Dr. NTR University of Health Sciences (NTRUHS), Vijayawada, has published the provisional priority list of candidates who applied under the Scouts & Guides category for admission into MBBS and BDS courses for 2026-27 under Andhra Pradesh's Competent Authority Quota — the seats the state fills through its own counselling process, separate from the All India Quota. What This Notice Is About

Every year, Andhra Pradesh reserves a small number of MBBS/BDS seats under the Competent Authority Quota for candidates who have earned recognised achievements in Scouts & Guides — verified through the Bharat Scouts & Guides Department, Government of Andhra Pradesh.

Candidates who applied under this category uploaded their scanned original scouting/guiding certificates online. The Scouts & Guides Department then checked these documents and sent NTRUHS a verified list, which the University has now displayed on its website, https://drntr.uhsap.in.

This list has three parts: (1) a Provisional Priority List of candidates found eligible, ranked by the level of their scouting award; (2) a list of candidates marked Not Eligible, with reasons; and (3) a list of candidates marked Not Eligible for being absent during physical document verification.

How the Provisional Priority List Is Ranked

Within the Scouts & Guides quota, candidates are not ranked only by NEET score — they are first grouped by the level of scouting/guiding award they hold, and only then by NEET rank within that group. In this list, the highest priority group shown is Priority II (Rajyapuraskar Award), followed by Priority III (Tritiyasopan Award), Priority IV (Dwitiyasopan Award), and Priority V (Prathamsoppan Award).

Each row of the list also shows the candidate's registration number, NEET rank and score, category (OC/BC/SC/ST with sub-groups like SC G-II, SC G-III), and an 'Area' code (AU, SVU, or APNL) tied to their scouting camp/zone.

Why Some Candidates Were Marked 'Not Eligible' — Read This Carefully

Eight candidates in this notice were marked Not Eligible even though they had applied and uploaded documents. The reasons given are almost entirely about certificate quality and government-approved sources — not about NEET score. This is the part every Scouts & Guides applicant, in AP or elsewhere, should study closely, because these are common, avoidable mistakes.

The remarks column against each Not Eligible candidate names the exact defect found during verification.

  • Camp Dates wrong — the camp dates printed on the certificate did not match the department's records.
  • Camp Dates not Clear — the dates on the certificate were illegible, missing, or ambiguous.
  • Number and Date not mentioned on the Certificate — the certificate had no certificate number and/or no issue date, both of which are required for verification.
  • Pravesh Certificate not Eligible as per G.O — the specific type of certificate submitted ('Pravesh' certificate) is not an accepted certificate under the Government Order that governs this quota.
  • As per G.O not Eligible — the achievement or certificate did not meet the eligibility criteria laid down in the applicable Government Order.
  • The Government of AP has not permitted HSG Organization — the certificate was issued by an organisation (referred to as 'HSG') that the AP Government has not authorised to issue certificates for this quota.

Candidates Marked Absent for Physical Verification

Seven candidates have been marked Not Eligible with the remark 'Absent' because they did not attend physical verification of their documents. Uploading a scanned certificate online is not the final step — candidates under this quota must also appear in person for the Scouts & Guides Department to physically check the original certificate.

This is a critical trap: even a candidate with a strong NEET score and a genuinely valid certificate loses eligibility for this quota simply by missing the physical verification, regardless of the reason for absence. There is no indication in this notice that absentees get another verification date.

The Grievance Window — Extremely Short, Act Now

NTRUHS has given candidates only one route and one narrow deadline to contest a Not Eligible or Absent status, or any other error in the provisional list.
