Puducherry CENTAC MBBS/BDS Sports Quota 2026: New Marking Rules, Eligible Sports & Certificate Guidelines

The Government of Puducherry has issued a fresh set of rules for how sportsperson-candidates get admission under the Meritorious Sports Persons (MSP) Quota — a quota that gives extra weightage to students with genuine sporting achievements. This quota applies to undergraduate courses allotted through CENTAC (Puducherry's centralised admission body), and that includes government-quota MBBS and BDS seats in private professional colleges, as well as seats in government institutions. G.O.Ms.No.16, dated 14 July 2026, supersedes all earlier orders on this quota, finalises a list of 35 recognised sports disciplines, and lays down in detail how marks are awarded for achievements at International, National, South Zone, State and District level, who can apply, which certificates are acceptable, and what disqualifies a candidate. This is a rules-and-eligibility notification, not a counselling schedule — it does not give application dates.

What this order does

A High-Level Committee reviewed the list of sports disciplines eligible for the Meritorious Sports Persons (MSP) Quota and recommended 35 disciplines as the final, authorised list for admissions to Higher & Technical Education Institutions in Puducherry, government-funded constituent institutions, and government-quota seats in private professional colleges — all allotted through CENTAC.

This order replaces every earlier government order on the subject and takes effect immediately. All MSP-quota admissions through CENTAC — for engineering, arts, and medicine/dentistry alike — will now follow these revised guidelines.

For NEET UG aspirants, this is the rulebook CENTAC will use if you want your sporting record to count toward an MBBS or BDS government-quota seat. The notice itself does not announce dates for applications or counselling — those will come separately from CENTAC.

Who can actually use this quota

The guidelines set tight eligibility limits before a candidate's marks are even calculated. Missing any of these disqualifies the application outright, regardless of sporting achievement.

• Only candidates with U.T. of Puducherry nativity are eligible to apply under the Sports Quota.
• For school-level sports marks, only KVS, NVS, CBSE and ICSE schools located within Puducherry are eligible.
• For National-category marks, only candidates who represented the Union Territory of Puducherry (and are Puducherry-native) are eligible — representing another state does not count here.
• A candidate can use the Sports Quota only once across their admissions.
• Candidates must have progressed through the normal hierarchy — Zonal/Cluster, District, Regional/State, National, International — for the same sport. Direct entry to a higher level without competing at the qualifying lower levels earns no marks.
• Only achievements from the continuous 5 years immediately preceding the year of admission sought are counted.

How marks are calculated — the scoring tables

Marks depend on the level of the competition and the medal/position won. Only the single highest achievement per sport, per academic year, is counted — not every certificate a candidate holds. A minimum total of 35 marks is required even to be considered for ranking.

Special rules for International, National and State claims

The order sets out narrow definitions for what actually counts as an 'International' or 'National' achievement — many events with impressive-sounding names will not qualify.

For International claims: the event must involve at least 12 different countries and must be approved by the Indian Olympic Association (IOA) and the Ministry of Youth Affairs and Sports (MYAS). Category I covers Olympics/Commonwealth/Asian Games and World Championships/Cups held every 4 years; Category II covers similar events held every 2 years; Category III covers annual international championships. Players in these categories must also produce visa/immigration entry proof, MYAS/IOA/National Federation clearance, event fixtures and accreditation, and a certificate signed by the President or Secretary General of the host country's National Olympic Committee and the International Federation.

For National claims: the championship must be officially recognised as the regular annual event by MYAS, IOA, SAI, SGFI or the relevant National Federation, in age groups U14/U17/U19 or Sub-Junior/Junior/Senior. Marks are NOT given for selection trials or coaching camps — only actual competition.

For State claims: the event must be recognised as the regular annual championship by the relevant State Association or the Directorate of Sports and Youth Affairs (DS&YA), Puducherry. Again, selection trials and camps earn no marks.

Special sport-specific rules apply to Tennis (marks based on ATP/WTA or AITA rankings, not medals) and Cricket (only annual BCCI-sanctioned championships at District/State/National level count).

Certificate traps — read this before you submit anything

This section carries the highest risk of an application being rejected. The order is explicit and strict about certificate format and authority.

• ⚠️ Open, Invitational, Memorial or any 'indifferent nomenclature' championship — at any level (District, State, National or International) — is NOT considered for marks, however prestigious it sounds.
• ⚠️ Certificates must be in printed form. Certificates or Forms issued on ordinary letterhead/letter pads are INVALID.
• ⚠️ Every certificate must be signed PERSONALLY IN INK by the exact competent authority listed for that category (see Table VI below) — not a subordinate, not a digital signature.
• ⚠️ Championships run by federations or associations that are not recognised by IOA/MYAS, or that have been de-recognised by DS&YA at the state level for that period, do not count.
• ✅ Attested photocopies of all participation and achievement certificates, plus the relevant prescribed Form (Form I/II etc.), must be submitted along with the application, before the last date for submission.
• ✅ No further certificates or enclosures will be accepted after the application deadline.
• ✅ Every level of achievement claimed (District/State/National/International) must be backed by proof of the earlier, lower-level achievement in the same hierarchy — you cannot claim a National medal without evidence you first competed at District and State level.
• ⚠️ Furnishing bogus or fake certificates invites legal action against both the candidate and the parents.

Tie-break rules and the selection process

If two or more candidates end up with equal cumulative marks, the order lays down a fixed sequence of tie-breakers, followed strictly in this order:

• 1. Compare marks for each candidate's single best achievement in the eligible 5-year period.
• 2. If still tied, compare the second-best achievement, and so on.
• 3. If still tied after all achievements are compared, the candidate with the earlier date of birth gets the higher rank.
• A Committee constituted by DSYA/CENTAC/DH&TE ranks candidates based on the marks in their submitted certificates. Only candidates scoring 35 marks or above are considered for the merit list.
• Shortlisted candidates are called for an interview before the Committee for Engineering/Arts/Medicine, where original certificates are physically verified.
• If a candidate cannot produce the required originals at verification, their seat is given to the next-ranked candidate, and so on down the list.
• Candidates who get admission under this quota must sign an undertaking, at the time of receiving the allotment order, promising to continue participating in sport at their admitted college.

The 35 eligible sports disciplines

Achievements in a sport not on this list will not earn any marks under the MSP Quota, regardless of the level of the medal.
