Bihar's BCECEB has opened the Special Stray Vacancy Round for NEET UG 2026 counselling for MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. courses. This round is for candidates who either did not register in earlier rounds, registered but did not submit their application with payment, or were allotted a seat that was later cancelled. The application window runs from 4 to 8 November 2026. This is your last chance to secure a medical or dental seat in Bihar government or private colleges if you missed earlier rounds.
Register and submit your application with full payment by 8 November 2026 (11:59 pm) to participate in the Special Stray Vacancy Round; candidates who already took admission elsewhere are not eligible.

Counselling Fees and Security Deposit — What You Must Pay
You must pay two amounts: a non-refundable counselling fee and a refundable security deposit. The amounts depend on your category (UR/EWS/BC/EBC/SC/ST/DQ) and the type of college you are applying to (government or private). All payments are online only — by debit card, credit card, net banking, or UPI. You will also pay a processing charge on top of these amounts.
For government medical, dental, veterinary, and fisheries colleges: UR/EWS/BC/EBC candidates pay ₹1,200 counselling fee + ₹10,000 security deposit. SC/ST/DQ candidates pay ₹600 counselling fee + ₹5,000 security deposit. For private medical colleges: all candidates pay ₹1,200 counselling fee + ₹2,00,000 security deposit. For private dental colleges: all candidates pay ₹1,200 counselling fee + ₹50,000 security deposit. If you are applying to both government and private colleges, the fee is ₹1,200 for all candidates, and the security deposit is ₹2,00,000 (the higher amount). If you are applying only to government veterinary or fisheries colleges: UR/EWS/BC/EBC candidates pay ₹1,200 + ₹10,000. SC/ST/DQ candidates pay ₹1,200 + ₹5,000.
Important: The counselling fee is NOT refundable. The security deposit IS refundable — it will be credited back to your bank account after all counselling rounds end, whether you get a seat or not. If you want to take admission in a self-financed B.V.Sc. & A.H. or B.F.Sc. seat, you must pay an additional ₹50,000 security deposit.
- Counselling fee: non-refundable
- Security deposit: refundable after all rounds
- Payment method: online only (debit/credit card, net banking, UPI)
- Processing charge: additional, charged by payment gateway
- If payment fails but amount is deducted, you must re-pay to ensure your application is accepted

Step-by-Step: How to Register and Apply Online
The entire process happens on the UGMAC 2026 online portal at bceceboard.bihar.gov.in. Follow these seven steps carefully. Do not skip any step, and do not wait until the last day — the portal may be slow.
**Step 1: Registration.** Go to the online portal and click 'Online Portal of UGMAC-2026'. You will be asked to enter your NEET UG 2026 Roll Number, your name, and your date of birth exactly as they appear on your NEET admit card. The system will send an OTP (one-time password) to your registered mobile number and email address (the ones you used when applying for NEET). Enter the OTP to verify your identity. You will then create a password — keep this confidential. After successful registration, you will receive a UGMAC ID. Save this ID; you will need it for all future steps and correspondence.
**Step 2: Fill Your Application Form.** Log in using your NEET Roll Number and password. You will fill a multi-step form: (a) Personal Information — name, father's name, mother's name, date of birth, gender, etc. (b) Contact Details — your permanent and correspondence address. (c) Educational Information — your 10th and 12th marks, board, and year of passing. (d) Upload Documents — you must upload a high-contrast colour photograph, your signature, and any required certificates (see the Documents Required section below). If you are applying for Ward Quota (for wards of Bihar Animal Science University employees), you must upload the Ward Quota certificate issued by the Registrar. After each section, click 'Save & Continue'.
**Step 3: Review and Final Submit.** On the preview page, check all your entries carefully. If you find any errors, click 'Back to Edit' and correct them. Once everything is correct, click 'Final Submit & Proceed to Payment'. You will be asked to give a declaration that all information is true.
Know the exact MBBS/BDS colleges your rank can get
Official 2023–2025 closing ranks and fees, matched to your rank.
**Step 4: Pay the Fee and Deposit.** After final submission, you will be directed to the payment page. Pay your counselling fee and security deposit using your debit card, credit card, net banking, or UPI. You will also pay a processing charge. Keep your payment receipt. If the payment is deducted from your account but the transaction shows as failed, you must re-pay immediately — do not wait for the failed transaction to be refunded. If your payment does not reflect in the board's account by the deadline, your application will be rejected.
**Step 5: Fill Your Choices.** After successful payment, log back in and fill your choices of courses and colleges in order of preference. You can choose MBBS, BDS, B.V.Sc. & A.H., or B.F.Sc. from any of the colleges listed in the notice. Click 'Save Choices' and then 'Choice Locking' to lock your choices before the deadline. You can unlock and edit your choices later if you want, but you must lock them again before 9 November 2026 at 11:59 pm.
**Step 6: Download Your Confirmation Page and Receipt.** After payment, download your confirmation page and fee receipt. Check that all details are correct. If there are discrepancies, you can correct them during the editing window (see Step 10 below).
**Step 7: Download Your Choice Slip.** After locking your choices, download and print your choice slip for your records.
- Use your NEET UG 2026 Roll Number, name, and date of birth to register
- Create a strong password and keep it confidential
- Save your UGMAC ID for all future reference
- Fill all sections: personal info, contact details, education, and documents
- Upload a clear, high-contrast colour photo and signature
- Review all entries before final submission
- Pay online only — debit card, credit card, net banking, or UPI
- Lock your choices before the deadline
- Download and save your confirmation page, receipt, and choice slip
Documents You Must Upload and Submit
You must upload scanned copies of certain documents at the time of downloading your provisional seat allotment order (after the result is published). You will also submit original copies at the time of document verification and admission. Upload all documents as clear, high-contrast PDF files. If any document is blurred, incorrect, or missing, your seat will be cancelled and your security deposit will be forfeited.
Every candidate must upload: (1) NEET UG 2026 Admit Card. (2) NEET UG 2026 Score Card. (3) UGMAC 2026 Special Stray Vacancy Round Rank Card (download this after 9 November 2026). (4) Passing Certificate or Mark Sheet or Admit Card of your 10th (Matric) or equivalent exam. (5) Passing Certificate or Mark Sheet or Admit Card of your 12th (Intermediate/10+2) or equivalent exam. (6) Residential Certificate (issued by a government authority showing your address and residence). (7) Caste Certificate or EWS Certificate (if applicable — see the Caste and Category section below). (8) Downloaded print of your online filled application form (confirmation page). (9) Six passport-size photographs (the same ones pasted on your NEET admit card). (10) Aadhar Card. (11) Check Slip as downloaded from the portal, along with one copy of the Biometric Identification Report Form.
If you are applying under a special category, you must also upload: (a) DQ (Disability) Certificate: issued by an authorised centre on the prescribed proforma, along with your UDID Card and an affidavit. All three documents must be merged into a single PDF. If any of these three is missing, you will not be eligible for DQ quota. (b) NRI Certificate: if you or your parents are NRI, upload your valid passport, NRI certificate from the Indian Embassy or Consulate, and an affidavit of sponsorship with NRE bank account passbook. (c) Ward Quota Certificate: issued by the Registrar of Bihar Animal Science University (if applicable). (d) Minority Certificate: if applicable.
For private medical or dental colleges, you may need to upload additional documents as per the college's requirements. Check the college's website before applying.

Caste and Category — Important Rules
You must fill your reservation category very carefully when you register. The category you select will determine your eligibility for seats and the fees you pay. The categories are: UR (Unreserved), EWS (Economically Weaker Section), BC (Backward Class), EBC (Extremely Backward Class), SC (Scheduled Caste), ST (Scheduled Tribe), and DQ (Differently Abled, of any category).
If you are a permanent resident of Bihar and are applying to private medical or dental colleges, you can apply as UR/EWS/UR(DQ)/EWS(DQ) even if you belong to a reserved category (BC, EBC, SC, ST). However, if you are a reserved category candidate and NEET qualified, you are eligible for admission in private colleges and can participate in counselling. You must have the appropriate caste certificate or EWS certificate issued by a competent government authority. The certificate must clearly show your category and sub-group (if applicable). If your certificate is missing, incorrect, or does not match your application, your seat will be cancelled.
DQ candidates must upload a DQ certificate issued only by authorised centres listed in the UGMAC prospectus or the NEET UG 2026 Information Bulletin. Certificates from other institutes will not be accepted. You must also upload your UDID Card and an affidavit. All three documents must be merged into a single PDF file. If any document is missing, you will not be eligible for DQ quota.
- Fill your category carefully — it cannot be changed after submission
- Have your caste certificate or EWS certificate ready before applying
- DQ certificate must be from an authorised centre only
- DQ candidates must upload DQ certificate + UDID Card + Affidavit as one PDF
- Reserved category candidates can apply to private colleges as UR/EWS if they are permanent residents of Bihar
- Category mismatch or missing certificate = seat cancellation
Editing Your Application After Submission
After you submit your application and pay the fee, you can edit your application form data and choices, but only if you do so before the deadline (8 November 2026 at 11:59 pm). To edit, log in with your Roll Number and password, click 'Edit your Online Filled Application Form', and give your consent by entering your password and OTP. You can then edit any information except: your name, father's name, mother's name, date of birth, gender, DQ status, mobile number, email ID, proof of identity, and identity number. These fields are locked and cannot be changed.
If you edit your application and this causes an additional fee to be due (for example, if you change your college choice from government to private), you must pay the additional fee. Your previously paid amount will be refunded to your account through the same payment method. After editing, you must click 'Final Submit' to save your changes. Your choices will not be automatically cancelled ('Null & Void') when you edit your application — you can edit your choices separately.
If you edit your application and your choices become invalid (for example, if you change your category and your previous choices are no longer eligible for that category), you must fill fresh choices. If you do not fill fresh choices, you will not be eligible for seat allotment. After editing and filling fresh choices, you must lock your choices again before the deadline.
- You can edit your application until 8 November 2026 (11:59 pm)
- You cannot edit: name, father's name, mother's name, DOB, gender, DQ status, mobile, email, identity proof
- If editing causes additional fee, you must pay it
- Previous fee will be refunded to your account
- If your choices become invalid after editing, you must fill fresh choices
- Lock your choices again after editing
Special Rules for Candidates with Cancelled Seats
If you were allotted a seat in the Stray Vacancy Round but it was cancelled (because you did not report, or there was a data discrepancy, or you reported but did not take admission), you can participate in this Special Stray Vacancy Round. However, there are specific rules depending on which course your cancelled seat was in.
If your cancelled seat was MBBS or BDS: You must give consent to participate in this round with a fresh payment of counselling fee and security deposit. You will be eligible for MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. seats. You must fill fresh choices because your previous choices are now 'Null & Void'. If you do not fill fresh choices, you will not be eligible for seat allotment.
Every kind of MBBS/BDS seat, one rank
See the real seats your NEET rank can reach.
If your cancelled seat was B.V.Sc. & A.H. or B.F.Sc.: You must give consent with a fresh payment. You will be eligible for MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. seats. You must fill fresh choices.
If you were allotted a B.V.Sc. & A.H. or B.F.Sc. seat in the Stray Vacancy Round and you took admission (completed document verification and joined the college), you can still participate in this Special Stray Vacancy Round. You can edit your previous choices, but you cannot remove or delete your Stray Vacancy Round allotted choice from your choice list. You can only swap the position of that choice. You cannot edit your application form data in any circumstances. You will be eligible for MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. seats.
- Cancelled MBBS/BDS seat: give consent + fresh payment + fill fresh choices
- Cancelled B.V.Sc./B.F.Sc. seat: give consent + fresh payment + fill fresh choices
- Already admitted in B.V.Sc./B.F.Sc.: can edit choices but cannot delete allotted choice, cannot edit application data
- Fresh choices are mandatory if your previous choices are 'Null & Void'
- If you don't fill fresh choices, you won't be eligible for seat allotment
Seat Allotment, Document Verification, and Admission
After you lock your choices on 9 November 2026, the board will prepare a merit list based on your NEET UG 2026 All India Rank (AIR) and your choice preferences. The provisional seat allotment result will be published on 11 November 2026. You must log in to the portal and download your allotment order. If you have been allotted a seat, you must immediately upload clear scanned copies of all your required documents (see the Documents Required section) in PDF format on the counselling portal for online verification by the allotted college.
On 12 and 13 November 2026, you must visit the allotted college physically with all your original documents (as listed in the notice) for document verification and admission. Bring your downloaded allotment order, confirmation page, and all original certificates. If you do not report within the scheduled dates, or if you report but do not take admission, your security deposit will be forfeited and your seat will be cancelled. There is no extension or second chance.
During document verification, the college will check your uploaded documents against your originals. If any document is blurred, incorrect, missing, or does not match your claims (for example, if your caste certificate does not match your category), the college will send you a discrepancy notice via SMS/email. You must re-upload corrected documents by 13 November 2026 at 5:00 pm. If you do not correct the discrepancy, your seat will be cancelled and your security deposit will be forfeited. If the college finds that you are not eligible for admission (for example, if your documents show you do not meet the eligibility criteria), your seat will be cancelled immediately.
After successful document verification and admission, you will receive an online Document Verification Slip from the college. If there are discrepancies, you will receive a Discrepancy Slip instead.
- Allotment result published: 11 November 2026
- Download allotment order: 11–13 November 2026
- Upload scanned documents on portal immediately after allotment
- Physical document verification and admission: 12–13 November 2026
- Bring all original documents to the college
- If discrepancy notice received, re-upload corrected documents by 13 Nov (5:00 pm)
- Non-reporting or non-admission = security deposit forfeited, seat cancelled
- No extensions or second chances
What Happens After This Round — Future Eligibility
If you are allotted an MBBS or BDS seat in this Special Stray Vacancy Round but you do not take admission, you will NOT be eligible for MBBS or BDS seats in any future round of counselling. However, you will still be eligible for B.V.Sc. & A.H. or B.F.Sc. seats if further rounds are conducted. You can participate by giving fresh consent and paying fresh fees.
If you are allotted a B.V.Sc. & A.H. or B.F.Sc. seat in this round but you do not take admission, you will be eligible for MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. seats in any future round. You can participate by giving fresh consent and paying fresh fees.
If you participate in this round but no seat is allotted to you, you will be eligible to participate in any future round of counselling (if conducted). You can edit your application form data and choices for the next round.

- Allotted B.V.Sc./B.F.Sc. but don't join: eligible for all courses in future rounds
- Not allotted in this round: eligible for future rounds
- Future participation requires fresh consent and fresh payment
Common Mistakes That Get Your Application Rejected
**Payment not completed by deadline.** If you fill your application but do not pay the counselling fee and security deposit by 8 November 2026 at 11:59 pm, your application will be rejected. Do not wait until the last day — the portal may be slow. If your payment is deducted but the transaction fails, you must re-pay immediately. Do not wait for the failed transaction to be refunded.
**Choices not locked by deadline.** If you fill your choices but do not lock them by 9 November 2026 at 11:59 pm, they will be automatically locked after the deadline. However, if you make a mistake in your choices and want to edit them, you must unlock them, edit, and lock again before the deadline. If you miss the deadline, you cannot edit your choices.

Upload only clear, high-contrast PDFs. Check that all details match your application.
**DQ certificate from wrong source.** If you are a DQ candidate and upload a DQ certificate from an unauthorised centre, it will not be accepted. Use only certificates from authorised centres listed in the prospectus. If any of the three DQ documents (certificate, UDID Card, affidavit) is missing, you will not be eligible for DQ quota.
**Not reporting for document verification.** If you are allotted a seat but do not report to the college on 12 or 13 November 2026 with your original documents, your seat will be cancelled and your security deposit will be forfeited. There is no extension.
**Changing your mobile number or email.** Once you register, you cannot change your mobile number or email address. All OTPs and communications will be sent to the registered number and email. If you cannot access them, you will not be able to unlock your choices or edit your application.
**Filling choices after locking.** If you lock your choices and then want to edit them, you must unlock them first using your password and OTP. If you do not unlock before editing, your changes will not be saved.
**Not filling fresh choices when required.** If your previous choices become 'Null & Void' (because your seat was cancelled), you must fill fresh choices. If you do not, you will not be eligible for seat allotment.

What is the application deadline, and what happens if I miss it?
The application deadline is 8 November 2026 at 11:59 pm. You must complete registration, fill your application form, upload documents, and make full payment by this time. If you miss the deadline, your application will be rejected and you will not be eligible for this round. There is no extension. Do not wait until the last day — the portal may be slow.
How much do I need to pay, and is it refundable?
You must pay a counselling fee and a security deposit. The amounts depend on your category and the type of college you are applying to. For example, for government medical/dental colleges, UR/EWS/BC/EBC candidates pay ₹1,200 (non-refundable) + ₹10,000 (refundable). SC/ST/DQ candidates pay ₹600 (non-refundable) + ₹5,000 (refundable). The counselling fee is NOT refundable. The security deposit IS refundable — it will be credited back to your bank account after all counselling rounds end. You will also pay a processing charge on top of these amounts.
I uploaded my documents, but one of them is blurred. What should I do?
If your document is blurred or incorrect, the college will send you a discrepancy notice via SMS/email during document verification. You must re-upload a corrected, clear version by 13 November 2026 at 5:00 pm. If you do not correct the discrepancy, your seat will be cancelled and your security deposit will be forfeited.
I am a DQ candidate. What documents do I need to upload?

If you do not report for document verification within the scheduled dates (12–13 November 2026), your seat will be cancelled and your security deposit will be forfeited. There is no extension or second chance. You must report physically to the allotted college with all your original documents.
I am allotted an MBBS seat in this round, but I do not take admission. Can I participate in future rounds?
No.
My payment was deducted from my account, but the transaction shows as failed. What should I do?
You must re-pay the counselling fee and security deposit immediately. Do not wait for the failed transaction to be refunded. If your required fee does not reflect in the board's account by the deadline (8 November 2026 at 11:59 pm), your application will be rejected. The failed transaction will be refunded to your account in due course, but you must ensure your payment is successful first.
Can I change my mobile number or email address after registration?
