AP NEET UG 2026 MBBS Management Quota: Free Exit from Phase I/II by 17 Oct

Dr. NTR UHS AP opens free exit window for MBBS Management Quota Phase I/II joined candidates until 10 AM on 17 Oct 2026. Exit now to join Phase III; miss the deadline and you cannot resign until admissions close.

MedAdmit News Desk 15 Oct 2026 6 min read

Dr. N.T.R. University of Health Sciences (NTRUHS), Vijayawada, has opened a one-time free exit window for candidates who have already reported and joined an MBBS seat under Management Quota (Category B1/B2 and Category C NRI) in Phase I or Phase II counselling. If you have joined a seat and now want to leave it to try Phase III counselling, you must submit your exit request to your college principal by 10:00 AM on 17 October 2026. After that deadline, no candidate will be allowed to resign from their joined seat for the rest of the admission process. This is a critical decision point: exit now and you keep your options open for Phase III; miss the deadline and you are locked into your current seat.

If you have joined an MBBS Management Quota seat in Phase I or II, you have until 10:00 AM on 17 October 2026 to exit for free and participate in Phase III — after that, no resignations are allowed.

What is this free exit window?

This is a one-time opportunity for candidates who have already reported and joined an MBBS seat under Management Quota in Phase I or Phase II counselling to withdraw from that seat without penalty. The university is allowing you to change your mind and try again in Phase III counselling, but only if you act within a strict 48-hour window.

The free exit means the college must return all your original certificates and refund all tuition fees and other fees you have paid. You do not lose money or documents by exiting. However, once you exit, you have no claim on that seat ever again — you cannot ask to rejoin it later.

Who is eligible to use free exit?

You are eligible if you have already reported and joined an MBBS seat under Management Quota (Category B1/B2 or Category C NRI) in Phase I or Phase II counselling for the 2026-27 academic year at any government, un-aided non-minority, minority private, or women's medical college in Andhra Pradesh under Dr. NTR UHS.

If you have not yet reported or joined a seat, this notification does not apply to you. If you joined a seat in Phase III or later, you are also not eligible for this free exit window.

Critical dates: the 48-hour window

The free exit window opens immediately (from the date of this notification, 15 October 2026) and closes at 10:00 AM on 17 October 2026. You must submit your exit request to the Principal of your college on or before this exact time. After 10:00 AM on 17 October, no exit requests will be accepted.

The college Principal must freeze all data (confirm your exit in the system) by 11:30 AM on 17 October 2026. This means the college has 90 minutes after the exit deadline to process all exit requests and update their records.

Important: all public holidays are treated as working days for this process. If 17 October falls on a holiday, it is still a working day and the deadline still applies.

  • Exit request submission deadline: 10:00 AM on 17 October 2026
  • College data freeze deadline: 11:30 AM on 17 October 2026
  • Public holidays count as working days

How to apply for free exit: step-by-step process

Step 1: Obtain the free exit application form from your college or download it from the Dr. NTR UHS website. The form is provided in the notification and requires you to fill in your name, registration ID, NEET UG 2026 rank, NEET UG 2026 roll number, phone number, and address.

Step 2: Fill in the form completely. You must state the name of the college you are exiting from and provide a brief reason for your free exit (optional, but recommended). You must also acknowledge in writing that after exiting, you will have no claim on that seat.

Step 3: Sign the form. Both your parent/guardian and you (the candidate) must sign the form in the spaces provided. Names must be written in capital letters.

Step 4: Submit the signed form to the Principal of your college in person or through an authorized representative. Keep a copy for your records.

Step 5: The college will accept your request, return your original certificates and all fees paid, and freeze the data in the system by 11:30 AM on 17 October 2026.

  • Fill the free exit application form with all required details
  • State your reason for exit (optional)
  • Acknowledge that you will have no future claim on the seat
  • Obtain signatures from both parent/guardian and candidate in capital letters
  • Submit to the college Principal by 10:00 AM on 17 October 2026
  • Collect your original certificates and fee refund immediately

What happens after you exit: Phase III participation

If you exit by the deadline, you are eligible to participate in Phase III counselling of Dr. NTR UHS Management Quota. You will be treated as a fresh candidate in Phase III and can apply for any available Management Quota seat.

However, there is one critical restriction: you cannot claim or rejoin the seat you exited from in Phase III or any later counselling round. That seat is gone permanently once you exit. You also cannot claim any other seat you did not report to or resigned from in Phase I or Phase II.

After Phase III begins, if you hold a seat from Phase I or II (because you did not exit), you will be considered part of Phase III and Phase III rules will apply to you. This means you will be subject to the same rules as Phase III candidates, including any restrictions on further resignations.

  • You can participate in Phase III counselling after exiting
  • You cannot reclaim the seat you exited from
  • You cannot reclaim any Phase I/II seat you did not report to or resigned from
  • After Phase III, Phase III rules apply to all candidates holding seats

The trap: what happens if you do NOT exit by the deadline

If you have joined a seat in Phase I or II and do not exit by 10:00 AM on 17 October 2026, you are locked into that seat for the rest of the admission process. You will not be allowed to resign from Phase III counselling onwards until admissions close completely.

This is a permanent lock-in. Once the free exit window closes, the university will not accept any resignation requests from Phase I/II joined candidates. If you are unhappy with your seat, you cannot change it. If a better seat becomes available in Phase III, you cannot apply for it. You are stuck.

The only exception is if you never reported to your joined seat in the first place — in that case, you are treated as 'not reported' and your seat is filled in Phase III. But if you have already reported and joined, and you miss the exit deadline, there is no way out.

  • ⚠️ After 10:00 AM on 17 October 2026, no resignations are allowed
  • ⚠️ You cannot resign from Phase III counselling onwards
  • ⚠️ You cannot change your seat even if a better option appears
  • ⚠️ This lock-in applies until admissions close completely

What the college must do: refund and certificate return

When you submit your free exit request, the college Principal must accept it and immediately return all your original certificates (10th, 12th, NEET admit card, category certificate, etc.) and refund all tuition fees and other fees you have paid. There is no delay or processing time — the return must be immediate.

The college must also freeze the latest data in the system by 11:30 AM on 17 October 2026. This means they must update the counselling portal to show that you have exited and your seat is now vacant. Your seat will then be filled in Phase III counselling as per rules.

  • College must return all original certificates immediately
  • College must refund all tuition fees and other fees immediately
  • College must freeze data in the system by 11:30 AM on 17 October 2026
  • Your vacated seat will be filled in Phase III

Important: what 'reported' and 'joined' mean

Reported means you have physically gone to the college, submitted your documents, and been registered in the college system. Joined means you have completed the reporting process and are now officially enrolled as a student of that college.

If you have reported and joined, you are eligible for this free exit. If you have only been allotted a seat but have not yet reported, this notification does not apply to you — you are not yet locked in. If you have reported but not yet joined (i.e., you are still in the process of completing admission formalities), you may still be eligible; check with your college.

Documents you need to submit with your exit request

You do not need to submit any additional documents beyond the free exit application form itself. The form requires you to fill in your registration ID, NEET UG 2026 rank, NEET UG 2026 roll number, phone number, and address. Make sure all these details are correct and match your counselling registration.

The college already has your original certificates on file, so you do not need to resubmit them. When you exit, the college will return them to you.

  • Completed free exit application form (provided by the college or downloadable from Dr. NTR UHS website)
  • Your registration ID from counselling
  • Your NEET UG 2026 rank and roll number
  • Your phone number and address

What you must know about Phase III after exiting

Phase III counselling will follow the same rules as Phase I and Phase II. You will be allotted a seat based on your NEET rank, category, and the available seats. However, you will not be able to claim any seat you exited from or any seat you did not report to in Phase I/II.

If you are allotted a seat in Phase III and you report and join it, you will then be locked in again — you will not be allowed to resign from Phase III onwards. So think carefully before exiting: are you confident that Phase III will offer you a better seat? If not, it may be safer to stay with your current seat.

  • Phase III uses the same allotment rules as Phase I/II
  • You cannot claim seats you exited from or did not report to
  • If you join a Phase III seat, you are locked in again
  • Plan carefully before exiting

Common mistakes that get your exit request rejected

Mistake 1: Submitting the form after 10:00 AM on 17 October 2026. The deadline is strict and no late submissions are accepted. Even if you submit at 10:01 AM, your request will be rejected.

Mistake 2: Submitting an incomplete form. Make sure you fill in all fields: name, registration ID, NEET rank, NEET roll number, phone number, address, college name, and reason for exit. Blank fields may cause rejection.

Mistake 3: Forgetting to sign the form or having only one signature (candidate or parent, but not both). Both the candidate and parent/guardian must sign. If only one signature is present, the form may be rejected.

Mistake 4: Writing names in lowercase or mixed case instead of capital letters. The form explicitly requires names to be written in capital letters. If they are not, the form may be rejected.

Mistake 5: Submitting a photocopy or email instead of the original form in person. You must submit the form directly to the college Principal or an authorized representative. Email or postal submissions may not be accepted.

  • ⚠️ Do not submit after 10:00 AM on 17 October 2026
  • ⚠️ Fill in all fields completely
  • ⚠️ Obtain both candidate and parent/guardian signatures
  • ⚠️ Write all names in capital letters
  • ⚠️ Submit the original form in person to the college Principal
