Dr. N.T.R. University of Health Sciences (NTRUHS), Vijayawada, has opened Phase-2 web-based counselling for BDS (Bachelor of Dental Surgery) admission under Competent Authority Quota seats for the 2026-27 academic year in Andhra Pradesh. This phase fills seats that remained unfilled after Phase-1, seats where candidates did not report, and vacancies created when students used the Free Exit facility. Eligible candidates on the final merit list (dated 29-08-2026 and addendums from 01-09-2026 and 11-09-2026) can now exercise web options to secure or upgrade their BDS seat. The web options window is extremely short — just 32 hours, from 2 PM on 6 October to 10 AM on 8 October 2026. Allotments will be released on 8 October. This is a critical opportunity for candidates who did not get a seat in Phase-1, those who want to upgrade to a better college, or those who did not report to their Phase-1 allotted college.

What is Phase-2 Counselling and Who Can Apply?

Phase-2 counselling is the second round of seat allocation for BDS courses under Competent Authority Quota (CAQ) seats. These are seats that were not filled in Phase-1 for various reasons: colleges had no eligible candidates to fill them (unfilled), candidates were allotted but did not report to the college (not joined), or candidates who had joined in Phase-1 later used the Free Exit facility to withdraw and free up their seat.

Four categories of candidates are eligible to participate in Phase-2: (1) Candidates who were allotted a seat in Phase-1, joined the college, and now want to upgrade to a better college; (2) Candidates who were allotted in Phase-1 but did not report to that college and want to try for a different one; (3) Candidates who received no seat in Phase-1 and are applying for the first time; (4) Candidates who did not exercise web options in Phase-1 and are now participating. However, candidates who used the Free Exit facility after Phase-1 are permanently barred from Phase-2 and all future phases.

The seats available are in Government, Private Un-aided Non-Minority, and Minority Dental colleges under Dr. NTR UHS. Muslim Minority candidates have a special advantage: they can apply for Competent Authority Quota seats in Minority Dental Colleges (reserved for Muslim minorities only) as well as in all other dental colleges.

Critical Dates and Timeline

The Phase-2 web options window is extremely short and non-extendable. Candidates must exercise their options within a 32-hour window only. After the deadline, no options can be changed, added, or cancelled under any circumstances.

Once you submit your options, they are final and locked. The allotment will be processed based on your submitted priorities, and results will be released the same day. After allotment, you must download your allotment order and report to the college within the date specified in that order.

How to Exercise Web Options: Step-by-Step Process

To exercise your web options, you must log in to the official counselling portal using your credentials. The portal link is https://apuhs-ugadmissions.aptonline.in/BDS/Home/StudentLogin. You will need your login ID and password, which were provided to you during the Phase-1 registration process.

Once logged in, you will see a list of all available BDS colleges. You must rank these colleges in the order of your preference — list the college you most want to join first, then the next best option, and so on. There is no limit on the number of options you can exercise. The system will send a One-Time Password (OTP) to your registered mobile number and email address when you submit your options. This OTP is a security measure to confirm that you are the one making the choices.

After you submit your options, take a printout of your saved options immediately. This is your proof of submission. Do not share your login credentials, email ID, or OTP with anyone — you are entirely responsible for any misuse of your account. Once submitted, your options cannot be changed, so be absolutely certain before you click 'Submit'.

If you were allotted a seat in Phase-1 and joined that college, the system will automatically add your current college as the last option in green colour. This is your safety net — if you do not get upgraded to a better college, you will remain in your Phase-1 college. However, if you upgrade to a new college in Phase-2, your Phase-1 seat will be cancelled automatically, and you will have no claim on it.

Important Rules for Phase-1 Joined Candidates (Upgradation/Sliding)

If you were allotted a seat in Phase-1 and have already joined and reported to that college, you are eligible to exercise web options in Phase-2 to upgrade to a better college. However, there are strict rules about what happens if you upgrade.

When you upgrade in Phase-2, your Phase-1 seat becomes a 'virtual vacancy' — it is added back to the seat matrix and can be allotted to another candidate. Your Phase-1 seat will be cancelled automatically, and you will have no claim on it whatsoever. This means if you upgrade and then later want to return to your Phase-1 college, you cannot. You must be absolutely certain that the colleges you are ranking in Phase-2 are genuinely better than your Phase-1 college before you submit.

If you were allotted in Phase-1 but did not report to that college, you cannot exercise options for that specific college in Phase-2. You can apply to any other college, but not the one you did not join.

If you were allotted in Phase-1, joined the college, but do not exercise fresh web options in Phase-2, you will not be considered for any upgradation or sliding in this phase. However, you may be considered for 'default sliding' — a change in seat category within the same college — if applicable.

  • Phase-1 joined candidates can upgrade to better colleges in Phase-2
  • Your Phase-1 seat is cancelled automatically on upgradation — no claim on it after
  • Phase-1 not-joined candidates cannot apply to the college they did not join
  • If you do not exercise fresh options in Phase-2, you cannot upgrade but may get default sliding within your college
  • Upgradation is only possible up to Phase-III (Mop Up) counselling; after that, no further upgradation

Eligibility and Special Category Rules

To be eligible for Phase-2 counselling, your name must appear on the final merit list dated 29-08-2026 or on one of the addendums dated 01-09-2026 or 11-09-2026, which are displayed on the Dr. NTR UHS website. If your name is not on any of these lists, you cannot participate in Phase-2.

Seats reserved under special categories — NCC (National Cadet Corps) and Sports & Games — will be filled separately after the university receives the final prioritized merit lists from the competent authorities (NCC and SAAP — Sports Authority of Andhra Pradesh). These seats will be filled after the general Phase-2 allotment, so do not expect them to be available during the Phase-2 web options window.

For Competent Authority Quota seats in Minority Dental Colleges, only Muslim Minority candidates are eligible. However, Muslim Minority candidates are also eligible to apply for Competent Authority Quota seats in all other (non-minority) dental colleges. This gives Muslim minority candidates more options than other candidates.

  • NCC and Sports & Games seats filled separately after Phase-2 general allotment
  • Muslim Minority candidates: eligible for CAQ seats in Minority colleges AND all other colleges

Fees: University Fee and Tuition Fee

If you are allotted a seat in Phase-2, you must pay the University Fee to download your allotment order. The University Fee is Rs. 12,600. This fee is paid through an online payment gateway using your Debit Card, Credit Card, or Net Banking. The fee is non-refundable under any circumstances.

However, if you already paid the University Fee in Phase-1 and downloaded your allotment order then, you do not need to pay again. You can directly download your fresh allotment order in Phase-2 if your college or seat category changes. If your college or seat category does not change, you do not need to download a new order.

In addition to the University Fee, you will also pay a Tuition Fee once you join the college. The Tuition Fee structure for 2026-27 is an interim structure fixed by the Government of Andhra Pradesh and is notified in the regulations. The exact amount will be provided by your college at the time of admission.

What Happens After Allotment: Downloading Order and Reporting

After allotments are released on 8 October 2026, you will receive an SMS message on your registered mobile number if a seat has been allotted to you. However, do not rely solely on this message — the university is not responsible if you do not receive the SMS due to network issues or mobile problems. You must proactively check the allotment status on the university website at https://drntr.uhsap.in.

Once you confirm your allotment, you must download your provisional allotment order by paying the University Fee through the payment gateway. This order will specify the college, course, seat category, and the date by which you must report to the college. You must report to the Principal of your allotted college on or before the date mentioned in the allotment order, bringing all your original certificates with you.

At the college, your original certificates will be verified. If any discrepancy is found or you are deemed ineligible, your provisional allotment will be cancelled without notice, and action will be taken as per university regulations. This is why it is critical to ensure all your certificates are genuine and meet the eligibility criteria.

If you were allotted a seat in any AP college in Phase-1 and have now slid to another AP college in Phase-2, you must submit a Custodian Certificate from your Phase-1 college at your new Phase-2 college. The first college will transfer your original certificates to the new college.

Critical Traps and Rules to Avoid Rejection

**Trap 1: Free Exit Candidates Are Permanently Barred.** If you used the Free Exit facility after Phase-1 to withdraw from your allotted college, you are not eligible for Phase-2 or any future phase of counselling. This is a permanent bar. Make sure you understand the consequences of Free Exit before using it.

**Trap 2: Not Reporting in Phase-2 Blocks Future Phases.** If you are allotted a seat in Phase-2 but do not report to the college, you will not be eligible to apply to that college in any future phase. You can only apply to other colleges. This is a significant restriction, so only exercise options for colleges you genuinely intend to join.

**Trap 3: Options Are Final and Irreversible.** Once you submit your web options, they cannot be changed, cancelled, or reordered. No request for change will be entertained after the deadline. **Trap 6: Exercising Options Does Not Guarantee Admission.** Simply exercising web options does not automatically give you a seat. Admission depends on your merit rank, the number of vacancies, and the priorities of other candidates. A mere option is not a guarantee.

What Happens in Future Phases After Phase-2

Phase-2 is not the end of the counselling process. There will be a Phase-III (Mop Up) counselling to fill any remaining vacancies. Candidates who joined in Phase-2 are eligible to upgrade or slide to better colleges in Phase-III, but only up to that phase. After Phase-III, no further upgradation is allowed.

If you do not report to your Phase-2 allotted college, you will not be eligible to apply to that college in Phase-III. You can only apply to other colleges. This is why it is important to only exercise options for colleges you genuinely intend to join.

The decision of the Competent Authority (the university) is final. There is no appeal or review process. Once allotments are made and you report to a college, your admission is confirmed for that college.
