Andhra Pradesh has opened online registration for NEET-PG 2026 Competent Authority Quota (CQ) counselling, a state-level admission window for postgraduate medical seats in the state. The registration portal at Dr NTR University of Health Sciences (NTRUHS) went live on 14 October 2026. Candidates have until 21 October to apply without a late fee; a final window on 22 October carries a Rs 20,000 surcharge. This counselling runs parallel to the national All India Quota (AIQ) process and determines placement in government and private medical colleges across Andhra Pradesh for MD, MS, and DNB broad-speciality programmes.
NEET-PG 2026 candidates in or from Andhra Pradesh must register for CQ counselling by 21 October 2026 (5 PM) at drntr.uhsap.in to avoid a Rs 20,000 late fee surcharge.

The Competent Authority Quota (CQ) is Andhra Pradesh's state-level postgraduate medical admission pool. It reserves 85 percent of seats for candidates with AP local domicile and 15 percent for the APUR (All Persons Unreserved) category, which includes non-local candidates with AP domicile. This counselling is separate from the national MCC All India Quota process and fills state-quota seats in government and private medical colleges offering MD, MS, and DNB programmes.
If you are an MBBS graduate from a recognised Indian medical school and have completed your internship by 30 September 2026, you are eligible to participate. Your NEET-PG 2026 score must meet the category-wise cutoff: 262 marks (50th percentile) for General/EWS, 244 marks (45th percentile) for General PwBD, and 226 marks (40th percentile) for SC/ST/OBC. You must also hold valid permanent registration with the Medical Council of India or your state medical council.

Seat reservation rules and counselling phases
AP CQ counselling applies both vertical and horizontal reservation rules across government and private medical colleges in the state. Vertical reservations allocate seats by category: SC candidates receive 15 percent of total seats, ST candidates 6 percent, and BC-A to BC-E categories combined receive 29 percent. Horizontal reservations ensure that women candidates get 33 percent of seats across all categories and PwBD candidates receive 5 percent across all categories. These reservations apply to both MD/MS and DNB broad-speciality programmes.
Counselling will proceed in four phases. Phase-I and Phase-II are open to both in-service (doctors already employed by the state) and non-service candidates. Phase-III (Mop-Up) is the final round for both categories and offers remaining vacant seats. The Stray Vacancy Round is reserved for non-service candidates only and fills any seats that remain unfilled after Phase-III. A critical rule: candidates allotted a seat in Phase-III cannot participate in the Stray Vacancy Round. If a Phase-III allottee fails to join their allotted seat, they forfeit their Rs 50,000 security deposit and cannot claim a refund.
- SC: 15% of seats
- ST: 6% of seats
- BC-A to BC-E: 29% combined
- Women: 33% across all categories
- PwBD: 5% across all categories
- Phase-I: in-service and non-service candidates
- Phase-II: in-service and non-service candidates
- Phase-III (Mop-Up): final round for both categories
- Stray Vacancy Round: non-service candidates only

Service bond obligations and penalties
All CQ candidates must sign a bond on non-judicial stamp paper as a condition of admission. Non-service candidates (those not employed by the state before admission) are required to serve the Andhra Pradesh government for one year after completing their postgraduate degree. If a non-service candidate fails to serve this one-year bond, they must pay a penalty of Rs 40 lakhs. In-service candidates (doctors already employed by the state) sign a longer bond of ten years post-PG, with a penalty of Rs 50 lakhs for violation. The sponsoring authority retains the degree certificate of in-service candidates until their service bond is completed.
This bond is a legal obligation and is enforced by the state medical authority. Before accepting a CQ seat, carefully consider your willingness to serve in Andhra Pradesh for the mandated period. If you are unsure about your long-term plans or may seek employment outside the state, discuss this with your family and mentors before registering. The financial penalty for bond violation is substantial and can have lasting consequences on your career and finances.
- Non-service candidates: 1-year service bond; Rs 40 lakh penalty for violation
- In-service candidates: 10-year service bond; Rs 50 lakh penalty for violation
- Degree certificate held by sponsoring authority until service ends (in-service only)
- Bond is a legal obligation enforced by state medical authority
Why AP CQ matters alongside national AIQ counselling
AP CQ counselling runs in parallel with the national MCC All India Quota (AIQ) process. The AIQ fills 15 percent of seats in government medical colleges across India and is open to all NEET-PG qualified candidates nationwide. The CQ fills state-quota seats (typically 85 percent in AP colleges) and is restricted to AP domicile candidates or those with AP local status. Both processes operate independently, and a candidate can participate in both simultaneously.
Your strategy should account for the timing and phases of both counsellings. If you secure a seat in an earlier AIQ phase, you may choose to join it and withdraw from CQ, or you may wait for CQ phases to see if you get a better college or speciality. However, once you join a seat in Phase-III of either counselling, you typically cannot participate in later phases. Carefully track the merit lists, cutoffs, and seat availability in both processes to make an informed decision about which seat to accept.
- AIQ: 15% of government college seats, open to all India candidates
- CQ: 85% of AP college seats, restricted to AP domicile candidates
- Both processes run in parallel; you can participate in both
- Phase-III allotment in either process locks you out of later rounds
- Monitor cutoffs and merit lists in both to plan your strategy
Practical checklist before you register
Before you begin your online registration, ensure you have completed all preparatory steps. Confirm that your NEET-PG 2026 score meets the category-wise cutoff for your category. Verify that your internship completion date is on or before 30 September 2026; if you complete it after this date, you will not be eligible for this round. Check that you hold valid permanent registration with your medical council and that your registration certificate is current and not suspended or cancelled.
Gather and scan all required documents in the correct format (PDF or JPG) and within the file size limits (500 KB per document, 100 KB for photos). If you belong to SC/ST/BC, ensure your caste certificate is issued by an Andhra Pradesh authority and includes a barcode; certificates from other states will be rejected. If you migrated from Telangana, obtain a digitally signed local status certificate from the appropriate AP authority. Keep your NEET-PG score card, SSC marks memo, MBBS degree or provisional pass certificate, internship completion certificate, and medical council registration certificate ready. Have your Aadhaar card or photo ID, a recent passport-size photograph, and a specimen signature prepared. Once all documents are ready, complete your registration and payment before 21 October 2026 at 5 PM to avoid the Rs 20,000 late fee surcharge.
- Confirm NEET-PG 2026 score meets category-wise cutoff
- Verify internship completion by 30 September 2026
- Check valid permanent medical council registration
- Scan all documents in PDF/JPG format within file size limits
- Ensure caste certificate is AP-issued with barcode (if SC/ST/BC)
- Obtain digitally signed local status certificate if migrated from Telangana

What is the difference between AP CQ and national AIQ counselling for NEET-PG 2026?
AP CQ (Competent Authority Quota) is a state-level counselling that fills 85 percent of seats in Andhra Pradesh medical colleges and is restricted to candidates with AP domicile. National AIQ (All India Quota) fills 15 percent of government college seats across India and is open to all NEET-PG qualified candidates from any state. Both processes run in parallel, and you can participate in both. However, once you join a seat in Phase-III of either process, you typically cannot participate in later phases of that or the other process.
What is the last date to register for AP NEET-PG 2026 CQ counselling without a late fee?
The last date to register without a late fee is 21 October 2026 at 5 PM. A final window opens on 22 October 2026 from 9 AM to 10 PM, but applications submitted during this window will incur a Rs 20,000 surcharge in addition to the base application fee. No applications will be accepted after 22 October 2026.
What is the minimum NEET-PG 2026 score required to be eligible for AP CQ counselling?
The minimum score depends on your category. General and EWS candidates must score at least 262 marks (50th percentile). General PwBD candidates must score at least 244 marks (45th percentile). SC, ST, and OBC candidates must score at least 226 marks (40th percentile). These are the qualifying cutoffs set by NTRUHS for AP CQ counselling.
What documents do I need to upload for AP CQ registration, and what are the file size limits?
You must upload your NEET-PG score card, SSC marks memo, MBBS degree or provisional pass certificate, MBBS study certificate, internship completion certificate, medical council registration certificate, MBBS transfer/migration certificate (if applicable), Aadhaar or photo ID, passport-size photograph, specimen signature, and caste certificate (if SC/ST/BC) or disability certificate (if PwBD). All documents must be in PDF or JPG format with a maximum size of 500 KB per document and 100 KB for photographs. Caste certificates must be issued by Andhra Pradesh and include a barcode; certificates from other states will not be accepted.
What is the service bond requirement for AP CQ counselling, and what happens if I don't serve?
All CQ candidates must sign a service bond. Non-service candidates (not employed by the state before admission) must serve the Andhra Pradesh government for one year after completing their postgraduate degree. If you fail to serve, you must pay a penalty of Rs 40 lakhs. In-service candidates (already employed by the state) must sign a 10-year service bond post-PG, with a penalty of Rs 50 lakhs for violation. The degree certificate of in-service candidates is held by the sponsoring authority until the service bond is completed.
Can I participate in both AP CQ and national AIQ counselling at the same time?
Yes, you can participate in both AP CQ and national AIQ counselling simultaneously. However, once you join a seat allotted to you in Phase-III of either counselling, you typically cannot participate in later phases or rounds of that or the other process. You must carefully track the merit lists, cutoffs, and seat availability in both processes and decide strategically which seat to accept based on your preferences for college, speciality, and location.
What happens if I am allotted a seat in Phase-III of AP CQ counselling but do not join?
If you are allotted a seat in Phase-III and do not join it, you forfeit your Rs 50,000 security deposit and cannot claim a refund. Additionally, you will not be eligible to participate in the Stray Vacancy Round. Phase-III is the final round for both in-service and non-service candidates, so failing to join a Phase-III seat effectively ends your participation in AP CQ counselling for that year.
What is the application fee for AP CQ counselling if I am from outside Andhra Pradesh?
If you are from outside Andhra Pradesh, the application fee is Rs 10,000 for OC/BC candidates and Rs 9,000 for SC/ST candidates during the regular registration window (14โ21 October 2026). If you apply during the late window on 22 October 2026, an additional Rs 20,000 surcharge will be added to the base fee. International candidates pay Rs 14,000 (OC/BC) and Rs 13,000 (SC/ST) during the regular window.
Register for AP NEET-PG 2026 CQ counselling by 21 October 2026 at 5 PM on the Dr NTR UHS portal (drntr.uhsap.in) to avoid the Rs 20,000 late fee surcharge. Gather all required documents, confirm your eligibility, and carefully review the service bond obligations before submitting your application. Watch for the Phase-I merit list and web options window, which will be announced shortly after registration closes.
