The Directorate of Medical Education, Government of West Bengal has issued an order directing NRS Medical College, Kolkata to arrange a Primary Medical Assessment Board for verifying and certifying the eligibility of PwD (Persons with Disabilities) candidates ahead of NEET UG Medical & Dental Counselling 2026. This board will assess candidates under the 21 benchmark disabilities listed in the Rights of Persons with Disabilities Act, 2016, for both All India Quota and State Quota counselling. IPGMER Kolkata has been designated as the Appellate Board — the body a candidate can approach if they are unhappy with the Primary Board's assessment. This is not a new eligibility rule; it is an administrative arrangement telling PwD candidates exactly where to get their disability certified for the 2026 counselling cycle. The board becomes functional from 11 August 2026 and will continue until the Medical Counselling Committee (MCC), New Delhi announces closure of the certification portal.

PwD candidates seeking disability certification for NEET UG 2026 counselling in West Bengal (for both All India Quota and State Quota) must get assessed at the Primary Medical Assessment Board set up at NRS Medical College, Kolkata, from 11 August 2026 onward, with IPGMER Kolkata handling appeals.

Why this matters for PwD candidates

If you are a NEET UG candidate applying under the PwD category for MBBS or BDS seats in West Bengal — through either the All India Quota (AIQ) counselling run by MCC or the State Quota counselling run by WBMCC (West Bengal Medical Counselling Committee) — your disability status needs to be officially verified by a designated medical board before or during counselling.

This notice tells you which hospital in Kolkata has been authorised to do that verification for the 2026 session, and what to do if you disagree with the board's findings.

Where the verification happens: Primary Medical Assessment Board

NRS Medical College & Hospital, Kolkata has been advised to set up the Primary Medical Assessment Board. This board will examine PwD candidates and issue certification based on the 21 benchmark disabilities recognised under the Disabilities Act, 2016.

The board covers candidates from both All India Quota and State Quota counselling processes — you do not need a separate certificate for each.

Timing and how long this stays open

The Primary Medical Assessment Board starts functioning from 11 August 2026 and will continue operating until MCC, New Delhi issues further notice about closure of the certification portal.

Candidates should plan their visit within the working hours given below.

Important trap: the certificate must be issued online only

The order explicitly states that the certificate must be issued in ONLINE mode only, as per the prescribed rules of the All India Counselling authority (MCC). This means candidates should not rely on a physical/offline certificate from the hospital — the certification must go through the online process specified by MCC's counselling portal.

If your certificate is not issued through the correct online mode, it may not be accepted during counselling document verification, which could put your seat at risk. Always follow the exact process MCC specifies on its counselling website for PwD certification, and confirm with the board doctors at NRS Medical College that your certificate will reflect there.

If you disagree with the Primary Board's decision: the Appellate Board

The notice refers to an MCC, New Delhi notice dated 07 August 2026 (memo Ref. U-11011/07/2026-MEC) under which IPGMER Kolkata has been designated as the Appellate Board for West Bengal.

Dr. Shuvra Neel Baul, Associate Professor, Department of Hematology, NRS Medical College & Hospital, has been specifically deputed to attend the Appellate Board sittings at IPGME&R, Kolkata from 11 August 2026, during the same working hours as the Primary Board, until the last candidate on a given day is examined.

If a candidate is not satisfied with the outcome of the Primary Medical Assessment Board's certification, they can approach this Appellate Board at IPGME&R (SSKM Hospital) for a review.
