Dr. N.T.R. University of Health Sciences (NTRUHS), Andhra Pradesh, has opened a one-time free exit window for BDS candidates who have already reported or joined a college in Phase-II of Competent Authority Quota counselling for 2026-27. This is a critical decision point: if you exit now, you get all your fees back and your certificates returned, but you lose the right to participate in any further counselling rounds under Competent Authority Quota. The deadline is 17 October 2026 at 10:00 AM — after that, no withdrawals are allowed. This notice affects only candidates who have already reported or joined a Phase-II allotted seat and are now reconsidering their choice.
If you have joined a BDS college in Phase-II, you must decide by 17 October 10 AM whether to exit (and lose all future Competent Authority Quota rounds) or stay (and be locked in until admissions close).

Unlock My College ListWhat is this free exit window?
This is a one-time opportunity for candidates who have already reported or joined a BDS college seat in Phase-II of Competent Authority Quota counselling to withdraw from that seat without penalty. If you choose to exit, the college must return your original certificates and refund all tuition fees and other fees you have paid. The college must complete this process and freeze your data by 11:30 AM on 17 October 2026.
This is not a general withdrawal option — it is a specific window open only until 17 October 10 AM. After that time, no candidate who has reported or joined in Phase-I or Phase-II will be allowed to withdraw from their seat during the rest of the admission process (Phase-III onwards until admissions close).
Who is eligible to use this free exit?
You are eligible if you have already reported or joined a BDS seat allotted to you in Phase-II of Competent Authority Quota counselling for 2026-27. This means you must have physically reported to the college and completed the admission formalities, or at minimum been allotted a seat in Phase-II.
Candidates who were allotted a seat in Phase-I but did not report are NOT eligible for this free exit — they have a different set of rules (see the section 'If you did not report in Phase-I or Phase-II' below).
- You have reported or joined a Phase-II allotted BDS seat
- You are part of Competent Authority Quota counselling (not MQ or other quota)
- You are still within the deadline: on or before 17 October 2026, 10:00 AM
Critical deadline: 17 October 2026, 10:00 AM
The deadline to submit your free exit request is 17 October 2026 at 10:00 AM. You must submit your written request to the Principal of the college where you have joined. The college will then process your request and return your certificates and fees by 11:30 AM the same day. After 11:30 AM on 17 October, the college will freeze all data, and no further exits will be permitted.
This is a hard deadline. Public holidays are treated as working days, so the deadline does not shift even if 17 October falls on a holiday. If you miss this window, you will be considered a joined candidate for Phase-III onwards, and you will not be able to withdraw from your seat until admissions close.
- Submit exit request: on or before 17 October 2026, 10:00 AM
- College processes and returns fees/certificates: by 11:30 AM on 17 October 2026
- After 11:30 AM: no further exits allowed; you are locked into your seat
The major trap: what you lose if you exit
Know the exact MBBS/BDS colleges your rank can get
Official 2023–2025 closing ranks and fees, matched to your rank.
⚠️ This is the most important consequence to understand. If you use the free exit facility, you will NOT be eligible to participate in any further rounds of Competent Authority Quota counselling for 2026-27. This means you cannot apply in Phase-III, Phase-IV, or any subsequent round under Competent Authority Quota. You will have permanently forfeited your Competent Authority Quota seat.
However, you will still be eligible to participate in MQ Phase-II (Merit-cum-Means counselling Phase-II) of Dr. NTR UHS, Vijayawada, if you wish. But you cannot re-enter Competent Authority Quota counselling. The notification explicitly warns candidates to take an 'informed and calculated decision' before using this exit, because once you exit, there is no going back into Competent Authority Quota for this admission cycle.
- You lose eligibility for Phase-III, Phase-IV, and all future Competent Authority Quota rounds
- You cannot re-enter Competent Authority Quota counselling in 2026-27
- You CAN participate in MQ Phase-II if you choose
- This decision is permanent for this admission cycle
How to submit your free exit request
You must submit a written application to the Principal of the dental college where you have joined. The notification provides a standard application form (proforma) that you must use. The form requires you to fill in your name, registration ID, NEET UG 2026 rank, NEET UG 2026 roll number, phone number, address, and the reasons for your free exit. Both you and your parent or guardian must sign the form in capital letters.
Submit the completed form directly to the Principal at your college. Keep a copy for your records. The college will acknowledge receipt and process your request immediately. The college is required to return your original certificates and all fees paid (tuition fee and other fees) to you on the same day.
- Use the official application form provided by NTRUHS (included in this notification)
- Fill in all required fields: name, registration ID, NEET rank, roll number, phone, address
- State your reasons for free exit
- Obtain signatures from both parent/guardian and yourself (in capital letters)
- Submit to the Principal of your college before 10:00 AM on 17 October 2026
- Request a receipt or acknowledgement from the college
What happens after you exit: your seat and Phase-III
Once you exit and the college freezes your data by 11:30 AM on 17 October, your seat is considered vacant. That seat will be filled in Phase-III counselling according to the rules. You will not have any claim on that seat or any other seat under Competent Authority Quota.
If you do not use the free exit and remain joined in Phase-II, you will automatically be considered part of Phase-III counselling. Phase-III rules will apply to you, and you will be eligible to exercise web options (change your college choice) in Phase-III if you wish, subject to the rules. However, you cannot withdraw from your seat — you must either stay in your current college or move to another college in Phase-III.
- Your vacated seat is filled in Phase-III counselling
- You have no claim on any Competent Authority Quota seat after exit
- If you stay joined, you move automatically to Phase-III
- In Phase-III, you can change your college choice via web options, but cannot withdraw entirely
If you did not report in Phase-I or Phase-II
If you were allotted a seat in Phase-I or Phase-II but did NOT report or join the college, you are not eligible for this free exit. Instead, you have a different status: you are considered 'not reported' or 'not joined'. In Phase-III, you will be eligible to exercise web options for all colleges EXCEPT the college you were allotted but did not join. This means you can apply to any other college in Phase-III, but not to the one you skipped.
This rule prevents candidates from gaming the system by skipping a Phase-II allotment and then trying to get the same college again in Phase-III.
- You were allotted a Phase-I or Phase-II seat but did not report
- You are NOT eligible for free exit
- In Phase-III, you can apply to all colleges EXCEPT the one you did not join
- Your non-reporting is treated as a permanent skip of that college

If you stay joined: no withdrawal after 17 October
If you do not use the free exit by 17 October 10 AM, you are locked into your seat. After 11:30 AM on 17 October, the college will freeze your data, and you will not be permitted to withdraw from your joined seat for the rest of the admission process. This applies from Phase-III counselling all the way through to the closure of admissions.
You will be considered a joined candidate in Phase-III and beyond. You can change your college choice in Phase-III via web options (if the rules allow), but you cannot exit the admission process entirely. If you wish to change colleges, you must do so through the web options process in Phase-III; you cannot simply resign and leave.
- After 17 October 11:30 AM, no withdrawals are allowed
- You are locked into the admission process until admissions close
- You can change colleges in Phase-III via web options, but not withdraw entirely
- Attempting to resign after the deadline will not be accepted
What the college must do: fee refund and certificate return
If you submit a free exit request, the college is required to return your original certificates and refund your entire tuition fee and any other fees you have paid. This must happen immediately upon acceptance of your exit request. The college must complete this process and freeze your data by 11:30 AM on 17 October 2026.
The college must use the official format provided by NTRUHS to accept and process your exit request. If the college does not return your fees and certificates on the same day, or if they delay the process, you should contact the NTRUHS Registrar's office immediately.
- College returns all original certificates to you
- College refunds entire tuition fee
- College refunds all other fees paid
- Refund and certificate return must happen immediately
- College freezes your data by 11:30 AM on 17 October 2026
- College uses official NTRUHS format to process your request
Important note: public holidays are working days
The notification explicitly states that all public holidays shall be treated as working days. This means that if 17 October 2026 falls on a public holiday, the deadline does not shift — you must still submit your exit request by 10:00 AM on that date. The college will still be open and processing exits. Do not assume the deadline will be extended.
- Public holidays are treated as working days
- The 17 October deadline does not shift even if it is a holiday
- The college will be open and processing exits on 17 October
What happens in Phase-III if you stay joined
If you do not exit by 17 October, you will be part of Phase-III counselling. In Phase-III, you will be eligible to exercise web options — meaning you can change your college choice if you wish, in order of priority. However, you cannot withdraw from the admission process entirely. You must either stay in your current college or move to another college allotted in Phase-III.
The exact rules for Phase-III web options are set out in the counselling procedure notified separately by NTRUHS. You should review that procedure to understand how to change your college choice in Phase-III.
- You are automatically part of Phase-III if you stay joined
- You can exercise web options to change your college choice
- You cannot withdraw from the admission process
- Phase-III rules apply to you as they do to all other Phase-III candidates
