WBMCC NEET UG 2026 Counselling Notice: West Bengal MBBS/BDS State Quota, Management Quota & NRI Quota Rules Explained

The Directorate of Medical Education, Government of West Bengal has issued a detailed Notice cum Information Bulletin for NEET UG 2026 counselling in the state, covering MBBS and BDS admissions under State Quota, Private College Management Quota and NRI Quota seats for the 2026-27 session. This is not the counselling schedule with dates — those will be announced separately on the WBMCC website — but it lays down every rule a candidate must follow: who is eligible for which quota, which domicile and caste certificates are accepted, how PwD status is verified, what fees and security deposits are payable, and how the round-wise process works. Any candidate who qualified NEET UG 2026 and wants a WB medical or dental seat needs to read this carefully before registration opens, because several rules here can get an application rejected outright. The notice also explains the security deposit system for Private College seats, seat surrender rules, and what happens if documents are found to be fake.

Three Quotas, Three Different Rules

WB NEET UG 2026 counselling covers three separate quota types, and a candidate can register for only one of them: State Quota, Private College Management Quota, and NRI Quota. Each has its own eligibility conditions.

State Quota seats (in government and private colleges) can only be filled by candidates who are domicile to West Bengal — either the candidate or a parent must have lived in the state as prescribed. Management Quota seats in private medical/dental colleges do not require domicile at all; any NEET-qualified candidate above the cut-off percentile can apply. NRI Quota seats, also in private colleges, are for NRI/PIO/OCI candidates and follow a separate eligibility framework set by the Supreme Court and the Medical Counselling Committee (MCC), New Delhi.

A candidate who opts for NRI Quota cannot also apply for State Quota or Management Quota, and vice versa — the choice is locked in at registration.

State Quota: The Domicile Certificate You Must Get Right

To be eligible for State Quota seats, either the candidate or the candidate's parent(s) must be domicile in West Bengal. The domicile certificate proforma must be downloaded from the counselling website (https://wbmcc.nic.in), filled correctly, and signed and stamped by an authorised official — the original must be produced at document verification.

There are three accepted formats. Using the wrong one, or getting it signed by the wrong authority, is a common reason for rejection.

• Proforma a1: For candidates who have lived continuously in West Bengal for at least the last 10 years as on 31 December 2025, and who passed both Class 10 and Class 12 (or equivalent) from West Bengal.
• Proforma a2: For candidates who have lived continuously in West Bengal for at least the last 10 years as on 31 December 2025, where the candidate passed the 10+2 exam in 2026 from West Bengal. This must be signed by the Headmaster/Principal/Director/Head of the institution in West Bengal from which the candidate passed 10+2 in 2026.
• Proforma b: For candidates NOT residing in West Bengal for the last 10 years (i.e. Class 10 or Class 12, or both, were done outside WB), but whose parent(s) are permanent residents of West Bengal, having their permanent home address in the state and living there continuously for the last 10 years as on 31 December 2025.
• A valid Domicile Certificate obtained from the West Bengal e-district portal (https://edistrict.wb.gov.in/PACE) is also accepted as proof of domicile.
• If Proforma b or the e-district domicile certificate is furnished on the basis of a parent's residence, the candidate must additionally produce any two of the following original ID proofs of that parent showing a West Bengal address: Voter ID card, Aadhaar Card, and Passport.

Who Is Authorised to Sign the Domicile Certificate

Proforma a1 or b must be signed and certified by a specific list of officials with local jurisdiction over the place of permanent residence of the candidate or parent. Certification from anyone outside this list will not be accepted — this is one of the most common traps.

Every certifying official must also mention their full name, designation, place of posting with address, landline or mobile number, and identity card number if available.

• District Magistrate, Additional District Magistrate, Deputy Magistrate, Deputy Collector, Sub Divisional Officer, Block Development Officer
• Superintendent of Police, Additional Superintendent of Police, Deputy Superintendent of Police, Sub Divisional Police Officer
• Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner of Police Commissionerate
• Judicial Magistrate of any rank in the concerned district or Metropolitan locality, or Hon'ble High Court at Calcutta, or Hon'ble Supreme Court of India
• In Corporation areas: Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner
• Assistant Secretary or above in the Secretariat of Govt. of West Bengal (including GTA) or Central Govt.
• Deputy Director or above in the Directorate of Govt. of West Bengal or Central Govt.

Private College Management Quota: No Domicile Needed, But Merit Only

Management Quota seats in Private Medical/Dental colleges in West Bengal for 2026 are also filled through WBMCC's online counselling. Candidates need not be domicile in West Bengal to apply for these seats — this is the route open to candidates from other states.

Domicile is not required for the allotted candidate at admission for Management Quota, but other essential original documents must still be produced and verified before choice-filling and admission.

Important: allotment in Management Quota is based purely on the combined merit rank in NEET UG 2026. There is no caste or PwD reservation in these seats — the caste/PwD certificate is required only to check that the candidate meets the relevant cut-off percentile, not for any reservation benefit.

• UR/EWS candidates: NEET UG 2026 cut-off of 50th percentile
• UR PwD/EWS PwD candidates: cut-off of 45th percentile
• SC/ST/OBC/SC PwD/ST PwD/OBC PwD candidates: cut-off of 40th percentile

NRI Quota Seats

NRI Quota seats in Private Medical colleges in West Bengal for 2026 are also filled by WBMCC's online counselling, following the eligibility framework set by the Hon'ble Supreme Court of India (WP (Civil) 689 of 2017 — CODEUNIK case) and the principles from the Anshul Tomar case in West Bengal, along with cut-offs identical to Management Quota (UR/EWS 50 percentile; UR PwD/EWS PwD 45 percentile; SC/ST/OBC/PwD 40 percentile).

During online registration, the software will ask whether the candidate is an NRI/PIO/OCI wishing for NRI seats. Only if the answer is 'yes' will the system allow NRI-related fields to be filled. Candidates who registered as Indian but wish to change status to NRI must email the designated MCC email ID within the stipulated time, as per MCC's notice dated 27.05.2026 (memo no. U-11011/07/2025-MEC).

Unlike State and Management Quota, there is no pre-choice-fill physical document verification for NRI candidates. Allotment happens directly by the software after online registration, fee payment, and choice locking. NRI documents are verified only at the admission stage, at a designated centre at a Govt. Medical College in Kolkata under the Nodal Officer's supervision. Even after this, verification and admission remain purely provisional — the college sends scanned copies of all documents to MCC and to the concerned mission/embassy for further checking. If any document is later found false, misleading or forged, the candidature is summarily rejected.

OCI (Overseas Citizen of India) cardholders may choose to apply either under NRI Quota or as an Indian candidate, as per the Supreme Court's order dated 03-02-2023 in WP Civil 891 of 2021 — but once registered under one, they cannot switch to the other.

Caste (Category) Certificate Rules — Read This Before You Select OBC

Category status entered at NEET UG registration and category status during WB counselling are checked separately, and mismatches change outcomes significantly.

If a candidate declared UR/EWS at NEET UG registration but holds a valid OBC certificate issued in West Bengal, plus a valid Non-Creamy Layer (NCL) certificate issued on or after 01.04.2026, they can declare themselves OBC during WB counselling registration.

If a candidate's SC/ST/OBC/EWS certificate is from a state other than West Bengal, they will be treated as Unreserved for State Quota counselling (they can still compete for UR seats if they meet the 50 percentile UR cut-off and hold a valid WB domicile certificate). They remain free to apply for Management Quota seats based on combined rank.

For WB-domicile candidates selecting OBC, the OBC certificate must be issued by an authority in West Bengal only, and must be produced at both pre-allotment and post-allotment document verification, or the candidate will be treated as Unreserved. OBC candidates belonging to the creamy layer are not considered reserved category.

The trap to watch: if the OBC certificate was issued before 01.04.2026, the candidate must additionally submit a Non-Creamy Layer (NCL) certificate issued by the same authority on or after 01.04.2026. Without this, or if the OBC certificate itself is dated before 01.04.2026 with no valid NCL, the candidate will be treated as Unreserved (provided they still meet the 50 percentile UR cut-off).

Candidates who are not domicile to West Bengal cannot use their caste status for State Quota seats at all, regardless of category or PwD status — they can only fill Management Quota choices.

West Bengal-domicile EWS candidates (with or without PwD) will be treated as reserved category for State Quota seats only if their EWS certificate is successfully verified and was issued on or after 01.04.2026, in the format published on the WBMCC website. All caste certificates will be verified by officers nominated by the Backward Class Welfare Department (BCWD), Govt. of West Bengal, present at both pre-choice-fill and post-allotment verification.

PwD Certification — Only Specific Centres Are Valid

Candidates claiming PwD (Person with Disability) status under the 21 benchmark disabilities specified in the Rights of Persons with Disabilities Act, 2016 must get their PwD status verified through the Primary Medical Assessment Board of NRS Medical College, Kolkata (Address: 138, AJC Bose Road, Kolkata 700014), or through other centres designated by the Medical Counselling Committee (MCC), New Delhi, via the online link provided by MCC.

This is a hard rule: a certificate from any institute other than the centres designated by MCC in its official notice dated 07.08.2026 (Ref. U-11011/07/2026-MEC) will NOT be accepted as proof of PwD eligibility for WB NEET UG 2026 counselling — however genuine the certificate may otherwise be.

Other Eligibility Criteria You Must Meet

Beyond domicile and category rules, three basic eligibility criteria apply to every candidate, and all are essential — missing any one makes a candidate ineligible for counselling.

• Marks in 10+2: UR/EWS candidates need 50% aggregate in Physics, Chemistry and Biology taken together; UR-PwD/EWS-PwD and SC/ST/OBC (with or without PwD) candidates need 40% aggregate. Every candidate must also individually pass Physics, Chemistry, Biology and English in the 10+2 exam.
• Age: the candidate must be at least 17 years old by 31 December 2026 — that is, date of birth must be on or before 01 January 2010.
• Medical fitness certificate: obtained in the prescribed format (available on the counselling website) from a Registered Medical Practitioner, required for admission to the allotted seat.

Fees and the Security Deposit — Where Many Candidates Get Confused

There are two separate payments involved, and mixing them up can cost a candidate their registration.

The counselling registration fee is Rs. 2,000 for Unreserved candidates and Rs. 1,500 for SC/ST/OBC/PwD/EWS candidates. This is non-refundable once paid — whatever the outcome.

Separately, candidates who want to fill choices for Private College State Quota seats only, or Private College Management Quota seats (with or without State Quota choices), must pay a one-time security deposit — Rs. 2 lakh for Private College State Quota, and Rs. 5 lakh for Management Quota. Without this payment, the candidate simply cannot see or fill those choices.

The security deposit is adjusted against the course fee once a candidate gets allotted a Private College State Quota or Management Quota seat. It is refunded only after the entire counselling process for the session is over, and only in specific situations — for example, if no allotment happens at all, if the candidate surrenders the seat in Round 1 or Round 2, or if the candidate remains non-reported in Round 1 (where free exit is allowed).

The security deposit is forfeited if the candidate remains non-reported from Round 2 onwards, or if — at pre-choice-fill or admission-stage document verification — any document is found to be fake or forged. In the fake-document case, the candidate's candidature is rejected outright and a police FIR will also be lodged against them.

All payments (registration fee and security deposit) go through the bill desk payment gateway via Rupay debit card, net banking, or credit card. Candidates should check that their payment limits are enhanced beforehand, since payment failures due to server errors are common and payments already made are non-refundable.

Documents Checklist — What to Carry for Verification

The exact set of original documents (with one self-attested photocopy set) required at Physical Document Verification depends on which quota a candidate is registered for.

How the Counselling Rounds Work

The process for each round broadly follows the same sequence: Online Registration → Online Fee Payment (with security deposit if applicable) → Candidate Profile Letter generation → Physical Document Verification at a designated college (except NRI candidates) → Choice Filling → Choice Locking → Seat Allotment by inter-se merit → Second-round Physical Document Verification at the allotted college → Admission.

There will be Round 1, Round 2, Round 3, and an Online Stray Vacancy Round. Fresh registration is allowed for eligible, unregistered NEET UG 2026 candidates in every round, including the stray vacancy round.

Reporting rules tighten as rounds progress: non-reported allotted candidates in Round 1 can move to Round 2 without paying fees again; non-reported candidates in Round 2 can move to Round 3 but must pay the fees and security deposit again; candidates who remain non-reported after Round 3 allotment are completely out of the process and forfeit their fees and security deposit.

Seat surrender (giving up an allotted seat) is allowed without penalty after Round 1 admission, but with forfeiture of admission fees after Round 2. Surrender is not allowed at all from Round 3 onward — seats admitted in Round 3 or the Stray Vacancy Round are final. Surrender with bond penalty is possible only after the entire session's counselling is complete.

If a candidate's category or PwD status is not verified at any stage, they are treated as Unreserved/Non-PwD from that round onward (for that round), provided they still meet the relevant cut-off — but this facility to correct or re-verify status is only available up to Round 3, not in the Stray Vacancy Round.

Other Categories of Seats to Know About

The notice also mentions some seats that fall outside WBMCC's online counselling process, filled through separate mechanisms based on recommendations.

Donor/trust quota seats for 2026-27 include: 1 seat each in MCH Kolkata and RGKar MCH Kolkata (Madan Puraskar Guthi, Nepal); 1 seat in RGKar MCH (Sura Shamsher Jung Bahadur Rana, Nepal); 4 seats total in CNMC Kolkata (MC Law-Pratima Devi Law-MN De legal heir); and 2 seats in RG Kar Kolkata (B C Dey & B Dutta trust). Central pool seats also exist: 3 seats in BMC Burdwan, 3 in BSMC Bankura, 4 in NBMC Darjeeling, and 4 in Dr R Ahmed Dental College and Hospital — recommended by the Government of India for candidates from families of terrorist attack/war victims or from a State/UT with no medical or dental college. Eligible NEET UG 2026 candidates for these seats still need to provide the essential documents discussed in this notice.
