Bihar NEET UG 2026 Round-3 Counselling: Freeze Rule & Stray Vacancy Update

Bihar BCECEB issues urgent corrigendum for Round-3 counselling: all B.V.Sc./B.F.Sc. allottees treated as Freeze (not Float), physical reporting mandatory, and forfeiture rules clarified for Stray Vacancy eligibility.

MedAdmit News Desk 14 Oct 2026 8 min read

Bihar's BCECEB has issued a critical corrigendum (correction notice) for Round-3 of UGMAC-2026 counselling, dated 14 October 2026. The notice clarifies that due to a technical issue, all candidates allotted B.V.Sc. & A.H. (Veterinary) and B.F.Sc. (Fisheries) seats in Round-3 will be treated as "Freeze" candidates — meaning they cannot change their allotted college in the Stray Vacancy round unless they forfeit their security deposit and re-apply. The notice also spells out exactly what happens if you don't report for document verification, and what your options are if you want to participate in the upcoming Stray Vacancy round. This is essential reading if you received a Round-3 allotment in Bihar.

All B.V.Sc. & A.H. and B.F.Sc. allottees in Round-3 are now Freeze candidates; if you don't report for document verification or don't take admission, your security deposit is forfeited and you can only re-enter Stray Vacancy with a fresh fee payment.

BCECEB — Corrigendum for UGMAC-2026 Round-3 Counselling(Adv. No. BCECEB(UGMAC)-2026/13 Dated 14.10.2026)Official PDF notice published by BCECEB. Always confirm details against the official document.

What is this corrigendum and why does it matter?

A corrigendum is an official correction or clarification issued after an earlier notice. On 30 September 2026, BCECEB announced that candidates allotted B.V.Sc. & A.H. (Veterinary Science) and B.F.Sc. (Fisheries Science) seats would have a choice between 'Freeze' and 'Float' when they downloaded their Round-3 allotment letter. Freeze means you keep your allotted seat and cannot change colleges in future rounds; Float means you can participate in the Stray Vacancy round and potentially move to a different college.

However, due to a technical problem in the counselling system, the Freeze/Float option could not be offered. As a result, BCECEB has now declared that ALL candidates allotted B.V.Sc. & A.H. and B.F.Sc. seats in Round-3 will be treated as Freeze candidates, whether they wanted that or not. This is a significant change because it affects your ability to move colleges in the Stray Vacancy round.

This corrigendum applies to MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. seats allotted in Round-3 of Bihar's state-quota counselling. If you received any of these allotments, you must understand the new rules immediately.

The Freeze rule: what it means for MBBS and BDS allottees

If you were allotted an MBBS or BDS seat in Round-3, the corrigendum does not change your status — you remain a Freeze candidate as originally announced. This means your seat is locked to the college printed on your Provisional Seat Allotment Order. You cannot change colleges in the Stray Vacancy round.

However, there is a critical condition: you MUST report physically to your allotted college within the scheduled dates (mentioned in the 'Important Dates' section of the original counselling notification) and complete document verification. If you fail to do this, or if you appear for document verification but do not take admission, or if you are found ineligible due to discrepancies in your data, your security deposit will be forfeited and your seat will be cancelled.

Once your documents are verified and you take admission at your allotted college, you are locked in. You cannot participate in the Stray Vacancy round for MBBS or BDS seats. Your only option to move would be through the formal transfer process after admission, which is a separate procedure.

The Freeze rule: what it means for B.V.Sc. & A.H. and B.F.Sc. allottees

If you were allotted a B.V.Sc. & A.H. (Veterinary) or B.F.Sc. (Fisheries) seat in Round-3, this corrigendum directly affects you. Originally, you were supposed to have a choice between Freeze and Float. Now, you are automatically treated as a Freeze candidate. This means your seat is locked to the college on your allotment letter, and you cannot move to a different college in the Stray Vacancy round — unless you forfeit your security deposit and re-apply.

Like MBBS and BDS allottees, you must report physically to your allotted college within the scheduled dates and complete document verification. If you fail to report, or if you report but do not take admission, or if you are found ineligible due to data discrepancies, your security deposit will be forfeited and your seat will be cancelled.

The key difference for B.V.Sc. & A.H. and B.F.Sc. allottees is what happens next: if you successfully complete document verification and take admission, you can later choose to participate in the Stray Vacancy round. But if you do, you must pay a fresh counselling fee and security deposit, and you will then be eligible for MBBS, BDS, B.V.Sc. & A.H., or B.F.Sc. seats — not just your original course.

What happens if you don't report for document verification?

Document verification is the process where you visit your allotted college in person, show your original certificates (10th, 12th, NEET admit card, category certificate, etc.), and the college confirms that your data matches what you uploaded on the counselling portal. This must happen within the dates specified in the 'Important Dates' section of the original Round-3 notification.

See My Colleges

If you do not report to your allotted college within the prescribed dates, your security deposit (the money you paid when you registered for counselling) will be forfeited — you lose it. Your allotted seat will be cancelled immediately. You will not be able to take admission at that college.

If you want to participate in the Stray Vacancy round after this happens, you must log in to the UGMAC-2026 portal with your NEET Roll Number and password, give your consent to participate, and pay a fresh counselling fee and security deposit. Depending on which course you were originally allotted, your eligibility for Stray Vacancy will differ (see the next section).

What happens if you report but don't take admission?

You may report to your allotted college for document verification, but then decide not to take admission — perhaps because you want to try for a better college in the Stray Vacancy round, or for personal reasons. In this case, the same penalty applies: your security deposit is forfeited and your seat is cancelled.

This is a strict rule. Simply appearing for document verification does not secure your seat; you must actually complete the admission process by submitting all your original documents to the college. If you do not, you lose your security deposit and your allotment.

If you then want to participate in Stray Vacancy, you must re-register with a fresh fee and security deposit payment.

What happens if you are found ineligible during document verification?

During document verification, the college will check that your original certificates match the information you uploaded on the counselling portal. If there are discrepancies — for example, your category certificate does not match your application, your 12th-pass date is after the NEET eligibility cutoff, or your name is spelled differently on different documents — you may be found ineligible.

If this happens, your seat will be cancelled and your security deposit will be forfeited. You will not be able to take admission at that college.

To avoid this, ensure that all your uploaded documents are accurate, match your original certificates exactly, and comply with the eligibility criteria. If you know there is a discrepancy, contact the college or BCECEB before the document verification date to clarify.

Stray Vacancy round eligibility: MBBS and BDS allottees

If you were allotted an MBBS or BDS seat in Round-3 but your seat was cancelled (because you didn't report, didn't take admission, or were found ineligible), you can participate in the Stray Vacancy round. However, you will only be eligible for B.V.Sc. & A.H. and B.F.Sc. seats — NOT for MBBS or BDS seats.

To participate, log in to the UGMAC-2026 portal with your NEET Roll Number and password, give your consent, and pay a fresh counselling fee and security deposit. You will then be considered for any vacant B.V.Sc. & A.H. or B.F.Sc. seats.

This is a significant restriction. If you lose your MBBS or BDS allotment, you cannot get another MBBS or BDS seat in Stray Vacancy — only Veterinary or Fisheries seats. Plan your document verification and admission carefully.

Stray Vacancy round eligibility: B.V.Sc. & A.H. and B.F.Sc. allottees who took admission

If you were allotted a B.V.Sc. & A.H. or B.F.Sc. seat in Round-3, completed document verification successfully, and took admission at your allotted college, you can still participate in the Stray Vacancy round if you wish. This is different from MBBS and BDS allottees.

To participate, log in to the UGMAC-2026 portal with your NEET Roll Number and password and give your consent. You do NOT need to pay a fresh counselling fee or security deposit — your original payment covers Stray Vacancy participation.

Once you give consent, you will be eligible for MBBS, BDS, B.V.Sc. & A.H., or B.F.Sc. seats in Stray Vacancy. This means you can potentially move from Veterinary or Fisheries to MBBS or BDS if seats become available. This is a valuable option if you want to upgrade your course.

Stray Vacancy round eligibility: B.V.Sc. & A.H. and B.F.Sc. allottees who lost their seat

If you were allotted a B.V.Sc. & A.H. or B.F.Sc. seat in Round-3 but your seat was cancelled (because you didn't report, didn't take admission, or were found ineligible), you can participate in the Stray Vacancy round. However, you must pay a fresh counselling fee and security deposit.

To participate, log in to the UGMAC-2026 portal with your NEET Roll Number and password, give your consent, and pay the fresh fee and deposit. Once you do, you will be eligible for MBBS, BDS, B.V.Sc. & A.H., or B.F.Sc. seats in Stray Vacancy.

This is more generous than the rule for MBBS and BDS allottees: if you lose a B.V.Sc. or B.F.Sc. seat, you can still try for MBBS or BDS in Stray Vacancy, provided you pay the fresh fee.

Physical reporting is mandatory — do not miss the dates

The corrigendum emphasizes that every candidate must visit their allotted college in person within the scheduled dates. You cannot complete the admission process online or by post. You must bring all your original documents (as listed in the counselling portal) and present them for verification.

The 'Important Dates' for document verification are mentioned in the original Round-3 notification (Adv. No. BCECEB(UGMAC)-2026/09 dated 30 September 2026). Check that notification for the exact dates. Missing the deadline will result in automatic forfeiture of your security deposit and cancellation of your seat.

Plan your travel and time off work well in advance. Do not assume you can report late or that an extension will be granted. The dates are strict.

Documents you must bring for verification

You must bring all original documents that you uploaded on the counselling portal during the registration and choice-filling process. The corrigendum does not list these, but typically they include:

The college will cross-check each document against what you uploaded. Any mismatch or missing document can result in rejection. Ensure that the names, dates, and other details on your original certificates exactly match what you entered on the portal. If there are spelling variations (e.g., 'Raj' vs 'Rajesh'), get them corrected before verification.

  • NEET UG 2026 admit card and score card
  • 10th-pass certificate (or equivalent)
  • 12th-pass certificate (or equivalent)
  • Category certificate (if applicable — SC, ST, OBC, EWS)
  • Caste certificate (if applicable)
  • Income certificate (if applicable for EWS)
  • PwD certificate (if applicable)
  • Domicile certificate (if applicable)
  • Migration certificate (if applicable)
  • Character certificate from school/college
  • Any other document mentioned in the counselling prospectus

Key dates and what to do next

The corrigendum itself does not provide new dates — it refers to the 'Important Dates' section in the original Round-3 notification (Adv. No. BCECEB(UGMAC)-2026/09 dated 30 September 2026). You must check that notification immediately to find the exact dates for document verification and admission.

If you have already received your Round-3 allotment letter, check the 'Important Dates' section printed on it or in the original notification. Mark the document verification dates on your calendar and plan to report to your allotted college well before the deadline.

If you have not yet received your allotment letter, log in to the UGMAC-2026 portal with your NEET Roll Number and password to download it. The letter will show your allotted college, course, and seat type (Fresh, Retained, or Upgraded).

Frequently asked questions

I was allotted a B.V.Sc. seat in Round-3 and was supposed to choose Freeze or Float. What happens now?

Due to a technical issue, you are now automatically treated as a Freeze candidate. This means your seat is locked to the college on your allotment letter. You cannot change colleges in the Stray Vacancy round unless you forfeit your security deposit and re-apply with a fresh fee payment.

What is the difference between Freeze and Float?

Freeze means your seat is locked to your allotted college and you cannot move in future rounds. Float means you can participate in the Stray Vacancy round and potentially move to a different college. All B.V.Sc. & A.H. and B.F.Sc. allottees in Round-3 are now Freeze, whether they wanted to be or not.

I have an MBBS allotment in Round-3. Does this corrigendum affect me?

Yes. You are a Freeze candidate, meaning your seat is locked to your allotted college. You must report for document verification within the scheduled dates and take admission. If you don't, your security deposit is forfeited and your seat is cancelled. You cannot participate in Stray Vacancy for MBBS seats — only for B.V.Sc. & A.H. or B.F.Sc. seats.

What happens if I don't report to my allotted college for document verification?

Your security deposit will be forfeited (you lose the money you paid) and your seat will be cancelled. You will not be able to take admission at that college. If you want to participate in Stray Vacancy, you must pay a fresh counselling fee and security deposit.

I reported for document verification but decided not to take admission. What happens?

Your security deposit is forfeited and your seat is cancelled. Simply appearing for verification does not secure your seat — you must complete the admission process by submitting all original documents. If you want to participate in Stray Vacancy, you must re-register with a fresh fee and deposit.

I was allotted a B.V.Sc. seat, took admission, and now want to participate in Stray Vacancy. Do I need to pay a fresh fee?

No. If you successfully completed document verification and took admission, you can participate in Stray Vacancy without paying a fresh fee. Log in to the portal, give your consent, and you will be eligible for MBBS, BDS, B.V.Sc. & A.H., or B.F.Sc. seats.

I was allotted a B.V.Sc. seat but my seat was cancelled because I didn't report. Can I still participate in Stray Vacancy?

Yes, but you must pay a fresh counselling fee and security deposit. Log in to the portal, give your consent, and pay the fresh fee. You will then be eligible for MBBS, BDS, B.V.Sc. & A.H., or B.F.Sc. seats in Stray Vacancy.

I was allotted an MBBS seat but my seat was cancelled. Can I get another MBBS seat in Stray Vacancy?

No. If you lose your MBBS allotment in Round-3, you can only participate in Stray Vacancy for B.V.Sc. & A.H. or B.F.Sc. seats. You cannot get another MBBS or BDS seat. This is a strict rule, so plan your document verification carefully.

What documents do I need to bring for document verification?

Bring all original documents that you uploaded on the counselling portal, including NEET admit card, 10th and 12th certificates, category certificate (if applicable), domicile certificate, and any other document mentioned in the prospectus. The college will cross-check each one against your uploaded copies.

Where do I find the exact dates for document verification?

Check the 'Important Dates' section in the original Round-3 notification (Adv. No. BCECEB(UGMAC)-2026/09 dated 30 September 2026) or on your Provisional Seat Allotment Order. The dates are strict — missing them will result in forfeiture of your security deposit.

I found a discrepancy in my documents during verification. What happens?

If your original documents don't match what you uploaded on the portal, you may be found ineligible. Your seat will be cancelled and your security deposit will be forfeited. To avoid this, ensure all your uploaded documents are accurate and match your originals exactly before verification.

Can I defer my admission to a later round?

The corrigendum does not mention deferment. You must report and take admission within the scheduled dates. If you don't, your seat is cancelled. Contact BCECEB or your allotted college immediately if you have a genuine reason for deferment.

If you received a Round-3 allotment in Bihar (MBBS, BDS, B.V.Sc. & A.H., or B.F.Sc.), read this corrigendum carefully and check the original Round-3 notification for the exact document verification dates. Mark those dates on your calendar and plan to report to your allotted college in person with all original documents. Do not miss the deadline — forfeiture of your security deposit and cancellation of your seat is automatic. If you have any doubts about your eligibility or documents, contact BCECEB's helpdesk at helpdesk.bceceboard@bihar.gov.in or visit bceceboard.bihar.gov.in immediately.
