Uttarakhand NEET UG 2026 Round 2: Admission Procedure, Fees & Documents

Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has released the admission procedure for Round 2 of NEET UG 2026 counselling in Uttarakhand. All candidates who have received a seat allotment must now choose between two options — Freeze (lock your seat and exit counselling) or Float (keep competing in future rounds) — upload mandatory documents online, pay an advance tuition fee to the university, and then report to their allotted college with original documents by 18 September 2026. What is Round 2 and Why Does It Matter?

Round 2 is the second phase of Uttarakhand's centralised NEET UG 2026 counselling. If you received a seat allotment in Round 2, you are now required to confirm your admission by completing a series of steps: choosing a lock-in option (Freeze or Float), uploading documents online, paying an advance fee, and reporting to your allotted college.

This round is provisional — meaning your seat is not final until you complete all steps and the college verifies your documents and eligibility. The entire process must be finished by 18 September 2026. If you miss any deadline or fail to complete any step, your seat will be cancelled automatically and offered to the next candidate on the waiting list.

Freeze vs. Float: Which Option Should You Choose?

When you accept your allotment, you must choose one of two options: Freeze or Float. This choice determines whether you can participate in future counselling rounds.

**Freeze:** If you select Freeze, you are locking in your seat at the allotted college. You will pay the advance fee, report to the college, and complete admission. Once you confirm Freeze admission at the college, you are **not permitted to participate in any subsequent counselling rounds** — even if a better college or course becomes available. Choose Freeze only if you are satisfied with your allotted college and course.

**Float:** If you select Float, your seat remains active for future rounds. You will upload documents online, but you will **not** attend physical document verification at the college. The college will verify your documents online only. If a better seat becomes available in Round 3, you can upgrade. However, if you do not upload documents for the new college in Round 3, your Float seat from Round 2 will be automatically cancelled. Step-by-Step Admission Process for Freeze Candidates

If you choose Freeze, follow these 10 steps carefully. Each step must be completed in order, and all must be done by 18 September 2026.

**Steps 1–5:** Log in to the counselling portal with your login ID, download your allotment letter, accept the offer, and upload all mandatory documents online. The allotted college will verify your documents online.

**Steps 6–7:** Once your documents are verified, pay the advance tuition fee online (using Net Banking, Debit Card, Credit Card, or Online Generated Bank Transfer Challan — see the fee table below for your college). Download your advance fee receipt and Freeze confirmation slip.

**Steps 8–10:** Print your Freeze confirmation slip and report to your allotted college in person with the fee receipt and all original documents (see the full checklist below). The college will verify your documents physically, collect the balance fee, and issue your admission letter. Your admission is complete only when you receive the admission letter from the college.

Step-by-Step Admission Process for Float Candidates

If you choose Float, follow these 7 steps. Float candidates do not attend physical verification at the college — verification is done online only.

**Steps 1–5:** Log in to the portal, download your allotment letter, accept the offer, and upload all mandatory documents. The college will verify your documents online.

**Step 6 (Critical):** You will **NOT** proceed for physical document verification at the college. Your documents are verified online by the college authorities only. Do not go to the college at this stage.

**Step 7:** Download your Float confirmation slip. Keep this safe. If you are upgraded to a new college in Round 3, you must upload documents for that new college using your login ID. If you do not upload documents for the new college, your Float seat will be automatically cancelled.

Advance Tuition Fee: Amount by College

The advance tuition fee is paid to the university (not the college) and must be paid online only — no cash, cheque, or demand draft is accepted. The amount varies by college. See the table below for your allotted college. This fee is separate from the balance tuition fee and other charges (hostel, mess, etc.) that you will pay directly to the college later.

**Payment methods:** Net Banking, Debit Card, Credit Card, or Online Generated Bank Transfer Challan only.

**Important:** If your college is not listed in the table below, contact the college directly or visit the university website for fee details. Some colleges may have different fee structures.

15 Documents You Must Bring in Original to the College

When you report to your allotted college (for Freeze candidates) or if you are upgraded in a future round, you must bring all of the following documents in **original** (not photocopies). The college will verify each one. Missing even one document can delay or block your admission.

**Educational certificates:** You need your 10th certificate (for age proof), 12th certificate, and 12th mark sheet. These must be the official documents issued by your school or board.

**NEET documents:** Bring your NEET UG 2026 Admit Card and Result/Rank letter, both issued by NTA. These prove you are eligible for NEET counselling.

**Category and sub-category certificates:** If you belong to SC, ST, OBC, or EWS, bring the certificate issued by the Uttarakhand competent authority. **Important trap:** OBC certificates must be of NCL (Non-Creamy Layer) category and must be valid on the date of admission. Critical Traps: What Will Get Your Seat Cancelled

**Trap 1 — Missing the 18 September 2026 deadline:** If you do not report to your allotted college by this date with all documents and fees, your seat will be cancelled immediately. There is no extension. Mark this date in your calendar now.

**Trap 2 — Choosing Freeze but not confirming at the college:** If you select Freeze online but then do not go to the college or do not complete the admission formalities there, your seat will be cancelled. You cannot claim the seat later.

**Trap 3 — Choosing Float but not uploading documents for a new college in Round 3:** If you are upgraded to a new college in Round 3 and do not upload documents for that new college, your Float seat from Round 2 will be automatically cancelled. You must re-upload for the new college.

**Trap 4 — Bringing a certificate saying your originals are deposited elsewhere:** If you bring a certificate stating that your original documents are with another college or university, you will **not be allowed to take admission**. You must have all originals with you.

**Trap 5 — Wrong category or sub-category certificate:** OBC certificates must be of NCL (Non-Creamy Layer) category and valid on the date of admission. DPW benefit is only for ex-servicemen from armed forces — serving personnel and paramilitary forces are not eligible. PwBD certificates must be from an NMC-designated medical board. If your certificate does not meet these requirements, your admission will be rejected.

**Trap 6 — Not selecting Freeze or Float by the deadline:** If you do not choose either option by the last date, your seat will be cancelled and moved to Round 3 vacant seats. You cannot claim it.

**Trap 7 — Undertaking or Affidavit instead of original certificates:** The notice explicitly states that no Undertaking, Affidavit, or Acknowledgement will be accepted in place of original certificates. You must have the real documents.

What Happens If You Upgrade in Round 3?

If you chose Float in Round 2 and are upgraded to a new college in Round 3, you must upload your documents again for the new college using your login ID. The new college will verify these documents online.

**Important:** If you do not upload documents for the new college in Round 3, your Float seat from Round 2 will be automatically cancelled. You will lose both seats.

If you chose Float in Round 2 but were not upgraded in Round 3, your Float seat remains with the Round 2 college. You do not need to do anything — the college will proceed with your admission as planned.

Important Rules About Eligibility and Document Verification

**Eligibility is verified by the college, not the counselling board.** The counselling board has allotted your seat based on the information you provided during online registration. However, the college is responsible for verifying that you meet all eligibility requirements — educational qualifications, category, domicile, age, and any other criteria set by the college or the course.

**The allotment is provisional.** This means your seat is not final until the college verifies your documents and confirms that you meet all eligibility criteria. If the college finds that you do not meet the requirements, your seat can be cancelled even after allotment.

**Only original certificates are accepted.** The notice explicitly states that no Undertaking, Affidavit, or Acknowledgement will be accepted in place of original certificates. If you cannot produce an original, your admission will be rejected.

**Certificates must be issued by the competent authority.** Category certificates (SC/ST/OBC/EWS), sub-category certificates (FF/Orphan/DPW/PwBD), and domicile certificates must be issued by the Uttarakhand competent authority only. Certificates from other states will not be accepted.

**The college has the final say on eligibility.** All responsibility for verifying eligibility and admitting you rests with the college. The counselling board does not re-verify after allotment.

What Happens to Your Fee If You Leave After Admission?

If you are admitted to a college and then leave (withdraw) within the specified time period, the college will refund part of your advance tuition fee. Specifically, the college will deduct a maximum of ₹6,000 from your advance fee and refund the balance. The college will also deduct the actual cost of any services you used (hostel, mess, etc.) from your refund.

**Example:** If you paid ₹1,45,000 as advance fee, used the hostel for 2 days (₹5,000), and then withdrew, the college would deduct ₹6,000 (maximum) + ₹5,000 (hostel) = ₹11,000, and refund ₹1,34,000.

This refund policy applies only if you withdraw within the time period specified in the allotment letter. After that period, the fee may not be refunded.
