both government and private colleges, or to multiple types of colleges, the fee is the highest applicable. For example, if you apply to both a government medical college and a private medical college, you pay ₹1,200 counselling fee + ₹2,00,000 security deposit (the private medical college rate). If you want to apply for self-financed seats in B.V.Sc. & A.H. or B.F.Sc. courses, you must pay an additional ₹50,000 security deposit on top of the government veterinary/fisheries college deposit.

Payment is online only — by debit card, credit card, net banking, or UPI. You will be charged a processing fee in addition to the counselling fee and security deposit. If your payment fails but the amount is deducted from your account, you must re-pay immediately to ensure your application is not rejected. If the payment fails and the amount is not credited to the board's account by the deadline, your application will be rejected. Step-by-step: how to register and apply online

Go to the BCECEB website (bceceboard.bihar.gov.in) and click on 'Online Portal of UGMAC-2026'. You will follow seven steps to complete your application.

**Step 1: Registration.** Enter your NEET UG 2026 Roll Number, your name, and your date of birth exactly as they appear on your NEET admit card. The system will send an OTP (one-time password) to your registered mobile number and email address (the ones you used when applying for NEET). Enter the OTP to verify your identity. You will then create a password — keep this confidential. After successful registration, you will receive a UGMAC ID. Save this ID; you will need it for all future steps and correspondence. **Important:** You cannot change your mobile number or email address after registration, so make sure they are correct.

**Step 2: Multi-Step Application Form.** After logging in with your Roll Number and password, you will fill out your application in four sub-steps: (a) Personal Information — enter your name, father's name, mother's name, date of birth, gender, and other personal details as they appear on your NEET admit card. (b) Contact Details — enter your permanent address and correspondence address. (c) Educational Information — enter your 10th and 12th exam details, marks, and passing year. (d) Upload Documents — upload a scanned colour photograph (high contrast), your signature, and any required documents (e.g., caste certificate, EWS certificate, DQ certificate, NRI certificate, Ward quota certificate). After each sub-step, click 'Save & Continue'.

**Step 3: Application Preview & Final Submit.** Review all the information you entered. If you find any errors, click 'Back to Edit' to correct them. Once everything is correct, click 'Final Submit & Proceed to Payment' and give your declaration (confirming that all information is true).

**Step 4: Payment.** Complete the payment of counselling fee and security deposit using your debit card, credit card, net banking, or UPI. You will be charged a processing fee on top of the fee and deposit. After successful payment, you will receive a confirmation page and fee receipt. Download and save these for your records.

**Step 5: Choice Filling.** After payment, log back in and fill your choices. Select colleges and courses in order of preference (1st choice, 2nd choice, etc.). Click 'Save Choices' to save them. Then click 'Choice Locking' to lock your choices — this prevents accidental changes. You can unlock and edit your choices later by entering your password and OTP, but you must lock them again before the deadline (7 October 2026, 11:59 pm). If you do not lock them manually, they will be automatically locked after the deadline.

**Step 6: Download Confirmation Page & Fee Receipt.** After payment, download your confirmation page and fee receipt. Check all details for accuracy. If you find any discrepancy, you can correct it during the editing window (until 4 October 2026).

**Step 7: Download Choice Slip.** After locking your choices, download and print your choice slip for your records.

Documents you must upload and submit

You must upload scanned copies of all required documents at the time of downloading your provisional seat allotment order (after 11 October 2026). You will then submit the original documents at the time of document verification (13–14 October 2026). If any uploaded document is blurred, incorrect, missing, or does not match your claims (e.g., caste certificate does not match your claimed category), your seat will be cancelled.

Every candidate must upload: (1) NEET UG 2026 Admit Card; (2) NEET UG 2026 Score Card; (3) UGMAC 2026 Rank Card (you will download this after 6 October 2026); (4) Passing Certificate or Mark Sheet or Admit Card of your 10th exam (Matric or equivalent); (5) Passing Certificate or Mark Sheet or Admit Card of your 12th exam (Intermediate/10+2 or equivalent); (6) Residential Certificate (proof that you are a Bihar resident); (7) Caste Certificate (if you are claiming SC/ST/BC/EBC category) or EWS Certificate (if claiming EWS); (8) Aadhar Card; (9) Downloaded print of your online filled application form (confirmation page); (10) Six passport-size photographs (same as on your NEET admit card); (11) Check Slip and Biometric Identification Report Form (download from the portal).

If you are claiming a special category, you must also upload: (1) **DQ (Disability) Certificate:** issued by an authorized centre on the prescribed proforma (Annexure 5, 6, or 7 of the UGMAC prospectus), along with your UDID Card and an affidavit. Certificates from unauthorized centres will not be accepted. (2) **NRI Certificate:** if you or your parents are NRI (Non-Resident Indian), upload your valid passport, NRI certificate from the Indian Embassy/Consulate, and an affidavit stating that your NRI parent/guardian will sponsor your fees and living expenses, supported by an NRE bank account passbook. (3) **Ward Quota Certificate:** if applicable, issued by the Registrar of Bihar Animal Science University. (4) **Minority Certificate:** if applicable.

**Critical trap:** If you are claiming DQ, your certificate MUST be issued by an authorized centre on the prescribed proforma. Certificates from any other source will be rejected, and you will lose your seat. Similarly, if you are claiming NRI status, you must upload the correct documents with the required affidavit — if you do not, you will not be eligible for the NRI quota. If you are claiming a caste category, your caste certificate must clearly show your sub-group (if applicable under Bihar rules) — a generic caste certificate may be rejected.

Editing your application and choices

After you submit your application and pay fees, you can edit your application form data until 4 October 2026 (11:59 pm). To edit, log in with your Roll Number and password, click 'Edit your Online Filled Application Form', and give your consent (authenticated by password and OTP). You can then edit any information except: your name, father's name, mother's name, date of birth, gender, DQ status, mobile number, email ID, proof of identity, and identity number. These fields are locked and cannot be changed.

After editing, you must click 'Final Submit' to save your changes. If your edited data triggers an additional fee payment (e.g., you change your category or college type), you must pay the additional fee immediately — if you do not, your application will be rejected. Your previously paid amount will be refunded to your account.

You can edit your choices (colleges and courses) at any time until 7 October 2026 (11:59 pm). To edit, unlock your choices by entering your password and OTP, modify your choices, save them, and lock them again. If you have locked your choices and then want to edit your application form data, you must first unlock your choices, then edit the application, and then lock your choices again.

**Important:** If you do not lock your choices by 7 October 2026 (11:59 pm), they will be automatically locked. You will not be able to edit them after this deadline. If you do not fill any choices at all, you will not be eligible for seat allotment.

Special categories: NRI, DQ, Ward Quota, and Minority

**NRI (Non-Resident Indian) Quota:** If you or your parents are NRI, you can claim NRI quota seats. At the time of registration, select 'NRI' and upload the required documents. There are two categories: (1) **Category I — NRI Candidate/Parents/Real Brother/Real Sister:** You must upload your NEET Score Card, valid passport, NRI Certificate from the Indian Embassy or Consulate, and a notarized affidavit from your NRI parent/brother/sister stating they will sponsor your entire course fee and living expenses, supported by an NRE (Non-Resident External) bank account passbook. Your relationship must be verified by a competent revenue authority officer (Tehsildar or Government Officer). (2) **Category II — Indian to NRI (Conversion):** If you filled your NEET form as an Indian but now want to claim NRI status, upload your NEET Score Card, your valid passport, your legal guardian's valid passport, the guardian's NRI Certificate, and a notarized affidavit from the guardian stating they will sponsor you, supported by an NRE bank account passbook. You must submit original documents at document verification.

**DQ (Disability) Quota:** If you have a benchmark disability (as per the Persons with Benchmark Disabilities definition), you can claim DQ quota. You must upload a DQ certificate issued by an authorized centre on the prescribed proforma (as per UGMAC prospectus Annexure 5, 6, or 7), along with your UDID Card and an affidavit. **Critical:** Certificates from unauthorized centres will NOT be accepted, and you will lose your seat. Submit original documents at verification.

**Ward Quota:** If you are a ward (child) of a staff member of Bihar Animal Science University, you may be eligible for Ward quota. You must upload a Ward quota certificate issued by the Registrar of Bihar Animal Science University. This is mandatory.

**Minority Certificate:** If applicable, upload your minority certificate. Details are in the UGMAC prospectus.

Seat allotment, document verification, and admission

After choice filling closes on 7 October 2026, the board will prepare a merit list based on your NEET AIR (All India Rank) and your choice preferences. Your provisional seat allotment result will be published on 11 October 2026. You can download your provisional seat allotment order from 11–14 October 2026 by logging into the counselling portal. At this time, you must upload scanned copies (in PDF format) of all your required documents for online verification by the allotted college.

If your uploaded documents are blurred, incorrect, missing, or do not match your claims (e.g., caste certificate does not match your claimed category), the college will notify you via SMS/email. You must re-upload corrected documents within the scheduled period — if you do not, your seat will be cancelled.

You must then visit the allotted college physically on 13–14 October 2026 with all original documents for document verification and admission. Bring: all original certificates (NEET admit card, score card, rank card, 10th & 12th certificates, residential certificate, caste/EWS certificate, Aadhar card, special category certificates if any), your confirmation page, six passport-size photos, and the check slip. The college will verify your documents and complete your admission if everything is in order.

**Important:** If you do not report for document verification within the scheduled dates, or if you report but do not take admission, your seat will be cancelled and your security deposit will be forfeited. You will not be eligible for the Stray Vacancy Round (if conducted). If you are found ineligible during document verification (e.g., your caste certificate is invalid), your seat will be cancelled.

Float and Freeze candidates: what you need to know

**Float candidates** are those who were allotted a seat in Round 2 but did not report for document verification or did not take admission. If you are a Float candidate and want to participate in Round 3, you have two options: (1) **Resign from your Round 2 seat:** You can resign (withdraw) from your Round 2 allotted seat by logging into the counselling portal and clicking 'Withdrawal from Counselling' between 1–2 October 2026. Your security deposit will be forfeited. After resignation, your choices become 'Null & Void' (cancelled), and you can participate in Round 3 by giving your consent. You will need to fill fresh choices for Round 3. (2) **Participate without resigning:** If you do not resign, you can still participate in Round 3 by giving your consent. You can edit your previous Round 2 choices for Round 3, but you cannot delete your Round 2 allotted choice — you can only swap its position. You will not be able to edit your application form data.

**Freeze candidates** are those who were allotted a seat in Round 1 or 2, reported for document verification, and took admission. If you are a Freeze candidate and want to participate in Round 3 (to upgrade to a better college), you must resign from your current seat by visiting the college physically and providing a resignation letter to the Principal. You must receive a system-generated resignation slip signed by the Principal. Your security deposit will be forfeited. After resignation, your choices become 'Null & Void', and you can participate in Round 3 by giving your consent. You will need to fill fresh choices for Round 3.

**Important for both Float and Freeze candidates:** If your Round 2 seat was cancelled due to data discrepancy (mismatch in your uploaded documents), you must fill fresh choices for Round 3 — you cannot carry forward your old choices. If you do not fill fresh choices, you will not be eligible for seat allotment in Round 3.

Common mistakes that get your application rejected

**1. Missing or incorrect documents:** If you do not upload all required documents, or if your uploaded documents are blurred, corrupted, or do not match your claims (e.g., caste certificate shows a different caste than you claimed), your seat will be cancelled. Always upload high-contrast, clear scans in PDF format.

**2. DQ certificate from unauthorized centre:** If you claim DQ (disability) quota, your certificate MUST be from an authorized centre on the prescribed proforma. Certificates from any other source will be rejected, and you will lose your seat. Check the UGMAC prospectus for the list of authorized centres.

**3. Not locking your choices:** If you fill choices but do not lock them by 7 October 2026 (11:59 pm), they will be automatically locked. However, if you do not fill ANY choices at all, you will not be eligible for seat allotment. Always fill at least one choice and lock it.

**4. Not paying fees by the deadline:** If you register but do not pay the counselling fee and security deposit by 4 October 2026 (11:59 pm), your application will be rejected. If your payment fails, re-pay immediately — do not wait for the payment to be updated.

**5. Changing your mobile number or email after registration:** You cannot change your registered mobile number or email address after registration. If you need to change them, you must register again. Make sure your mobile and email are correct before registering.

**6. Not reporting for document verification:** If you are allotted a seat but do not report for document verification on 13–14 October 2026, your seat will be cancelled and your security deposit will be forfeited. You will not be eligible for the Stray Vacancy Round.

**7. Editing your application after the deadline:** You can only edit your application until 4 October 2026 (11:59 pm). After this, no changes are allowed. Plan your application carefully.

**8. Claiming a category you are not eligible for:** If you claim SC/ST/BC/EBC/EWS/NRI/DQ but do not have the required certificate, your seat will be cancelled during document verification. Only claim a category if you have the valid certificate.
